HR-16 is the code listed for the Bhiwani registering office, and HR-61 is listed for the district’s commercial vehicles. Loharu, Siwani and Tosham have codes of their own on the same lists, while Charkhi Dadri is reported to have left Bhiwani to become a district in 2016.
Look at HR 16 AB 1234, the pattern a Bhiwani car carries: The HR marks a Haryana car, 16 is the code listed for the Bhiwani office, AB is the letter series and 1234 is the four-digit number.

Worth knowing: A Charkhi Dadri car registered before 2016 can still show HR-16, and that is correct, as the number stays with the car when district lines move and changes only if the car is re-registered outside Haryana or its registration details are changed.
Bhiwani buyers of new cars since 1 April 2019 got a High Security Registration Plate (HSRP) fitted with the car, so there is no separate booking for them.
Worth knowing: If your HR-16 car is older than that, its plate installation is booked on the booking portal named on the Haryana Transport Department website, along with the date that applies to HR vehicles. Security features of the plate are described on our Haryana RTO guide.
HR-16 and HR-61, the three sub-division codes, and the Charkhi Dadri codes
Bhiwani district has five codes on the lists. HR-16 and HR-61 are the Bhiwani office’s private and commercial codes, and HR-18, HR-17 and HR-48 belong to Loharu, Siwani and Tosham; Charkhi Dadri’s HR-19 and HR-84 are now another district’s.
The HR-16 office as one directory lists it, the commercial wing and the town offices
One directory lists the RTA office, Bhiwani at the Mini Secretariat, pincode 127021, as the HR-16 office. Without an official Haryana address list to rely on, ask the office itself or look on the Haryana Transport Department website before you travel. Bhiwani counter timings are not confirmed by any official source, so check them with the HR-16 office before going in person.
Directories give HR-61 to the commercial side of the Bhiwani office, described only as the Commercial Division, Bhiwani. Goods vehicles, taxis and buses are registered under it, while a car for family use takes HR-16.
Public code lists give three more registering codes inside the district: HR-18 for Loharu, HR-17 for Siwani and HR-48, which covers Tosham and Bawani Khera. No address is given for any of these offices.

Bhiwani city addresses go to the office listed as HR-16. If the RC address is in Loharu, Siwani, Tosham or Bawani Khera, the car may be registered at that sub-division’s own office, and a Charkhi Dadri address belongs to that district now. Bhiwani has no official list of the areas behind each code, so go by the address on the RC.
Key any number, such as HR16AB1234, into the finder at the top of the page, and it names the office that the code is listed for.
Worth knowing: An HR-18 car from Loharu that moves to Bhiwani city does not take a new number. The owner updates the RC with the city address and informs the insurer.
Charkhi Dadri, reported to have been carved out of Bhiwani district in 2016, registers under its own listed code, HR-19. The other Haryana districts and their codes are on the state guide.
HR-19 (listed)
Every HR code
Charkhi Dadri is reported to have become a separate district on 1 December 2016, and directories list HR-19 for its office and HR-84 for its commercial vehicles. A car first registered there before the split can carry HR-16 and keep it.
Bhiwani, Loharu, Siwani and Tosham all collect it at one Haryana rate
Road tax in Bhiwani is the Haryana tax, paid in one go at registration and calculated on the price of the vehicle. The bands do not change with the owner, so a business pays the same 5%, 8% or 10% on a car as a person does.
For example: On a ₹5 lakh car bought in Bhiwani, the lowest band applies, and 5% of the price makes a one-time road tax of ₹25,000.
A July 2026 notification gives a new electric car bought in Haryana a full exemption up to ₹30 lakh and 50% off above
A motorcycle up to ₹75,000 pays 4%, below the lowest band for a petrol or diesel car
An outside car kept in Bhiwani owes Haryana tax within 30 days, less 7% a year of tax paid
Vahan shows what your car owes before payment; our Haryana RTO guide has more
Every Bhiwani office, from HR-16 to Loharu, charges the national RTO fees, which Charkhi Dadri and Rohtak also use. They are paid on Vahan, and with a new car the dealer collects them as part of the price.
For example: Buy a new car on finance in Bhiwani and the office takes ₹2,300 before road tax, as ₹600 registration, ₹200 for the smart card RC and ₹1,500 to mark the loan.
At 15 years an HR-16 car renews for ₹5,000, and from 20 years for ₹10,000. Bhiwani owners who renew late pay a further ₹500 per month on a car, or ₹300 on a motorcycle, for the delay.
The dealer applies on Vahan, and your address decides the HR code
A Bhiwani dealer registers a new car on Vahan with the office for the buyer’s address, which in Bhiwani city is HR-16. A buyer from Siwani or Loharu may receive that sub-division’s code, and a Charkhi Dadri buyer an HR-19 number.
Bhiwani will register a new car only when it already has insurance
Vahan sends it to HR-16 or a town office, going by your address
The Haryana road tax and the RTO fee come with the on-road price
The office checks the file and allots your HR registration number
The HSRP goes on, then the RC is issued
Selling an HR-16 car takes an application on Vahan to the Bhiwani office: Form 29 is the seller’s notice and Form 30 carries both signatures. For that transfer, Bhiwani takes ₹300 on a car and ₹150 on a motorcycle.
With the RC in the buyer’s name, there are 14 days left to move the policy over as well.
Paid off the car loan? File Form 35 with the bank’s NOC on Vahan and the Bhiwani office deletes the loan entry at no cost, following the steps on our Haryana RTO guide.
Bhiwani owners can start most work from home. The Vahan portal handles car and bike services and the Sarathi portal licence services, and the application then goes to HR-16 or the town office for your address.
A lost or damaged HR-16 RC is replaced by applying on Form 26 for a duplicate RC, with the fee in the fees table. To confirm a Bhiwani car’s registration is valid, use the Kiwi Insurance RC status check.
Bhiwani learners apply for a licence and book a driving test slot on Sarathi, and renewals start there too, as our Haryana RTO guide describes.
A challan on an HR-16 car can be checked and paid through echallan.parivahan.gov.in or mParivahan by entering the number.
Look up the remaining fines on our Haryana RTO guide.
HR plates stay; a car from another state pays Haryana tax within 30 days
A car moving to Bhiwani from Hisar, Rohtak or any Haryana district keeps its number, with only the RC address to change. One that comes from Rajasthan, Delhi or another state owes Haryana road tax within 30 days of being kept here, and needs an HR number once it has been kept here for more than 12 months.
The office in the old state issues it against Form 28
Haryana tax on the price today, cut 7% per year of tax paid, at most 56% less
Or at your town office, after 12 months in Haryana
For an HR-16 car that is leaving Haryana, the Bhiwani office issues the NOC on Form 28, and the car is registered again in the state you move to.
Worth knowing: Inform your insurer each time the RC changes, first for the Bhiwani address and later for a new number, carrying the papers that our Haryana RTO guide lists for each step.
Bhiwani buyers who are posted from state to state, such as defence staff, can opt for a Bharat series (BH) number instead of HR-16 and avoid re-registering the car after each move.
Someone employed in the private sector shows Form 60, a declaration from the employer that it has offices in 4 or more states or union territories. The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
The BH tax, paid every 2 years, is covered on our Haryana RTO guide.

For Bhiwani cars, nearly every application now runs on the Vahan portal or the Sarathi portal, and a paper form is only needed when an office asks for it.
The right form for each Bhiwani task is explained on our Haryana RTO guide. Others are on the full forms page of the Parivahan Sewa website.
Bhiwani cars are priced as Zone B for Own Damage, as the tariff zone goes by the registering office and no Haryana office is in Zone A. Own Damage on an HR-16 car therefore usually costs less than in a Zone A city such as New Delhi, and the Third-Party premium is set nationally.
Zone B applies to HR-16 and every other Bhiwani district code, so Own Damage is usually cheaper than in Zone A
Zone B also covers HR-19 cars, as Charkhi Dadri, like Bhiwani, is not on the Zone A list
That premium follows engine size, so plans differ in Own Damage and extra covers
Before you buy, check which cashless garages are near your Bhiwani home
No new car leaves the Bhiwani office with an HR-16 number unless a policy already covers it. On a sale, the RC transfer happens first and the buyer then has 14 days to transfer the policy, and whenever the RC address or number changes, inform your insurer so the policy matches.
Every Bhiwani car and bike must have Third-Party cover under the law, both to be registered and to be driven in India After your Bhiwani RTO visit, check the owner on your policy is the owner on your RC. Kiwi Insurance car plans sit behind the first card below, bike plans behind the second.
