Office and district
Free, no login needed
A vehicle registered anywhere in Meerut district gets a UP-15 number from the Regional Transport Office (RTO) in the city, which a staff directory lists as a full RTO, not an assistant office. The districts around it keep their own codes, so Hapur is UP-37, Baghpat UP-17 and Ghaziabad UP-14.
In the example UP 15 AB 1234, the opening UP is the state, 15 points to the Meerut office, AB is the letter series, and the last part, 1234, is the four-digit number.

Worth knowing: Hapur, Baghpat and Ghaziabad plates start with UP as well, so the two digits after it are what mark a Meerut car. UP-15 stays on the car when its owner moves to Lucknow or any other part of Uttar Pradesh, and a new code comes only if the car is registered again outside Uttar Pradesh or its registration details are changed.
Meerut follows the national plate rule. Under Rule 50 of the Central Motor Vehicles Rules, 1989, a new car registered at UP-15 since 1 April 2019 leaves the showroom with a High Security Registration Plate (HSRP) already fitted.
Worth knowing: For an older Meerut car, book the HSRP installation on the booking portal that the Uttar Pradesh Transport Department website names, and look up the date set for older vehicles there, while our Uttar Pradesh RTO guide goes through the plate rules in full.
One code for Meerut district and four more for the districts close by
Meerut has a single code, UP-15. The second table lists the codes of Hapur, Baghpat, Ghaziabad and Muzaffarnagar, which are common on Meerut roads but are registered at other offices.
Hapur, to the south, is a separate district with its own office and code, UP-37, so an address in Pilkhuwa or Garhmukteshwar is registered there and never at UP-15.
One office for UP-15, two addresses in the directories
The code is settled, the street is not. Every directory agrees that Meerut has one RTO for UP-15, but they place it in two different parts of the city, and we could not confirm the opening hours from an official source. Ask the office about the address and the timings before making the trip.
A Transport Department staff directory lists a Deputy Transport Commissioner for the zone among the posts in Meerut, which makes the city a zone headquarters as well as a full Regional Transport Office.
Meerut is one of 12 Uttar Pradesh driving test tracks that Maruti Suzuki agreed with the Transport Department to automate, according to an October 2024 report. No source confirms that the automated track is in use yet, so check what Sarathi shows when you book the test.
Ask the office or the Transport Department which of the two listed addresses is current before you travel
A driving test at Meerut is booked on Sarathi, and you go in only for the slot you were given
RC changes and transfers begin on Vahan, and the UP-15 office then approves them

Meerut district on one side, the four district offices around it on the other
In Meerut, the district line settles the code. Every address inside Meerut district is registered at UP-15, while Hapur, Baghpat, Ghaziabad and Muzaffarnagar each register vehicles at an office of their own, so a short drive across the line can mean a different code.
Not sure which office a vehicle belongs to? Type its registration number into the finder at the top of this page, and it shows the office that registered it.
Worth knowing: Pilkhuwa and Garhmukteshwar are in Hapur district, according to the Hapur district website, so vehicles kept there carry UP-37 rather than a Meerut number.
Hapur, Baghpat, Ghaziabad and Muzaffarnagar each issue their own code. A car is registered where its owner lives, so someone who lives in Meerut and works in Ghaziabad still gets UP-15.

The Uttar Pradesh rate, paid once when a car gets its UP-15 number Meerut charges no road tax of its own. A car registered at UP-15 pays the Uttar Pradesh one-time rate when it is first registered, worked out on its price and, below ₹10 lakhs, on whether it has air conditioning.
A Meerut car costing ₹10 lakhs or less and sold without air conditioning pays 8% of its cost
A car in the same price band that comes with air conditioning pays 9%, once
Above ₹10 lakhs the rate is 11% of the cost, whether or not the car has AC
The state electric vehicle (EV) policy has exempted electric cars. Check the amount Vahan shows for yours before paying
A new car’s on-road price includes the tax, and the dealer shows it on your invoice
It pays the state tax less 5% for every full year it has been on the road, and 75% is the most that comes off
A car owned by a company pays the same rate as a car owned by a person
A two-wheeler costing ₹40,000 or less pays 7%, a dearer one 10%, as our Uttar Pradesh RTO guide explains
The Meerut office charges the national RTO fees, so the amounts match what the Hapur and Ghaziabad offices charge for the same work. Payment goes through Vahan, and on a new car it is the dealer who settles it during registration.
A Meerut example: A first car bought on a loan and registered at UP-15 pays ₹600 to register, ₹200 for the smart card RC and ₹1,500 to note the loan, which makes ₹2,300 in RTO fees before Uttar Pradesh road tax.
When a UP-15 car reaches 15, renewing its registration costs ₹5,000, and past 20 it costs ₹10,000. Leave the renewal late and each month adds ₹500 on a car, or ₹300 on a motorcycle.
Worth knowing: Road tax, the High Security Registration Plate (HSRP) and any service or postal charge the state adds come on top of these Rule 81 amounts, so the Vahan receipt can show more.
The buyer’s address picks the code, wherever the showroom is
Where you buy the car does not decide its code. A buyer with a Meerut district address gets a UP-15 number even from a Delhi or Ghaziabad showroom, as the dealer applies on Vahan and the Meerut office approves the application.
A valid policy has to be in place first, and it can come from any insurer you pick
The dealer sends your address proof with the Vahan application, which routes it to UP-15
Your dealer invoice includes the UP road tax and the registration fee
The Meerut office checks the application and allots the number
The HSRP is fitted, and the Registration Certificate (RC) is issued in your name
A car bought in Delhi or Ghaziabad still takes a UP-15 number if you live in Meerut district
Use the same Meerut address on the policy as on the registration application
A new scooter or motorcycle is registered at the Meerut office through the dealer too
Sold within Uttar Pradesh, a used UP-15 car keeps its number and only the owner’s name on the RC changes. The paperwork is Form 29 from the seller and Form 30 signed by both, with a ₹300 transfer fee for a car at the Meerut office.
A buyer in Delhi or another state first needs a No Objection Certificate from the Meerut office, and the car is then registered again in that state. Wherever the buyer lives, the policy must follow the car into the buyer’s name within 14 days (see how the insurance moves).
With the loan repaid, upload the lender’s No Objection Certificate and Form 35 on Vahan. The Meerut office then issues an RC without the lender’s name at no fee (documents in our Uttar Pradesh RTO guide).
Meerut owners apply on the same national systems as the rest of India, the Vahan portal for vehicles and the Sarathi portal for licences. A vehicle application from a Meerut district address then goes to the UP-15 office for approval.
A Meerut owner whose RC is lost or damaged applies for a duplicate through Vahan on Form 26, ₹300 for a car, and can follow the application with the RC status check on the Kiwi Insurance tool.
A Meerut learner applies for the learner’s licence on Sarathi and books the driving test there, then takes the test in person. Licence renewals start on Sarathi as well. Every online service is in our Uttar Pradesh RTO guide.
No district rate applies to driving uninsured in Meerut. A first offence costs ₹2,000 and a repeat ₹4,000, the amounts section 196 of the Motor Vehicles Act, 1988 (amended in 2019) fixes for all of India.
The state is allowed to compound some offences at its own rates, so the amount on the challan for your UP-15 car is the one to pay, on echallan.parivahan.gov.in or in mParivahan, and our Uttar Pradesh RTO guide lists the remaining offences.
A car from Delhi needs a UP-15 number after 12 months, a car from another UP district does not
A car from Ghaziabad, Lucknow or any other Uttar Pradesh district keeps its number in Meerut. A car from Delhi or another state may run on its old number for up to 12 months, and then it has to be registered again with a UP-15 number.
Send Form 28 to the Delhi office that registered the car
Take Meerut address proof to UP-15 well within the car’s first 12 months in the state
The one-time tax is reduced by 5% for each full year of the car’s age, up to 75%
Leaving Uttar Pradesh for Delhi or another state works the same way in reverse. Apply to the Meerut office for the NOC on Form 28, register the car in the new state, and then ask Uttar Pradesh to refund the road tax for the years left unused.
Worth knowing: Inform your insurer about the new Meerut address straight away, and again as soon as the UP-15 number is issued, so that the policy and the RC never disagree. The refund forms are explained in our Uttar Pradesh RTO guide.
A Meerut owner whose job moves between states can choose a Bharat series (BH) number instead of UP-15. It carries no state code, so the car follows its owner with no No Objection Certificate (NOC) or new registration. Eligibility covers government, defence and public sector staff, plus private firms present in 4 or more states or union territories, with Form 60.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. A BH car under ₹10 lakhs is taxed at 8% every 2 years, and our Uttar Pradesh RTO guide explains the rest.

Your registering office sets the pricing zone for Own Damage cover, and a UP-15 car is rated Zone B. The India Motor Tariff puts only eight cities in Zone A, New Delhi among them, so a Meerut car usually pays a lower Own Damage premium than the same car registered in New Delhi. The Third-Party price is national.
Meerut is in Zone B for Own Damage insurance, which usually costs less than the same cover in New Delhi, a Zone A city
Engine size alone fixes the Third-Party price across India, so a UP-15 car and a Delhi car of the same size pay the same
A car registered in New Delhi keeps its Zone A rating until it is registered again in Meerut
Pick cashless partner garages near both home and work, which for some Meerut owners means Ghaziabad or Delhi too
No Meerut registration goes through until a valid policy is in place for the car
Once the RC carries the buyer’s name, the policy must follow within 14 days
Inform your insurer once a car from Delhi or another state has its UP-15 number
Third-Party cover is a legal must for a UP-15 car before it is registered or taken on the road The RTO work for your Meerut car is done. Next comes a policy in your name, and Kiwi Insurance plans for cars and bikes are linked below.
