Most people search for “Mathura RTO”, but the office that gives Mathura cars their UP-85 numbers is an Assistant Regional Transport Office (ARTO). For you it does the same job. It registers vehicles for Mathura district and keeps their records.
What does UP 85 AB 1234 tell you? The car was registered in Uttar Pradesh (UP) at the Mathura office (85), it belongs to the letter series AB, and 1234 is the four-digit number that no other car in that series shares.

Worth knowing: A UP-85 car does not become a UP-80 car when its owner moves to Agra. Within the state the code stays as it is, and on a Mathura plate it changes only if the car is re-registered outside Uttar Pradesh or its registration details are changed.
Buying new in Mathura? Your car arrives with a High Security Registration Plate (HSRP), which the showroom fits before handing it over, as Rule 50 of the Central Motor Vehicles Rules, 1989 has required since 1 April 2019.
Worth knowing: Is your UP-85 car older than that? Its plate installation is booked through the booking portal named on the Uttar Pradesh Transport Department website, which carries the date for older vehicles. For the rest of the plate rules, open our Uttar Pradesh RTO guide.
UP-85 for Mathura, and why some cars nearby read UP-86
Mathura has one code, UP-85. The one most easily confused with it is UP-86, which belongs to Hathras. Hathras became a district of its own on 6 May 1997, made partly from tehsils of Mathura and partly from Aligarh, so some places that were once in Mathura district now register as UP-86.
Next door on the list are UP-80 for Agra and UP-81 for Aligarh. Each is a separate office, and none of them issues the Mathura code.
Where the UP-85 office is listed, and what an ARTO is
So where do you go? One directory lists the UP-85 office in Civil Lines, in the Mathura Cantonment area, and three give the pincode 281001. We could not confirm the address or the timings from an official source, so check both with the office before you travel.
An ARTO is headed by an Assistant Regional Transport Officer rather than a Regional Transport Officer. A staff directory lists only ARTO posts at Mathura, one for administration and two for enforcement. Registration, transfers and RC changes for Mathura cars are all handled here.
If the RC reads UP-86, your file is with Hathras, and a UP-85 file is kept in Mathura

Mathura district goes to UP-85, and Hathras has been a separate district since 1997
Does your address come under UP-85? It does if it is in Mathura district as the district stands today. Places that moved to Hathras district in 1997 register at the Hathras office, and an address over the border in Haryana registers in Haryana.
Still not sure? Look at the code printed on your RC, or enter your registration number in the finder at the top of this page.
Worth knowing: Moving house within Mathura district never changes the plate. Only the address on the RC needs updating, and the car stays UP-85.
Which offices are closest to Mathura? Agra, Aligarh and Hathras in Uttar Pradesh each have their own, and across the district border lies Palwal, in Haryana.

One Uttar Pradesh rate, collected when the car is first registered at UP-85 How much road tax will a Mathura car pay? The Uttar Pradesh rate applies, as no city sets its own. It is paid once, as a percentage of what the car cost, and AC matters only for cars priced at ₹10 lakhs or less.
A car with no air conditioning, priced at ten lakh rupees or less, pays 8% of its cost
A car in that price range that has AC pays 9%, so a ₹6 lakh car with AC pays ₹54,000
AC or not, every car priced higher pays 11% across the state
Under the UP electric vehicle (EV) policy, electric cars have paid no road tax. Your Vahan bill confirms what applies to yours
On a new car the showroom does, so the tax is already inside the on-road price you are quoted
The UP tax is charged with 5% knocked off for every full year since first registration, never more than 75%
Mathura applies one rate to both, as the state sets no separate tax for company cars
They pay 7% up to ₹40,000 and 10% above, and every slab is in our Uttar Pradesh RTO guide
Will an ARTO charge less than a full RTO? No. The fees are national, so the Mathura office charges what Agra charges next door. They are paid on Vahan, and on a new car the dealer takes care of them while registering it.
An example from Mathura: Your first car, bought with a loan, needs ₹600 for registration, ₹200 for the smart card and ₹1,500 for the loan entry. The UP-85 office therefore collects ₹2,300 in fees, and road tax is a separate amount.
What about an old car? From 15 years, renewing its registration costs ₹5,000, and from 20 years ₹10,000. A late renewal is charged ₹500 a month for a car and ₹300 a month for a motorcycle.
Worth knowing: Road tax, the High Security Registration Plate (HSRP) and any Uttar Pradesh service or postal charge are not in these Rule 81 amounts, so expect the final Vahan payment to be larger.
From the showroom to a UP-85 RC, with the dealer handling the Vahan side
Who registers a new car? In Mathura, as elsewhere in the state, the dealer applies on Vahan with your address and documents. The ARTO approves it, a UP-85 number is allotted, and the RC follows in your name.
Pick any insurer you like, as long as the policy is in force before registration
The dealer uploads it to Vahan, so use your Mathura district address
UP road tax and the RTO fee are added to the price and listed on the invoice
Once the Mathura office approves, the car is allotted a UP-85 number
An HSRP is fitted and the RC is issued to you as the owner
Buying in Haryana while you live in Mathura? The car should still be registered for your Mathura address
Use the address on your RC for the insurance policy too
Scooters and motorcycles are registered the same way and also get UP-85
Selling within Uttar Pradesh? The UP-85 number stays on the car. You send notice on Form 29, you and the buyer sign Form 30, and the Mathura office charges ₹300 to transfer a car.
Selling to someone in Haryana or another state works differently, as the ARTO first gives a No Objection Certificate (NOC) and the car is then registered in the buyer’s state. Either way, the policy must pass to the buyer within 14 days.
Paid off the loan? Ask the lender for its NOC and Form 35, submit both on Vahan, and the Mathura office issues a fresh RC with no loan on it, at no cost, with the documents to upload named in our Uttar Pradesh RTO guide.
Can you skip the queue at Civil Lines? Often, yes. Applications for your car go through the Vahan portal and those for your licence through the Sarathi portal, and the UP-85 office picks them up from there.
For a lost or torn RC, apply on Vahan with Form 26 and pay ₹300 for a car. Want to follow it up? Check your RC status with the Kiwi Insurance tool.
Learners in Mathura apply on Sarathi and book the test there. According to Maruti Suzuki, the driving test track at the Mathura driver training institute was among the first in the state it automated in 2024. Licence renewals also start on Sarathi, and our Uttar Pradesh RTO guide lists the others.
What happens if you are stopped in Mathura without insurance? Section 196 of the Motor Vehicles Act, 1988, as amended in 2019, sets the fine at ₹2,000 the first time and ₹4,000 for any repeat, the same as across India.
Some fines can be compounded at amounts the state decides, so the challan against your UP-85 car shows what you actually owe. Pay on echallan.parivahan.gov.in or in mParivahan, and find the remaining offences in our Uttar Pradesh RTO guide.
A Haryana car can stay on its HR number for 12 months, then it needs UP-85
Mathura district shares a border with Haryana, so moving here from Palwal or elsewhere in Haryana means crossing into another state. An HR car kept in Mathura for more than 12 months must be registered again with a UP-85 number, while a car from Agra, Aligarh or anywhere else in Uttar Pradesh keeps its number.
Request it on Form 28 from the office in your old state that issued the RC
Use your Mathura address proof, and apply within the 12 months
It is reduced by 5% for each full year the car has been registered, to 75% at most
Apply in the old state for the unused part of the tax paid there
Heading out of Uttar Pradesh, perhaps to Haryana? Reverse the steps, as the Mathura ARTO issues the NOC on Form 28, the new state registers the car, and you then claim back the UP road tax you will not use.
Worth knowing: Inform your insurer as soon as you move, and again when the UP-85 number comes through. The refund steps are covered in our Uttar Pradesh RTO guide.
Posted to Mathura now and to another state next? A Bharat series (BH) number carries no state code, so the move after this one needs no No Objection Certificate (NOC). Who qualifies? Government, defence and public sector employees, plus private employees of a company with offices in 4 or more states or union territories, using Form 60.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. Tax on a BH car is paid every 2 years, at 8% below ₹10 lakhs, and our Uttar Pradesh RTO guide covers the details.
Thirteen national forms the UP-85 office accepts
Take each form to the Mathura ARTO. Anything else is on the Parivahan Sewa website.
Your registering office sets the zone that prices the Own Damage part of your premium. The India Motor Tariff names eight Zone A cities, and Mathura is not among them, so a UP-85 car is Zone B and its Own Damage premium usually comes out lower than in a Zone A city. The Third-Party part is priced the same in Mathura as anywhere else.
Mathura is Zone B, so Own Damage cover usually costs less here than for the same car in New Delhi, a Zone A city
Engine size sets the Third-Party premium, and the amount does not change between Mathura and any other city
Being registered at an ARTO rather than a full RTO makes no difference to the zone
A car still on its Haryana number is rated by the Haryana office that registered it, until it gets UP-85
The Mathura office needs a policy in force before it registers a new car
From the date of the RC transfer, the buyer has 14 days to take over the policy
Inform your insurer of the UP-85 number once a car from Haryana or elsewhere is registered in Mathura
Third-Party cover is a legal must for a UP-85 car or bike, from the day it is registered The Mathura office registers the vehicle, and the policy is the other paper you need. Look at Kiwi Insurance car and bike plans below.
