Ratnagiri’s code is MH-08, issued by a Deputy Regional Transport Office (RTO) at Kuwarbav. Two points catch people out. The office reports to Panvel, not Kolhapur, and the talukas that became Sindhudurg district in 1981 now have their own code, MH-07.
Read MH 08 AB 1234 left to right and you get the state, Maharashtra, then 08, the Ratnagiri office at Kuwarbav. AB is the series of letters, and 1234 is the four-digit number that sets one car apart from every other in the series.

Worth knowing: Sell an MH-08 car to a buyer in Kolhapur or Mumbai and the plate still shows MH-08, as the code records only the first registering office. Nothing about a move inside Maharashtra touches it, and it changes only if the car is re-registered outside Maharashtra or its registration details are changed.
Cars registered at Kuwarbav from 1 April 2019 onwards were delivered with a High Security Registration Plate (HSRP), and the Maharashtra transport department does not require their owners to reapply.
An older MH-08 car gets its plate through the booking portal named on the Maharashtra transport department website, which also gives the installation date for Ratnagiri vehicles. A fitment centre charges nothing extra for fitting, though fitment at home does cost more. Which older vehicles must switch plates, and the rest of the rules, are explained in our Maharashtra RTO guide.
The MH-08 code, the Sindhudurg code that split from it, and the offices it is grouped with
The Kuwarbav office issues just one code, MH-08. Most of the confusion comes from Sindhudurg, which was part of Ratnagiri district until 1981, and from the habit of grouping Ratnagiri with Kolhapur, when its parent office is in fact Panvel.
Worth knowing: Kudal, Vengurla, Sawantwadi, Malvan, Kankavli and Devgad left Ratnagiri when Sindhudurg district was formed on 1 May 1981. A car registered in those talukas today carries MH-07 from Oros, not MH-08.
The official MH-08 address, who it reports to, and what “Chiplun RTO” listings really point to
The MH-08 office is at Survey No. 56-A, Ganesh Nagar, Kuwarbav, and both of the transport department’s address lists agree on it. Its hours are not given officially, so confirm them before the drive in.
Ratnagiri is a Deputy RTO, one of three in the Konkan that report to the Panvel RTO, the others being Pen and Sindhudurg. It handles registrations, transfers and licence work for MH-08 vehicles.
Searching for a Chiplun RTO leads nowhere official, as the transport department lists no office there. One finance company’s “Chiplun RTO” page simply repeats the Kuwarbav address under another pincode, so a Chiplun owner’s MH-08 work goes to Kuwarbav.
Both official lists give Kuwarbav, so plan the trip there and not to Chiplun

Ratnagiri district goes to Kuwarbav, while the six Sindhudurg talukas have an office of their own
An address in Ratnagiri district, Chiplun included, is registered at Kuwarbav under MH-08. The six talukas that formed Sindhudurg in 1981 are a different district now, with their own office at Oros.
With a used car, the code on its RC shows the office that first registered it. The finder at the top of this page names that office for any number.
Worth knowing: An MH-08 car whose owner later settles in Kudal or Sawantwadi keeps its Ratnagiri number. Only the address on the RC is changed, as the move stays inside Maharashtra.
Ratnagiri district meets Raigad, Satara, Sangli, Kolhapur and Sindhudurg, and each of those has its own MH code. So a car bought across the district line will usually arrive with a number from Pen, Satara, Sangli, Kolhapur or Oros.

One payment at the Maharashtra rate when Kuwarbav first registers the car Road tax on an MH-08 car is a single Maharashtra payment made at first registration. For a car owned by an individual, the rate depends on whether it runs on petrol, diesel or gas and on its price, and the amount is no different at Kuwarbav from any other office in the state.
11% on a car up to ₹10 lakhs, 12% from ₹10 lakhs to ₹20 lakhs, and 13% on anything dearer
Diesel models are taxed at 13%, 14% and 15% across those price bands
The cheapest bands, at 8%, 9% and 10%, each one point up since the 2025 amendment
A ₹6 lakh petrol car registered at Kuwarbav therefore pays ₹66,000. On top comes a road safety cess on the tax, which is reported to be 2%, so confirm the total on Vahan.
An electric car first registered at MH-08 between 1 April 2025 and 31 March 2030 carries no road tax, under the state’s electric vehicle policy
Since the 2025 amendment, up to ₹30 lakhs can be charged on one vehicle, against ₹20 lakhs before
Look up the exact amount on Vahan before paying. Two-wheeler rates and the rules for a car from another state are in our Maharashtra RTO guide
Kuwarbav charges the national RTO fees, so a Ratnagiri owner pays the same as one registering at Oros in Sindhudurg or at Kolhapur. Payment is made through the Vahan portal, and a dealer selling you a new car pays the fees for you inside the on-road price.
For example: Buying a new car on finance in Ratnagiri, you pay Kuwarbav ₹2,300 in RTO fees ahead of road tax: ₹600 to register, ₹200 for the smart card RC and ₹1,500 for the hypothecation entry.
Once an MH-08 car is 15, renewing its registration costs ₹5,000, and once it passes 20 the fee becomes ₹10,000. A late renewal adds ₹500 a month on a car and ₹300 a month on a motorcycle.
Road tax, the HSRP plate and any state service charge sit outside this table and are paid separately.
The dealer applies on Vahan, and an address in Ratnagiri district sends it to Kuwarbav
Ratnagiri buyers leave the registration to the dealer, who applies on Vahan with the owner’s address. If that address is in Ratnagiri district, the file goes to Kuwarbav for an MH-08 number, even if the car was bought in Kolhapur.
Buy car insurance from the insurer you choose before the dealer applies
Your Ratnagiri district address goes into the Vahan application
Road tax and the RTO fee appear on the invoice as part of the on-road price
The MH-08 office checks the file and allots the registration number
Kuwarbav sends the RC once your High Security Registration Plate is fitted
A car bought in Kolhapur for a Chiplun owner is still an MH-08 car
Kuwarbav registers a car only with valid cover in place
Two-wheelers with a Ratnagiri address are registered the same way
When an MH-08 car is sold, the change of owner is recorded at Kuwarbav, with the paperwork lodged on Vahan or at the counter. The seller signs Form 29 as notice of the sale, Form 30 carries both signatures, and the transfer costs ₹300 for a car or ₹150 for a motorcycle.
The buyer then gets 14 days to put the policy in their own name.
With the loan repaid, the lender’s No Objection Certificate (NOC) and Form 35 go in on Vahan, and Kuwarbav issues an RC free of the lender at no cost. The papers for each stage are listed in our Maharashtra RTO guide.
Ratnagiri owners can begin vehicle work on the Vahan portal and licence work on the Sarathi portal, and the request goes to Kuwarbav. The Maharashtra learner licence test runs online with Aadhaar authentication, a help for anyone far from the office.
Replace a lost, stolen or damaged MH-08 RC with Form 26, paying the amount in the fees table. The status of any registration shows on the Kiwi Insurance RC status check.
Licence work is booked on Sarathi, and the practical test is held in person at Kuwarbav. Every other Sarathi and Vahan service is listed in our Maharashtra RTO guide.
Any challan issued to an MH-08 car can be found by entering its number on echallan.parivahan.gov.in or in mParivahan, which show the amount owed and take the payment.
See our Maharashtra RTO guide for fines beyond these three.
Within Maharashtra only the address changes, from outside the state the number does too
A car arriving from Mumbai, Kolhapur or anywhere else in Maharashtra keeps its MH number, and you only change the RC address. One registered in Goa, Karnataka or another state must be re-registered after it has been kept in Maharashtra for more than 12 months.
The office that first registered the car issues the Form 28 No Objection Certificate
A car kept in the state for more than 12 months must be re-registered, so file with Kuwarbav
The Maharashtra tax depends on the car’s age, and Vahan states the sum due
Fit the MH-08 plate and inform your insurer of the new number
If you are leaving Maharashtra with an MH-08 car, apply to Kuwarbav for the NOC on Form 28. The NOC itself is free, and the car takes a new registration in the state you move to.
Worth knowing: The full set of steps for an interstate move is in our Maharashtra RTO guide.
A Ratnagiri buyer who expects to be posted outside Maharashtra can register the car in the Bharat series (BH) instead of MH-08, through the dealer. The car then moves states without a No Objection Certificate (NOC) or a new registration.
Private sector staff need Form 60 from an employer that has offices in 4 or more states or union territories. The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
Eligibility in detail, and the tax charged for every 2 years, are in our Maharashtra RTO guide.
Official PDFs for each form the Kuwarbav office uses
Most of this work starts on the Vahan portal or the Sarathi portal. Take a printed form to Kuwarbav only if the counter asks for paper, and address it to the office on the RC.

Ratnagiri is in Zone B, and as the zone of the registering office decides the Own Damage rate, that is the zone your MH-08 premium is priced in. In Maharashtra only Mumbai and Pune are Zone A, so an MH-08 car is normally cheaper to insure for Own Damage than one registered in either city. Third-Party cover, on the other hand, is priced the same for an MH-08 car as for any car in India.
Zone B, like Kolhapur and Sindhudurg, which usually keeps the Own Damage premium below a Mumbai or Pune car
Its rate depends on engine size and is identical in every district of India
Once a car from Goa or Karnataka is re-registered at Kuwarbav, inform your insurer of the MH-08 number
Find out which cashless partner garages are in Ratnagiri district before you buy
It keeps the Zone A rating of its Mumbai registration until it is re-registered
Transfer the RC at Kuwarbav first, then the policy within 14 days of the sale
Kuwarbav will not register a new car until it has a valid policy. On a sale, the RC moves first and the policy within 14 days. Whenever the number or the RC address changes, inform your insurer so the policy and the RC match.
Kuwarbav, like every office in India, will not register a vehicle that lacks Third-Party cover, which the law also requires on the road After the Ratnagiri RTO work, choose the right policy for the vehicle. The cards below open Kiwi Insurance plans for a car or a bike.

Ratnagiri cars carry MH-08. That code belongs to the deputy office at Kuwarbav, while Sindhudurg, once part of the same district, has used MH-07 since the split.
