Tripura RTOs, one in each of the state’s eight districts, are run by the Transport Department in Agartala. After registration, a plate shows the state code TR followed by the number of the office that handled it.

A plate shows where the vehicle was registered, which may not be where its owner lives now. The TR code stays the same when the owner moves within Tripura. It is replaced by a new code if the vehicle is registered again in another state, or if its registration details are changed.
Good to know: In 2012, Tripura reorganised its districts and created four new ones. Some published code lists still use the old district names, so two lists can give different answers.
Every TR vehicle must have a High Security Registration Plate (HSRP) before it goes on the road. The rule is Rule 50 of the Central Motor Vehicles Rules, 1989. The Ministry of Road Transport and Highways (MoRTH) put it into force through two notifications: G.S.R. 1162(E) dated 4 December 2018 and S.O. 6052 dated 6 December 2018.
Each plate carries a chromium-based hologram, one of the security features built in before it is fitted
A unique identification number is laser-etched on the plate, so each plate is linked to one TR vehicle only
Once fitted, it is held by non-removable and non-reusable snap locks, so it cannot be shifted to a second vehicle
The final feature is a colour-coded windscreen sticker, light blue for petrol or compressed natural gas (CNG) and orange for diesel
What happens next depends on the registration date. A vehicle registered on or after 1 April 2019 received the plate from the manufacturer and dealer before delivery. A vehicle registered before that date must have the plate fitted by the dates the state sets. To book, open the HSRP booking portal named on the Tripura Transport Department website. It also shows which date applies to your TR vehicle.
Each TR code with the office and district it belongs to
Eight district transport offices use the codes TR-01 to TR-08. From the code on a plate you can find the office that registered the vehicle. This is not always where the owner lives now.
Since the 2012 reorganisation, published lists have disagreed on which town goes with TR-02 to TR-08. The table below gives each code with its district office. As lists differ, it is worth confirming your code with the Transport Department.
Agartala has the district transport office for West Tripura, which uses TR-01. It registers more vehicles than any other office in the state, so its code is the one you see most often on Tripura roads.
Seven other offices cover the remaining districts, from Dharmanagar in the north to Santirbazar in the south. Your application goes to the office that covers the address on your papers.

Every state and territory
In 2012, the number of districts in Tripura doubled from four to eight, with Unakoti, Khowai, Sepahijala and Gomati added. The transport offices changed to match, but many earlier code lists were never corrected.
Older lists often match the codes to the four former districts, or to towns instead of districts. As a result, TR-02 shows up as Udaipur on one list and as Kailashahar on another.
Start with your Registration Certificate, which names the registering office. Vahan shows the same office when you enter your registration number. Both are more reliable than a published list.
Keep in mind: Plates already on the road keep their number when districts change. The code shows the office that registered the vehicle at that time.
Bangladesh borders Tripura on almost every side, and the road link to the rest of India runs through Assam. That is why AS plates are common on the highway into the state. The guides below list their codes and offices.

Tripura charges road tax once on the vehicle’s original price, and this covers 15 years. Cars pay 6%, 7% or 8%, and the rate goes up with the price band.
For example: At ₹5 lakhs, a car is in the 6% band and pays ₹30,000 of road tax. A car at ₹8 lakhs is in the 7% band and pays ₹56,000. For a new car, the dealer usually collects this as part of the on-road price.
An older vehicle is taxed again when its registration is renewed. The reported rate is 50% of the one-time tax for each 5-year period
Electric vehicles are reported to be exempt. Exemptions last for set periods, so check the current position on Vahan
If a car from another state stays in Tripura for more than 12 months, it needs a TR number, and tax is due at that point
A separate schedule applies to goods and passenger vehicles, based on laden weight or seating capacity
Payment can be made online through the vehicle tax service on Parivahan Sewa, or in person at your district office. The state sets the rates and can change them. Before paying, check the current amount on Vahan.
RTO fees in Tripura come at set points in a car’s life: At registration, at a sale, and when the Registration Certificate (RC) reaches 15 years. The amounts are fixed by Rule 81 of the Central Motor Vehicles Rules, 1989, so the TR-01 office in Agartala and the TR-08 office in Santirbazar charge the same.
Worth knowing: Renewal follows the life of the RC: 15 years first, then 5 years at a time. Each month that a renewal runs late adds ₹300, so a renewal on time keeps the cost at the table amount.
Three charges come on top of these fees: The plate (HSRP), Tripura road tax and the state’s own service charges.
At the showroom, the dealer usually handles the Vahan application for a new private car in Tripura. The on-road price you pay includes road tax and the registration fee. After the RTO approves the application, the Registration Certificate (RC) is sent to you.
No registration goes ahead without a valid Third-Party policy. Most owners pick comprehensive cover at this stage
Next, the dealer usually files Form 20, attaching your address proof and the sale and roadworthiness certificates
After that, pay the road tax and registration fee due on your purchase
When the office approves, a TR number is assigned and the car is fitted with its High Security Registration Plate
The Registration Certificate (RC) is issued when the office approves the application
Some vehicles or sales may still need extra document checks, an inspection or an RTO visit. The steps above are the usual order, but they can change from case to case.
Important to know: You can arrange car insurance yourself before delivery day. A valid policy is all the dealer needs to register the car, so there is time to compare options.
Selling a TR car follows a fixed order: The seller acts first, buyer and seller then act together, and the RTO finally puts the car in the buyer’s name. The application goes on Vahan or to the office on the RC, such as TR-03 Udaipur for a Gomati car, with a ₹300 transfer fee for a car.
Step one is the seller’s notice of sale to the TR office, made on Form 29
Buyer and seller then sign Form 30 together, which asks the office to change the owner
Next, the paperwork: Address proof, the RC, current insurance and a Pollution Under Control (PUC) certificate
Submit on Vahan or at the office named on the RC with the ₹300 car fee. The RC then shows the buyer
Last, the buyer has 14 days to move the policy, and cover continues in the new name
A loan goes onto the RC with Form 34 when the car is financed, and it comes off in three steps. First, pay the last instalment and collect the lender’s No Objection Certificate (NOC) and Form 35. Then apply on Vahan with both. The outcome is an updated RC from the RTO without the loan on it.
Online RTO work in Tripura runs on the national Parivahan services. Registration, the RC, tax and ownership are on the Vahan portal, and licence work is on the Sarathi portal. To look up vehicle details or challans, use mParivahan and the e-challan service.
Which services are fully online depends on the transaction and the RTO.
First apply on Sarathi, then pay the fee and book the learner’s licence test
Next, book a driving test slot. At some offices, the test is taken on an automated track
Use Vahan to pay the road tax and RTO fees for your vehicle
Open the Parivahan Sewa e-challan portal to check and pay e-challans on a TR vehicle
Search a TR vehicle on Parivahan Sewa or the mParivahan app to see its office, insurance and Pollution Under Control (PUC) status
A lost, stolen or damaged RC is replaced in three steps: Form 26 on Vahan or at the TR office, then the ₹300 car fee from the fees table, then the duplicate RC itself. Once it is issued, enter the TR number on Parivahan Sewa or mParivahan to confirm the record, or use the Kiwi Insurance tool to check your RC status.
On Sarathi the licence steps follow one another: A learner’s licence first, then a slot for the driving test, then the licence itself. Years later the renewal is applied for on the same portal, and so is an International Driving Permit for driving abroad.
An offence on a Tripura road leads to a challan, and its amount is based on the Motor Vehicles (Amendment) Act, 2019. For some offences Tripura may fix its own compounding amount, so pay what the challan shows rather than what the table says.
The challan and its payment are both on the Parivahan e-challan portal, echallan.parivahan.gov.in, and in mParivahan: Enter the TR number, see what is pending and pay.
Good to know: Driving uninsured leads to the ₹2,000 fine, then ₹4,000 on a repeat. A valid car insurance policy removes that outcome entirely.
The Motor Vehicles Act, 1988, requires a new registration mark when a car stays in another state or union territory for over 12 months. If your car will be in Tripura that long, register it here and pay the tax that applies. You can then claim a refund of unused tax from your old state.
First, send Form 28 to your old RTO, which then issues the No Objection Certificate (NOC)
At the new office, hand in the No Objection Certificate (NOC), RC, policy and Pollution Under Control (PUC) certificate
Next, pay the Tripura road tax due on the car
Once the office assigns your TR number, put the new number plate on the car
Inform your insurer of the new number and address so the policy can be updated
Each office, state and type of vehicle can need slightly different papers, so check the latest process with the RTO or on the Parivahan Sewa website. If you are leaving Tripura, the order is reversed: Get the No Objection Certificate (NOC) from your district office, register the car in the new state and pay its tax, then apply here for a refund of unused tax.
A Bharat series (BH) registration is a national number for private vehicles, with no state code on the plate. When the owner is transferred to another state, the car keeps the BH number, and no No Objection Certificate (NOC) or new registration is needed. A car on a TR number, by contrast, has to be registered again once it has spent more than 12 months in another state. The series started with notification G.S.R. 594(E), issued by the Ministry of Road Transport and Highways (MoRTH) on 26 August 2021 and applied from 15 September 2021. On 14 December 2022, G.S.R. 879(E) extended it to ownership transfer and to converting a registration already issued.
Employees of the Central or a state government, the defence forces or a public sector body qualify directly
In the private sector, the employer needs offices across 4 or more states or union territories, confirmed on Form 60
Tax is then charged in 2-year blocks at the BH rate for the car’s price and fuel, as in the table below
The car gets a BH number instead of a TR code, in the format shown below
The result: A move needs no No Objection Certificate (NOC), no new registration and no claim for a tax refund
How the plate reads: The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
How it compares: Tripura charges its own tax once, at 6% to 8% of the original price, and that single payment covers 15 years. The BH rate is 8% to 12%, and it falls due again every 2 years.
Purpose of each main RTO form, with the official file to download Tripura follows the Central Motor Vehicles Rules, 1989, a national set of rules, so its RTO forms are the same as elsewhere. You can complete most of them on Vahan or Sarathi. Print the PDF only if an office still asks for a paper form.
For a used car sale, seller and buyer complete Form 29 and Form 30 at the same time. When the RC is in the buyer’s name, you have 14 days to move the insurance.
Note: Hand in forms at the office that matches the code on your RC, such as Agartala for TR-01 or Kailashahar for TR-02. Check the document list on the Parivahan Sewa website before you go. Address proof and a Pollution Under Control (PUC) certificate are sometimes asked for as well. For any form not covered here, see the complete forms page on the Parivahan Sewa website.
The premium follows the registration: The RTO that registers the car decides its pricing zone, and the zone decides the Own Damage rate. Agartala is not one of the eight Zone A cities, and neither is any other Tripura town. As a result, the Own Damage part of your premium is usually worked out at the Zone B rate. The Third-Party part is set nationally and costs the same in every state.
Tripura comes under Zone B for Own Damage insurance, so Agartala owners usually pay a lower premium than those in Zone A cities like Kolkata
The Third-Party premium is notified at national level, so the amount in Tripura matches the rest of India
The RC transfer is done at your district office. Ask the insurer to transfer the policy within the 14 days the Motor Vehicles Act allows
Start with the address on your RC, and change it on your policy after that. Your vehicle keeps its TR code
The two run in sequence. A valid policy must be in place before a TR office registers a new car. At a sale the order is the RC first, then the policy, which the buyer has 14 days to move. If the car later gets a new number, after a move from another state or a re-registration, inform your insurer so the number on the policy is updated.
Good to know: Aim to complete both transfers in the same two weeks, one at the RTO for the RC and one with the insurer for the policy. The car then has no gap in cover after the sale.
Third-Party insurance is a legal requirement for registering or driving any vehicle in India. The RTO checks this with the rest of your documents After registration, make sure the policy is in your name. You can compare Kiwi Insurance car and bike plans below.
