UP-25 is the code of the Regional Transport Office (RTO) in Bareilly, which also oversees the assistant offices in Budaun, Pilibhit and Shahjahanpur. For a Bareilly owner, the open question is the address: Directories disagree, and a new office at Parsakheda has been reported, so confirm the address before you go.
On UP 25 AB 1234, UP is the state code for Uttar Pradesh, 25 identifies the Bareilly RTO, AB is the series and 1234 is the four-digit number. The neighbouring numbers 24, 26 and 27 belong to the other districts of the Bareilly region: Budaun, Pilibhit and Shahjahanpur.

Worth knowing: UP-25 marks the office that first registered a car, and it does not change when the owner moves to Lucknow or another Uttar Pradesh city. A new code comes only with a fresh registration outside the state or a change to the registration details.
High Security Registration Plates (HSRP) are a national requirement, so a UP-25 car needs one just as a Delhi car does. Rule 50 of the Central Motor Vehicles Rules, 1989 sets the rule, and new cars sold since 1 April 2019 arrive with the plate already fitted.
Worth knowing: Owners of older Bareilly vehicles book the HSRP installation through the booking portal shown on the Uttar Pradesh Transport Department website, where the date for each vehicle is given. For the background on HSRP rules across the state, read our Uttar Pradesh RTO guide.
UP-25, the three other codes in the Bareilly region, and Rampur next door
Bareilly district registers under UP-25. The Bareilly RTO is also the regional office for Budaun (UP-24), Pilibhit (UP-26) and Shahjahanpur (UP-27), but a car from those districts gets its own code, as each has its own assistant office.
Watch for one common mistake: Some directory code lists label UP-24 as Shahjahanpur. The Uttar Pradesh Transport Department list gives UP-24 to Badaun (also spelt Budaun) and UP-27 to Shahjahanpur.
Where the UP-25 office is, why the address is uncertain and what it handles
The Bareilly RTO is a full Regional Transport Office, but finding it is harder than it should be. Directory addresses disagree, a 2025 news report placed the office in a rented building, and a new building beside the driving test track at Parsakheda has been reported as its next home.
Two directory addresses circulate, Faridpur Road in Mohanpur (243123) and Mohanpur Road in Rajendra Nagar (243122). Amar Ujala reported in April 2025 that the office was working from a rented building on the Shahjahanpur highway near Naktia, so check the current address before you travel.
Local papers say so. Amar Ujala reported that the Chief Minister laid the foundation of a ₹16.61 crore RTO building at Parsakheda on 1 April 2025, next to the automated driving test track, and Hindustan and Amrit Vichar later wrote that the office would shift there. The department has not confirmed a completed move, so this page does not yet give Parsakheda as the address.

Six tehsils on UP-25, and the region’s other districts on their own codes
The UP-25 office registers vehicles from all six tehsils of Bareilly district. Being the regional office for Budaun, Pilibhit and Shahjahanpur does not make it their registering office: An owner there goes to the assistant office of their own district.
Enter any registration number or RTO code in the finder above to see which office registered that vehicle, whether it is UP-25 or one of its neighbours.
Three of Bareilly’s neighbours, Budaun, Pilibhit and Shahjahanpur, are in its own transport region, and Rampur is another neighbouring district. Each registers its own residents, so a Pilibhit address gets UP-26 even if the owner works in Bareilly.

One payment at the Uttar Pradesh rate, the same at every office in the Bareilly region Bareilly charges the same road tax as Budaun or Lucknow, as the rate belongs to Uttar Pradesh. It is paid once, when the car is first registered, and depends on the car’s price and, up to ₹10 lakhs, on whether it has air conditioning (AC).
Priced at ₹10 lakhs or below and with no AC, a car is taxed at 8% of its cost
A car of ₹10 lakhs or less that has AC when it is registered pays 9%, the case worked through in the table
Past ₹10 lakhs, every car pays 11% of its cost, whether or not it has AC
Under the state electric vehicle (EV) policy these have not been charged road tax. Before you pay, see what Vahan asks for your car
A new car’s tax is collected by the dealer and appears on the invoice with the on-road price
A car from another state pays UP tax less 5% per year of its age when re-registered, never more than 75% off
Uttar Pradesh charges a company-owned car exactly what it charges a private owner
Bikes up to ₹40,000 pay 7% and dearer ones 10%, with the remaining rules in our Uttar Pradesh RTO guide
Bareilly charges national RTO fees, so registering or transferring a car costs the same here as at the Budaun, Pilibhit or Shahjahanpur offices it oversees. Fees are paid on the Vahan portal, and a dealer pays them as part of a new car sale.
A Bareilly example: For a new car on a loan registered under UP-25, the RTO takes ₹600 for registration, ₹200 for the smart card and ₹1,500 for the hypothecation, ₹2,300 altogether, and road tax comes on top.
A Bareilly car past 15 years renews its registration for ₹5,000, rising to ₹10,000 after 20 years, and a late renewal costs ₹500 a month for a car or ₹300 for a motorcycle.
Worth knowing: Expect a higher total at the counter than the table shows, as service and postal charges, the High Security Registration Plate (HSRP) and road tax are separate from the Rule 81 fee.
The dealer applies on Vahan, and your district picks the office
A new car for a Bareilly district address is registered under UP-25, with the dealer filing on the Vahan portal and the Bareilly office approving it. A buyer living in Pilibhit or Budaun is registered at that district’s own office, even if the showroom is in Bareilly city.
Cover must be in force before registration, and the dealer’s insurer is not your only choice
Your Bareilly address proof goes in with the dealer’s application, so the file reaches UP-25
Road tax and the fee are billed with the car, and the invoice shows each amount
The Bareilly office approves the file and allots the UP-25 number
The HSRP is fitted and the Registration Certificate (RC) follows in your name
Buying in Moradabad or Delhi does not change the code, which follows your Bareilly address
Your insurer should hold the address that appears on your Bareilly registration
Scooters and motorcycles take the same path to the UP-25 office
Selling a UP-25 car within Uttar Pradesh, say to a buyer in Moradabad, leaves the number unchanged, and only the RC moves to the new owner. Form 29 is the seller’s notice, Form 30 the joint application, and the transfer fee on a car is ₹300.
If the buyer lives in Uttarakhand or another state, the Bareilly office first issues a No Objection Certificate (NOC). The new owner has 14 days to have the insurance moved into their name.
After the final instalment, file Form 35 and the lender’s No Objection Certificate on Vahan, and the Bareilly office reissues the RC without the lender at no charge. The document list for this is in our Uttar Pradesh RTO guide.
Bareilly applicants use the Vahan portal for vehicle services and the Sarathi portal for licences, which saves a trip while the office address is in question. Applications from the city and its tehsils are processed by the UP-25 office.
A missing or damaged UP-25 RC is replaced on Vahan with Form 26, at ₹300 for a car, and the Kiwi Insurance RC status page shows the progress of a registration.
Learner’s tests, driving test slots and licence renewals are booked on Sarathi, and the test itself is taken in person. The remaining online services are described in our Uttar Pradesh RTO guide.
Section 196 of the Motor Vehicles Act, 1988, as amended in 2019, sets the uninsured driving fine for the whole country, so a Bareilly driver without cover pays ₹2,000 for a first offence and ₹4,000 if it happens again.
Pay a UP-25 challan at the amount it shows, as Uttar Pradesh compounds some offences at its own rates, on echallan.parivahan.gov.in or in mParivahan. For any offence not in the table, see our Uttar Pradesh RTO guide.
A car from another state needs a UP-25 number after 12 months, and a UP car does not
Bring a car from Uttarakhand, Delhi or any other state to Bareilly and it needs a fresh UP-25 registration once it has been kept in Uttar Pradesh for more than 12 months. A car from Lucknow or elsewhere in the state keeps its plate, with only the RC address updated.
Use Form 28 to ask the office that first registered the car for a No Objection Certificate
Apply to the UP-25 office with proof of your Bareilly address within the 12 months
Pay the UP one-time tax, reduced by 5% for each year of age, with the reduction stopping at 75%
If you are leaving Uttar Pradesh, the same steps apply in reverse: The Bareilly office issues a NOC on Form 28, the new state gives the car its own number, and you can claim back the unused Uttar Pradesh tax.
Worth knowing: Inform your insurer of the new address, and again of the UP-25 number once it is issued. The forms for each step are in our Uttar Pradesh RTO guide.
For a Bareilly owner posted from state to state, a Bharat series (BH) number avoids a No Objection Certificate (NOC) with each move. Government, defence and public sector staff can apply, as can private sector staff whose employer has offices in at least 4 states or union territories, using Form 60.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. BH tax is charged every 2 years, at 8% for a car below ₹10 lakhs, and the wider rules are in our Uttar Pradesh RTO guide.

For insurance, Bareilly is in Zone B, and that usually lowers the Own Damage premium. The India Motor Tariff names eight Zone A cities, Mumbai, New Delhi and Hyderabad among them, and places the rest of India, Bareilly included, in Zone B. Third-Party premiums do not vary by city.
Bareilly is in Zone B for Own Damage, usually a lower premium than the same car pays in Hyderabad or another Zone A city
Engine size, not the city, sets the Third-Party price, so UP-25 quotes differ only in Own Damage and covers
A car still registered in Hyderabad stays in Zone A until it is registered again at the Bareilly office
Look for cashless partner garages close to your home in Bareilly district when comparing policies
No new car is registered at the UP-25 office without a valid policy in place
Within 14 days of the RC transfer, the buyer must move the policy into their own name
When a car from another state is given a UP-25 number, inform your insurer so the policy matches the new RC
By law, a UP-25 car or bike must have Third-Party cover before it is registered or driven When the Bareilly RTO formalities are done, put a policy for your car or bike in your own name, starting from the Kiwi Insurance plans below.
