All seven tehsils of Bulandshahr district share one code, UP-13, issued by an Assistant Regional Transport Office (ARTO) in the Ghaziabad region. Khurja and Sikandrabad come under it too, but Jewar and Dankaur do not, as they became part of Gautam Buddh Nagar district in 1997.
Look at UP 13 AB 1234 in four pieces, starting from the left with the state letters UP. Next comes 13 for the Bulandshahr office, then the letter series AB, and last the four-digit number 1234, read the same way on a car from Khurja or Syana.

Worth knowing: The Ghaziabad region uses four codes, UP-13 here, UP-14 in Ghaziabad, UP-16 in Gautam Buddh Nagar and UP-37 in Hapur. A UP-13 car keeps its number after a move anywhere in Uttar Pradesh, and changes code only if it is registered again outside Uttar Pradesh or its registration details are changed.
Whether a car is kept in Khurja or in the city, the plate rule is the same. Rule 50 of the Central Motor Vehicles Rules, 1989 requires a High Security Registration Plate (HSRP), and new UP-13 cars sold since 1 April 2019 arrive with one fitted.
Worth knowing: An older Bulandshahr vehicle without an HSRP is booked for installation on the portal named on the Uttar Pradesh Transport Department website, where the date for older vehicles is also given. For the state plate rules, see our Uttar Pradesh RTO guide.
UP-13, and the other codes of the Ghaziabad region
Bulandshahr has one code, UP-13, for the whole district. Its regional office is in Ghaziabad, which uses UP-14, and the same region includes Gautam Buddh Nagar (UP-16) and Hapur (UP-37), each with its own office.
The boundary with Gautam Buddh Nagar is the one that has moved. That district was formed on 6 September 1997 from parts of Ghaziabad and Bulandshahr, and the Dankaur and Jewar blocks were among the parts taken from Bulandshahr. Today those areas are outside UP-13.
One assistant office for UP-13, in the Ghaziabad region
There is one transport office for the district, ARTO Bulandshahr, which the Transport Department lists under RTO Ghaziabad with the Ghaziabad, Gautam Budh Nagar and Hapur offices. Whether you live in Debai or Sikandrabad, this is where a UP-13 file is kept.
The only address found is from a single directory, Avas Vikas Colony in Yamunapuram. No timings were found either, so ask the office or the Transport Department before you make the trip from an outlying tehsil.
No. Khurja is one of the seven tehsils of Bulandshahr district, and so is Sikandrabad, so vehicles in both are registered at the Bulandshahr office under UP-13. Searching for a Khurja RTO leads back to the same office.
The address is from one directory only, so confirm it, above all if you come from Debai or Shikarpur
Book the driving test on Sarathi, then go to Bulandshahr for that slot
Transfers, address changes and loan entries begin online before UP-13 approves them

Seven tehsils on UP-13, and the places that left the district in 1997
Go by the district, not by an old address. Every one of the seven Bulandshahr tehsils is registered at UP-13, while Jewar and Dankaur, which left the district in 1997, now belong to Gautam Buddh Nagar, and Hapur to the north has its own office.
If you are buying a used car and want to know where it was registered, type its number into the finder at the top of this page.
Worth knowing: Jewar and Dankaur were Bulandshahr blocks until Gautam Buddh Nagar district was formed in 1997. A new registration there goes to the Gautam Buddh Nagar office, not to UP-13.
Hapur lies to the north and Gautam Buddh Nagar took in part of the old district, and both are in the same Ghaziabad region as Bulandshahr. Every one of these offices registers the vehicles of its own district only, so a Khurja family registers at UP-13 even if they buy the car in Noida.

UP-14
UP-15
Every UP code
Uttar Pradesh sets one rate, paid once, for every UP-13 car A car registered in Bulandshahr pays the Uttar Pradesh road tax, the same rate a Noida or Hapur car pays. It is charged once, at first registration, as a share of the car’s price, and for cars up to ₹10 lakhs the share depends on whether the car has AC.
A car without air conditioning in this band is taxed at 8% of its cost
An air-conditioned car in the same band is taxed at 9%, across all seven tehsils
The rate for a costlier car is 11% of its price, with or without AC
The Uttar Pradesh EV policy has exempted electric cars. Check what Vahan asks for your car before paying
Your new-car bill from the dealer already carries the road tax as a separate line
Uttar Pradesh tax is lowered by 5% for each full year of the car’s age, and by 75% at most
A car bought by a firm is taxed at the same rate as a car bought by an individual
7% when priced up to ₹40,000 and 10% above that, with the rest in our Uttar Pradesh RTO guide
Fees at the Bulandshahr office are national, so they match what the Ghaziabad regional office and the Noida office charge. They are paid on Vahan, and a dealer selling a new car pays them on your behalf.
A Bulandshahr example: For a new car on a loan registered at UP-13, the RTO fees are ₹600 for registration, ₹200 for the smart card RC and ₹1,500 for the hypothecation entry, a total of ₹2,300 before the road tax.
Keep the car to 15 and the registration renewal is ₹5,000, or ₹10,000 once it is over 20. Let the renewal slip and the bill grows by ₹500 a month on a car, ₹300 on a motorcycle.
Worth knowing: The Rule 81 fees above do not include road tax, the High Security Registration Plate (HSRP) or any service or postal charge added by the state, so the final Vahan amount is larger.
A home in any of the seven tehsils sends the dealer’s application to UP-13
The showroom does not choose the code, the buyer’s address does. A buyer living anywhere in Bulandshahr district gets a UP-13 number even from a Noida or Ghaziabad dealer, who applies on Vahan for the Bulandshahr office to approve.
Registration waits for a valid policy, which you are free to buy outside the showroom
Address proof from Khurja, Syana or any Bulandshahr tehsil routes it to UP-13
Uttar Pradesh road tax and the RTO fee are charged by the dealer with the car
The Bulandshahr office approves the Vahan application and gives the number
The HSRP is put on, and the Registration Certificate (RC) is issued
A Noida dealer still registers a Bulandshahr buyer’s car at UP-13
The address on your policy should be the one your registration papers show
A new bike bought by a Bulandshahr resident also gets a UP-13 number
Selling a UP-13 car to a buyer in Noida, Hapur or elsewhere in Uttar Pradesh changes the name on the RC but not the number. The seller files Form 29, the two sign Form 30, and the Bulandshahr office takes a ₹300 fee for a car.
For a buyer in Delhi or Haryana, the Bulandshahr office first issues a No Objection Certificate, and the car is registered again in that state. In every case the buyer has 14 days to take over the policy.
Once the loan is closed, ask the lender for a No Objection Certificate and Form 35, then apply on Vahan. The UP-13 office reissues the RC free of the loan entry and without a fee, using the documents listed in our Uttar Pradesh RTO guide.
From Anoopshahr or Shikarpur, much of the RTO work can be started without a trip to the city. Vehicle services are on the Vahan portal and licence services on the Sarathi portal, and Bulandshahr vehicle applications then reach the UP-13 office.
A missing or damaged UP-13 RC is replaced through Vahan on Form 26, for ₹300 on a car. To look up a registration, use the Kiwi Insurance RC status check.
Applicants from all seven tehsils start on Sarathi for a learner’s licence, a test slot or a renewal, and come to the office in person only for the driving test. Our Uttar Pradesh RTO guide has the full list of services.
A Bulandshahr driver stopped without insurance faces the national penalty under section 196 of the Motor Vehicles Act, 1988, as amended in 2019. It is ₹2,000 for the first time, and ₹4,000 if it happens again.
Uttar Pradesh compounds some offences at its own amounts, so whatever a UP-13 challan states is the sum to settle. Pay on echallan.parivahan.gov.in or in mParivahan, and look up other offences in our Uttar Pradesh RTO guide.
A Delhi or Haryana car needs UP-13 after 12 months, a Noida or Hapur car does not
A car registered in Noida, Hapur or any other Uttar Pradesh district keeps its number when its owner moves to Bulandshahr. A car from Delhi, Haryana or any other state is allowed 12 months on its old number, and after that it must be registered again at UP-13.
Apply on Form 28 to the RTO in the state where the car is registered
Apply in Bulandshahr with address proof within 12 months of bringing the car
UP road tax falls by 5% for each full year since first registration, to 75% off
For an owner leaving Uttar Pradesh, the order is reversed. The Bulandshahr office issues the NOC on Form 28, the car is registered in the new state, and the unused UP road tax can be claimed back.
Worth knowing: Inform your insurer of the change of address first and of the UP-13 number once it is issued, so the policy always shows the same details as the RC. Our Uttar Pradesh RTO guide sets the refund process out step by step.
The Bharat series (BH) suits a Bulandshahr owner who is transferred between states. In place of UP-13, a BH number carries no state code, so the car crosses state lines without a No Objection Certificate (NOC) or another registration. Government, defence and public sector staff may apply with Form 60, as may staff of companies present in 4 or more states or union territories.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. Below ₹10 lakhs, the BH tax of 8% is paid every 2 years, as our Uttar Pradesh RTO guide describes.

The premium you pay for Own Damage cover is linked to the zone of your registering office, and Bulandshahr is Zone B. The India Motor Tariff keeps Zone A for eight cities, including New Delhi, so a UP-13 car is normally cheaper to insure for Own Damage than the same car registered in New Delhi, though the Third-Party part costs the same in both.
Bulandshahr is in Zone B for Own Damage insurance, along with Noida and Ghaziabad, while New Delhi is rated Zone A
Fixed nationally by engine size, so a UP-13 car pays what any car of that size pays
The zone goes with the registering office, so it changes only when the car is registered again
Check for cashless partner garages close to where you live, whether in the city, Khurja or Sikandrabad
Proof of a valid policy has to reach the UP-13 office before a number is allotted
A buyer gets 14 days from the change on the RC to put the policy in their own name
Inform your insurer once a car from another state is given its UP-13 number
By law, Third-Party cover must be in place before a UP-13 car or bike is registered or driven With the UP-13 paperwork behind you, the remaining step is cover in your own name, and the Kiwi Insurance car and bike plans linked below are where to begin.
