The UP-81 code
Office and district
Free, no login needed
Aligarh plays two roles. As a district, it has one Regional Transport Office (RTO), which registers every vehicle in Aligarh district under UP-81. As a division headquarters, it is the centre for Hathras, Kasganj and Etah as well, but each of those districts registers its own vehicles under its own code.
Every Aligarh plate follows the same pattern, shown here as UP 81 AB 1234. The letters UP stand for Uttar Pradesh, the 81 for the Aligarh RTO, AB for the letter series, and 1234 is the four-digit number belonging to that vehicle alone.

Worth knowing: A move within Uttar Pradesh, whether across Aligarh or to another district of the division, keeps UP-81 on the plate, which changes only if the car is re-registered outside Uttar Pradesh or its registration details are changed.
For a new car registered at UP-81, the High Security Registration Plate (HSRP) is part of the delivery. Rule 50 of the Central Motor Vehicles Rules, 1989 made the dealer responsible for fitting it from 1 April 2019.
Worth knowing: Older Aligarh cars need the plate as well, and the booking portal for the installation, with the date that applies to older vehicles, is named on the Uttar Pradesh Transport Department website. Our Uttar Pradesh RTO guide goes through the plate rules.
UP-81 for Aligarh, and the codes of the other three districts in the division
One code belongs to Aligarh district, UP-81. The Aligarh division adds three more, UP-86 for Hathras, UP-87 for Kasganj and UP-82 for Etah, and a car registered in any of those districts carries its own district’s code, not Aligarh’s.
Hathras is the code people most often link with Aligarh. The district was formed on 6 May 1997 by joining some tehsils of Aligarh and Mathura, so part of what used to be Aligarh district now registers as UP-86. Kasganj was earlier named Kanshiram Nagar.
The UP-81 office on GT Road, as directories list it
Several directories agree on one address for the UP-81 office: 5/129, GT Road, Ram Nagar Colony, Sarsol, Aligarh 202002. None of them is an official page, and their opening hours do not match, so confirm both before a visit.
One directory calls it RTO Aligarh (Sarsol). It handles registration and RC work for Aligarh district. Owners in Hathras, Kasganj and Etah have their own offices for the same work, even though Aligarh is their division headquarters.
UP-81 papers go to Sarsol, and a UP-86, UP-87 or UP-82 car is handled in its own district
Most applications are made and paid for on Vahan ahead of any visit

Aligarh district only, with each district of the division using its own office
The UP-81 office covers Aligarh district, and the division does not widen that. If you live in Hathras, Kasganj or Etah, your vehicle is registered in your own district, and the same goes for neighbouring Mathura and Bulandshahr.
Your RC names the office that holds your file. You can also type the registration number into the finder at the top of this page.
Worth knowing: No official list of Aligarh localities by office was found, and none is needed, as the whole district is UP-81. A change of house inside the district means an address update on the RC and nothing more.
Start with the division. Hathras, Kasganj and Etah each run their own office, and beyond the division, Mathura and Bulandshahr do the same, so a car is registered in whichever of these districts its owner lives in.

The state’s one-time tax, charged at UP-81 just as in the rest of Uttar Pradesh Aligarh does not set road tax; Uttar Pradesh does. A car registered at UP-81 is charged the state’s one-time tax as a percentage of its cost, and for cars up to ₹10 lakhs the rate also turns on whether the car has AC.
Charged on a car without air conditioning whose cost does not go above ten lakh rupees
The rate for a car in the same price range that has air conditioning
Above ten lakh rupees the AC question falls away and a single rate applies
Electric cars have been exempted by the state EV policy. The amount on Vahan tells you whether yours is charged
With a new car, the tax is billed along with the price, and the invoice carries it as its own line
Each full year since first registration takes 5% off the UP tax, and the reduction stops at 75%
A car bought by a firm is taxed at the rate a private buyer pays in Aligarh
The two-wheeler rates are 7% up to ₹40,000 and 10% above, and our Uttar Pradesh RTO guide has the rest
Fees are one area where the division makes no difference. The Aligarh RTO charges the national amounts, exactly what Hathras or Mathura charges, and they are paid on Vahan, by the dealer in the case of a new car.
For a first car in Aligarh: When the car is bought on a loan, three fees are due at registration, ₹600 for the registration itself, ₹200 for the smart card and ₹1,500 for recording the loan. Together they make ₹2,300, before road tax is counted.
Keep the car past 15 years and its registration renewal costs ₹5,000, or ₹10,000 once it is over 20. Every month of delay in renewing costs ₹500 more for a car and ₹300 more for a motorcycle.
Worth knowing: This table lists only the fees under Rule 81. Road tax, the High Security Registration Plate (HSRP) and any service or postal charge in Uttar Pradesh are billed separately, so the Vahan total can be higher.
A dealer application on Vahan, approved at Sarsol, ending in a UP-81 RC
With a new car, registration is mostly in the dealer’s hands. The dealer applies on Vahan using your Aligarh district address, the UP-81 office approves the application, and the car is given its number and an RC in your name.
Any insurer will do, but the car needs a valid policy before it can be registered
Your Aligarh address proof is uploaded with the Vahan application
Uttar Pradesh road tax and the RTO fee appear on the invoice with the price
The Aligarh RTO approves the application and the number is allotted
The plate is fitted, and the RC is issued in your name
Then the car is registered at the Hathras office as UP-86, even if you buy it in Aligarh
Use the address on your RC on your insurance policy as well
A new scooter or motorcycle in Aligarh district follows the same dealer route to UP-81
When a UP-81 car is sold inside Uttar Pradesh, it keeps its number. Form 29 is the seller’s notice of sale and Form 30 is signed by seller and buyer together, with a ₹300 fee for a car at the Aligarh RTO.
If the buyer is in another state, the Aligarh office issues a No Objection Certificate (NOC) and the car is then registered afresh there. The buyer must take over the insurance within 14 days in both cases.
Once the loan is repaid, the lender issues an NOC and Form 35, which you upload on Vahan. The Aligarh RTO then issues an RC without the loan, without charging a fee, and our Uttar Pradesh RTO guide names the papers required.
Much of the work at Sarsol now starts on a screen. Registration and RC services are applied for on the Vahan portal and licence services on the Sarathi portal, after which the UP-81 office takes them forward.
A lost, stolen or damaged RC is replaced through a Form 26 application on Vahan, which costs ₹300 for a car. While the application is pending, check your RC status on the Kiwi Insurance tool.
For a learner’s licence in Aligarh, the application and the test date are both handled on Sarathi, and the test is taken in person. Renewals are applied for on Sarathi as well, and the remaining licence services appear in our Uttar Pradesh RTO guide.
Fines in Aligarh follow the Motor Vehicles Act, 1988, as amended in 2019. Section 196 puts driving without valid insurance at ₹2,000 for a first offence and ₹4,000 for every later one, wherever in India it happens.
As the state compounds some offences at its own amounts, go by the amount on the challan issued to your UP-81 car. You can view and pay it on echallan.parivahan.gov.in or in mParivahan, and our Uttar Pradesh RTO guide covers the other offences.
A car from another state is re-registered as UP-81 after 12 months, and a UP car is not
Coming to Aligarh from within Uttar Pradesh, even from Hathras or Etah next door, your car keeps its number and only the address changes. Coming from another state, you may use the old number for up to 12 months, after which the car is registered again with UP-81.
The office that registered the car in your old state issues it on Form 28
Bring proof that you live in Aligarh district, and do it before the year is out
Every full year the car has been on the road trims 5% off the UP tax, to a 75% limit
Ask the old state to return the tax for the years ahead
Moving out of Uttar Pradesh works the same way in reverse. The Aligarh RTO issues the NOC on Form 28, the car is registered in the new state, and a refund of the unused UP road tax can then be claimed.
Worth knowing: Inform your insurer of the new address when you arrive, and of the UP-81 number once it is issued. The refund process is in our Uttar Pradesh RTO guide.
Expecting transfers to other states? Ask about a Bharat series (BH) number. With no state code on the plate, leaving Uttar Pradesh later needs no No Objection Certificate (NOC). Staff of the government, defence forces and public sector can apply, and so can private employees once their company works from 4 or more states or union territories, using Form 60.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. The BH tax falls due every 2 years, 8% below ₹10 lakhs, and our Uttar Pradesh RTO guide adds the details.
The 13 forms an Aligarh owner uses most
Submit the forms to the Aligarh RTO. Others can be found on the Parivahan Sewa website.
Your premium depends partly on where the car was registered. The India Motor Tariff gives the Zone A rating to eight cities, none of them Aligarh, so a UP-81 car is Zone B, and its Own Damage premium is usually lower than the same car’s in a Zone A city. The Third-Party premium does not vary by zone.
Aligarh is in Zone B for Own Damage cover, which usually means a smaller premium than New Delhi or Mumbai, both in Zone A
It is set by engine size for the country, so the Third-Party price does not depend on where in India the car is
UP-81, UP-86, UP-87 and UP-82 are all outside Zone A, so moving within the division leaves the zone alone
Until it is registered again as UP-81, a car from Mumbai or New Delhi stays on the Zone A rating
A new car cannot be registered at UP-81 until a valid policy is in force
The new owner must have the policy transferred within 14 days of the RC transfer
Inform your insurer once a car from another state has its UP-81 number, so the two documents agree
Whatever the code in the division, a car or bike needs Third-Party cover before it is registered or driven After the Aligarh RTO, the policy comes next. Browse Kiwi Insurance plans for your car or bike below.

Aligarh’s code is UP-81. It is the only code the Uttar Pradesh Transport Department list gives Aligarh district, and the Regional Transport Office issues it to every vehicle registered there.
