Saharanpur’s code, UP-11, is the first number on the current Uttar Pradesh list, and its Regional Transport Office (RTO) heads a region of three assistant offices, Saharanpur, Muzaffarnagar and Shamli. Whether the address is in the city, Deoband or Behat, a vehicle registered in the district carries UP-11.
UP 11 AB 1234 is how a Saharanpur plate looks. The letters UP give the state, the number 11 gives the Saharanpur RTO, AB is the letter series, and 1234 is the four-digit number.

Worth knowing: A Haridwar or Dehradun plate starts with UK, the Uttarakhand code, so it is easy to tell apart from a UP-11 plate. A UP-11 car keeps its code if its owner moves to another Uttar Pradesh district, and the code changes only if the car is registered again outside Uttar Pradesh or its registration details are changed.
Saharanpur cars follow the same plate law as the rest of India. Rule 50 of the Central Motor Vehicles Rules, 1989 calls for a High Security Registration Plate (HSRP), and any UP-11 car sold new since 1 April 2019 has had it fitted before delivery.
Worth knowing: If your UP-11 car is older than that, the Uttar Pradesh Transport Department website names the booking portal for the installation and the date for older vehicles. Our Uttar Pradesh RTO guide has every plate rule for the state.
UP-11 for the district, the two other codes in its region, and UK-08 over the state line
Saharanpur has one code, UP-11, and it opens the current Uttar Pradesh series, which runs to UP-96. Two codes in its own region belong to other districts, UP-12 for Muzaffarnagar and UP-19 for Shamli.
Shamli is in the Saharanpur region but was never part of Saharanpur district. The Shamli district website says it came under Muzaffarnagar before it became a district.
The regional office for UP-11, and what is listed about it
Saharanpur is the headquarters of its district and of the Saharanpur division, and the transport office here is a full Regional Transport Office, the one the Muzaffarnagar and Shamli offices report to. Directories agree on the 247001 pincode, one places the office on Dehradun Road, and they give three different sets of opening hours.
For a UP-11 car, this is the office that keeps the file. Registration, RC changes and licence tests for Saharanpur district addresses are handled here.
The Transport Department groups three assistant offices under RTO Saharanpur, one each for Saharanpur, Muzaffarnagar and Shamli. Each still registers the vehicles of its own district under its own code, so a Muzaffarnagar car is UP-12 even though its regional office is here.
Directories list three different timings, so ask the office or the department before you go
Choose the driving test slot on Sarathi before you go to the office
Transfers, address changes and duplicate RCs start online and reach UP-11 for approval

Five tehsils on UP-11, with the other districts of the region and Uttarakhand on their own codes
Saharanpur district has five tehsils, Behat, Saharanpur, Nakur, Rampur Maniharan and Deoband, and none of them has a separate code. An address in any of the five is registered at UP-11, while Muzaffarnagar, Shamli and the Uttarakhand districts across the state line each use their own.
Holding a number but not the papers? Enter it in the finder at the top of this page to see which office registered the vehicle and keeps its file.
Worth knowing: Deoband is a tehsil of Saharanpur district, so there is no Deoband RTO code. Cars registered there carry UP-11, like cars in the city.
Muzaffarnagar and Shamli are in the Saharanpur region, while Haridwar was in the Saharanpur division until it became part of Uttarakhand. Each office registers the cars of its own district, so living in Haridwar means a UK number even if you shop and work in Saharanpur.

Uttar Pradesh sets the rate, and a UP-11 car pays it once Road tax in Saharanpur is the Uttar Pradesh rate, a one-time tax at first registration. It is set by the price of the car and, up to ₹10 lakhs, by whether the car has AC: 9% with it, 8% without.
Cars without air conditioning that cost no more than this pay 8% of the price, once
A car in the same band that has air conditioning pays 9% of the price
Any car above the band pays 11%, and AC makes no difference at that price
The state EV policy has let electric cars off road tax so far. See what Vahan charges your car before you pay
Buy new and the dealer collects the tax with the on-road price, listing it on the invoice
A car first registered there pays UP tax less 5% for each full year of its age, to a 75% maximum
Uttar Pradesh charges a company-owned car the same rate as a private owner’s
7% for a bike up to ₹40,000 and 10% for a dearer one, with more in our Uttar Pradesh RTO guide
Being the regional office does not make Saharanpur dearer. Fees are fixed for all of India, so UP-11, UP-12 and UP-19 charge the same, and they are paid on Vahan, by the dealer in the case of a new car.
A Saharanpur example: Buy a new car on a loan, register it at UP-11, and the RTO charges add up to ₹2,300, being ₹600 for registration, ₹200 for the smart card RC and ₹1,500 for the loan entry, with road tax to pay on top.
At 15 years, renewing a UP-11 car’s registration costs ₹5,000, and beyond 20 years ₹10,000. If the renewal is overdue, a car pays ₹500 for each month and a motorcycle ₹300.
Worth knowing: These Rule 81 amounts leave out road tax, the High Security Registration Plate (HSRP) and any service or postal charge Uttar Pradesh may add, all of which show on the Vahan receipt.
Bought in Saharanpur or across the state line, a Saharanpur address means UP-11
A car bought in Haridwar or Dehradun is still registered in Uttar Pradesh if you live in Saharanpur district. The dealer applies on Vahan with your address, and the UP-11 office approves the application and allots the number.
No car is registered without valid insurance, and you can pick the insurer
A Saharanpur district address sends the Vahan application to the UP-11 office
Uttar Pradesh road tax and the RTO fee are charged with the price of the car
The Saharanpur office approves the application and allots the registration
The HSRP goes on, and the Registration Certificate (RC) is issued to you
The state on your papers follows your home address, so a Saharanpur buyer gets a UP number
Give the insurer the Saharanpur address used for registration
New scooters and motorcycles are registered at UP-11 in the same way
A UP-11 car sold to a buyer in Muzaffarnagar or elsewhere in Uttar Pradesh keeps its number, as only the name on the RC changes. The seller completes Form 29, both parties complete Form 30, and the car transfer fee is ₹300.
Selling to a buyer in Haridwar, Dehradun or any other Uttarakhand town crosses a state line, so the Saharanpur office first issues a No Objection Certificate and the car is registered again there. The buyer gets 14 days to switch the policy into their name.
After the final payment, collect the lender’s No Objection Certificate and Form 35 and apply on Vahan. The UP-11 office issues a new RC with the loan removed, without charge, as our Uttar Pradesh RTO guide describes.
For Saharanpur owners, the Vahan portal handles vehicle services and the Sarathi portal handles licences, the same national sites a Haridwar owner uses. The difference is the office behind them, as a Saharanpur district application is processed at UP-11.
Replace a lost or damaged UP-11 RC by applying on Form 26 through Vahan, for ₹300 on a car. Use the RC status check on the Kiwi Insurance tool to see the vehicle’s registration details.
A Saharanpur applicant applies for a learner’s licence on Sarathi, books the driving test there and sits the test in person. Licence renewal is on Sarathi too, and our Uttar Pradesh RTO guide covers the other services.
Crossing between Saharanpur and Uttarakhand does not change the fine for driving without insurance, as it is set nationally. Section 196 of the Motor Vehicles Act, 1988, as amended in 2019, fixes ₹2,000 for the first offence and ₹4,000 for any after it.
Uttar Pradesh can compound certain offences at its own rates, so the amount on a UP-11 challan is what counts. Pay it on echallan.parivahan.gov.in or in mParivahan, and find more offences in our Uttar Pradesh RTO guide.
A Haridwar or Dehradun car crosses a state line, a car from another UP district does not
Moving from Muzaffarnagar, Meerut or anywhere else in Uttar Pradesh, a car keeps its number. Moving from Haridwar, Dehradun or any other state, it can stay on its old number for up to 12 months, after which it has to be registered again with UP-11.
Apply on Form 28 to the Haridwar, Dehradun or other office that registered the car
Bring your Saharanpur address proof before the car has spent 12 months in Uttar Pradesh
It is reduced by 5% for every full year since first registration, up to 75%
If you are leaving Uttar Pradesh for Uttarakhand, the steps run in reverse. The UP-11 office issues the NOC on Form 28, an Uttarakhand office registers the car with a UK number, and Uttar Pradesh can then refund the road tax not yet used.
Worth knowing: Inform your insurer twice during a move, when you change address and when the UP-11 number is issued. The refund forms are described in our Uttar Pradesh RTO guide.
A Saharanpur owner expecting a transfer out of the state can ask for a Bharat series (BH) number in place of UP-11. With no state code, the car moves without a No Objection Certificate (NOC) or re-registration. Government, defence and public sector employees qualify, and private staff do if their employer has offices in 4 or more states or union territories, using Form 60.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. At 8% below ₹10 lakhs, BH tax is paid every 2 years, as our Uttar Pradesh RTO guide explains.

Own Damage premiums are rated by the zone of the office that registered the car, and Saharanpur is Zone B. The India Motor Tariff lists eight Zone A cities, New Delhi among them, so a UP-11 car is usually charged less for Own Damage cover than the same car registered there, while the Third-Party part of the price does not vary anywhere in India.
Saharanpur is in Zone B for Own Damage insurance, a zone it shares with Haridwar and Dehradun across the state line
Set by engine size under the national tariff, so it is the same on both sides of the state line
The office on the RC decides the zone, so a car is rated by UP-11 once it is registered here
Owners who drive into Uttarakhand often may want cashless partner garages there as well as in Saharanpur
UP-11 registers a car only once it has a valid insurance policy
Within 14 days of the RC transfer, the policy must move to the buyer
Inform your insurer as soon as a car from Uttarakhand gets its UP-11 number
Third-Party cover is required by law before a UP-11 car or bike is registered or driven With the registration side settled in Saharanpur, choose cover in your own name, starting from the Kiwi Insurance car and bike plans in the links that follow.
