Nagpur district has three RTO codes, not one. Two are full Regional Transport Offices, Nagpur (City) on MH-31 and Nagpur (Rural) on MH-40, and the third, Nagpur (East) on MH-49, is a Deputy RTO that reports to the City office.
Take MH 31 AB 1234, a car registered at the Nagpur (City) office. Reading left to right, MH stands for Maharashtra and 31 for the City office, while AB is the letter series and 1234 the four-digit number. A Rural registration shows 40 in the same place, and an East one shows 49.

Worth knowing: The two digits record which of the three Nagpur offices first registered the car, not where the owner lives today. Move an MH-40 car from a rural taluka into the city and its plate still shows 40, since the code changes only if the car is re-registered outside Maharashtra or its registration details are changed.
Any Nagpur car registered new from 1 April 2019 came from the dealer with a High Security Registration Plate (HSRP), and the Maharashtra transport department says those owners need not apply again.
For an older MH-31, MH-40 or MH-49 car, book the installation on the booking portal named on the Maharashtra transport department website, which also gives the date that applies. Fitting at a fitment centre carries no extra charge; fitting at home costs more. Stickers, plate features and the wider rules are covered on our Maharashtra RTO guide.
Three codes for Nagpur district, and the Vidarbha codes that sit under the Nagpur offices
Nagpur district uses three codes, MH-31, MH-40 and MH-49. The second table lists the codes of the nearby districts whose offices report to a Nagpur RTO, which is why people often take them for Nagpur codes.
None of the three Nagpur offices has an official area list. The Transport Department publishes their names, addresses and reporting lines, so the code on your Registration Certificate (RC) is the surest guide to your office.
Official name, address and pincode of the City, Rural and East offices
All three Nagpur addresses below are from the Maharashtra Transport Department’s list of regional offices. A newer department address list gives a different site or pincode for each of them, so confirm the address with your office before you travel. Opening hours could not be confirmed from an official source, so check them with your office before you go.
The City office sits opposite the Giripeth Post Office. Besides its own MH-31 registrations, it is the parent office for two Deputy RTOs, Nagpur (East) and Wardha, and unlike the Rural office it runs no border check post.
Nagpur (Rural) is a full RTO in its own right, not a branch of the City office. The department lists it at Red Godown No. 9, Teka Naka, on Kamptee Road, and it supervises the Bhandara and Gondia Deputy RTOs as well as four border check posts.
MH-49 is the only Deputy RTO of the three. The department places it under the Nagpur (City) RTO rather than the Rural one, and it registers vehicles under its own code.
Worth knowing: Some websites print the Giripeth address for the East office. That is the City office, so check which of the two your MH-49 task needs before you set off.

No official list shows which Nagpur addresses go to MH-31, MH-40 or MH-49, and the district’s 14 talukas are not split by office on any official page. For a car you already own, the code on its RC names the office that holds its file.
The directory lines above are not official, so confirm your office before a new registration. For a car you already own, the finder at the top of the page reads a number such as MH31AB1234 and names the office that registered it.
Worth knowing: Moving between the city and a rural taluka does not change the number. Update the address on the RC at the office that holds it, then inform your insurer of the new address.
Nagpur borders Wardha and Amravati to the west, Bhandara to the east and Chandrapur to the south. Each of these districts registers its own vehicles, and the Wardha and Bhandara offices answer to the City and Rural RTOs in Nagpur.

Nagpur pays the Maharashtra rate, once, at any of its three offices
A Nagpur car pays the Maharashtra road tax once, when it is first registered, and the rate is identical at the City, Rural and East offices. The fuel and the price of the car decide the rate for a car owned by an individual.
For example: A ₹6 lakh petrol car registered at MH-31 pays 11%, or ₹66,000, plus the road safety cess. The same car in a company’s name pays 20%.
No road tax for an electric vehicle registered between 1 April 2025 and 31 March 2030, under the state EV policy order of 23 May 2025
On top of the tax comes a road safety cess, reported as 2%, which Vahan works out for your car
Under changes reported to apply from 1 July 2025, tax is charged on a car’s cost up to ₹30 lakhs, not ₹20 lakhs
Before paying, look up the amount Vahan calculates for your car; our Maharashtra RTO guide has every band
RTO fees are set nationally, so the Rural office on Kamptee Road charges exactly what the City office at Giripeth does, and the Wardha office charges the same again. Payment goes through the Vahan portal, and on a new car the dealer settles it as part of the on-road price.
For example: Take a new car on a bank loan to MH-40 and the office collects ₹2,300 before road tax: ₹600 for registration, ₹200 for the smart card RC and ₹1,500 to note the loan.
An MH-31 car reaching its fifteenth year pays ₹5,000 to renew the registration, rising to ₹10,000 beyond 20 years. Every month of delay on that renewal costs ₹500 more for a car, or ₹300 for a motorcycle.
HSRP plates, road tax and any state service charge are paid on top, as none of them is an RTO fee.
The dealer files on Vahan, and the Nagpur office for your address issues the MH number
A Nagpur showroom files the registration on Vahan, and the office for your home address approves it and allots the number. Buy the car in the city while living in a rural taluka, and the code on the plate follows your address, not the showroom.
Put a valid policy in place first; the insurer is your choice, not the dealer’s
Hand the dealer your address proof, which decides the Nagpur office for the file
Road tax and the RTO fee are paid through the dealer as lines on the invoice
The office for your address allots an MH-31, MH-40 or MH-49 number
Have the High Security Registration Plate fitted, then receive the RC
The RC address, not the showroom, decides which of the three Nagpur codes you get
Show the policy before registration; a Nagpur car is rated Zone B for Own Damage
Two-wheelers register through the same offices, and the same address rule applies
A used Nagpur car is transferred on Vahan or at the office printed on its RC, so an MH-49 car goes to the East office even if the buyer lives near Giripeth. Paperwork starts with the seller’s Form 29; buyer and seller then put their names to Form 30, and a car costs ₹300 to transfer, a motorcycle ₹150.
Within 14 days, the buyer should move the policy into their own name.
After the last instalment, file Form 35 with the lender’s No Objection Certificate (NOC) on Vahan; there is no fee. Each step’s paperwork is listed on our Maharashtra RTO guide.
Vehicle work for any of the three Nagpur codes starts on the Vahan portal, and licence work on the Sarathi portal, with the file routed to the office on your RC or licence. Maharashtra now runs the learner licence test online with Aadhaar authentication.
If the RC is lost or damaged, apply on Form 26 to the office that issued it, such as Nagpur (Rural) for MH-40, and pay the fee in the fees table. To look up where an MH-31, MH-40 or MH-49 record stands, use the Kiwi Insurance RC status check.
Book a driving test slot on Sarathi, then take the test in person at your Nagpur office. Other online services are listed on our Maharashtra RTO guide.
To see whether an MH-31, MH-40 or MH-49 car has a challan, search its number on echallan.parivahan.gov.in or in mParivahan, where it can be paid as well.
The longer list of offences and fines is on our Maharashtra RTO guide.
Inside Maharashtra the number stays; from another state it changes after 12 months
A car coming to Nagpur from Mumbai or Pune keeps its MH number, so only the RC address changes. Bring one in from Madhya Pradesh or any other state and section 47 of the Motor Vehicles Act allows it 12 months in Maharashtra, after which it must be re-registered with an MH number.
Before the move, ask the office that registered the car for an NOC on Form 28
Apply at MH-31, MH-40 or MH-49, whichever your Nagpur address points to
The amount depends on the car’s age; Vahan shows it before you pay
If you are leaving Maharashtra, the same steps apply in reverse: The Nagpur office on your RC issues the No Objection Certificate (NOC) on Form 28 without a fee, and the new state registers the car.
Worth knowing: Inform your insurer each time the number or the address changes. The full checklist is on our Maharashtra RTO guide.
For a job that moves between states, a Nagpur buyer can ask the dealer for a Bharat series (BH) number instead of an MH-31, MH-40 or MH-49 code. A later transfer out of Maharashtra then needs no new registration.
If you work in the private sector, the dealer needs Form 60 from an employer that has offices in 4 or more states or union territories. The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
Who can apply, and how the tax every 2 years works, is explained on our Maharashtra RTO guide.

Most of these forms are filled in on the Vahan portal or the Sarathi portal. Print the PDF only if the City, Rural or East office asks for a paper copy, and take it to the office on your RC.

In Nagpur, the premium is shaped in part by the zone of the registering office. MH-31, MH-40 and MH-49 cars are all rated Zone B, as the tariff’s Zone A list names Mumbai and Pune but not Nagpur, so Own Damage cover for a Nagpur car usually costs less. The Third-Party premium for an MH-40 car matches what a Delhi or Chennai owner pays.
City, Rural and East registrations share the Zone B Own Damage rate, so the Nagpur office does not change the zone
Engine size alone sets the Third-Party price nationwide, which leaves Own Damage and optional covers as the parts worth comparing
It keeps the Zone A rating of the office that registered it, even after the move to Nagpur
Find a cashless partner garage along your daily Nagpur routes, at home and at work, before settling on a plan
A Nagpur office registers a new car only once a valid policy is shown. When a used car is sold, the RC moves first at the office printed on it, and the buyer then has 14 days to move the policy. Whenever the RC changes, whether a new Nagpur address or a fresh number, inform your insurer the same week.
No Nagpur office will register a car or bike without Third-Party cover, which the law requires on every vehicle in India Once the City, Rural or East office has finished with your car or bike, check that the policy is in your name. Whichever of the two you drive around Nagpur, the matching card below leads to its Kiwi Insurance plans.

Three. Nagpur (City) holds MH-31 and Nagpur (Rural) holds MH-40, both full Regional Transport Offices, and Nagpur (East) holds MH-49 as a Deputy RTO that reports to the City office.
