Raebareli registers its vehicles under UP-33, at one office that directories list as an Assistant Regional Transport Office (ARTO). The district changed shape in 2010, when its Tiloi tehsil became part of the new Amethi district, so a car newly registered from Tiloi now gets Amethi’s code, UP-36, rather than UP-33.
Take UP 33 AB 1234, a plate you would see on a Raebareli car. The UP at the start stands for Uttar Pradesh and the 33 for the Raebareli office, while AB is the letter series and 1234 is the four-digit number held by that vehicle and no other in the series.

Worth knowing: A UP-33 plate keeps its code when the owner moves to Lucknow, Unnao or any other part of Uttar Pradesh. The code changes only if the car is registered again in a different state or its registration details are changed.
When a new car is registered at UP-33, the dealer fits its High Security Registration Plate (HSRP) before you drive away. Under Rule 50 of the Central Motor Vehicles Rules, 1989, new vehicles have come with these plates since 1 April 2019.
Worth knowing: Owners of an older Raebareli car should check the Uttar Pradesh Transport Department website, which names the booking portal for HSRP installation and the date fixed for older vehicles. The plate rules are set out in our Uttar Pradesh RTO guide.
UP-33 for Raebareli, and the Amethi, Lucknow and Unnao codes around it
The Transport Department list gives Raebareli district a single code, UP-33. On the state page it appears in the Lucknow division table beside Lucknow and Unnao, and UP-36, which belongs to Gauriganj in Amethi district, is the code to keep apart from it.
Amethi district came into being on 1 July 2010, first under the name Chhatrapati Shahuji Maharaj Nagar. It was formed from three Sultanpur tehsils, Amethi, Gauriganj and Musafirkhana, together with Raebareli’s Tiloi tehsil.
One office for UP-33, with the address and hours the directories give
All UP-33 registration work is handled at one office in Raebareli, which directories call the Assistant Regional Transport Office (ARTO). Only one directory gives a street address, the listings disagree on the pincode and the hours, and no official page could be opened, so please confirm the details before you travel.
The one directory that gives an address puts the office at Ekta Vihar Colony in Ratapur, Kachaunda Nanakari. Treat that as a lead to check rather than a confirmed location.
Only one listing names the street, so check it before you make the trip

Raebareli district after 2010, Tiloi on the Amethi side, and the districts next door
An address in Raebareli district registers at UP-33, and that includes Unchahar and Lalganj, where the district’s major central units are. Tiloi is the exception people trip over. It left Raebareli for Amethi district on 1 July 2010, so a car newly registered there goes to Gauriganj and gets UP-36.
If you are not sure which office holds your file, the code on your RC answers it, and so does the finder at the top of this page.
Worth knowing: For a new registration, what counts is the district on your current address proof, and for Tiloi that is Amethi, which means the Gauriganj office and UP-36.
Amethi, Lucknow and Unnao share borders with Raebareli, and each of them registers cars at an office of its own. Kanpur has a guide here as well.

Every UP code
Raebareli follows the Uttar Pradesh schedule, with tax paid once at first registration Road tax on a UP-33 car is the Uttar Pradesh one-time tax, so it is the same in Raebareli as in Lucknow or Gauriganj. The rate is a percentage of the car’s cost, and for cars priced at ₹10 lakhs or less it also depends on whether the car has AC.
Applies to a car without air conditioning whose cost does not go past ten lakh rupees
A car in the same price range that has AC when it is registered pays 9%
Every car costing more than ten lakh rupees pays this rate, whatever its equipment
Electric cars have been relieved of this tax under the state EV policy. Make sure Vahan shows that before paying
On a new car, the showroom bills the tax inside the on-road price, itemised on the invoice
Coming from another state, the car pays UP tax reduced by 5% per full year of age, never by more than 75%
Firms and individuals pay the same rate on a car registered in Uttar Pradesh
7% for one costing up to ₹40,000, 10% above, all in our Uttar Pradesh RTO guide
RTO fees are set for the whole country, so the UP-33 office charges what Gauriganj or Lucknow would for the same service. They are paid on Vahan, and for a new car the dealer pays them as part of getting it registered.
A Raebareli example: For a first car bought with a loan and registered at UP-33, the RTO’s share comes to ₹2,300. Registration is ₹600, the smart card RC ₹200 and the hypothecation entry ₹1,500, with road tax billed separately.
Should the car still be on the road at 15, renewing its registration is ₹5,000, and beyond 20 years ₹10,000. Renewing after the due date costs an extra ₹500 a month on a car and ₹300 on a motorcycle.
Worth knowing: The table covers Rule 81 fees only. Your Vahan payment will also include road tax and the High Security Registration Plate (HSRP), and Uttar Pradesh may add a service or postal charge.
The dealer applies on Vahan, and a Raebareli district address leads to a UP-33 number
The registration of a first car in Raebareli is mostly the dealer’s job. The application goes on Vahan with your address, the UP-33 office approves it if the address is in Raebareli district, and the number follows. With a Tiloi address, the same application goes to Gauriganj instead.
Registration needs a valid policy first, and you are free to choose which insurer
It decides the office, so give the Raebareli district address where the car will be kept
The dealer collects Uttar Pradesh road tax and the RTO fee and itemises them on the invoice
The Raebareli office clears the Vahan application and assigns the number
The plate goes on and your Registration Certificate (RC) is issued in your name
A Tiloi address now leads to Gauriganj and UP-36, not to the UP-33 office
Give your insurer the Raebareli address that appears on the RC
Two-wheelers go through the same dealer application and get UP-33 too
When a UP-33 car changes hands inside Uttar Pradesh, its number does not change. The seller sends notice on Form 29, seller and buyer sign Form 30 together, and the transfer fee of ₹300 for a car goes through Vahan.
Selling to someone in another state means the Raebareli office first issues a No Objection Certificate (NOC), and that state then registers the car afresh. The buyer must arrange for the policy to move across within 14 days.
When the loan is cleared, the lender hands over a No Objection Certificate with Form 35. Submit them through Vahan, and the UP-33 office reissues the RC without the loan entry and without a fee. For the documents, see our Uttar Pradesh RTO guide.
Before travelling to the UP-33 office, see whether the job can be done online. The Vahan portal handles vehicle services and the Sarathi portal handles licences, and vehicle applications are then dealt with by the UP-33 office.
A UP-33 car whose RC has been lost, stolen or ruined gets a duplicate through Form 26 on Vahan, for ₹300 in the case of a car. You can check your RC status any time with the Kiwi Insurance tool.
In Raebareli, as elsewhere in the state, the learner’s licence, the test appointment and licence renewal are handled through Sarathi, with the test taken in person. The full service list is on our Uttar Pradesh RTO guide.
There is no special Raebareli fine for driving uninsured. A UP-33 car caught without cover is fined under section 196 of the Motor Vehicles Act, 1988, as amended in 2019, at ₹2,000 the first time and ₹4,000 on every later occasion.
As the state can compound certain offences at other amounts, rely on the challan itself. Pay it at echallan.parivahan.gov.in or through mParivahan, and look up other fines on our Uttar Pradesh RTO guide.
From within Uttar Pradesh the number stays, and from another state a UP-33 number is due within 12 months
Whether your car comes from Lucknow, Kanpur or another Uttar Pradesh district, it can stay on its present number in Raebareli once the RC address is updated. A car from outside the state may be used on its old number for 12 months, after which it needs a UP-33 registration.
Apply on Form 28 to the RTO in your old state, which issues the certificate
Use your Raebareli address proof, and apply before 12 months in Uttar Pradesh run out
Uttar Pradesh takes 5% off its tax for each full year since first registration, up to 75%
Ask the previous state to repay its tax for the years remaining
If you are leaving Uttar Pradesh, the order simply reverses. Ask the Raebareli office for a No Objection Certificate (NOC) on Form 28, let your new state register the car, and then claim back the Uttar Pradesh road tax you no longer need.
Worth knowing: Inform your insurer about the new address first, and again once the car carries its UP-33 number. Our Uttar Pradesh RTO guide explains how the refund works.
With NTPC Unchahar and the Rail Coach Factory at Lalganj in the district, the Bharat series (BH) matters here. It has no state code, so leaving the state needs no No Objection Certificate (NOC) or new number. It covers government, defence and public sector staff, plus private sector staff on Form 60 whose firm has offices in 4 or more states or union territories.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. BH tax, due every 2 years, is 8% below ₹10 lakhs (see our Uttar Pradesh RTO guide).

For the Own Damage premium, insurers use the zone of the office that registered the car, and Raebareli falls in Zone B. The India Motor Tariff names only eight Zone A cities, and Raebareli is not one, so a UP-33 car is usually cheaper to insure for Own Damage than the same car registered in a Zone A city. Third-Party prices do not vary by place.
Raebareli is Zone B for Own Damage, with premiums usually below those of Zone A cities such as Pune or Hyderabad
Engine size, not the town, sets the Third-Party price, so it is the same at UP-33 and every other office
A car registered at Gauriganj after Tiloi moved to Amethi is still rated Zone B
A car still on a number from a Zone A city such as Chennai stays Zone A until it is registered at UP-33
The UP-33 office will only register a car that already has valid cover
A buyer gets 14 days from the date of the RC transfer to take over the policy
Inform your insurer as soon as the car has been given its UP-33 number
Before a UP-33 car is registered or driven, the law requires at least Third-Party cover Keep your policy in step with your RC. Kiwi Insurance plans for cars and bikes registered in Raebareli are listed below.

UP-33. The Uttar Pradesh Transport Department gives Raebareli district this one code, so any car registered at the Raebareli office has 33 after UP on its number plate.
