Pen RTO at a glance

Pen RTO at a glance

Raigad district registers vehicles under two codes, and Pen holds MH-06. It is a Deputy Regional Transport Office (RTO) that reports to the Panvel RTO (MH-46), so searching for a “Raigad RTO” can lead to either office.

How to read a Pen (MH-06) number plate

How to read a Pen (MH-06) number plate

Look at a Pen plate such as MH 06 AB 1234 from the left. MH means a Maharashtra registration, the 06 points to the Pen office in Raigad, AB is the letter series, and 1234 is the four-digit number.

Number plate MH 06 AB 1234 labelled: MH is the state code for Maharashtra, 06 is the Pen RTO code in Raigad, AB is the series and 1234 is the four-digit number

Worth knowing: A car first registered at Pen keeps MH-06 even if its later owners live in Panvel, Pune or Nagpur, as the code marks the office of first registration. Moving within Maharashtra never alters it, and the MH-06 code changes only when the car is re-registered outside Maharashtra or its registration details are changed.

HSRP number plates in Pen

HSRP number plates in Pen

If your MH-06 car was registered on or after 1 April 2019, its High Security Registration Plate (HSRP) came fitted by the dealer, and Maharashtra does not ask you to apply again.

Owners of older Pen and Raigad cars book the installation on the booking portal named on the Maharashtra transport department website, where the MH-06 date is also given. At a fitment centre there is no extra fitment charge, but fitting at your home costs more. For who must change plates and how, turn to our Maharashtra RTO guide.

MH-06 is the only code issued at Pen, yet it is not the only Raigad code. Panvel registers under MH-46 in the same district, and as Pen’s parent office it also supervises the Ratnagiri and Sindhudurg offices further down the Konkan.

Worth knowing: “Raigad RTO” is not one office. A Raigad car can carry MH-06 from Pen or MH-46 from Panvel, so look at the two digits on the plate rather than the district name.

The MH-06 Deputy RTO, the address on the Regional Offices page, and why to confirm it first

The Regional Offices page lists the Pen office on the Pen-Khopoli Road at Utkarsha Nagar. Another official address list gives a different site in Pen, so confirm which building is in use before you travel.

Pen RTO office, MH-06

Pen is a Deputy RTO rather than a full Regional Transport Office. It registers vehicles and runs licence work for its part of Raigad, while the Panvel RTO above it oversees the deputy offices at Pen, Ratnagiri and Sindhudurg.

How Raigad divides between the Pen and Panvel codes, and how to check your own address

Pen handles registrations for the parts of Raigad district that are not handled by Panvel. No taluka list for either office appears on the transport department’s pages, so the dealer’s Vahan application is the surest guide to which one takes your car.

For a second-hand Raigad car, the code on the RC tells you whether Pen or Panvel registered it. Enter the number in the finder at the top of this page to see the office.

Worth knowing: Two cars from the same Raigad town can carry different codes if they were first registered at different offices or bought second-hand from elsewhere. The plate shows the first office, not where the car lives now.

The Maharashtra one-time tax, the same at Pen as at Panvel Pen collects Maharashtra road tax, once, when the car first gets its MH-06 number. For a car owned by an individual the rate turns on fuel and price, and Pen and Panvel charge exactly the same amount.

  • Petrol: 11% to 13%

    Petrol: 11% to 13%

Under ₹10 lakhs the rate is 11%, between ₹10 lakhs and ₹20 lakhs it is 12%, and over ₹20 lakhs 13%

Road tax, the number plate and any state service charge are billed separately from these Pen fees.

Registering a new car in Pen

Registering a new car in Pen

Your dealer files on Vahan, and the office for your Raigad address approves it

A new car is registered by the dealer on Vahan, and the application is approved by the Raigad office for your address, Pen or Panvel. That is how two buyers at the same showroom can drive out with MH-06 and MH-46 numbers.

  1. 1

    Insure it first

Have a car policy ready before registration, from an insurer of your choice

  2. 2

    Give your address

The dealer enters your Raigad address on Vahan, and that decides the office

  3. 3

    Pay on the bill

Road tax and the RTO fee are shown as lines in the on-road price

  4. 4

    Pen approves it

For an address on its side of Raigad, Pen allots an MH-06 number

  5. 5

    Plate and RC follow

The High Security Registration Plate is fitted and Pen issues the RC

  • Address over showroom

Buy in Panvel or Pune and live near Pen, and the car still gets MH-06

  • No policy, no number

The office checks for valid cover before it registers anything

  • Two-wheelers alike

Scooters and motorcycles follow the same route through Pen

Transferring car ownership in Pen

Transferring car ownership in Pen

An MH-06 car changes hands through the Pen office or on Vahan. Form 29 is the seller’s notice, Form 30 is signed by both sides with Form 29 attached, and Pen charges ₹300 for a car or ₹150 for a motorcycle.

The buyer must also move the insurance into their name within 14 days.

Ending a loan (hypothecation) on an MH-06 RC

When the loan is cleared, send Form 35 and the bank’s No Objection Certificate (NOC) through Vahan, and the Pen office reissues the RC without the lender, free. Each step’s papers are in our Maharashtra RTO guide.

Moving your car to Pen

Moving your car to Pen

A Maharashtra car needs only a new address, while a car from outside the state needs an MH number

Moving to Pen from Panvel, Pune or another part of Maharashtra, keep your MH number and update the RC address. A car registered in another state has to be re-registered once it has spent more than 12 months in Maharashtra.

Re-registering a car from another state in Pen

  1. 1

    Collect the NOC

Get the Form 28 No Objection Certificate from the registering office before you move

  2. 2

    Apply to Pen

Once the car has been kept in Maharashtra over 12 months, apply to the Pen office

  3. 3

    Pay the state tax

Vahan works out the Maharashtra tax by the car’s age, so pay what it shows

  4. 4

    Take the MH-06 plate

Fit the new plate, then inform your insurer of the new number

If you are leaving Maharashtra with an MH-06 car, ask Pen for the Form 28 NOC first. There is no fee for it, and the car is re-registered in the state you move to.

Worth knowing: Each step of an interstate move is explained in our Maharashtra RTO guide.

BH series registration in Pen

BH series registration in Pen

Is a job transfer to another state likely? At the Pen showroom, a Bharat series (BH) number can be requested in place of MH-06. With BH, a posting outside Maharashtra needs no new registration and no No Objection Certificate (NOC).

In a private company, the employer must have offices in 4 or more states or union territories and sign Form 60 for the dealer. The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.

Who is eligible, and the tax for each 2-year period, are covered in our Maharashtra RTO guide.
