Unnao has its own code, UP-35, even though it lies between Lucknow and Kanpur, two cities with codes of their own. A car kept anywhere in Unnao district, including its six tehsils, is registered here and not in either city, whichever of the two its owner travels to for work.
On an Unnao car the plate reads something like UP 35 AB 1234. UP is Uttar Pradesh and 35 points to the Unnao office. After those come AB, the letter series, and 1234, which is the four-digit number belonging to that vehicle alone.

Worth knowing: Between Lucknow and Kanpur, a UP-32, a UP-35 and a UP-78 car can look alike at a glance, but only the 35 is registered in Unnao. Taking a UP-35 car to live in Lucknow or Kanpur does not change its number. That happens only if it is registered again outside Uttar Pradesh or its registration details are changed.
A new car that gets a UP-35 number is handed over with its High Security Registration Plate (HSRP) already on it, put there by the dealer. That has been the rule for new vehicles under Rule 50 of the Central Motor Vehicles Rules, 1989 since 1 April 2019.
Worth knowing: If your Unnao car is older than that, it needs an HSRP too. Look on the Uttar Pradesh Transport Department website for the booking portal that handles the installation and the date that applies. Our Uttar Pradesh RTO guide explains the plate rules.
UP-35 for Unnao district, and the codes of the cities on either side
Unnao district has one code on the Transport Department list, UP-35. The state page files it in the Lucknow division table, with Lucknow and Raebareli, while Kanpur Nagar across the Ganga is listed in the Kanpur group with UP-78.
Unnao and Raebareli also share some history. The Unnao district website records that in 1869 some parganas of Rae Bareli were moved into Unnao’s Purwa tehsil, so parts of today’s Purwa once belonged to Raebareli.
The single UP-35 office, as the directories describe it
Unnao has a single registering office, listed by directories as the Assistant Regional Transport Office (ARTO) Unnao. Two directories agree on its address near the Lucknow Bypass Road, but none of the details below could be checked against an official page, so confirm them before you visit.
Both directories place it on RTO Office Road, which runs off the Lucknow Bypass Road, in the Nirala Nagar and Husain Nagar area of Unnao town, and every UP-35 registration is handled there.
A UP-35 RC means Unnao holds your file, even if you bought the car in Lucknow

The six tehsils of Unnao district, Shuklaganj, and the neighbours with codes of their own
Every one of Unnao district’s six tehsils registers at UP-35: Unnao, Hasanganj, Safipur, Purwa, Bighapur and Bangarmau. The office decision rests on the district of the address, so living close to Lucknow or Kanpur does not move a car to their codes.
Not certain which office has your car? The code on the RC tells you, or you can type the number into the finder at the top of this page.
Worth knowing: Shuklaganj, also called Gangaghat, is on the Unnao side of the Ganga facing Kanpur, and it is reported to be part of Unnao district. Many people think of it as part of Kanpur, so check the district on your address proof. If it says Unnao, the car gets UP-35, not UP-78.
Kanpur Nagar is across the Ganga on one side and Lucknow is on the other, with Raebareli also bordering Unnao. Each has its own office and code, and none of them can register a car kept at an Unnao address.

The Uttar Pradesh one-time rate, which is the same in Unnao, Lucknow and Kanpur Registering in Unnao rather than Lucknow or Kanpur makes no difference to road tax. All three charge the Uttar Pradesh one-time tax when a car is first registered, as a percentage of what the car costs, with a lower rate for cars of ₹10 lakhs or less.
For a car costing ten lakh rupees or less that comes without air conditioning
A car in the same price band that has AC when it is registered pays 9% of its cost
Past ten lakh rupees there is one rate, with or without air conditioning
The state EV policy has exempted electric cars from this tax. Check that Vahan shows the exemption before you pay
The tax on a new car is part of its on-road price, and the invoice lists it
The UP tax is cut by 5% for each full year since first registration, down to a quarter of it at most
No higher rate applies when the car is bought in a company’s name in Uttar Pradesh
They pay 7% when priced up to ₹40,000 and 10% above that. Our Uttar Pradesh RTO guide has the full Uttar Pradesh rate table
Fees at the Unnao office are the national ones, so they match what Lucknow and Kanpur charge to the rupee. You pay them on Vahan, and on a new car the dealer pays them while applying for the registration.
An Unnao example: Buy your first car with a bank loan and register it at UP-35, and the RTO fees add up to ₹2,300, being ₹600 for the registration, ₹200 for a smart card RC and ₹1,500 for recording the loan. Road tax is charged separately.
When that car reaches 15, the renewal costs ₹5,000, and after 20 it costs ₹10,000. Each month of delay in renewing costs ₹500 more for a car, against ₹300 for a motorcycle.
Worth knowing: The table shows only the Rule 81 fees. Road tax, the High Security Registration Plate (HSRP) and any state service or postal charge come on top, so expect a larger total on Vahan.
Bought in Unnao, Lucknow or Kanpur, a car kept in Unnao district is registered at UP-35
You might buy the car from a showroom in Lucknow or Kanpur. Wherever you buy, the dealer applies on Vahan with your Unnao address, and it is the address, not the showroom, that sends the application to the UP-35 office.
A valid insurance policy is needed before registration, and the insurer is your choice
Your address proof should show the Unnao district home where the car will be kept
The dealer charges Uttar Pradesh road tax and the registration fee and shows both on the invoice
The Unnao office approves the Vahan application, and the car receives its number
The HSRP is fixed on the car and the Registration Certificate (RC) is issued to you
A Lucknow or Kanpur showroom still registers the car at UP-35 for an Unnao address
Put the same Unnao address on the policy and the RC
Scooters and motorcycles follow the same dealer route to a UP-35 number
Sell a UP-35 car to someone in Lucknow, Kanpur or anywhere in Uttar Pradesh and the number goes with it. Form 29 is the seller’s notice, Form 30 carries both signatures, and the ₹300 fee for a car is paid on Vahan.
A buyer from outside the state needs a No Objection Certificate (NOC) from the Unnao office so the car can be registered again in their state. From the date of transfer, the buyer gets 14 days to put the insurance in their own name.
With the loan repaid, ask the lender for its No Objection Certificate and Form 35, then apply on Vahan. The UP-35 office issues a clean RC at no charge. Our Uttar Pradesh RTO guide gives the document list.
Much of what used to need a trip to the Unnao office is now an online form. Use the Vahan portal for anything about the vehicle and the Sarathi portal for licences, and vehicle requests are then passed to the UP-35 office.
For a UP-35 car whose RC is lost or spoilt, a duplicate is applied for on Form 26 on Vahan and costs ₹300. If you only want to check your RC status, the Kiwi Insurance tool shows it without a visit to the office.
Applying for a learner’s licence in Unnao, booking the test and renewing a licence are all done on Sarathi, and the test is the one step taken in person. Every other licence service is listed on our Uttar Pradesh RTO guide.
A UP-35 car stopped without insurance faces the same national fine as anywhere else in India. Section 196 of the Motor Vehicles Act, 1988, amended in 2019, puts it at ₹2,000 for the first offence, and ₹4,000 after that.
Some offences can be compounded by the state at different amounts, so the challan is the final word. Unnao drivers can pay at echallan.parivahan.gov.in or on mParivahan. Look up any other offence on our Uttar Pradesh RTO guide.
A car from Lucknow or Kanpur keeps its number, and one from another state needs UP-35 within 12 months
Moving to Unnao from Lucknow, Kanpur or another Uttar Pradesh district? Your UP-32 or UP-78 number stays, and only the RC address needs changing. A car from another state can keep its old number for 12 months before it has to be registered at UP-35.
Your previous state’s RTO issues the No Objection Certificate once you apply on Form 28
Apply with your Unnao address proof within 12 months of bringing the car to Uttar Pradesh
The one-time tax drops by 5% for every full year of the car’s age, by up to 75%
Claim back the tax already paid there for the years still left
If you are leaving Uttar Pradesh, run through the same steps the other way round. You start at the Unnao office, which issues the No Objection Certificate (NOC) on Form 28. Once your new state has registered the car, apply to Uttar Pradesh for the road tax you have not used.
Worth knowing: Inform your insurer of the new address straight away, and of the UP-35 number once the car has it. How Uttar Pradesh refunds unused road tax is covered on our Uttar Pradesh RTO guide.
On a transferable job? A Bharat series (BH) plate has no state code, which spares you a No Objection Certificate (NOC) and new number at your next posting out of Uttar Pradesh. It is for government, defence and public sector staff, and for private sector staff whose firm works from offices in 4 or more states or union territories, with Form 60.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. BH tax, 8% under ₹10 lakhs, is due every 2 years; our Uttar Pradesh RTO guide has the rules.

The Own Damage premium depends partly on the zone of the office that registered the car, and Unnao is in Zone B. So are Lucknow and Kanpur, as none of the three is among the eight Zone A cities of the India Motor Tariff, so choosing between them makes no difference to the zone. Third-Party premiums are fixed for all of India.
Unnao is Zone B for Own Damage, which normally means a smaller premium than in Zone A cities like Mumbai or Chennai
Third-Party rates go by engine size and do not change between UP-35 and any other office in India
UP-32 and UP-78 are Zone B too, so working in either city does not affect the zone of a UP-35 car
A car still registered in a Zone A city, such as Bengaluru, is rated Zone A until it moves to UP-35
The Unnao office will not register a car that has no valid policy
Your buyer must move the policy within 14 days of the RC transfer
Inform your insurer when a car from another state is given its UP-35 number
By law, a UP-35 car needs at least Third-Party cover before it is registered or taken on the road Your policy should carry the same details as your RC. Kiwi Insurance plans for Unnao cars and bikes are below.
