Prayagraj RTO: UP-70 office address and Allahabad code

Prayagraj has one Regional Transport Office (RTO), and every car registered there carries the code UP-70. This is the same office and the same code that served the city when it was called Allahabad, so a search for Allahabad RTO lands at exactly this place.

A Prayagraj plate such as UP 70 AB 1234 is read in four pieces. UP names the state of Uttar Pradesh, 70 names the Prayagraj RTO, and AB is the letter series. The last piece, 1234, is the four-digit number that belongs to one car alone.

Worth knowing: The new city name did not bring a new code. A car first registered in the Allahabad years and one registered this month both begin UP 70. That code also keeps going when the owner moves to another Uttar Pradesh district, and it changes only if the car is registered again outside Uttar Pradesh or its registration details are changed.

At the Prayagraj RTO, a new car is handed over with a High Security Registration Plate (HSRP) already fitted by the dealer. Rule 50 of the Central Motor Vehicles Rules, 1989 has asked for this on new vehicles from 1 April 2019.

Worth knowing: UP-70 cars from before that date, many of them registered under the Allahabad name, need an HSRP too. The Transport Department list gives Prayagraj a single code, UP-70, and records the office as Prayagraj, formerly Allahabad. There is no separate Allahabad code to look for.

The codes people do mix up belong to the districts around the city. Kaushambi, reported to have been part of the old Allahabad district, registers its vehicles at Manjhanpur under UP-73, while Pratapgarh and Fatehpur have UP-72 and UP-71.

All RTO work for a Prayagraj car, from a new registration to a duplicate RC, is handled by one office. Directories place it in Transport Nagar, also written T.P. Nagar, in the Dhoomanganj area of the city. No official page with its address or hours could be opened, so treat the details below as a guide and confirm them first.

Is Allahabad RTO a different office from Prayagraj RTO?

No. Allahabad RTO and Prayagraj RTO are two names for one office. The district took the name Prayagraj in 2018, and the office kept both its work and its UP-70 code, so a receipt or an old RC that mentions Allahabad points to this office.

The district in your address decides the office. Any address in Prayagraj district, whether it is written with the old name or the new one, is registered at UP-70. An address in Kaushambi, Pratapgarh or Fatehpur goes to that district’s own office instead.

Worth knowing: Moving house within Prayagraj never changes a UP-70 number. Change the address on the RC through Vahan, then inform your insurer so the policy carries the same one.

The RTO fees in Prayagraj are national amounts, so the Transport Nagar office charges what Varanasi or Lucknow would for the same service. Payment is online through Vahan, and on a new car the showroom pays them while it registers the car for you.

A Prayagraj example: A first car bought with a bank loan and registered at UP-70 pays ₹600 for registration, ₹200 for the smart card RC and ₹1,500 to note the loan on the RC. That is ₹2,300 in RTO fees, and road tax comes on top.

At 15 years old, the same car pays ₹5,000 to renew its registration, and ₹10,000 once it passes 20. Leave the renewal late and every month adds ₹500 for a car, or ₹300 for a motorcycle.

Worth knowing: The table lists the Rule 81 fees only. The plate, the road tax and any service or postal charge added in Uttar Pradesh are billed separately on the Vahan receipt.

Buying your first car in Prayagraj involves less RTO work than you might expect. The showroom sends the application through Vahan with your address, the Prayagraj RTO checks and approves it, and the car is given its UP-70 number.

Selling a UP-70 car within Uttar Pradesh does not change its number. The seller files Form 29, both sign Form 30, and the ₹300 fee for a car is paid on Vahan to the Prayagraj RTO.

A buyer from another state needs a No Objection Certificate (NOC) from the Transport Nagar office first. In both cases the policy has to follow the car, and the buyer gets 14 days to move it across.

Ending a loan (hypothecation) on a Prayagraj RC

When the loan is cleared, the bank issues a No Objection Certificate and Form 35. Upload both on Vahan and the Prayagraj RTO removes the bank from the RC at no charge. Bring the papers our Uttar Pradesh RTO guide lists for a loan closure.

A Prayagraj owner rarely needs to queue at Transport Nagar to start an application. Applications about the car start on the Vahan portal, applications about your licence start on the Sarathi portal, and only the steps that need an officer bring you to the UP-70 office.

Duplicate RC and RC status check in Prayagraj

A lost or damaged RC is replaced by applying for a duplicate on Form 26 through Vahan, for ₹300 on a car. To see where your RC stands, check your RC status with the Kiwi Insurance tool.

Driving licence services in Prayagraj

On Sarathi you apply for a learner’s licence, choose the date of your driving test and later renew the licence, while the test itself is taken in person in Prayagraj. Each of the other licence services is described in our Uttar Pradesh RTO guide.

Fines on Prayagraj roads follow the national law. Driving a UP-70 car with no valid insurance costs ₹2,000 the first time and ₹4,000 after that, under section 196 of the Motor Vehicles Act, 1988.

Coming to Prayagraj with a car from Kanpur, Lucknow or another part of Uttar Pradesh changes nothing on the plate, as the car is already registered in the state. Coming from another state is different. The car may run on its old number for 12 months, after which it must be registered at UP-70.

If your job brings you to Prayagraj for a few years and then elsewhere, the Bharat series (BH) saves a re-registration. It is open to staff of the central or state government, defence and public sector units, and to private employees whose company has offices in 4 or more states or union territories, who apply with Form 60.

The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. On a car under ₹10 lakhs, BH road tax is 8%, collected in 2-year instalments. Nothing about these forms is special to Prayagraj, as they are national. Vahan and Sarathi fill most of them in for you online, and the printed PDF is only needed where a counter at Transport Nagar wants paper.
