The Regional Transport Office (RTO) code for Panvel is MH-46, and the Panvel office is the parent of three deputy offices: Pen (MH-06) in Raigad, Sindhudurg (MH-07) and Ratnagiri (MH-08). It is listed at Kalamboli, a Navi Mumbai node in Panvel taluka of Raigad district.
Read MH 46 AB 1234 left to right and you get Maharashtra (MH), the Panvel office (46), the series (AB) and 1234, which is the four-digit number.

Worth knowing: MH-46 belongs to Panvel alone. A car registered at Pen carries MH-06 even though Pen reports to Panvel, and an MH-46 car keeps its code after a sale or a move within the state; the code changes only if the car is re-registered outside Maharashtra or its registration details are changed.
The High Security Registration Plate (HSRP) came fitted on every MH-46 car registered new from 1 April 2019, and the Maharashtra transport department says those owners need not apply again.
Older Panvel cars need the plate installed through the booking portal that the state transport department website names, and the same site shows the date for each car. Fitment centres charge no extra fitment fee, while home fitment costs more. Our Maharashtra RTO guide explains the HSRP rules in full.
Panvel has one code of its own and oversees three more. The tables show MH-46 first, then the deputy offices under Panvel and the Navi Mumbai code next door.
Panvel has one office for MH-46, and the transport department’s lists describe it in two ways. The MH-46 office’s opening times could not be confirmed from an official source, so confirm them with the office ahead of your visit.
The organisation chart and the 2026 address list name Panvel a Regional Transport Office, while the regional offices list calls it a deputy office. That regional offices list places it on the 2nd floor of the Central Facility Building in Kalamboli, but the 2026 list gives a different address, so confirm where to go before your visit.
Worth knowing: Being at the head of three deputy offices does not make Panvel the office for their cars. A Pen, Sindhudurg or Ratnagiri car is registered at its own deputy office under its own code.

The transport department does not say the areas MH-46 covers. One directory lists the office for Panvel taluka, which is a guide only, so confirm your address with the office before you apply.
Worth knowing: If the RC already says MH-46, the file is with the Panvel office, whichever node or taluka you live in now.
Any other registration number can be looked up with the finder at the top of this page.
A house move inside Maharashtra keeps MH-46 on the car. Change the address on your RC first, then inform your insurer about where you now live.
The deputy offices that report to Panvel are at Pen, Sindhudurg and Ratnagiri. The Vashi office in Navi Mumbai, Thane, Kalyan and Mumbai are among the other offices in the region, each with its own code.

The complete MH list
Panvel charges the Maharashtra road tax, collected one time when an MH-46 number is first issued. For a car owned by an individual, the rate is a share of its price, and petrol, diesel and gas cars each have their own scale.
Starts at 11% and moves to 12% above ₹10 lakhs and 13% above ₹20 lakhs
The diesel scale runs 13%, 14% and 15%, always 2 points above petrol
A gas car pays 8%, 9% or 10%, after the 1 point increase of 2025
Worked example: Register a ₹6 lakh petrol car at Panvel and the tax is 11% of its price, ₹66,000. A road safety cess, said to be 2% of the tax, is collected with it, and Vahan shows the exact sum.
Petrol or diesel cars in a company name are taxed at 20%
From 1 April 2025 to 31 March 2030, registering an electric vehicle (EV) carries no road tax, per the state EV policy of 23 May 2025
Went up in 2025, from ₹20 lakhs to ₹30 lakhs per vehicle
Their tax depends on age, and Vahan gives the amount before you pay
Our Maharashtra RTO guide has the bands, and Vahan has the final amount
The RTO fees at Panvel match those at Pen, Vashi or any other office in India, as they are set nationally. You settle them on the Vahan portal, while for a brand-new car the showroom pays them and includes them in the on-road price.
For example: A loan-financed new car registered at MH-46 pays ₹2,300 in RTO fees before road tax: ₹600 for registration, ₹200 for the smart card RC and ₹1,500 to record the hypothecation.
At 15 years, a Panvel car pays ₹5,000 to renew its registration, and past 20 years the charge is ₹10,000. For every month a renewal is late, a car pays ₹500 and a motorcycle ₹300.
These amounts leave out the HSRP, the Maharashtra road tax and any state service charge, which are paid separately.
When you buy a new car, the dealer applies on the Vahan portal for you. The address on your papers decides which office approves the file, so check with the dealer whether yours counts as a Panvel (MH-46) address before you pay.
Get a policy in place from the insurer of your choice before registration
Your address proof goes in with the application
Road tax and the RTO fee show up as separate lines on the bill
The Panvel office clears the file for an address it covers
The High Security Registration Plate is fitted and your RC is issued
Buying in Mumbai does not change the office for a Panvel address
Scooters and bikes follow the same address rule
Pen, Ratnagiri and Sindhudurg have deputy offices of their own under Panvel
An MH-46 car is transferred at the Panvel office or online through Vahan. The seller submits Form 29, buyer and seller both put their names to Form 30, and the fee comes to ₹300 for a car or ₹150 for a motorcycle.
Then, inside 14 days, the buyer should have the policy moved into their name.
With the loan repaid, take the lender’s No Objection Certificate (NOC) and Form 35 to Vahan. Removing the loan is free, and our Maharashtra RTO guide lists what to attach.
Panvel RTO services start on the Vahan portal for vehicles and on the Sarathi portal for licences, and both send your request to the MH-46 office. A learner licence test in Maharashtra is sat online after Aadhaar authentication.
Apply to the Panvel office on Form 26 for a duplicate if the RC is lost, stolen or damaged, paying the amount in the fees table. For the status of any MH-46 registration, use the Kiwi Insurance RC status check.
Licence work is booked through Sarathi, and the driving test itself is taken in person. Our Maharashtra RTO guide describes the rest of the online services.
Search an MH-46 number on echallan.parivahan.gov.in or in mParivahan to find and pay any challan against the car, with the amount shown for each offence.
The complete list of fines is in our Maharashtra RTO guide.
A car that moves to Panvel from elsewhere in Maharashtra keeps its number, and only the RC address changes. A car from another state needs re-registration in Maharashtra after more than 12 months here.
Use Form 28 with the RTO that first registered the car
Approach the office for your address once the car has spent over 12 months here
The tax depends on the age of the car
Inform your insurer of the new number and RC
If you are leaving Maharashtra with an MH-46 car, apply to the Panvel office on Form 28 for the NOC, which has no fee, and then register the car in your new state.
Worth knowing: Inform your insurer once the RC carries a new number or address. All the forms are in our Maharashtra RTO guide.
Ask the dealer for a Bharat series (BH) number in place of MH-46 if your work could move you out of Maharashtra. With it, a transfer needs no No Objection Certificate (NOC) and no re-registration in the new state.
For a private sector job, the dealer needs Form 60 from your employer, which must have offices in 4 or more states or union territories. The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
Our Maharashtra RTO guide covers who can apply and the BH tax paid every 2 years.

The Own Damage premium for an MH-46 car depends on the zone of the Panvel office. The motor tariff names Mumbai and Pune as Zone A and the rest of India as Zone B, and it does not say whether Panvel, with its building in Navi Mumbai, is treated as Mumbai, so check with your insurer.
Zone A or Zone B for MH-46 is not stated in the tariff, so read the zone on your quote
Third-Party cover costs the same for MH-46 as anywhere, as engine size alone sets it nationally
Your policy should carry the same owner, MH-46 number and address as the RC
Check which cashless partner garages are close to your home first
After the RC transfer at Panvel, move the policy within 14 days
Cars registered at Pen, Sindhudurg or Ratnagiri are rated Zone B, as none of them is named in Zone A
Show a valid policy first, as the Panvel office will not register a new car without one. On a sale, move the RC first and the policy within 14 days, and inform your insurer whenever the RC gets a new number or address.
Panvel registers no vehicle without Third-Party cover, which every car and bike in India must carry Once the MH-46 papers are in your name, the policy should match them. The two links below open Kiwi Insurance cover for a car and for a bike.

Panvel uses MH-46. The Panvel office also oversees the deputy offices at Pen (MH-06), Sindhudurg (MH-07) and Ratnagiri (MH-08), but each of those issues its own code.
