HR-05 is the code directories give the Karnal registering office, which they place in the Sector 12 Mini Secretariat, and HR-45 is listed for commercial vehicles. Assandh, Indri and Gharaunda each have a listed code, and two old parts of the district, Panipat and Kurukshetra, now register on their own.

How to read a Karnal (HR-05) number plate

How to read a Karnal (HR-05) number plate

Read HR 05 AB 1234 and you have a car first registered in Karnal: HR for Haryana, 05 for the code listed for the Karnal office, AB for the letter series and 1234 for the four-digit number.

Number plate HR 05 AB 1234 labelled: HR is the state code for Haryana, 05 is the Karnal RTO code, AB is the series and 1234 is the four-digit number

Worth knowing: An HR-05 car bought by someone in Panipat or Ambala still shows 05, since the Karnal number changes only if the car is re-registered outside Haryana or its registration details are changed, wherever in the state the owner lives.

Since 1 April 2019, new cars registered at Karnal have been handed over with a High Security Registration Plate (HSRP) already on them.

Worth knowing: For an HR-05 car registered earlier, the installation is booked on the booking portal named on the Haryana Transport Department website, and that site also shows the HR vehicle date. The plate’s security marks are listed on our Haryana RTO guide.

A Karnal city address on the RC points to the HR-05 office. In the Assandh, Indri or Gharaunda sub-divisions the car may be registered at the local office and get that town’s code, so check with the dealer which applies to your village or town. No official list of the areas each office covers is available; the RC address decides.

Road tax in Karnal

Road tax in Karnal

One Haryana payment, charged alike at HR-05, Assandh, Indri and Gharaunda

Karnal’s road tax is Haryana’s one-time tax, worked out as a percentage of the vehicle’s price at its first registration in the state. Cars for personal use pay 5%, 8% or 10% by price, and a car in a company’s name is charged the same.

  • Electric car relief

Haryana’s July 2026 notification means no road tax on a new EV up to ₹30 lakh, and half the tax above that

  • A 30-day deadline

Vahan routes your file by address: HR-05 in the city, a town code elsewhere

Your Karnal dealer registers the car on Vahan, and the office chosen depends on your address. Karnal city buyers get HR-05; a buyer from Indri or Assandh may get that sub-division’s code instead, and one from Panipat an HR-06 number.

To change the owner of an HR-05 car, apply on Vahan to the Karnal office. The seller signs Form 29, the seller and buyer complete Form 30, and the transfer costs ₹300 for a car or ₹150 for a motorcycle.

Karnal then gives the buyer 14 days to take over the policy in their own name.

Clearing hypothecation on a Karnal RC

With the loan closed, put the bank’s NOC and Form 35 on Vahan, and Karnal removes the lender from the RC at no charge; our Haryana RTO guide lists what to attach.

Moving your car to Karnal

Haryana cars change the address only; outside cars owe Haryana tax within 30 days

A car coming to Karnal from Panipat or Kurukshetra is already on HR plates and keeps them, so only the RC address changes. A car from Uttar Pradesh, Punjab or any other state owes Haryana road tax within 30 days of being kept here and has to be re-registered once it has been kept here for more than 12 months.

Worth knowing: As soon as the RC shows the Karnal address, and again once any new number is issued, inform your insurer, using the document list on our Haryana RTO guide.

BH series registration in Karnal

BH series registration in Karnal

A Karnal buyer who can be transferred to another state may register the new car under the Bharat series (BH) rather than HR-05, which removes the need to re-register after moving.

Private sector applicants give the dealer Form 60, the employer’s confirmation of offices in 4 or more states or union territories. The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.

BH road tax is paid every 2 years, as our Haryana RTO guide explains with the eligibility rules.

For Own Damage premiums, a Karnal registration counts as Zone B, as the zone depends on the registering office and the tariff names no Haryana office in Zone A. An HR-05 car therefore usually costs less to cover for Own Damage than one registered in a Zone A city such as New Delhi, while Third-Party is priced nationally.

  • Karnal is Zone B
