Solapur district is split between two RTO codes. MH-13 is issued by the Regional Transport Office (RTO) on Vijapur Road in Solapur city, and MH-45 by the Deputy RTO at Akluj in Malshiras taluka, which reports to Solapur. The address on your papers decides which of the two registers your car.
Split MH 13 AB 1234 into its four parts, left to right. MH is Maharashtra, 13 is the Solapur office on Vijapur Road, AB is the letter series and 1234 is the four-digit number. When the two digits are 45 instead, the car was registered at Akluj, which is still Solapur district but a different office.

Worth knowing: Plates record the first registering office, so a car registered in Solapur city and later sold to a family in Pandharpur still shows MH-13. That code stays with the car anywhere in Maharashtra, and it changes only if the car is re-registered outside Maharashtra or its registration details are changed.
Any car first registered at MH-13 or MH-45 on or after 1 April 2019 arrived with its High Security Registration Plate (HSRP) already fitted, and the Maharashtra transport department says such owners need not apply again.
For an older car from Solapur district, book the installation on the booking portal named on the Maharashtra transport department website, which also shows the date that applies to your vehicle. A fitment centre adds no fitting charge, while fitting at home costs more. Our Maharashtra RTO guide has every plate rule in one place.
Two codes belong to Solapur district, MH-13 and MH-45. The second table lists the codes of the districts that border it, which turn up on Solapur roads but are issued by other offices.
MH-45 is the code of the Akluj Deputy RTO in Malshiras taluka. It is a Solapur district code, not a code for Solapur city.
Solapur district is served by two offices. The Regional Transport Office on Vijapur Road issues MH-13, and its one Deputy RTO, at Akluj in Malshiras taluka, issues MH-45. Before you set out for Vijapur Road or Akluj, check with the office, as the hours of both could not be confirmed from an official source.
The newer transport department lists name Solapur a full Regional Transport Office, though the department’s page of regional offices still calls it a Deputy RTO. The same office also runs two border check posts, at Nandani and Marwade.
Akluj is the Deputy RTO under Solapur, at Yashwant Nagar in Malshiras taluka. It registers vehicles for part of the district, so an MH-45 plate means a Solapur district car, not a car from Solapur city.
Driving test slots for either office are booked on Sarathi before the visit
Transfers, address changes and duplicate RCs begin on Vahan, then reach the office on your RC

Your taluka decides whether the file goes to Vijapur Road or to Akluj. An official area list for the two offices could not be confirmed, so the split below is the one a directory gives; check with the office if your taluka is not listed.
For a quick answer, enter the registration number in the finder at the top of this page. It returns the registering office, the one holding the vehicle’s file.
After a move between talukas, say from Barshi to Pandharpur, update the address on the Registration Certificate (RC) and inform your insurer. Your MH-13 or MH-45 number is unaffected.
Solapur district borders Ahilyanagar, Dharashiv, Sangli, Satara and Pune districts in Maharashtra, and Kalaburagi and Vijayapura districts in Karnataka. Each has its own office, so their cars carry codes other than MH-13 and MH-45.
MH-45, Solapur district
MH-12, Pune district
MH-42, Pune district
MH-16 and MH-17
MH-25, Dharashiv district
MH-10, Sangli district
MH-11, Satara district

KA-28, Karnataka

Solapur and Akluj both charge the Maharashtra road tax, paid once when a car first gets its MH number. Fuel type and the car’s price set the rate, and the amount is the same at either office.
For example: A ₹6 lakh petrol car registered at MH-13 pays 11%, which comes to ₹66,000, and the road safety cess is added on top.
Register a petrol or diesel car to a company and the rate becomes 20%, whatever the price band
The 2025 change raised the maximum tax on one car from ₹20 lakhs to ₹30 lakhs
A road safety cess is charged on the tax as well, reported as 2%, so check the exact amount on Vahan
An electric vehicle (EV) registered from 1 April 2025 to 31 March 2030 pays no road tax under the state EV policy
The tax depends on the car’s age, so check the amount on Vahan before you pay
The revised rates are reported to have applied from 1 July 2025. Two-wheeler rates and the rest of the tax rules are in our Maharashtra RTO guide.
RTO fees come from a national schedule, so the Vijapur Road office charges what Akluj or Pune charges for the same service. Payment is made on the Vahan portal; for a brand-new car, the dealer settles it within the on-road price.
A Solapur example: A family buying its first car on a bank loan pays ₹600 for registration, ₹200 for the smart card RC and ₹1,500 to note the loan, so ₹2,300 reaches the MH-13 office before any road tax.
Keep that car past 15 years and the registration renewal costs ₹5,000, rising to ₹10,000 after 20 years. Miss the renewal date and each month of delay costs ₹500 more for a car, or ₹300 for a motorcycle.
Separate from these RTO fees, budget for the HSRP, any service charge the state adds, and the Maharashtra road tax.
The dealer registers a new car on Vahan, and the address you give decides the office. A buyer from Barshi or Akkalkot gets an MH-13 number, while one from Sangola or Malshiras is registered at Akluj under MH-45, as one directory divides the talukas.
Neither Solapur office registers a car without valid insurance, and the insurer is your choice, not the dealer’s
Your address proof goes with the application and decides whether MH-13 or MH-45 handles it
Road tax and the RTO fee are collected in the on-road price and shown on the invoice
The office for your taluka approves the file and allots the MH number
The HSRP is fitted, and the same office issues the RC
Buy in Solapur city but live in Sangola, and the file goes to Akluj under the directory split
Scooters and motorcycles are registered at the office for the owner’s taluka too
The policy you show at registration is priced in Zone B for Own Damage cover
A used car changes hands at the office printed on its RC, Vijapur Road for MH-13 or Akluj for MH-45, through the Vahan portal. The seller reports the sale on Form 29, buyer and seller sign Form 30 together, and the transfer costs ₹300 for a car or ₹150 for a motorcycle.
Within 14 days of the transfer, the buyer should move the policy into their own name.
After the last instalment, file Form 35 on Vahan with the lender’s No Objection Certificate (NOC). There is no fee for removing the loan. The paperwork for every stage is on our Maharashtra RTO guide.
For a Solapur district vehicle, begin on the Vahan portal for RC and tax work and on the Sarathi portal for a licence. The application then goes to MH-13 or MH-45, whichever office is on your papers.
A lost or damaged RC is replaced on Form 26 through the office that issued it, at the fee in the fees table. For the status of an MH-13 or MH-45 registration, use the Kiwi Insurance RC status check.
Licence applications, learner’s or full, are made on Sarathi, and the driving test is taken at whichever of the two offices covers your taluka. For the complete list of online services, see our Maharashtra RTO guide.
A challan on an MH-13 or MH-45 plate is found by entering the vehicle number on echallan.parivahan.gov.in or in the mParivahan app, which shows each offence and lets you pay it.
Other offences and their amounts are in our Maharashtra RTO guide.
A car on an MH plate, say one first registered in Pune, needs only a new address on its RC when you settle in Solapur. A car on another state’s plate, such as a KA car from Vijayapura, needs an MH number once it has been kept in Maharashtra for more than 12 months.
Before the move, ask the office that registered the car for its No Objection Certificate
Apply at MH-13 or MH-45, by your taluka, once the car has been kept here over 12 months
The amount depends on the car’s age, plus the road safety cess; Vahan shows the sum
If the car is on a loan, the lender’s consent goes with the application
If you are leaving Maharashtra with an MH-13 or MH-45 car, the same steps apply in reverse: Ask the office on your RC for the NOC on Form 28, which the Maharashtra transport department issues at no fee, then register the car in the new state under its rules.
Worth knowing: The day an MH-13 or MH-45 number or address is updated, inform your insurer as well. Our Maharashtra RTO guide carries the document list for an out-of-state car.
A Solapur buyer whose job could take them out of Maharashtra can ask the dealer for a Bharat series (BH) number in place of MH-13. The car can then follow a transfer to Hyderabad or Bengaluru without a No Objection Certificate (NOC) or a second registration.
Private-sector buyers bring Form 60 from an employer with offices in at least 4 states or union territories. The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
Eligibility and the 2-year tax are in our Maharashtra RTO guide.
The form for each task at MH-13 or MH-45, with the official PDF
Solapur district owners normally submit these online, on the Vahan portal for vehicles or the Sarathi portal for licences. Keep the PDF in case the Solapur or Akluj office asks for paper.

A car registered at MH-13 or MH-45 is priced in Zone B for the Own Damage part of the premium, as the motor tariff sets the zone by the office of registration. In Maharashtra the tariff names only Mumbai and Pune as Zone A. The Third-Party price is the same national rate in Solapur as anywhere else.
Zone B applies to MH-13 and MH-45 alike, so registering at Akluj instead of Solapur does not change the zone
Plans differ on Own Damage cover and optional extras, while the Third-Party premium is fixed nationally
Transfer the RC at Akluj first, then apply to the insurer to move the policy within 14 days
Look up the cashless partner garages near your home in Solapur district before you choose a plan
A Solapur office registers a new car only after it sees valid cover. When a car is sold, the RC is transferred first and the buyer then has 14 days to move the policy. Should the car ever be re-registered with a new number, inform your insurer so that the policy and the RC agree.
Worth knowing: The zone belongs to the office that registered the car, so a Solapur car taken to Pune stays in Zone B until it is registered again. Even so, inform your insurer about the new Pune address so the records match.
Both Solapur district offices check for Third-Party cover, which every vehicle on Indian roads must carry With the Solapur or Akluj paperwork finished, check that the policy names you as the owner. Pick car or bike below to see what Kiwi Insurance offers for each.
