Rohtak city registers private cars under HR-12, the code listed for its registering office, and commercial vehicles under HR-46. Two towns in the same district, Meham and Sampla, are listed with codes of their own, and Jhajjar is reported to have left the district in 1997.
On a Rohtak plate like HR 12 AB 1234, the first two letters say Haryana, the 12 is the code listed for the Rohtak office, AB is the letter series in use when the car was registered, and 1234 is the four-digit number.

Worth knowing: HR-12 stays on the car if its owner later lives in Sonipat or Gurugram, as the Haryana number changes only if the car is re-registered outside Haryana or its registration details are changed, which makes an HR-12 plate a guide to where a car was first registered, not where it is kept now.
An HR-12 car first registered from 1 April 2019 onwards came with its High Security Registration Plate (HSRP) fitted by the dealer at delivery.
Worth knowing: An older Rohtak car needs the plate installed, and the booking is made on the booking portal named on the Haryana Transport Department website, which shows the date set for HR vehicles. For the plate’s security features, read our Haryana RTO guide.
HR-12 and HR-46 for Rohtak, two more for towns in the district, and the Jhajjar codes
Four codes are listed inside Rohtak district today. HR-12 is for the Rohtak office and HR-46 for commercial vehicles, while HR-15 and HR-95 belong to the Meham and Sampla sub-divisions; the Jhajjar codes went with that district when it was formed, reportedly in 1997.
Where directories place HR-12 and HR-46; they do not agree, so confirm first
Directories do not agree on where the Rohtak office is: One lists the Mini Secretariat and another gives Sector 24. No official Haryana address list is available to settle it, so check with the office or the Haryana Transport Department website. Hours for the Rohtak office could not be confirmed from an official source, so check them with the HR-12 office before you plan the visit.
HR-46 is listed for the Regional Transport Authority, the arm that registers Rohtak’s taxis, buses and goods vehicles. One directory gives only “Commercial Division, Rohtak” as its address, and the code is not one a private car is given.
Meham and Sampla are sub-divisions of Rohtak district, and public code lists give HR-15 for Meham and HR-95 for Sampla. A car registered at either keeps that code, even though the owner lives in Rohtak district.

For an address in Rohtak city, the listed office is HR-12. An RC address in the Meham or Sampla sub-division may go to the office listed for that sub-division instead, and anywhere in Jhajjar district belongs to Jhajjar or Bahadurgarh. With no official area list to go by, it is the address on your RC that decides between these offices.
Got the number but not the office? Put it in the finder at the top of the page, for instance HR12AB1234, to see which office the code is listed for.
Worth knowing: An owner who shifts from Meham into Rohtak city keeps HR-15 on the plate for good, with only the RC address to change and the insurer to be informed of the new address.
Sonipat district’s official website names Rohtak among its neighbours, and Sonipat registers under HR-10. Jhajjar, reported to have been part of Rohtak district until 1997, lies next to it and has its own listed codes.

A one-time Haryana tax; HR-12, HR-15 and HR-95 cars all pay the same rate
The Rohtak office charges road tax at the Haryana rate, a single payment linked to what the car cost, and the bands are the same for a person and for a company. A car for personal use pays 5%, 8% or 10%, and a two-wheeler 4%, 6% or 8%.
For example: Taking HR-12 plates on a car that cost ₹5 lakh means a Haryana tax of 5%, which works out to ₹25,000, paid once at registration.
New EVs bought in Haryana are exempt up to ₹30 lakh and pay half above that, under a July 2026 notification
A Rohtak car registered to a business pays the same 5%, 8% or 10% band
Tax on a new car falls due within 30 days of purchase, and the dealer usually pays it
Before paying for an HR-12 car, open Vahan to see the exact tax, or read our Haryana RTO guide
Fees at HR-12 follow the national schedule, so the Rohtak office charges the same as Meham, Sampla or Jhajjar for any service. Pay them on Vahan, or let the dealer include them for a new car.
For example: A Rohtak buyer who takes a car loan pays ₹2,300 in RTO fees on the new car, made up of ₹600 for registration, ₹200 for the smart card RC and ₹1,500 for the loan entry, with road tax on top.
Keep an HR-12 car on the road past its 15th year and the renewal is ₹5,000, rising to ₹10,000 once it is past 20. A delay adds ₹500 a month for a car, while a motorcycle is charged ₹300 a month.
Vahan does the paperwork; your address decides between HR-12, HR-15 and HR-95
A Rohtak dealer sends the new car’s details on Vahan to the office that matches your address, which for most city addresses is HR-12. A buyer from Meham or Sampla can end up with that sub-division’s code even after buying in Rohtak.
No policy, no HR-12 number: Cover must be bought before the dealer applies
Vahan routes it to HR-12, HR-15 or HR-95 by your address proof
The Haryana road tax and RTO fee are on the dealer’s on-road bill
Once approved, the office allots the registration and the RC
Your HSRP is put on before you drive away
To sell an HR-12 car, the seller and buyer apply on Vahan to the Rohtak office. Form 29 is the seller’s notice, Form 30 is the joint application, and the transfer fee is ₹300 for a car, ₹150 for a motorcycle.
From the day the Rohtak office records the sale, the buyer has 14 days in which to move the insurance into their own name.
A paid-off loan is cleared from the RC with Form 35 and the bank’s NOC on Vahan, and the Rohtak office charges nothing for it. The papers needed are on our Haryana RTO guide.
Rohtak applications are made online first. Use the Vahan portal for the car and the Sarathi portal for your licence, and the work is sent to HR-12 or to the sub-division office for your address.
When an HR-12 RC is lost or spoilt, the owner applies on Form 26 for a duplicate RC and pays what the fees table shows. Before selling or buying, the Kiwi Insurance RC status check confirms the Rohtak record is valid.
A Rohtak learner’s licence, the driving test booking and later renewals all begin on Sarathi, and each licence service is explained further on our Haryana RTO guide.
Check an HR-12 number for challans on echallan.parivahan.gov.in or the mParivahan app, and pay any you find there.
For speeding, helmets and the rest, see our Haryana RTO guide.
HR cars only change the address; a car from outside Haryana owes tax in 30 days
Moving into Rohtak with a car already on HR plates, from Hisar or Panipat for example, means only an RC address change. A car from outside Haryana is different, as Haryana road tax is owed within 30 days of the car being kept here and the HR-12 number is needed once the car has been kept here for more than 12 months.
Apply on Form 28 to the office in your previous state
Inside 30 days, on today’s price less 7% for each year of tax already paid
Once the car has been here over 12 months, ask HR-12 for the new number
If you are leaving Haryana with the car, the HR-12 office gives the NOC on Form 28, and the new state then registers it.
Worth knowing: When either the address or the number on the RC changes, inform your insurer as well, and keep the documents from our Haryana RTO guide ready for the Rohtak counter.
Someone in Rohtak whose work moves them between states can ask the dealer for a Bharat series (BH) number instead of HR-12, which saves registering the car again after each posting.
Rohtak buyers in private jobs hand the dealer Form 60, in which the employer confirms that it runs offices in 4 or more states or union territories. The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
BH tax falls due every 2 years; who qualifies is set out in our Haryana RTO guide.
Official PDFs for HR-12 work at the Rohtak office
Rohtak owners now handle nearly all of this through the Vahan portal or the Sarathi portal, and paper copies matter only when the office wants one.

Zone B is where an HR-12 car sits for the Own Damage part of the premium, as the tariff zone follows the registering office and Rohtak is not one of the eight Zone A cities. An HR-12 car’s Own Damage cover is usually cheaper than a New Delhi car’s for that reason, while Third-Party premiums do not vary by city.
Zone B applies to HR-12, HR-46, HR-15 and HR-95 cars, so Own Damage is usually cheaper than in a Zone A city
This part of the premium depends on engine size, not on the Rohtak address
Cars on Jhajjar, Bahadurgarh or Sonipat codes are rated Zone B like Rohtak, as no Haryana city is Zone A
Check the cashless garages within reach of your home before choosing a plan
Without valid insurance, the Rohtak office will not register a new car. After a sale, the RC transfer comes first and the buyer then has 14 days to move the policy, and if the RC address or number is changed, inform your insurer so the policy says the same.
Every car and bike registered at HR-12 must carry Third-Party cover by law, before registration and on every road in India When the Rohtak paperwork is over, make sure your name on the policy matches the one on the RC. The two links that follow open Kiwi Insurance car plans and bike plans.
