Hapur is one of the newest districts in Uttar Pradesh, formed in 2011 under the name Panchsheel Nagar and renamed Hapur in 2012. It registers vehicles at UP-37, through an Assistant Regional Transport Office (ARTO) that the Transport Department lists under the Regional Transport Office in Ghaziabad.
Read UP 37 AB 1234 left to right. UP is Uttar Pradesh, 37 is the Hapur office, AB is the letter series and 1234 is the four-digit number, the part that belongs to one vehicle only.

Worth knowing: Hapur’s number, 37, sits far from the 13, 14 and 15 of Bulandshahr, Ghaziabad and Meerut, so a UP-37 plate is easy to spot among their cars. A Hapur car keeps UP-37 after a move within Uttar Pradesh, and only registering it again outside Uttar Pradesh or changing its registration details gives it a new code.
A UP-37 car needs the same plate as every other car in India. Rule 50 of the Central Motor Vehicles Rules, 1989 requires a High Security Registration Plate (HSRP), and every new car registered in Hapur since 1 April 2019 has been delivered with one.
Worth knowing: Booking the HSRP installation for an older Hapur car is done on the portal that the Uttar Pradesh Transport Department website names, which also states the deadline for older vehicles. Our Uttar Pradesh RTO guide goes through every plate rule.
UP-37 for Hapur district, and the codes of Meerut, Bulandshahr and Ghaziabad
Only one code is issued in Hapur district, UP-37. The codes it is most often confused with belong to its neighbours, UP-15 for Meerut to the north and UP-13 for Bulandshahr to the south, and to UP-14 for Ghaziabad, the district Hapur was part of until 2011.
Ghaziabad still matters in one way. RTO Ghaziabad is the regional office over the Hapur assistant office, but Hapur district registers its own vehicles under UP-37.
One assistant office for UP-37, at Asaura on Meerut Road
Unlike some offices, Hapur’s is placed in the same spot by every directory checked, at Asaura on Meerut Road. The Transport Department lists it as ARTO Hapur in the Ghaziabad region, and its staff list also shows an enforcement post at Hapur.
One listing adds a landmark, opposite Deep Utsav Mandap. Opening hours come from a single directory, so treat them as a guide and check before a long trip from Garhmukteshwar.
No. Pilkhuwa is in Hapur district, according to the district’s own history page, so its vehicles are registered at the Hapur office under UP-37, the same as vehicles in Hapur town.
The only hours found are for weekdays, so plan a trip from Monday to Friday and confirm it first
Driving test slots for Hapur applicants are taken on Sarathi before the visit
Most RC work, from transfers to address changes, starts online and then reaches UP-37

Three tehsils on UP-37, and the districts around them on their own codes
Hapur district is small, with three tehsils, Hapur, Dhaulana and Garhmukteshwar, and every address in them is registered at UP-37. Pilkhuwa is in the district too. Meerut to the north, Bulandshahr to the south and Ghaziabad each have an office and code of their own.
To find out which office registered a particular vehicle, put its number into the finder at the top of this page.
Worth knowing: Garhmukteshwar is a tehsil of Hapur district, so a car kept there is registered in Hapur under UP-37, not in Meerut or Bulandshahr.
Meerut lies to the north of Hapur and Bulandshahr to the south, and Ghaziabad is the regional office. All three register cars under their own codes, so an owner who lives in Pilkhuwa and works in Ghaziabad still has a UP-37 car.

The state rate, charged once when a car is first registered at UP-37 Nothing about the tax is decided in Hapur itself. A UP-37 car pays the Uttar Pradesh one-time tax at first registration, worked out from the car’s cost and, for cars of ₹10 lakhs or less, from whether it has AC.
A car in this band that has no air conditioning pays 8% of its cost, once
Buy the same car with air conditioning and its one-time rate is 9%
Above the band, every car pays 11% of its cost, AC or not
Electric cars have paid no road tax under the state EV policy so far. Vahan shows the charge for yours before you pay
The on-road price of a new car already includes the tax, itemised on the invoice
Uttar Pradesh charges its tax less 5% per full year of age, and never more than 75% less
No higher company rate applies, so a firm pays what an individual pays
7% for a two-wheeler up to ₹40,000 and 10% above it, as set out in our Uttar Pradesh RTO guide
Hapur charges the national RTO fees, so a service costs the same at UP-37 as at the Ghaziabad regional office or the Meerut RTO. The money is paid through Vahan, by the dealer when the car is new.
A Hapur example: Say you buy a new car on a loan and it is registered at UP-37. You pay ₹600 for registration, ₹200 for the smart card RC and ₹1,500 for the loan entry, so ₹2,300 goes to the RTO before road tax.
For an older UP-37 car, renewal at 15 years costs ₹5,000 and after 20 years ₹10,000. A late renewal adds ₹500 per month on a car and ₹300 per month on a motorcycle.
Worth knowing: Road tax, the High Security Registration Plate (HSRP) and any state service or postal charge are added to these Rule 81 fees on Vahan, so your receipt will show a bigger total.
A Hapur district address on the papers means a UP-37 number
You may buy in Ghaziabad or Meerut, but the code still follows your home. With a Hapur district address, the dealer’s Vahan application goes to the UP-37 office, which approves it and allots the number.
A car is registered only with a valid policy, which can be from an insurer you choose
Proof of an address in Hapur, Dhaulana or Garhmukteshwar routes the file to UP-37
The on-road price you are quoted already carries the UP road tax and the fee
Once ARTO Hapur clears the file, your car has its UP-37 number
Last come the HSRP on the car and the Registration Certificate (RC) in your name
A Ghaziabad dealer still sends a Hapur buyer’s application to UP-37
Use the Hapur address from your registration on the insurance policy as well
A new two-wheeler for a Hapur resident is registered at UP-37 in the same way
When a UP-37 car is sold to someone in Meerut, Bulandshahr or anywhere in Uttar Pradesh, the number does not change, only the name on the RC. The seller lodges Form 29, buyer and seller sign Form 30, and the fee is ₹300 for a car.
If the buyer lives in Delhi or another state, the Hapur office issues a No Objection Certificate and the car is registered again there. In both cases the buyer has 14 days to get the policy moved into their name.
When the last instalment is paid, get the lender’s No Objection Certificate and Form 35 and apply on Vahan. The UP-37 office issues a clean RC with no fee charged, and our Uttar Pradesh RTO guide gives the document list.
A Hapur owner does most RTO work online, on the Vahan portal for the vehicle and the Sarathi portal for the licence. Vehicle applications from the district are then handled at Asaura by the UP-37 office.
A lost, stolen or damaged UP-37 RC is replaced by applying on Form 26 through Vahan, at ₹300 for a car. The RC status tool from Kiwi Insurance shows a vehicle’s registration details.
On Sarathi, a Hapur learner applies for the learner’s licence and chooses a test slot, and an existing licence holder renews. The test itself means a visit, and our Uttar Pradesh RTO guide covers the other services.
The fine for driving a UP-37 car without insurance is set by national law. Under section 196 of the Motor Vehicles Act, 1988, as amended in 2019, a first offence costs ₹2,000 and any later offence ₹4,000.
The state can compound some offences at amounts of its own, so go by what the UP-37 challan says. You can settle it on echallan.parivahan.gov.in or in mParivahan, while our Uttar Pradesh RTO guide lists the offences not shown here.
Twelve months for a Delhi car, no change at all for a car from Meerut or Bulandshahr
Coming from Meerut, Bulandshahr or any other Uttar Pradesh district, a car keeps its number in Hapur. Bring one from Delhi or another state and the old number is allowed for 12 months, after which the car needs a UP-37 registration.
Submit Form 28 to the Delhi office that issued the DL registration
Apply at the UP-37 office with your Hapur address proof inside 12 months
You pay the state tax minus 5% for each full year of age, 75% off at most
If you are leaving Uttar Pradesh, the process runs backwards. The Hapur office gives the NOC on Form 28, the new state registers the car, and you then claim the unused UP road tax.
Worth knowing: Inform your insurer as soon as your address changes, and again once the UP-37 number is issued, so the policy always matches the RC. The refund forms are in our Uttar Pradesh RTO guide.
For a Hapur owner whose job brings transfers between states, the Bharat series (BH) is the alternative to UP-37. With no state code, a BH car changes state without a No Objection Certificate (NOC). Government, defence and public sector staff are eligible with Form 60, as are private staff of firms in 4 or more states or union territories.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. For a car below ₹10 lakhs, BH tax is 8%, collected every 2 years, and our Uttar Pradesh RTO guide adds the details.

The registering office decides the zone used to price Own Damage cover, and a UP-37 car is in Zone B. The India Motor Tariff lists just eight cities in Zone A, New Delhi among them, so Own Damage cover for a Hapur car usually costs less than for the same car registered there. Third-Party premiums are notified nationally.
Hapur is in Zone B for Own Damage insurance, which typically costs less than in New Delhi, a Zone A city
Set for all of India by engine size, so a UP-37 car pays the same as a DL car of that size
Moving to Hapur does not change the zone of a New Delhi car until the UP-37 registration is done
Pick cashless partner garages near home and near work, in Hapur and on your regular routes
Without a valid policy, the Hapur office cannot register the car
The policy goes into the buyer’s name within 14 days of the RC transfer
Inform your insurer when a car brought from Delhi receives its UP-37 number
A UP-37 vehicle, car or bike, may be registered and driven only with Third-Party cover in force After the Hapur office has done its part, the policy is yours to choose, and Kiwi Insurance car and bike plans are one click away below.
