Ahilyanagar is the new name of Ahmednagar, and its Regional Transport Office (RTO) still issues MH-16, as it did before the change. The district’s second code, MH-17, belongs to the Deputy RTO at Shrirampur, and the two offices carry almost the same number of vehicles on their books.
Every Ahilyanagar number, MH 16 AB 1234 for example, is made of four pieces. The first, MH, tells you the state is Maharashtra; 16 marks the district RTO in Ahilyanagar; AB is the letter series; 1234 is the four-digit number. A plate with 17 in place of 16 was issued at Shrirampur, in the same district.

Worth knowing: The renaming did not touch existing plates, so a car registered as Ahmednagar MH-16 years ago carries the same number today. Its code stays the same anywhere in Maharashtra and changes only if the car is re-registered outside Maharashtra or its registration details are changed.
A High Security Registration Plate (HSRP) came factory-fitted on every new MH-16 and MH-17 car from 1 April 2019, and the Maharashtra transport department does not ask those owners to apply again.
Owners of earlier Ahilyanagar or Shrirampur cars book the installation on the booking portal named on the Maharashtra transport department website, and the date for their vehicle is shown there. A fitment centre does the job at no added charge, while doorstep fitting costs extra. Every other plate rule appears in our Maharashtra RTO guide.
MH-16 and MH-17 are the only two codes issued in Ahilyanagar district. Seven districts border it, and the second table gives their codes so that a Nashik or Pune plate is not mistaken for a local one.
Shrirampur, the office behind MH-17, is a Deputy RTO answering to Ahilyanagar. It is a code for its own group of talukas, not a second office for Ahilyanagar city.
The district has two registering offices of nearly equal size. The RTO in Ahilyanagar handles MH-16, and the Deputy RTO at Shrirampur handles MH-17. The hours of the MH-16 and MH-17 offices could not be confirmed from an official source, so ask the office itself before making the trip.
The transport department’s own lists do not agree on where this office is, so confirm the location before you travel. Its regional offices page gives the address below and still calls the office a Deputy RTO, while the department’s newer lists name it a Regional Transport Office.
Shrirampur is the one Deputy RTO under Ahilyanagar, and on 31 March 2025 it had slightly more vehicles on its register than the main office, 10,40,525 against 10,38,350. Neither office runs a border check post.

Ahilyanagar district has 14 talukas, and one directory divides them seven and seven between the two offices. That split could not be confirmed from an official list, so treat it as a guide and confirm with the office for your address.
The finder at the top of the page reads a registration number and tells you which office registered the vehicle and keeps its record.
Moving from Sangamner to Ahilyanagar city, for instance, means a new address on the Registration Certificate (RC), and you inform your insurer, while the MH-17 number itself carries on.
The district website lists seven neighbours: Nashik, Chhatrapati Sambhajinagar (Aurangabad), Beed, Dharashiv (Osmanabad), Solapur, Pune and Thane. Every one of them registers vehicles under its own MH codes.
MH-17, Ahilyanagar district
MH-15, Nashik district
MH-20, Aurangabad
MH-23, Beed district
MH-25, Dharashiv district
MH-13, Solapur district
MH-12, Pune district
MH-04, Thane district
Every MH code and office
MH-16 and MH-17 cars pay the Maharashtra road tax, a one-time charge collected at first registration. It is a percentage of the car’s cost, set by fuel and price band, and the renaming of the district changed none of it.
An Ahilyanagar example: On a ₹6 lakh petrol hatchback registered at MH-16, the 11% rate means ₹66,000 in road tax. A road safety cess is levied on that tax as well, reported as 2%; confirm the amount on Vahan.
The state EV policy waives road tax on an electric vehicle (EV) registered between 1 April 2025 and 31 March 2030
Registered to a firm instead of a person, a petrol or diesel car is taxed at 20% of its cost
In 2025 the most that one car can be charged went up from ₹20 lakhs to ₹30 lakhs
Tax on a car brought in from outside depends on its age, so look up the amount on Vahan
The revised rates reportedly took effect on 1 July 2025. Two-wheeler rates and the remaining rules are on our Maharashtra RTO guide.
An MH-17 car pays Shrirampur exactly what an MH-16 car pays Ahilyanagar, and what a Nashik car pays its own office, as these fees are fixed for the whole country. The Vahan portal collects them, and the dealer covers them inside a new car’s on-road price.
For instance: Someone in Ahilyanagar city who buys a new car with a bank loan pays the MH-16 office ₹2,300 in all, that is ₹600 to register, ₹200 for the smart card RC and ₹1,500 for the loan entry, with road tax charged separately.
At 15 years, renewing that registration costs ₹5,000; past 20, ₹10,000. Renewing late costs an extra ₹500 per month for a car and ₹300 per month for a motorcycle.
Expect the HSRP, the Maharashtra road tax and any service charge the state levies to be billed apart from this table.
Which number a new car gets depends on the buyer’s taluka, not on the showroom. As one directory lists the talukas, a Sangamner or Kopargaon address leads to an MH-17 number from Shrirampur, and a Parner or Jamkhed address to MH-16.
An MH-16 or MH-17 registration needs valid insurance first, from an insurer you choose
On Vahan, with your address proof, which routes it to Ahilyanagar or Shrirampur
The on-road price already includes road tax and the RTO fee
Your office approves the file and gives the car its MH number
Once the HSRP is fitted, the office issues the RC
The address you give, not where you buy, decides MH-16 or MH-17
Bikes and scooters follow exactly the same rule
Own Damage cover for both codes is rated in Zone B
Selling an MH-16 or MH-17 car? The transfer goes through the office named on its RC, and starts on Vahan. With Form 29 the seller notifies the sale, with Form 30 both sides apply for the change, and the RTO collects ₹300 for a car or ₹150 for a motorcycle.
From the transfer date, the buyer has 14 days to shift the policy into their name.
Once the bank is paid off, it issues a No Objection Certificate (NOC); upload that with Form 35 on Vahan and the loan entry is removed at no cost. For the papers each step needs, use our Maharashtra RTO guide.
Online work for Ahilyanagar district starts on the Vahan portal for vehicles and on the Sarathi portal for licences, whether the papers say MH-16 or MH-17. Each request is then dealt with by the office on those papers.
Lost the RC? A duplicate is applied for on Form 26 through the issuing office, at the cost shown in the fees table. The Kiwi Insurance RC status check returns the record for an MH-16 or MH-17 number.
Licence requests go in on Sarathi, and the driving test is held at the MH-16 or MH-17 office for your taluka. Anything else you can do online is set out in our Maharashtra RTO guide.
Pending challans on an MH-16 or MH-17 vehicle show up when you search its number on echallan.parivahan.gov.in or in mParivahan, with the offence, the amount and an option to pay.
What the law charges for every other offence is on our Maharashtra RTO guide.
Coming from Nashik, Pune or anywhere else in Maharashtra, your MH plate stays and only the RC address needs changing. A car from another state is a different case, as it must take an MH number after more than 12 months of being kept in Maharashtra.
The office that registered the car issues the No Objection Certificate
Apply at the office for your taluka once the car is past 12 months in Maharashtra
Vahan calculates the age-based Maharashtra tax and the road safety cess
A car still under a loan needs the financier’s consent with the file
If you are leaving Maharashtra, the same steps apply in reverse: Request the NOC on Form 28 from Ahilyanagar or Shrirampur, whichever is on your RC, free of charge, and register the car in the new state under that state’s rules.
Worth knowing: A changed number or a new address on the RC is the moment to inform your insurer, so both papers read alike. Our Maharashtra RTO guide gives the complete list of papers.
If a transferable job is likely, an Ahilyanagar buyer can take a Bharat series (BH) number from the dealer in place of MH-16 or MH-17, so a future posting to Gujarat or Karnataka involves no No Objection Certificate (NOC) and no new registration.
For a private sector job, Form 60 from the employer is the proof, and the employer must have offices in 4 or more states or union territories. The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
Our Maharashtra RTO guide explains eligibility and the BH road tax.

For the Own Damage premium, insurers go by the zone of the registering office, and MH-16 and MH-17 cars are both in Zone B. Pune, a neighbouring district, is Zone A with Mumbai, so the same car insured on a Pune registration usually costs more to cover. The Third-Party premium does not depend on the city at all.
Zone B is the rating for Ahilyanagar and Shrirampur cars, so the choice of office makes no difference
The Third-Party premium is the national rate, so compare Own Damage cover and optional covers
Ask Shrirampur to put the RC in your name, and move the insurance across within 14 days
A cashless partner garage close to home makes repairs easier, so look one up before choosing cover
Without valid insurance, neither office will register a new car. When the car is sold, the RC goes to the buyer first, who then has 14 days to bring the policy across. Should a re-registration bring a new number, inform your insurer, and keep the RC and the policy showing the same details.
Worth knowing: Zone B stays with an MH-16 or MH-17 car even if its owner moves to Pune, until the car is registered there again. A change of address still means you inform your insurer.
MH-16 and MH-17 registrations both need Third-Party cover, the legal minimum for any vehicle in India When the Ahilyanagar RTO steps are complete, the policy should be in your own name too. Choose a card below for Kiwi Insurance cover on a car or a bike.

Yes. It is the same office with the same code, MH-16. The district’s official website now uses the name Ahilyanagar (Ahmednagar), while several transport department pages still say Ahmednagar.
