UP-93 is the Jhansi code, issued by the Regional Transport Office (RTO) for Jhansi district. Moth, Mauranipur, Garautha and Tehroli tehsils register there too, alongside Jhansi tehsil itself, while Lalitpur, a separate district since 1974, has a code of its own.
Four things, in order. On a plate like UP 93 AB 1234, UP means Uttar Pradesh and 93 means the Jhansi RTO, then AB gives the letter series and 1234 the four-digit number that identifies this one vehicle.

Worth knowing: Driving a UP-93 car to a new home in Lalitpur or Kanpur does not change its code. The 93 stays as long as the car is in the state, as a Jhansi code changes only if the car is re-registered outside Uttar Pradesh or its registration details are changed.
A High Security Registration Plate (HSRP) comes fitted on every new car registered at UP-93. Since 1 April 2019, Rule 50 of the Central Motor Vehicles Rules, 1989 has put the job on the dealer, before delivery.
Worth knowing: On an older Jhansi car, the HSRP installation is booked through the booking portal named on the Uttar Pradesh Transport Department website, the same place that gives the date for older vehicles. For anything else about plates, turn to our Uttar Pradesh RTO guide.
UP-93, with UP-94 Lalitpur and UP-92 Orai next to it on the list
Jhansi uses a single code, UP-93. Either side of it on the state list sit the two other districts of the Jhansi division, UP-92 for Jalaun, whose office is at Orai, and UP-94 for Lalitpur.
Lalitpur is the one with shared history. It was part of Jhansi district from 1891 and became a district of its own again on 1 March 1974, made from the Lalitpur and Mahrauni tehsils, which is why a car from Lalitpur carries UP-94 and not the Jhansi code.
The UP-93 office, its listed address and who works there
The Jhansi office goes by Sambhagiya Parivahan Karyalaya, the regional transport office. One directory lists it on NH-25 in Shivaji Nagar, and we could not confirm the timings from an official source, so check the location and hours with the office before you go.
The Jhansi district website lists two Regional Transport Officers, one for administration and one for enforcement, with Assistant Regional Transport Officers for enforcement below them. Registration and RC work for the five tehsils of Jhansi district comes to this office.

Five official tehsils on UP-93, and the districts on either side with their own codes
Jhansi district has five tehsils, according to the district’s official site, and all five register vehicles at the UP-93 office. Lalitpur and Jalaun are separate districts with separate offices, and the Madhya Pradesh districts next door register under MP codes.
The office that holds your file is printed on the RC. The finder at the top of this page also reads a registration number or a code.
Worth knowing: A move from Moth to Jhansi city, or between any two tehsils, keeps the car on UP-93. The RC address is updated and nothing else changes.
Inside Uttar Pradesh, Jhansi’s nearest offices are in the same division, Lalitpur (UP-94) and Orai for Jalaun (UP-92). Over the state border, Datia and Niwari are Madhya Pradesh districts with MP codes, and the Gwalior RTO (MP-07) has a Kiwi guide of its own.

Paid once at UP-93, at the rate set for the whole of Uttar Pradesh Road tax for a Jhansi car is the Uttar Pradesh one-time tax, paid when the car is first registered at UP-93. It is a percentage of the car’s cost, and up to ₹10 lakhs it also depends on whether the car has AC.
This is the lowest car rate in Uttar Pradesh, for a car with no air conditioning
A car with air conditioning, within the same price limit, pays one point more
All costlier cars, AC or not, are charged this one rate
No road tax has been charged on electric cars under the UP EV policy. Look at the Vahan payment screen to see what yours is charged
Buying new, you pay the tax to the showroom with the car, and the invoice names the amount
Its UP tax is cut by 5% for every full year since it was first registered, with 75% the largest cut
The UP notification gives no separate rate, so a company car pays the ordinary rate
Up to ₹40,000 a bike pays 7%, and above that 10%. The full schedule is in our Uttar Pradesh RTO guide
RTO fees in Jhansi are the national ones, so they match what Lalitpur, Orai or any other office charges. You pay them through Vahan, except on a new car, where the showroom settles them as it registers the car.
A Jhansi first car, in rupees: Registration ₹600, smart card RC ₹200, and ₹1,500 for the loan entry, giving ₹2,300 in RTO fees. Road tax is worked out and paid separately.
The renewal fee arrives later, at ₹5,000 when the car reaches 15 years and ₹10,000 after 20. Let that date pass and the office adds ₹500 a month on a car, or ₹300 a month on a motorcycle.
Worth knowing: These amounts come from Rule 81. Expect the Vahan receipt to be larger, as road tax, the High Security Registration Plate (HSRP) and any service or postal charge levied in Uttar Pradesh come on top.
The dealer applies, the Jhansi office approves, and the RC comes with a UP-93 number
New car, first time? The dealer files the registration on Vahan with your address in Jhansi district, the UP-93 office approves it, and you receive the number and an RC in your name.
Without valid insurance there is no registration, and the insurer is your choice
Give the address in Jhansi district where the car will live
Your invoice adds the state road tax and the RTO fee to the cost of the car
The UP-93 office approves the application and allots the number
Your HSRP goes on, and a UP-93 RC is printed with your name
Buying across the border while you live in Jhansi? The car is still registered here, at UP-93
Keep the RC address and the address on the insurance policy the same
They are registered the same way, and they get UP-93 too
A UP-93 car sold to someone in Uttar Pradesh keeps its number. The seller lodges Form 29, both parties sign Form 30, and the Jhansi office takes ₹300 as the transfer fee for a car.
A buyer in Madhya Pradesh or any other state needs a No Objection Certificate (NOC) from the Jhansi office first, and then registers the car in that state. Within 14 days the new owner should take over the policy as well.
With the loan closed, take the lender’s NOC and Form 35 to Vahan. The Jhansi office then issues a clean RC at no charge, and our Uttar Pradesh RTO guide has the document list.
Owners in Mauranipur or Tehroli can begin most work at home. Vehicle applications go on the Vahan portal and licence applications on the Sarathi portal, and the UP-93 office processes them.
Use Form 26 on Vahan to replace an RC that is lost, stolen or damaged, paying ₹300 for a car. Track the request when you check your RC status with the Kiwi Insurance tool.
Licences in Jhansi begin on Sarathi, from the learner’s application to the test booking, and the test is then taken in person. A renewal is also requested on Sarathi, and our Uttar Pradesh RTO guide runs through the remaining licence services.
The insurance fine is the one to remember. Under section 196 of the Motor Vehicles Act, 1988, amended in 2019, driving in Jhansi without valid cover costs ₹2,000 the first time and ₹4,000 after that, as anywhere else in India.
The state may compound certain offences at its own amounts, so the challan raised against your UP-93 car is what counts. It can be checked and paid on echallan.parivahan.gov.in or in mParivahan, and other offences are listed in our Uttar Pradesh RTO guide.
An MP or other out-of-state car moves to UP-93 after 12 months, while a UP car keeps its number
Jhansi district borders Madhya Pradesh, so a move here from Datia or Niwari is a move between states. A car on an MP or other out-of-state number may stay on it for up to 12 months, and then it must be registered again as UP-93. From Lalitpur, Orai or anywhere else in Uttar Pradesh, the number stays.
In Madhya Pradesh or wherever the car was registered, apply on Form 28
Show proof of your Jhansi district address, well within 12 months
Take 5% off the one-time tax for each full year of the car’s age, stopping at 75%
Claim back the tax paid there for the years still to come
Leaving Jhansi for Madhya Pradesh or another state? The steps run the other way. The Jhansi office issues the NOC on Form 28, the new state registers the car, and you then apply for a refund of the UP road tax you will not use.
Worth knowing: Inform your insurer on the day you move and again when the car is given its UP-93 number, and use our Uttar Pradesh RTO guide for the refund steps.
Could your next posting be in another state? The Bharat series (BH) then avoids a fresh registration. With BH in place of UP-93, leaving the state later needs no No Objection Certificate (NOC). Eligible are government, defence and public sector employees, and private sector employees at a company with offices in 4 or more states or union territories, who apply with Form 60.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. Every 2 years a BH car owes tax, 8% below ₹10 lakhs, explained further in our Uttar Pradesh RTO guide.
The 13 forms Jhansi owners ask for most
Send each one to the UP-93 office. You will find every other one on the Parivahan Sewa website.
The registering office affects your premium through its zone. Jhansi is not one of the eight Zone A cities in the India Motor Tariff, so a UP-93 car is Zone B, which usually means a lower Own Damage premium than the same car pays in a Zone A city, while Third-Party pricing is national.
Jhansi is in Zone B for Own Damage, so the premium is usually below what the same car pays in a Zone A city such as New Delhi
Third-Party premiums are notified for all of India by engine size, so Jhansi pays the national amount
A car still on its MP number is rated by the Madhya Pradesh office that registered it
A car registered in Mumbai, Bangalore or another Zone A city stays Zone A until it gets UP-93
A new car is registered at UP-93 only once a valid policy covers it
Within 14 days of the RC changing hands, the policy has to follow the car to its buyer
Inform your insurer when your car from Madhya Pradesh or elsewhere is registered in Jhansi, so the policy carries the UP-93 number
A car or bike on UP-93 plates needs Third-Party cover, by law, before registration and before every drive Registration at Jhansi and a policy in your name go hand in hand. Compare the Kiwi Insurance car and bike plans that follow.
