Agra needs only one code. The Regional Transport Office (RTO) Agra registers vehicles for the whole of Agra district under UP-80, so a car bought in the city and one bought in a village at the edge of the district get the same two digits.
Picture the plate UP 80 AB 1234 on a car parked in Agra. The first pair of letters names the state, Uttar Pradesh, and 80 names the Agra RTO, while AB is the letter series and 1234 is the four-digit number given to that one vehicle.

Worth knowing: The 80 tells you where a car was first registered, not where its owner lives today. An Agra car keeps UP-80 after a move to Mathura or Lucknow, as the code on an Agra plate changes only if the car is re-registered outside Uttar Pradesh or its registration details are changed.
Fitting the High Security Registration Plate (HSRP) on a new UP-80 car is the dealer’s job, done before you drive it home. That has been the rule since 1 April 2019, under Rule 50 of the Central Motor Vehicles Rules, 1989.
Worth knowing: Owners of an older UP-80 car book the HSRP installation through the booking portal named on the Uttar Pradesh Transport Department website, where the date for older vehicles is also given, and our Uttar Pradesh RTO guide explains the plate rules in more depth.
One Agra code, and four that belong to other districts
UP-80 is the only Agra code on the Transport Department list. The codes most often mixed up with it belong to the districts that touch Agra: UP-85 for Mathura, UP-83 for Firozabad and UP-86 for Hathras.
On the state code list they appear together, in the Agra and Aligarh divisions block that runs from UP-80 to UP-87. A UP-83 car is from Firozabad, even if it is parked in Agra every day.
One office for the district, with the address as directories give it
Agra has one registering office, the Regional Transport Office at Transport Nagar. Directories agree on the area but not on the pincode, and we could not confirm the timings from an official source, so check with the office before you make the trip.
Directories place the office in Transport Nagar, and one of them names Transport Colony there. A staff directory lists a long roster of posts here, including a Deputy Transport Commissioner for the zone and three Assistant Regional Transport Officers for enforcement. For registration and RC work, though, it is simply the UP-80 office.
Most applications begin on Vahan, before any trip to Transport Nagar
A driving test needs a slot booked on Sarathi before you arrive at the office
If your RC shows UP-83, UP-85 or UP-86, the file is with Firozabad, Mathura or Hathras

Agra district, and the districts on every side that register their own vehicles
The district line decides it. If your home address is anywhere in Agra district, your car is registered at UP-80. Cross into Mathura, Firozabad or Hathras and the vehicle belongs to that district’s office instead.
Unsure where an address falls? The finder at the top of this page reads any registration number or code, and the RC itself names the office that holds the file.
Worth knowing: Moving house inside Agra district changes nothing on the plate. You update the address on the RC, and the car stays a UP-80 car.
Three Uttar Pradesh districts share a border with Agra, namely Mathura, Firozabad and Hathras, and each runs its own office. Beyond the district’s other edge lies Rajasthan, where Bharatpur and Dholpur use RJ codes.

Agra pays the Uttar Pradesh rate, once, at first registration There is no separate Agra rate. A car registered at UP-80 pays the Uttar Pradesh one-time road tax, worked out as a share of the car’s cost, and below ₹10 lakhs the share also depends on whether the car has AC.
The lowest band, for a car without air conditioning that costs no more than ten lakh rupees
A car in that price band that has AC pays 9%, as a ₹6 lakh hatchback with AC would
One rate for every costlier car, whether or not it has AC
An electric car has been free of this tax under the UP EV policy. Vahan shows whether your model is still charged nothing
Nobody queues to pay it on a new car, as the showroom adds it to the bill and prints the amount
A car arriving from another state is taxed at the UP rate minus 5% per full year of age, with 75% the most it can be reduced
The notification has no higher rate for a firm, so a car in a company’s name pays what a person pays
Bikes are charged 7% up to ₹40,000 and 10% above it, and our Uttar Pradesh RTO guide has the full tables
The Agra RTO charges the same fees as Mathura, Firozabad or any other office in India, as the amounts come from national rules. You pay them on Vahan, and when you buy a new car the dealer pays them for you as part of registration.
Worked out for Agra: A first car on a bank loan, registered at UP-80, pays ₹600 for registration, ₹200 for the smart card RC and ₹1,500 to note the loan on the RC. Add those up and the RTO takes ₹2,300, with the road tax charged over and above it.
At 15 years old, the same car needs its registration renewed for ₹5,000, and after 20 years the renewal is ₹10,000. Leave it late and ₹500 is added for every month on a car, or ₹300 on a motorcycle.
Worth knowing: The table shows Rule 81 fees only. Road tax, the High Security Registration Plate (HSRP) and any service or postal charge added in Uttar Pradesh are paid separately, so your Vahan receipt may show more.
The showroom applies on Vahan and the Agra RTO gives the car its UP-80 number
Buying a first car in Agra means very little time at the RTO. The showroom files the application on Vahan with your Agra address, the RTO approves it, and the car gets a UP-80 number and an RC in your name.
Registration needs a valid policy, and you are free to choose the insurer yourself
Hand over proof of the Agra address where the car will be kept
The invoice lists UP road tax and the RTO fee next to the price of the car
The approved application gives the car its UP-80 number
The dealer fits the HSRP and the RC is issued in your name
The address on the RC, the invoice and your insurance policy should be the same Agra address
A showroom in another district still registers the car at the office for your home address
Scooters and motorcycles bought in Agra go through the same Vahan application and get UP-80
Sell a UP-80 car to a buyer in Uttar Pradesh and the number stays with the car. Form 29 is the seller’s notice, Form 30 carries both signatures, and the transfer fee at the Agra RTO is ₹300 for a car.
For a buyer outside the state, the Agra office first issues a No Objection Certificate (NOC), and the buyer registers the car again at home. In both cases the policy has to be moved to the buyer within 14 days.
After the final instalment, collect the NOC and Form 35 from your lender and apply on Vahan. The Agra RTO prints a new RC without the bank’s name, free of charge, and the paperwork it asks for is listed in our Uttar Pradesh RTO guide.
An Agra owner can start nearly every service without a visit. Car and bike work runs on the Vahan portal, licence work on the Sarathi portal, and the application then goes to the UP-80 office.
When the RC of a UP-80 car goes missing or gets damaged, a duplicate is requested on Form 26 through Vahan, for ₹300 on a car. To see where an application stands, check your RC status with the Kiwi Insurance tool.
Agra learners apply on Sarathi, pick a slot there, and only then travel to the office to take the driving test in person. Renewing a licence also starts on Sarathi, and our Uttar Pradesh RTO guide covers each licence service.
Agra applies the national fines. Driving without valid insurance costs ₹2,000 the first time and ₹4,000 each time after that, under section 196 of the Motor Vehicles Act, 1988, as amended in 2019.
Uttar Pradesh may compound some offences at its own amounts, so rely on the amount printed on the challan for your UP-80 car. Look it up and settle it on echallan.parivahan.gov.in or in mParivahan, and see our Uttar Pradesh RTO guide for the fines on other offences.
Cars from Rajasthan or any other state get UP-80 after 12 months, while UP cars keep their numbers
Agra district shares a border with Rajasthan, and an RJ car can be driven into Agra freely. Once a car from Rajasthan, or from any other state, has been kept in Agra for more than 12 months, it must be registered again with a UP-80 number. A car from another Uttar Pradesh district keeps its number.
Ask the old state’s office for it on Form 28, before you apply in Agra
Use proof of your Agra address, and apply before 12 months are up
The UP one-time tax drops 5% for each full year of the car’s age, to a 75% limit
Apply to the old state for the tax on the years the car will not be used there
Leaving Uttar Pradesh instead? Start at the Agra RTO, which issues the NOC on Form 28. Register the car in the new state, then ask Uttar Pradesh for a refund of the road tax you will not use.
Worth knowing: Inform your insurer about the new address straight away and again when the UP-80 number is issued, and look up the refund forms in our Uttar Pradesh RTO guide.
A job that moves you between states makes a Bharat series (BH) number worth a look. The plate shows BH instead of UP-80, so a later transfer out of Agra needs no No Objection Certificate (NOC). It is open to government, defence and public sector staff, and to private employees of a firm present in 4 or more states or union territories, with Form 60.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. A BH car pays tax every 2 years, 8% below ₹10 lakhs, as our Uttar Pradesh RTO guide explains.
Thirteen forms an Agra owner is most likely to need
File each form with the UP-80 office. For any form not shown here, use the Parivahan Sewa website.
Where a car is registered affects its Own Damage premium. The India Motor Tariff puts eight large cities in Zone A, and Agra is not one of them, so a UP-80 car is rated Zone B, which usually costs less in Own Damage premium than the same car would in a Zone A city. Third-Party cover costs an Agra owner exactly what it costs anyone else in the country.
Agra is Zone B for Own Damage cover, so the premium usually comes in below the same car’s premium in New Delhi, which is Zone A
The Third-Party premium is fixed by engine size for the whole country, so Agra pays what everyone pays
A car on RJ plates is rated by the office that registered it until it is registered again at UP-80
A car still registered in Mumbai or New Delhi keeps the Zone A rating until it gets an Agra number
Without valid cover on the car, the Agra office cannot register it
Once the RC changes hands, the new owner gets 14 days to put the policy in their own name
Inform your insurer when a car brought from another state is registered in Agra, so the policy shows the new number
No UP-80 car or bike may be registered or driven without Third-Party cover Once the Agra RTO has registered your car or bike, the policy should be in your name too. Kiwi Insurance plans are linked below.
