Muzaffarnagar district registers its vehicles at UP-12, issued by an Assistant Regional Transport Office (ARTO) that reports to the Regional Transport Office in Saharanpur. Shamli used to be part of the district and now has an office of its own, so a Shamli address gets UP-19 instead.
A Muzaffarnagar plate such as UP 12 AB 1234 reads in four blocks. UP tells you the state, 12 tells you the Muzaffarnagar office, AB is the letter series, and 1234 is the four-digit number of the vehicle.

Worth knowing: The Saharanpur region uses three neighbouring numbers, 11 for Saharanpur, 12 for Muzaffarnagar and 19 for Shamli, so check the digits after UP before you assume a car is local. A UP-12 car keeps its code after a move to any other Uttar Pradesh district, and gets a new one only if it is registered again outside Uttar Pradesh or its registration details are changed.
There is no separate Muzaffarnagar plate rule. A UP-12 car registered new since 1 April 2019 already wears the High Security Registration Plate (HSRP) that Rule 50 of the Central Motor Vehicles Rules, 1989 requires, fitted by the dealer.
Worth knowing: Owners of older UP-12 vehicles use the booking portal named on the Uttar Pradesh Transport Department website to arrange the installation, and the same site gives the date that applies. Plate rules for the whole state are in our Uttar Pradesh RTO guide.
UP-12 for the district, and the region’s other codes beside it
Muzaffarnagar has one code, UP-12, used across all four of its tehsils. The codes most often mixed up with it are the two others in the same Saharanpur region, UP-19 for Shamli and UP-11 for Saharanpur.
Shamli is the one that catches people out. It was a tehsil of Muzaffarnagar until 28 September 2011, when it became a district called Prabuddh Nagar, and it took the name Shamli in July 2012. Today it has its own assistant office and code, UP-19.
An assistant office for UP-12, with Saharanpur as its regional office
Muzaffarnagar’s office is an assistant one. The Transport Department lists ARTO Muzaffarnagar under the Saharanpur region, alongside the Saharanpur and Shamli offices, and it handles the registration and RC work for the district’s UP-12 vehicles.
One directory gives the office’s address as T.P. Nagar in Mustafabad. The Transport Department page for it could not be opened, so treat the address as a guide and confirm it before you travel.
Not any more. Shamli became a separate district in 2011, and the Transport Department now lists an Assistant Regional Transport Office for Shamli in the Saharanpur region, with its own code, UP-19. A vehicle kept at a Shamli address is registered there.
In 2024, Maruti Suzuki named Muzaffarnagar among 12 more Uttar Pradesh driving test tracks it would automate, and in February 2026 it said 17 tracks in the state were fully automated, without listing them. Your Sarathi booking shows where the test will be held.

Four tehsils on UP-12, and Shamli on a code of its own
The district has four tehsils, Sadar, Jansath, Budhana and Khatauli, and an address in any of them is registered at the UP-12 office. Shamli is the exception people forget, as it has been a district in its own right since 2011.
Have a registration number but no RC to hand? The finder at the top of this page names the office that registered the vehicle, which is where its file is kept.
Worth knowing: Khatauli is a tehsil of Muzaffarnagar district, so a car kept there is a UP-12 car, the same as one in the city itself.
Shamli and Saharanpur share the Saharanpur region with Muzaffarnagar, and each issues its own code. The owner’s home address picks the office, so a family living in Shamli registers at UP-19 even if the car is bought in Muzaffarnagar.

One state rate for UP-12, UP-19 and UP-11 alike, paid once The tax on a UP-12 car is the Uttar Pradesh rate, so it is the same in Muzaffarnagar, Shamli and Saharanpur. It is paid once, at first registration, and depends on the car’s price and, at ₹10 lakhs or less, on whether it has AC.
A car in this price band without air conditioning pays 8% of what it cost
The same band with air conditioning pays 9%, in Muzaffarnagar as in Saharanpur
Cars priced above the band pay 11% of their cost, with AC or without it
Uttar Pradesh has exempted electric cars under its EV policy. Vahan shows what applies to your car before you pay
The dealer adds the tax to the on-road price of a new car, and it appears on the invoice
Uttar Pradesh takes 5% off its tax for every full year since first registration, with 75% the largest cut
There is no separate rate for a car bought in the name of a company
Two-wheelers pay 7% up to ₹40,000 and 10% beyond, with the wider rules in our Uttar Pradesh RTO guide
The fee for each RTO service is fixed nationally, so the UP-12 office and the Saharanpur regional office charge the same amount for the same job. Fees are paid on Vahan, and the dealer pays them for a new car.
A Muzaffarnagar example: Register a new car bought on a loan at UP-12 and the RTO fees total ₹2,300, which is ₹600 for registration, ₹200 for the smart card RC and ₹1,500 for the loan entry. The Uttar Pradesh road tax is charged separately.
Once a UP-12 car is 15, its registration renewal costs ₹5,000, and ₹10,000 after 20 years. A car renewed late pays ₹500 for every month of delay, and a motorcycle ₹300.
Worth knowing: The table shows the Rule 81 fees only. Road tax, the High Security Registration Plate (HSRP) and any state service or postal charge are added on Vahan, which is why receipts differ.
The dealer applies, and a Muzaffarnagar district address brings a UP-12 number
The dealer files the application on Vahan, but your address decides the office. A home in any of the four Muzaffarnagar tehsils means the UP-12 office registers the car, while a Shamli address sends the same application to UP-19.
A policy must cover the car first, from the dealer’s insurer or one you choose
Address proof from Sadar, Jansath, Budhana or Khatauli points the application to UP-12
Uttar Pradesh road tax and the fee are included in the price you pay the dealer
The Muzaffarnagar office approves the application and gives the car its number
The dealer fits the HSRP, and you receive the Registration Certificate (RC)
A Shamli address is registered at the Shamli office, UP-19, not at UP-12
Use the address on your registration papers when you buy the insurance
A new motorcycle or scooter follows the same route through the dealer
If a UP-12 car is sold to a buyer in Shamli, Saharanpur or anywhere else in Uttar Pradesh, the number stays and only the RC changes hands. The seller files Form 29, seller and buyer sign Form 30 together, and a car transfer costs ₹300.
A sale to someone in another state starts with a No Objection Certificate from the Muzaffarnagar office, and the buyer then registers the car in that state. The buyer must also put the insurance in their name within 14 days.
When the loan is paid off, the lender issues a No Objection Certificate and Form 35. Submit both on Vahan and the UP-12 office reissues the RC without the loan at no charge, using the documents our Uttar Pradesh RTO guide lists.
An owner in Muzaffarnagar starts most RTO work on the Vahan portal, for the vehicle, or the Sarathi portal, for the licence. Vehicle applications from the district are then dealt with by the UP-12 office, and visits are needed mainly for tests and checks.
For a duplicate RC, fill in Form 26 on Vahan and pay ₹300 for a car. The Kiwi Insurance RC status tool shows the registration details of a UP-12 vehicle while you wait.
Learner’s licence, test slot and licence renewal are all on Sarathi for Muzaffarnagar applicants, and the driving test is taken at the track in person, with the remaining services listed in our Uttar Pradesh RTO guide.
The penalty for an uninsured car in Muzaffarnagar comes from national law, not the district. Section 196 of the Motor Vehicles Act, 1988, amended in 2019, puts it at ₹2,000 the first time, rising to ₹4,000 for a second or later offence.
Some offences can be compounded at amounts Uttar Pradesh sets, so a UP-12 challan may differ from the table. Check and pay it on echallan.parivahan.gov.in or in mParivahan, and see our Uttar Pradesh RTO guide for more offences.
From Shamli or Meerut the number stays, from another state it changes after 12 months
Moving from Shamli, Meerut or any other part of Uttar Pradesh leaves a car’s number as it is. A car from Delhi, Haryana or any other state can be kept here on its old number for 12 months, and then it must be registered again at the UP-12 office.
File Form 28 with the office that holds the car’s registration in your old state
Apply with your Muzaffarnagar address proof inside the 12 months the law allows
Each full year of the car’s age takes 5% off the tax, to a limit of 75%
The reverse journey, out of Uttar Pradesh, begins at the UP-12 office, which issues the NOC on Form 28. The car is registered again in the new state, and the unused part of the UP road tax can be reclaimed after that.
Worth knowing: Inform your insurer of the new address when you arrive and of the UP-12 number once it is allotted, so a claim is never held up by papers that do not match, and our Uttar Pradesh RTO guide explains the refund steps.
For Muzaffarnagar owners posted from state to state, a Bharat series (BH) number replaces UP-12 with a code tied to no state, so a transfer needs no No Objection Certificate (NOC). Central and state government, defence and public sector employees can apply with Form 60, and so can private staff whose employer works in 4 or more states or union territories.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. BH tax, 8% for a car under ₹10 lakhs, is collected every 2 years, as our Uttar Pradesh RTO guide explains.

The premium for Own Damage cover depends partly on the zone of the office that registered the car, and Muzaffarnagar is Zone B. Zone A is limited to eight cities in the India Motor Tariff, such as New Delhi, so a UP-12 car is usually cheaper to cover than the same car registered there. Third-Party cover costs the same everywhere.
Muzaffarnagar is in Zone B for Own Damage insurance, as are Shamli and Saharanpur, while New Delhi is Zone A
The national tariff sets it by engine size, so it does not change from one district to the next
A car still registered in New Delhi is rated Zone A until it is registered at UP-12
Look for cashless partner garages near where you live and drive in and around Muzaffarnagar
A car is registered at UP-12 only when a valid policy is already in place
The new owner must take over the policy within 14 days of the RC transfer
Inform your insurer when a car from outside Uttar Pradesh gets its UP-12 number
Third-Party cover comes first for any UP-12 car or bike, before registration and before the first drive Once the paperwork at the Muzaffarnagar office is done, the next step is a policy in your own name, and you can compare Kiwi Insurance car and bike plans through the links below.
