ARTO Bavla is the official title of the office behind GJ-38, an Assistant Regional Transport Office (ARTO) of the Commissionerate of Transport, Gujarat in Ahmedabad district. Beyond its name, code and town, little about it could be confirmed, so plan the visit with care.
A Bavla plate such as GJ 38 AB 1234 opens with GJ for Gujarat, followed by 38 for the Bavla office. Next come the series letters, AB, and last the four-digit number, 1234.

Worth knowing: A GJ-38 car keeps 38 even if its owner moves into Ahmedabad city later, as the code changes only if the car is re-registered outside Gujarat or its registration details are changed.
New GJ-38 cars sold from 1 April 2019 come with the High Security Registration Plate (HSRP) fitted. An older Bavla car needs the plates installed by booking online.
Use the booking portal named on the Commissionerate of Transport, Gujarat website, where the date for your car is also given; our Gujarat RTO guide has the rest.
GJ-38 first, then the Ahmedabad city codes
Bavla issues GJ-38. The Ahmedabad city offices use other codes, GJ-01 and GJ-27, so a car with either of those was registered in the city.
Confirm the address before the trip, then bring the right papers
The office is in Bavla, but its street address, pincode and hours have not been confirmed. Check the address before you go, rather than relying on a map pin.

For a licence test, rely on the venue printed on your Sarathi booking, which could not be confirmed from an official source for Bavla.

Which addresses Bavla registers could not be confirmed from an official source. Sanand and Dholka are examples only, so check your own address on Vahan.

The Gujarat rate, paid once when a GJ-38 number is issued
Bavla collects Gujarat road tax at first registration: 6% of the cost for a private car owned by an individual, and 12% for a company or other owner that is not an individual. Electric vehicles registered since 1 April 2026 pay the same 6% unless a new scheme is notified, as the 1% concession ended on 31 March 2026; check the amount on Vahan.
Vahan shows the exact amount, and our Gujarat RTO guide covers other vehicle classes.
Fees at Bavla follow the national schedule, so they match the Ahmedabad city offices. Pay them on Vahan; for a new car, the dealer pays the registration fee.
A Bavla example: A loan-funded new car registered at GJ-38 pays ₹2,300 in RTO fees, that is ₹600 plus ₹200 for the smart card and ₹1,500 for the loan entry, and road tax comes on top.
The 15-year renewal of a GJ-38 car is ₹5,000, doubling to ₹10,000 beyond 20 years. A late car renewal adds ₹500 for each month, or ₹300 for a motorcycle.
The dealer applies, and a GJ-38 address sends the car to Bavla
A new car goes to Bavla only when your address falls under GJ-38. The dealer applies on Vahan, so the buyer does not usually make the trip.
The policy has to start before the car can be registered
Form 20 goes on Vahan with your address proof, the RTO fee and road tax
Bavla approves the application and the HSRP plates are fitted
A car with GJ-38 on its RC changes owner through Bavla, on Vahan, using Form 29 from the seller and Form 30 from both sides, for a fee of ₹300 (₹150 for a motorcycle).
The new owner then has 14 days to switch the policy. To lift a loan (hypothecation) entry, file Form 35 with the lender’s NOC; see our Gujarat RTO guide for the papers.
Start GJ-38 vehicle applications on the Vahan portal and licence applications on the Sarathi portal before going to Bavla, so the trip is only for what needs the office.
A duplicate GJ-38 RC is applied for on Form 26, at the listed fee, and the Kiwi Insurance RC status check reads an RC online. Driving licence work runs on Sarathi, and our Gujarat RTO guide lists every online service.
Check and pay GJ-38 challans on echallan.parivahan.gov.in. An uninsured car draws ₹2,000, or ₹4,000 on a repeat.
More in our Gujarat RTO guide.
Into the Bavla area, or out of Gujarat with a GJ-38 car A Gujarat car moving to a GJ-38 address keeps its number; update the RC address and inform your insurer. A car from another state is re-registered with a GJ-38 number after 12 months in Gujarat, with an NOC from the old state and the full Gujarat road tax.
Get it from the office that registered the car in the other state
After 12 months in Gujarat, apply with the NOC and your Bavla address
Pay the full Gujarat road tax, then inform your insurer of the new number
For a GJ-38 car leaving Gujarat, it works in reverse, with Bavla issuing the NOC on Form 28 and the new state registering the car; our Gujarat RTO guide has the papers.
A Bharat series (BH) number can be taken instead of GJ-38 by an eligible buyer who moves between states, so the car needs no NOC later.
Eligible are defence, government and public sector staff and private employees of firms in 4 or more states or union territories, with Form 60. The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. See our Gujarat RTO guide.

Insurers set the Own Damage premium by the office of registration. The India Motor Tariff names Ahmedabad as a Zone A city, but it does not say whether the Bavla office counts as Ahmedabad, so confirm with your insurer whether a GJ-38 car is treated as Zone A. Third-Party cover is priced nationally and does not depend on the zone.
Zone A or Zone B for GJ-38 is not confirmed; your insurer prices it by the office of registration
The same price by engine size at any office, Bavla included
A second-hand buyer has 14 days after the RC transfer to put the policy in their own name
Bavla registers only insured cars. Inform your insurer whenever the GJ-38 RC gets a new owner, address or number.
Third-Party cover comes first, before Bavla registers a GJ-38 car or bike For a policy on the GJ-38 car or bike itself, see Kiwi Insurance plans here.
