Mirzapur registers its vehicles under UP-63, at one Regional Transport Office (RTO) for the district. Until 1989 the district also took in what is now Sonbhadra, which today has an office and a code of its own, UP-64. So a Robertsganj car is not a Mirzapur car, however close the two feel.
Every Mirzapur plate opens the same way, with UP 63. On a plate such as UP 63 AB 1234, UP stands for Uttar Pradesh and 63 for the Mirzapur office, AB marks the series, and 1234 is the four-digit number that only this car holds.

Worth knowing: One digit separates a Mirzapur plate from a Sonbhadra one, UP 63 against UP 64, and the next number down, UP 62, is Jaunpur. Your UP-63 code stays with the car on a move within Uttar Pradesh, and it changes only if the car is registered once more outside the state, or its registration details are changed.
When a new car is registered at UP-63, its High Security Registration Plate (HSRP) is fixed on before the keys are handed over. Rule 50 of the Central Motor Vehicles Rules, 1989 has asked this of every new vehicle registered from 1 April 2019.
Worth knowing: An older Mirzapur car also needs an HSRP. The Uttar Pradesh Transport Department website points to the booking portal for the installation and to the date older cars must meet. Our Uttar Pradesh RTO guide carries the plate rules in full.
UP-63, and the codes that once came under the same district or sit next to it
Look up Mirzapur on the Transport Department list and you find one code, UP-63. Before 1989, Mirzapur was the largest district in Uttar Pradesh, and the land split off that year became Sonbhadra, which now registers vehicles at Robertsganj as UP-64.
Bhadohi, with its office at Gyanpur, is a neighbour in the same group of districts and uses UP-66. UP-62, the number just below Mirzapur’s, is Jaunpur, a separate district with its own office.
One office on PAC Road for the whole district
Whether you live in Mirzapur town or out towards Vindhyachal, there is one office to deal with. One directory lists the Mirzapur RTO on PAC Road, beside the 39th Battalion, in the area it calls Mirzapur-cum-Vindhyachal. None of this could be checked on an official page, so confirm it before a trip.
Directories describe it as a full Regional Transport Office, the one office that registers vehicles for the district, and they agree on the pincode, 231001.
No. Sonbhadra was divided from Mirzapur in 1989 and has had its own office since, named after Robertsganj, with the code UP-64. An owner whose address is in Sonbhadra goes to Robertsganj, while one living on the Mirzapur side stays with UP-63.

The district as it has been since 1989, and the offices of the districts around it
Today’s Mirzapur district, smaller than it was before 1989, is what the UP-63 office covers, Vindhyachal and all. The part divided off in 1989, now Sonbhadra, registers at Robertsganj, and the other districts around it have their own offices too.
Not sure whether your address is in Mirzapur or Sonbhadra district? The district printed on your address proof decides it. For a car you already own, the finder at the top of this page reads the code from its number.
Worth knowing: A house move inside Mirzapur district keeps your UP-63 number. Only the address on the RC needs changing on Vahan, and inform your insurer of the new address too.
Sonbhadra, split from Mirzapur in 1989, is the neighbour with the closest history, and its office at Robertsganj uses UP-64. Bhadohi registers at Gyanpur, while Varanasi and Prayagraj keep offices of their own. Your car is registered in the district you live in, wherever you drive it.

The Uttar Pradesh one-time tax, collected when a car is first registered A UP-63 car is taxed at the Uttar Pradesh rate, the same one that applies in Sonbhadra or Varanasi. It is charged a single time, at first registration, as a share of the car’s cost, and for cars up to ₹10 lakhs the share depends on air conditioning.
Eight per cent of the price for a car without air conditioning in the lower band
A car in the same band that has air conditioning pays nine per cent, against eight without
The top rate, with no difference between AC and non-AC models
Exempt in recent years under the state electric vehicle (EV) policy. Confirm on Vahan what your own car owes
Your Mirzapur showroom adds the tax to the bill for a new car, so there is no separate trip to make
For each full year since first registration elsewhere, the UP tax falls by 5%, and by no more than 75% in total
A company-owned car is taxed exactly like a privately owned one in Uttar Pradesh
Under ₹40,000 the rate is 7%, over it 10%, and our Uttar Pradesh RTO guide prints the whole schedule
An owner in Mirzapur pays the same RTO fees as one in Sonbhadra, as the amounts are fixed nationally. They are paid online on Vahan, and the dealer settles them for a new car while registering it.
A Mirzapur example: Suppose your first car is financed by a bank and registered at UP-63. The office charges ₹600 to register it, ₹200 for the smart card RC and ₹1,500 to enter the loan, so ₹2,300 goes on RTO fees before a rupee of road tax.
Should you keep that car for 15 years, renewing its registration will cost ₹5,000, and ₹10,000 after the 20-year mark. A renewal left late costs a further ₹500 a month on a car, or ₹300 a month on a motorcycle.
Worth knowing: Only the Rule 81 fees are shown above. Road tax, the HSRP and any service or postal charge that Uttar Pradesh adds appear as their own lines on Vahan.
From the showroom to a UP-63 number, with the dealer applying on Vahan
The first car in a Mirzapur family is usually registered by the dealer, not by the owner in a queue. The showroom applies on Vahan with your address, the PAC Road office approves it, and the car leaves with a UP-63 number.
The car needs valid insurance to be registered, from the dealer’s insurer or one you choose
Address proof goes with the Vahan application, so use the place the car will stay
Uttar Pradesh road tax and the registration fee are part of what the dealer charges
The Mirzapur RTO approves the papers and the number is allotted
The plate goes on the car and the Mirzapur office issues your RC
Buying in Mirzapur but living in Sonbhadra? The car is registered at Robertsganj, under UP-64
Keep one Mirzapur address on both the policy and the RC
New bikes in Mirzapur are registered by the dealer in the same way
Sell a UP-63 car to someone in Uttar Pradesh, even in Sonbhadra, and the number stays the same. Form 29 comes from the seller, Form 30 carries both signatures, and ₹300 for a car goes to the Mirzapur RTO through Vahan.
A buyer who lives outside Uttar Pradesh needs a No Objection Certificate (NOC) from PAC Road before taking the car home. In every case the buyer must take over the policy within 14 days.
With the loan repaid, ask the bank for its No Objection Certificate and Form 35, submit them on Vahan, and the PAC Road office removes the bank from the RC free of charge. For the list of papers a bank closure needs, turn to our Uttar Pradesh RTO guide.
From Mirzapur, the journey to PAC Road can often wait. Car applications begin on the Vahan portal, licence applications on the Sarathi portal, and the UP-63 office picks up the car ones from there.
An RC that is lost or spoilt is replaced through a Form 26 application for a duplicate on Vahan, costing ₹300 for a car. Until the new card reaches you, check your RC status using the Kiwi Insurance tool.
Sarathi is where a new Mirzapur driver starts, with the learner’s licence form and the choice of a test date, before turning up in person for the test. Years later the renewal goes through Sarathi again, and the remaining licence services are in our Uttar Pradesh RTO guide.
An uninsured car stopped in Mirzapur is fined as it would be anywhere in India. The fine comes from section 196 of the Motor Vehicles Act, 1988, at ₹2,000 the first time it happens and ₹4,000 on each later occasion.
Any challan against a UP-63 number shows on echallan.parivahan.gov.in and in mParivahan, where it can be paid. The fines for offences not in this table appear in our Uttar Pradesh RTO guide.
Cars from other UP districts keep their number, cars from other states change within a year
Moving to Mirzapur from Varanasi, Prayagraj or any other Uttar Pradesh district? The car keeps its number. A car from another state is allowed 12 months in Uttar Pradesh on its old number and then has to be registered again, at UP-63.
On Form 28, from the RTO in the state that first registered the car
With proof of your Mirzapur address, inside the 12 months the law allows
Five per cent less for each full year of the car’s age, and at most 75% less
Check with the state that first registered the car whether any of its tax is returned
Leaving Uttar Pradesh instead? The same steps apply in reverse. The Mirzapur RTO issues the No Objection Certificate (NOC) on Form 28, your new state takes over the registration, and the unused UP road tax can be claimed back afterwards.
Worth knowing: Inform your insurer about the new address straight away, and about the UP-63 number once the car has it. Our Uttar Pradesh RTO guide carries the refund steps.
For an officer whose posting in Mirzapur will end with a move to another state, a Bharat series (BH) number avoids registering the car again. Eligible are central and state government, defence and public sector employees, plus private sector staff of firms with offices in 4 or more states or union territories, using Form 60.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. The BH tax of 8% on a car under ₹10 lakhs is levied two years at a time. Our Uttar Pradesh RTO guide goes into the BH rules further.

Part of your premium, the Own Damage cover, is priced by the zone of the office that registered the car. The India Motor Tariff lists eight Zone A cities, and Mirzapur falls in Zone B with the rest of India, so a UP-63 car usually pays less for Own Damage than it would in a Zone A city. Third-Party premiums are national.
Zone B applies to Mirzapur, so Own Damage usually costs less than in Zone A cities like Mumbai or Bengaluru
The Third-Party price follows engine size and is fixed for all of India
UP-63 and UP-64 are both Zone B, so the split does not move either district’s cars to another zone
A car on a Mumbai number is still rated Zone A until it is registered at UP-63
PAC Road registers a car only once it has valid insurance
Once the RC is in your name, you have 14 days to take over the policy
Inform your insurer when a car from another state is registered here, so policy and RC agree
Third-Party cover is the least the law accepts before a UP-63 car or bike can be registered and taken on the road The RTO gives the car its number, and the policy protects it from day one. Two Kiwi Insurance plan pages, one for cars and one for bikes, follow.

Mirzapur uses UP-63, its only code on the Uttar Pradesh Transport Department list, and the PAC Road office gives it to all vehicles it registers for the district.
