How to read a Delhi (DL) number plate

How to read a Delhi (DL) number plate

A Delhi number plate has DL for Delhi, the one or two digit code of the RTO, a series that starts with a letter for the type of vehicle, and a four-digit number. For example, in DL 1C AB 1234, 1 is the Mall Road RTO and C marks a car.

Number plate DL 1C AB 1234 labelled: DL is the state code for Delhi, 1 is the Mall Road RTO code, C marks a car, AB is the series and 1234 is the four-digit number

Most car series in Delhi start with C and most two-wheeler series start with S, so a car from the Mall Road office reads DL 1C and a two-wheeler reads DL 1S. Electric vehicles are given their own series.

Worth knowing: Keep your plate as it is when you move house inside Delhi, for example from Dwarka to Rohini: The DL code does not change. It changes only when the car is registered again outside Delhi or its registration details are changed. A DL car can still be driven anywhere in India.

HSRP number plates in Delhi
Plate rules

HSRP number plates in Delhi

What the plate on a DL vehicle must have, and how to book one for an older vehicle Check the plate on your DL vehicle first: It must be a High Security Registration Plate (HSRP), as Rule 50 of the Central Motor Vehicles Rules, 1989 requires for every vehicle in India. A car bought new since 1 April 2019 already has one, fitted by the manufacturer and dealer.

  • The notifications

Read G.S.R. 1162(E), dated 4 December 2018, and S.O. 6052, dated 6 December 2018: These Ministry of Road Transport and Highways (MoRTH) notifications brought in the rule

  • New vehicles

Take delivery of a new car or bike and the plate is already on it, as dealers fit it on every vehicle sold since 1 April 2019

  • Older DL vehicles

Get an HSRP fitted on a vehicle registered before 1 April 2019, by the date the Delhi government sets

  • Security features

Check for three features: A chromium-based hologram, a unique laser-etched identification number, and snap locks that are non-removable and non-reusable

  • Windscreen sticker

Stick the third registration mark inside the windscreen. Its colour shows the fuel: Light blue means petrol or compressed natural gas (CNG), orange means diesel

Worth knowing: Book your High Security Registration Plate (HSRP) installation on the booking portal named on the Delhi Transport Department website, and confirm there the date that applies to your DL vehicle.

Road tax in Delhi

Road tax in Delhi

Budget for road tax once, at the first registration: Delhi charges a percentage of what the vehicle cost. Petrol and CNG cars pay 4% to 10%, diesel cars pay a quarter more at 5% to 12.5%, and two-wheelers pay 2% to 8%, depending on the price. Most electric vehicles pay no road tax.

For example, a ₹5 lakhs car is taxed at 4%, so you pay ₹20,000. For a car at ₹8 lakhs, the rate is 7%, so the tax comes to ₹56,000. Choose the diesel version of the ₹5 lakhs car and the rate becomes 5%, which is ₹25,000.

No road tax or registration fee

Electric car up to ₹30 lakhs

No road tax or registration fee, up to 31 March 2030

Electric car above ₹30 lakhs

No exemption, so the usual road tax applies

The exemption covers electric vehicles bought and registered in Delhi under Delhi’s electric vehicle (EV) policy, in force from 1 July 2026. An electric car costing more than ₹30 lakhs pays road tax in the same way as any other car. As reported, the policy does not extend the waiver to hybrids, so a hybrid pays the rate for its fuel.

A few other things to know about Delhi’s road tax

  • Based on cost price

The tax is a percentage of the vehicle’s cost price, before any discount from the dealer

  • Cars from other states

A car registered in another state pays the Delhi tax less one-tenth for each full year since it was first registered

  • Paid on Vahan

Pay road tax and the registration fee online on Vahan. For a new car, the dealer usually pays both for you

Check the amount Vahan shows before you pay, as the Delhi government can change these rates.

RTO fees and charges in Delhi

RTO fees and charges in Delhi

What a zonal office charges for RC work, apart from road tax

Pay ₹600 to register a new private car at a Delhi zonal office, and ₹300 for a motorcycle. Every zonal office, from DL-1 Mall Road to DL-13 Rohini-II, applies the same national schedule from Rule 81 of the Central Motor Vehicles Rules, 1989.

Registering a new car in Delhi

Registering a new car in Delhi

Leave the registration to the dealer: For most new private cars in Delhi, the dealer applies on the Vahan portal, so the car does not have to go to the zonal office. The road tax and registration fee are part of the price you pay, and the zonal office approves the application before the Registration Certificate (RC) is issued.

  1. 1

    Insure the car first

Buy at least a Third-Party policy before the car is registered. Comprehensive cover protects your own car as well

  2. 2

    Dealer applies on Vahan

Give the dealer your address proof and PAN card or Form 60. The dealer uploads Form 20, 21 and 22

  3. 3

    Pay Delhi road tax

Pay the one-time Delhi tax on the car’s cost along with the ₹600 registration fee. Most electric cars pay neither

  4. 4

    Get your DL number

The zonal office approves the application and allots a DL number, and the car gets its HSRP

  5. 5

    Receive your RC

Collect the smart card RC, issued in your name and sent to the address you gave

Important to know: Buy the car insurance yourself before delivery day if you wish. The dealer asks only for a valid policy to register the car, so compare plans before you pick one.

Transferring car ownership in Delhi

Transferring car ownership in Delhi

Selling or buying a used DL car, and clearing a car loan from the RC

Start a used car sale at the zonal office that issued the RC, or on Vahan: The office code on the RC decides where the file goes, not the address of the buyer.

  1. 1

    Seller files Form 29

As the seller, send Form 29 to the zonal office on the RC to report the sale

  2. 2

Sign Form 30 with the buyer

Both of you sign it, so the zonal office can enter the buyer’s name on the RC

  3. 3

    Attach the documents

Upload the RC with a valid policy, the Pollution Under Control (PUC) certificate and the buyer’s address proof

  4. 4

    Pay ₹300 for a car

Pay the transfer fee on Vahan or at the zonal office counter

  5. 5

    Move the policy

Within 14 days of the transfer, the buyer must move the insurance into their name

Removing a loan (hypothecation) from the RC in Delhi

Pay the last instalment, then collect the lender’s No Objection Certificate (NOC) and a signed Form 35. Apply on Vahan to remove the hypothecation, and the zonal office issues an updated RC without the loan.

Good to know: Form 34 is the form a lender uses to add a loan to the RC when a Delhi car is bought on finance.

Delhi RTO services online

Delhi RTO services online

Start most Delhi RTO work online: Use the Vahan portal for vehicle services and the Sarathi portal for driving licences, both on the Parivahan Sewa website. Visit the zonal office only for steps such as the driving test.

  • Learner’s licence

Start a learner’s licence application on Sarathi, then upload the documents and pay the fee there

  • Driving test slot

Choose a date at your zonal office for the driving test for a permanent licence

  • Road tax and fees

Clear road tax and RTO fees for a DL vehicle through Vahan

  • Ownership and address changes

Request a transfer, an address change or a duplicate RC through Vahan

  • Vehicle details

Enter a DL number on Parivahan Sewa or the mParivahan app to see its zonal office, insurance and Pollution Under Control (PUC) status

Duplicate RC and RC status check in Delhi

Apply on Vahan with Form 26 if your RC is lost, stolen or damaged, and pay the duplicate RC fee shown in the fees table. Track the status of a DL registration on Parivahan Sewa or mParivahan, or use Kiwi Insurance to check your RC status.

Driving licence services in Delhi

Handle each licence task on Sarathi: The learner’s licence, the driving test booking, a renewal, and the International Driving Permit. For a paper application, use Form 2 or Form 4A from the forms grid.

Check your DL number on the Parivahan e-challan portal to see what is due before you pay. The fines below come from the Motor Vehicles (Amendment) Act, 2019, and Delhi can compound some offences at its own amounts, so the challan shows the final amount.

Moving your car to Delhi
Moving states

Moving your car to Delhi

Register the car in Delhi and get a DL number if it will stay here for more than 12 months. Delhi road tax is charged at that point, reduced for the car’s age, and you can claim the unused tax back from your old state.

  1. 1

    Get a No Objection Certificate

Apply with Form 28 at the RTO in your old state for the No Objection Certificate (NOC)

  2. 2

    Apply at your zonal office

Bring the NOC, the RC, your policy and a PUC certificate to the zonal office that covers your new address

  3. 3

    Pay road tax

Pay the Delhi tax for the car’s cost, less one-tenth for each full year since it was first registered

  4. 4

    Get your DL number

Put the new plate on the car once the zonal office allots the DL number

  5. 5

    Update your insurance

Inform your insurer of the new DL number and address once the plate is on

For example, a car that cost ₹8 lakhs and was first registered three years ago pays 70% of ₹56,000, which is ₹39,200. If you are leaving Delhi, get the NOC from your zonal office before you move. Claim back the unused Delhi road tax after the new state has registered the car.

BH series registration in Delhi

BH series registration in Delhi

A national number for owners who are moved between states for work

A Bharat series (BH) number is a registration mark that works across India, so it carries no DL code or any other state code. Register a car on BH and you will not need a No Objection Certificate (NOC) or a new number when you are posted out of Delhi.

Apply for one if you work for the central or a state government, the defence forces or a public sector company, or for a private company with offices in four or more states or union territories. Check the rules in G.S.R. 594(E), the MoRTH notification of 26 August 2021, which has applied since 15 September 2021.

  • Plate format

The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car

  • Private sector staff

Submit Form 60 from your employer with the application to show the company has offices in at least four states or union territories

  • Since December 2022

Sell a BH car to a new owner, or convert an existing registration, under G.S.R. 879(E) of 14 December 2022

  • Moving out of Delhi

Take a BH car to another state with no No Objection Certificate (NOC), no new registration and no tax refund to claim

Worth knowing: Submit each form to the zonal office whose code is on your RC, such as DL-1 at Mall Road or DL-3 at Lado Sarai.
