Ballia district registers every vehicle under one code, UP-60, at an Assistant Regional Transport Office (ARTO) that comes under the Regional Transport Office (RTO) in Azamgarh. All six tehsils use it: Ballia, Rasra, Sikandarpur, Belthra, Bairia and Bansdih.
On UP 60 AB 1234, the letters UP stand for Uttar Pradesh and 60 marks the Ballia office, while AB is the series and 1234 is the four-digit number. Over the state line in Bihar, plates begin with BR instead, so the first two letters show at once which side of the border registered a car.

Worth knowing: A UP-60 car that moves with its owner to Varanasi or Lucknow still shows UP-60. Only a fresh registration in another state, such as Bihar, or a change to its registration details brings a new code.
The plate rule on a UP-60 car is the national one: Rule 50 of the Central Motor Vehicles Rules, 1989 requires a High Security Registration Plate (HSRP) on every vehicle, and a car bought new after 1 April 2019 already wears one from the dealer.
Worth knowing: If your UP-60 vehicle is older, book its HSRP installation on the booking portal listed on the Uttar Pradesh Transport Department website, which also gives the date that applies. Plate rules in full are in our Uttar Pradesh RTO guide.
UP-60, its regional office in Azamgarh and the codes of the districts next door
Every Ballia registration carries UP-60, and the code people most often link with it is UP-50, as the Azamgarh RTO is the regional office above the Ballia ARTO, yet a Ballia address is still registered under UP-60.
Mau, UP-54, is a separate district in the same Azamgarh division. It was carved out of Azamgarh, not Ballia, on 19 November 1988, the Mau district website records.
The UP-60 assistant office and the regional office above it
Ballia’s office is an Assistant Regional Transport Office (ARTO) rather than a full RTO. Vehicles from Ballia district are registered there, and the regional office in Azamgarh supervises it, along with the Azamgarh and Mau offices.
One directory places the office on Sikandarpur Road at Hanumanganj. The department’s own directory lists two officers at Ballia, an ARTO for administration and another for enforcement.
The Uttar Pradesh Transport Department groups Ballia with Azamgarh and Mau under RTO Azamgarh. You still apply in Ballia, as the department’s rule is that a vehicle is registered in the district where its owner lives, but a matter that needs the regional office can pass through Azamgarh.
Most UP-60 vehicle work starts on the Vahan portal before the Ballia office takes it up

All six tehsils, and the neighbours that use other codes
Each of Ballia district’s six tehsils and 17 blocks is served by the one UP-60 office. Addresses in Mau or Ghazipur go to their own offices, and anything across the Bihar border is registered in Bihar.
Have a number but not sure of the office? The finder at the top of the page turns a registration number or code into the name of the office that holds the file.
Ballia lies on Uttar Pradesh’s border with Bihar. Its Uttar Pradesh neighbours, Mau and Ghazipur, run their own offices, and the regional office for the area is in Azamgarh, so a Ballia car always goes to the UP-60 counter, whichever town its owner works in.

The Uttar Pradesh rate applies to every UP-60 car, paid once A car registered in Ballia pays Uttar Pradesh road tax, not a local one, and pays it once at registration. A Ballia resident pays the Uttar Pradesh rate even if the car came from a showroom over the border in Bihar, as the tax follows the state of registration.
Up to ₹10 lakhs, a car with no air conditioning (AC) pays 8% of its cost in one payment
A car of ₹10 lakhs or less that has AC pays 9%, as in the ₹6 lakh example below
Above ₹10 lakhs the rate is 11%, AC or not, and a company pays the same as a person
The state electric vehicle (EV) policy has kept electric cars out of this tax. The Vahan portal shows whether that still holds for your car
A Ballia dealer collects the tax with the price of a new car, and it shows on the invoice
A car first registered in Bihar pays UP tax on re-registration, less 5% for each year of age, at most 75% off
A firm registering a car in Ballia is taxed at the same slabs as a private buyer
A scooter or motorcycle priced at ₹40,000 or less pays 7%, and above that 10%, as our Uttar Pradesh RTO guide shows
RTO fees are fixed nationally, so the Ballia office charges the same as Azamgarh, Mau or a Bihar office for the same service. You pay on the Vahan portal, and on a new car the dealer does it as part of the sale.
A Ballia example: A new car financed with a loan and registered at the UP-60 office pays ₹600 to register, ₹200 for the smart card and ₹1,500 to note the loan on the RC, a total of ₹2,300 before road tax.
When a UP-60 car reaches 15, its owner pays ₹5,000 to renew the registration, and ₹10,000 after 20 years. Each month of delay costs ₹500 for a car and ₹300 for a motorcycle.
Worth knowing: These are Rule 81 amounts. In Ballia, any service or postal charge, the High Security Registration Plate (HSRP) and the road tax are added on top.
Your home address, not the showroom, decides between UP-60 and a BR number
A Ballia resident who buys a car from a showroom in Varanasi or in Bihar still gets a UP-60 number, as registration follows the owner’s address. The dealer applies on the Vahan portal and the Ballia office approves the file.
The car needs a valid policy before it can be registered, from any insurer you choose
Your address proof goes with the Vahan application, and a Ballia address sends it to the UP-60 office
The dealer collects Uttar Pradesh road tax and the fee within the on-road price
Once the Ballia ARTO clears the application, the car gets its UP-60 number
The HSRP is fitted and the Registration Certificate (RC) is sent out in the owner’s name
A Bihar showroom does not make it a BR car when the buyer’s home is in Ballia district
Give the insurer the same Ballia address that goes on the registration papers
Bikes and scooters for Ballia addresses are registered at the same UP-60 office
Sell a UP-60 car to someone in Mau or Ghazipur and the number stays, as both are in Uttar Pradesh, and only the name on the RC changes. Form 29 is the seller’s notice, Form 30 is signed by both, and a car costs ₹300 to transfer.
A buyer in Bihar is in another state, so the Ballia office issues a No Objection Certificate (NOC) first and the buyer registers the car in Bihar. In both cases the buyer must move the policy within 14 days.
When the loan is cleared, send Form 35 and the lender’s No Objection Certificate through Vahan, and the Ballia office issues a fresh RC without the lender, free. Our Uttar Pradesh RTO guide gives the full document list for a Ballia loan closure.
Ballia residents apply through the Vahan portal for vehicle work and the Sarathi portal for licences, and the Ballia office deals with what they submit.
To replace a lost or damaged UP-60 RC, file Form 26 on Vahan and pay ₹300 for a car. The Kiwi Insurance RC status check shows how far a registration has got.
Learner’s licences, test bookings and renewals for Ballia applicants are all made on Sarathi, and the driving test is taken in person. For each of the other services, see our Uttar Pradesh RTO guide.
A Ballia driver caught without insurance faces the national fine of ₹2,000 for a first offence and ₹4,000 for the next, under section 196 of the Motor Vehicles Act, 1988, as amended in 2019. Driving over the border into Bihar does not change it.
Uttar Pradesh can compound some offences at its own amounts, so check the challan for your UP-60 vehicle and pay on echallan.parivahan.gov.in or in mParivahan, and our Uttar Pradesh RTO guide lists fines for offences not shown here.
A Bihar car crosses a state line, while a car from elsewhere in UP does not
Moving a Bihar-registered car to a Ballia address means a new registration: Once the car has been kept in Uttar Pradesh for more than 12 months, it needs a UP-60 number. A car from Varanasi or anywhere else in Uttar Pradesh keeps its number, and only the address on the RC changes.
Apply on Form 28 to the Bihar office that registered the car for a No Objection Certificate
Take the NOC and proof of your Ballia address to the UP-60 office within 12 months
Uttar Pradesh tax is charged less 5% for every year the car has been on the road, up to 75% off
If you are leaving Uttar Pradesh for Bihar, the same steps apply in reverse: The Ballia office gives the NOC on Form 28, a Bihar office registers the car with a BR number, and any unused UP road tax can be claimed back.
Worth knowing: Inform your insurer when your address changes and again when the new number is issued. Our Uttar Pradesh RTO guide takes you through the refund claim.
Ballia owners who are transferred between states can choose a Bharat series (BH) number, which travels with the car without a No Objection Certificate (NOC). It is meant for government, defence and public sector staff, and for private employees of companies with offices in 4 or more states or union territories, with Form 60.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. Instead of one payment, the BH tax of 8% on a car under ₹10 lakhs is charged every 2 years. Our Uttar Pradesh RTO guide covers the other rules.

Your car’s pricing zone depends on the office that registered it, and Ballia is in Zone B, as is the whole of Uttar Pradesh. The India Motor Tariff keeps Zone A for eight cities such as New Delhi, Kolkata and Chennai, so a UP-60 car usually carries a lower Own Damage premium. Third-Party rates are set for the whole country.
Ballia is in Zone B for Own Damage cover, so the premium is usually lower than in Kolkata or another Zone A city
The same engine-size rate applies in Ballia and in Bihar, so quotes differ only on Own Damage and optional covers
A car registered in Kolkata keeps its Zone A rating until it is registered again at the UP-60 office
Before buying, check the cashless partner garages within reach of your home in Ballia district
The Ballia office will register a new car only after a policy is in force
Once the RC is in the buyer’s name, the policy must be moved to the buyer within 14 days
For a car that arrives from Bihar, inform your insurer once the UP-60 number is issued
Third-Party cover is a legal must for a UP-60 car or bike before it is registered or driven With the Ballia RTO steps covered, the remaining job is a policy for your car or bike in your own name, and both Kiwi Insurance plans are linked below.
