MH-15 is the Nashik city code, issued on Peth Road in Panchavati. MH-41 is not a city office: It is the Malegaon Deputy RTO at Tehre, elsewhere in the district

Two offices register vehicles in Nashik district. A car with a Nashik city address gets MH-15 from the Regional Transport Office on Peth Road in Panchavati, while MH-41 belongs to the Malegaon Deputy RTO at Tehre, a separate office in Malegaon taluka.
Take MH 15 AB 1234 as the example. MH is the Maharashtra state code, 15 is the code of the Nashik RTO in Panchavati, AB is the letter series and 1234 is the four-digit number.

Worth knowing: A plate starting MH 41 was issued at Malegaon, not in Nashik city, even though both offices are in Nashik district. Take an MH-15 car to Mumbai or Nagpur and it keeps 15, as the code on a Nashik plate changes only if the car is re-registered outside Maharashtra or its registration details are changed.
Since 1 April 2019, each new car sold to a Nashik buyer has come with its High Security Registration Plate (HSRP) fitted by the dealer, and the Maharashtra transport department says such a car need not apply again.
For an older car, book the installation through the booking portal named on the Maharashtra transport department website. Its office list shows MH-15 Nashik and MH-41 Malegaon separately, so pick the code on your plate. A fitment centre charges nothing extra to fit it, while home fitment costs more. The rest is on our Maharashtra RTO guide.
The two Nashik district codes, and the neighbouring codes that get mixed up with them
Nashik district has two codes. MH-15 is the Regional Transport Office for Nashik, and MH-41 is the Malegaon Deputy RTO, the only Deputy RTO the transport department places under the Nashik office.
People searching for a Nashik RTO code often land on MH-41 and assume it is a second city office. It is not. It is the Malegaon office at Tehre, in Malegaon taluka, and a car registered there carries MH 41 on its plate.
The MH-15 office in Panchavati and the MH-41 office at Tehre, as the transport department lists them
The transport department gives both addresses on its own office pages. The opening hours could not be confirmed from an official source, so check with the Panchavati or Tehre office before a visit.
This is the Regional Transport Office for the city, on Peth Road in Panchavati. Besides registration and licence work, it runs the state’s border check post at Borgaon and a check point at Peth, on the Gujarat side of the district.
The MH-41 office is the Sub (Deputy) Regional Transport Office, Malegaon, which reports to the Nashik RTO. It stands at Tehre in Malegaon taluka. Some directories still print an older Camp Area address, so go by the one below.
Worth knowing: Later work on a car, such as a transfer or a duplicate Registration Certificate (RC), goes to the office whose code is on the plate, so an MH-41 car is handled at Tehre even if its owner now lives in Nashik city.

The address on the Registration Certificate (RC) decides the office, not the showroom. A Nashik city address goes to MH-15, but neither office has an official taluka list, so the split below is the one public lists give.
These taluka lists come from public listings, not from the transport department, so confirm with the office for your taluka before you apply. For a car already on the road, type its number into the finder at the top of the page to see which office holds its file.
Worth knowing: Moving from Sinnar into the city, or from Nashik to Malegaon, leaves the plate as it is. Update the address on the RC, then inform your insurer so the policy shows the same address.
Nashik district touches five Maharashtra districts and, to the west, the Gujarat districts of Valsad and Navsari. Each registers cars under its own code, so a Dhule or Thane address never gets MH-15. Codes further away are on our Maharashtra RTO guide.

Panchavati and Tehre charge the same state tax, once per car A car registered in Nashik pays the Maharashtra road tax, once, when it first gets its MH number. For a car owned by an individual the rate depends on the fuel and the price, and an MH-41 car at Malegaon pays exactly what an MH-15 car pays.
For a car owned by an individual, 11% when it costs up to ₹10 lakhs, 12% between ₹10 and ₹20 lakhs, then 13%
Diesel costs two points more at every price level, so an individual owner pays 13%, 14% or 15%
The lowest slabs, 8%, 9% and 10% across the same three price bands, each one point higher than before the 2025 change
So a ₹6 lakh petrol car bought by a Nashik family pays 11%, which is ₹66,000, plus the road safety cess that Maharashtra adds to the tax.
An electric car registered between 1 April 2025 and 31 March 2030 pays no road tax under the Maharashtra Electric Vehicle Policy 2025
A road safety cess is also charged on the tax at registration, reported as 2%, so check the amount on Vahan
The maximum tax on one car rose from ₹20 lakhs to ₹30 lakhs, a change reported to apply from 1 July 2025
Its tax depends on its age, so check the amount on Vahan. The full tables are on our Maharashtra RTO guide
RTO fees are set nationally, so the Nashik office charges the same as Dhule or Malegaon for the same task. Payment is made on the Vahan portal, and when a car is new the dealer settles it as part of the on-road price.
For example: A new car bought on a loan and registered at Panchavati pays ₹600 for registration, ₹200 for the smart card RC and ₹1,500 to record the loan, so ₹2,300 in RTO fees before any road tax.
Keep an MH-15 car past 15 years and its registration renewal costs ₹5,000, then ₹10,000 once it passes 20. A renewal left late adds ₹500 for every month on a car and ₹300 a month on a motorcycle.
The number plate, any state service charge and the road tax are paid on top, as none of them is an RTO fee.
The dealer files on Vahan, and the buyer’s address picks MH-15 or MH-41
A Nashik showroom files the registration on Vahan for you, and the office that approves it is the one for your address. A buyer from Sinnar gets an MH-15 number and a buyer from Satana is normally sent to MH-41, whichever showroom sold the car.
Arrange the policy before the car is registered. The insurer is your choice, not the dealer’s
Hand over your address proof. That address tells Vahan whether Panchavati or Tehre handles the car
Road tax and RTO fees are part of the on-road price, shown line by line on the invoice
Approval comes from the office for your address, along with an MH-15 or MH-41 number
Panchavati or Tehre issues the RC once the High Security Registration Plate is on
A Malegaon resident who buys from a Nashik city showroom is still registered at Tehre
Insurance is needed before registration, and a Nashik car is priced at the Zone B rate
A new scooter or motorcycle is registered at the same two offices, by the same address rule
A used Nashik car changes hands at the office named on its RC, Panchavati for MH-15 or Tehre for MH-41, or online on Vahan. At the counter or online, the seller hands in Form 29, buyer and seller together sign Form 30, and Nashik collects ₹300 per car or ₹150 per motorcycle.
The new owner then has 14 days to move the policy across.
When the loan is paid off, send Form 35 with the lender’s No Objection Certificate (NOC) on Vahan to clear it from the RC. There is no fee, and the full steps are on our Maharashtra RTO guide.
Nashik owners start most work on the Vahan portal, for the vehicle, or the Sarathi portal, for a licence, and the file is routed to Panchavati or Tehre by the RC address. The learner licence test is also online in Maharashtra, with Aadhaar authentication.
Lost or damaged RC? Apply on Form 26 to the office whose code is on the plate, at the fee in the fees table. The Kiwi Insurance RC status check shows the record of any MH number.
Apply for a licence on Sarathi, then sit the driving test in person at the office for your address. Every other online service is described on our Maharashtra RTO guide.
Enter your MH-15 or MH-41 number on echallan.parivahan.gov.in or in mParivahan to find and pay any challan. Whatever is owed shows on the challan itself, offence by offence.
Other offences and what they cost appear on our Maharashtra RTO guide.
An MH plate stays as it is, and a plate from another state changes after 12 months
Moving to Nashik from Pune or Mumbai with an MH car means an address change and nothing more. Bring one in from Gujarat or any other state and it must switch to an MH number after more than 12 months in Maharashtra.
The RTO that first registered the car issues the No Objection Certificate, applied for on Form 28
After 12 months in Maharashtra, apply at Panchavati, or at Tehre for a Malegaon-side address
The amount depends on how old the car is, and Vahan shows it before you pay
The office allots an MH number for ₹600 for a car or ₹300 for a motorcycle
If you are leaving Maharashtra with a Nashik car, the same steps apply in reverse: Ask the office on your RC for the No Objection Certificate (NOC) on Form 28, which it issues with no fee, then register the car in the new state.
Worth knowing: A new MH number or a new address means you should inform your insurer the same week. Every form for the move is on our Maharashtra RTO guide.
Expecting a transfer out of Maharashtra? Ask the Nashik dealer for a Bharat series (BH) number in place of MH-15, and a later move to Indore or Hyderabad needs no No Objection Certificate (NOC) and no new registration.
Private sector staff need Form 60 from their employer, which must have offices in 4 or more states or union territories, and hand it to the dealer. The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
Eligibility and the BH tax, charged every 2 years, are on our Maharashtra RTO guide.
Forms for the Nashik and Malegaon offices, each with the official PDF
Most of this work begins on the Vahan portal or the Sarathi portal, and the PDF is available if an office still needs a paper form. Send it to Panchavati or Tehre, by the code on the RC.

The premium you pay depends partly on the zone of the RTO that registered the car. Nashik is in Zone B for Own Damage, so an MH-15 or MH-41 car is priced below the Zone A rate of Mumbai and Pune. Third-Party cover carries one nationally notified price, wherever the car is registered.
Nashik is in Zone B for Own Damage, a lower rate than the Zone A cities, of which Mumbai and Pune are the two in Maharashtra
MH-15 and MH-41 cars are both rated in Zone B, so the Nashik district office on the plate does not change the zone
Its price is notified nationally by engine size, so compare plans on Own Damage and optional covers
Transfer the RC at the office that registered it, then move the policy within 14 days of the sale
Show a valid policy before the Nashik office will register a new car. Once a Nashik car is sold, the RC transfer comes first, and the buyer then has 14 days to switch the policy. If the car is re-registered or gets a new number, inform your insurer so the policy matches the RC.
Worth knowing: The zone follows the office of registration, not your address, so an MH-15 car keeps its Zone B rating even after its owner moves to Pune.
The Nashik and Malegaon offices both need Third-Party cover on file, and no vehicle in India may be registered or driven without it With the papers done at Panchavati or Tehre, choose a policy in your own name. Car cover and bike cover each have a card below.

MH-15. It is the code of the Regional Transport Office, Nashik, on Peth Road in Panchavati, and a car with a Nashik city address is registered there.
