Three registering offices are listed for Faridabad, each with its own code: HR-51 for the north of the district, HR-87 for Badkhal in the west and HR-29 for Ballabgarh in the south. A fourth code, HR-38, is listed for commercial vehicles.
Reading HR 51 AB 1234 from the left, HR is the Haryana state code, 51 is the code listed for the Faridabad office, AB is the series of letters and 1234 is the four-digit number.

Worth knowing: An HR-29 car from Ballabgarh and an HR-51 car from Sector 15 are both Faridabad registrations, and each keeps its digits after a move to Badkhal or to Karnal, as the number changes only if the car is re-registered outside Haryana or its registration details are changed.
Faridabad cars registered on or after 1 April 2019 were delivered with a High Security Registration Plate (HSRP), so their owners have nothing to book.
Worth knowing: Owners of older HR-51, HR-87 or HR-29 cars book the installation on the booking portal named on the Haryana Transport Department website, where the date for HR vehicles is given, and our Haryana RTO guide explains what the plate carries.
Three codes for private vehicles and one commercial code, all as listed, and the Palwal codes
Faridabad district has four listed codes. HR-51, HR-87 and HR-29 belong to the north, west and south registering offices, HR-38 is the commercial code, and HR-30, HR-73 and HR-50 belong to Palwal district.
Directory listings for the four Faridabad offices; confirm before a visit
No official Haryana address list for these offices is available, so the addresses below are what directories give, and two of those listings are incomplete. Faridabad office timings could not be confirmed from an official source, so check them with the office you need before travelling.
One directory names the Badkhal office the SDM office, Badkhal, and places it near the Aravalli Golf Course in New Industrial Township (NIT), pincode 121001. That listing is incomplete, so confirm the location with the office before you go.
A search for the Ballabgarh RTO leads to HR-29, which directories list for the south of the district, near the Ballabgarh tehsil in Shyam Colony (121004). The entry is not confirmed officially.
HR-38 is listed for the Regional Transport Authority, which directories also place at the Sector 12 Mini Secretariat. Taxis, buses and trucks are registered there, not private cars.

Directories divide Faridabad into a north office (HR-51), a west office at Badkhal (HR-87) and a south office at Ballabgarh (HR-29). No official list of the sectors and villages each one serves is available, so the address on your RC decides the office.
Already registered? Type the number, for example HR51AB1234, into the finder at the top and it shows the office listed for that code.
Worth knowing: Moving from Ballabgarh to a sector near Badkhal leaves an HR-29 number exactly as it is. What changes is the RC address, and after that you should inform your insurer.
Nuh district’s official website names Faridabad as one of its neighbours, and Palwal, reported to have been part of Faridabad district until 2008, borders it too. Both register under their own HR codes.
HR-27 (listed)
HR-30 (listed)
Every HR code
Palwal is reported to have become a district of its own on 15 August 2008, and directories list HR-30 for it, HR-73 for its commercial vehicles and HR-50 for Hodal. An older Palwal car may still carry a Faridabad code from before the split, which is fine, as the code stays with the car.
One payment at the Haryana rate, the same at HR-51, HR-87 and HR-29
All three Faridabad offices collect the same Haryana road tax, a one-time charge worked out on the car’s cost. A car for personal use pays 5% up to the first price band, and Haryana does not charge a company more than a private buyer.
For example: Register a ₹5 lakh car at Ballabgarh or Badkhal and the Haryana tax is 5%, so ₹25,000 is paid once, with nothing due again while the car stays in the state.
Under a July 2026 notification, a new electric car bought in Haryana for up to ₹30 lakh pays no road tax, and one above that pays half
The same notification is reported to give a CNG vehicle bought in Haryana a 20% rebate
A car from another state owes Haryana tax within 30 days of being kept in Faridabad
The exact tax shows on Vahan before payment; every band is on our Haryana RTO guide
RTO fees are national, so a registration at Ballabgarh costs what it costs at Badkhal, at Sector 12 or across the border in Delhi. You pay them on Vahan, and for a new car the dealer includes them in the price.
For example: Financing a new car in Faridabad adds ₹1,500 for the loan entry to the ₹600 registration and the ₹200 smart card, a total of ₹2,300 in RTO fees before any road tax.
A Faridabad car that reaches 15 years renews for ₹5,000, and one past 20 years for ₹10,000. Leaving it late costs a further ₹500 for every month on a car and ₹300 on a motorcycle.
The dealer applies on Vahan; the address on your papers picks HR-51, HR-87 or HR-29
A Faridabad dealer registers your new car on Vahan, and the address you give decides which of the three offices issues the number. Give a Ballabgarh address and the car is likely to get HR-29; give a Palwal address and it goes to a Palwal office instead.
Faridabad offices will not register a car that has no valid insurance in place
The dealer sends your file to the north, Badkhal or Ballabgarh office
Your on-road quote already carries the Haryana tax and the RTO fee
Badkhal, Ballabgarh or the north office then signs off and allots the HR digits
The plate is fitted and the RC follows from the office
A Faridabad car changes hands through Vahan and the office that first registered it, so an HR-29 car goes back to Ballabgarh. The seller files Form 29, both parties put their names to Form 30, and ₹300 is paid for a car, ₹150 for a motorcycle.
Within 14 days of the transfer, the buyer should transfer the insurance too.
After the last loan instalment, the lender’s NOC and Form 35 go in on Vahan and the bank’s name comes off the RC without a fee, using the papers listed on our Haryana RTO guide.
Faridabad owners use two national sites. The Vahan portal takes vehicle applications and the Sarathi portal takes licence ones, and the file then reaches HR-51, HR-87 or HR-29 depending on where you live.
A Ballabgarh or Badkhal owner whose RC is lost or damaged applies on Form 26 for a duplicate RC, at the amount in the fees table. The Kiwi Insurance RC status check tells you if an HR record is still active.
For a Faridabad licence, apply on Sarathi and pick a test slot at the office serving your address. More on each service is on our Haryana RTO guide.
Enter any HR-51, HR-87 or HR-29 number at echallan.parivahan.gov.in or in mParivahan to find and pay a challan issued in Faridabad.
Every other offence and its fine is on our Haryana RTO guide.
A Haryana car keeps its number; an outside car owes Haryana tax first and an HR number later
Come to Faridabad from Gurugram or Rohtak and the HR number stays. Bring a car from Delhi, Uttar Pradesh or anywhere outside Haryana, and two deadlines start, 30 days for Haryana road tax and, once the car has been kept here for more than 12 months, re-registration.
Use Form 28 at the office in the state you are leaving
On the current price less 7% for each year of tax already paid, never more than 56% off
When the car passes 12 months in Haryana, apply at HR-51, HR-87 or HR-29 for your area
If the car is leaving Haryana for good, get the NOC on Form 28 from the office that holds its record, and register it in the new state.
Worth knowing: A new address on the RC, and later a new number, should each be followed by a message to inform your insurer, and our Haryana RTO guide lists what to carry for both.
If your job can take you out of Haryana, a Faridabad dealer can apply for a Bharat series (BH) number in place of HR-51, HR-87 or HR-29, so the car needs no fresh registration in the next state.
Employees of private companies qualify through Form 60, which confirms the employer has offices in 4 or more states or union territories. The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
How the BH tax is paid every 2 years, and who else qualifies, is explained on our Haryana RTO guide.
Official PDFs for jobs at the Faridabad, Badkhal and Ballabgarh offices
Faridabad applications mostly go through the Vahan portal or the Sarathi portal, so a paper form is needed only if an office asks for one.
Which form fits which Faridabad job is explained case by case on our Haryana RTO guide. Anything not listed is in the set of RTO forms on the Parivahan Sewa website.
The premium for Own Damage cover depends partly on the zone of the registering office, and Faridabad, with all its HR codes, is Zone B. Only New Delhi is Zone A in this region, so an HR-51 car normally costs less to cover for Own Damage than a Delhi-registered one, and the Third-Party price is the same everywhere.
HR-51, HR-87, HR-29 and HR-38 cars are all Zone B, so their Own Damage cover is usually cheaper than in Zone A Delhi
Its premium is set nationally by engine size, so compare Own Damage and the extra covers
Cars from Palwal and Hodal are rated Zone B like Faridabad, as no Haryana city is named Zone A
Look for cashless garages near your Faridabad home or office before you choose a plan
A Faridabad office checks for a valid policy before it registers a new car. When a car is sold, the RC is transferred first and the buyer has 14 days to transfer the policy, and whenever the RC address or number changes, inform your insurer so both records match.
By law, a Faridabad car or bike needs at least Third-Party cover to be registered and to go on the road With the Faridabad registration done, confirm that the owner named on the policy matches the RC. Use the two cards to see Kiwi Insurance car plans or bike plans.

HR-51 is the code listed for the main Faridabad office. Badkhal (HR-87) and Ballabgarh (HR-29) have their own listed codes, and HR-38 is listed for commercial vehicles.
