How to read a Gujarat (GJ) number plate

How to read a Gujarat (GJ) number plate

GJ 01 AB 1234 is a typical GJ number plate, and it is made up of four parts. GJ is the state code for Gujarat, 01 is the code of the Ahmedabad RTO that registered the car, AB is the letter series and 1234 is the four-digit number.

Number plate GJ 01 AB 1234 labelled: GJ is the state code for Gujarat, 01 is the Ahmedabad RTO code, AB is the series and 1234 is the four-digit number

A GJ-01 car that is now kept in Surat was still registered in Ahmedabad, as the code shows the office that registered the car, not where the owner lives today. If the owner moves from Ahmedabad to Surat or anywhere else in Gujarat, the plate keeps its GJ-01 code. The GJ-01 code is replaced only when the car is re-registered in another state or its registration details are changed.

Worth knowing: Ahmedabad, Surat and Vadodara each have more than one code, so two cars from the same city can carry different GJ numbers.

HSRP number plates in Gujarat
Number plates

HSRP number plates in Gujarat

A new car bought in Vadodara today comes with a High Security Registration Plate (HSRP) already fitted by the manufacturer and dealer, as every new vehicle has since 1 April 2019. The plate is mandatory under Rule 50 of the Central Motor Vehicles Rules, 1989.

  • Chromium hologram

The plate shows a chromium-based hologram

  • Laser-etched number

A unique identification number is laser-etched into every plate

  • Snap locks

The plate is held by snap locks that cannot be removed and cannot be used a second time

  • Windscreen sticker

The third registration mark is a colour-coded sticker, light blue for a petrol or compressed natural gas (CNG) car and orange for a diesel car

Older Gujarat cars and HSRP

Older cars need one too. If your GJ car was registered before 1 April 2019, such as a GJ-06 car from Vadodara, get an HSRP fitted by the date Gujarat sets. Book the HSRP installation through the booking portal named on the Commissionerate of Transport, Gujarat website, and check there which date applies to your GJ car.

Worth knowing: The rule rests on two notifications from the Ministry of Road Transport and Highways: G.S.R. 1162(E) of 4 December 2018 and S.O. 6052 of 6 December 2018.

Vapi, Ankleshwar and Gandhidham RTO codes in Gujarat

Vapi, Ankleshwar and Gandhidham RTO codes in Gujarat

Busy towns that are served by a district RTO

Vapi, Ankleshwar and Gandhidham are large industrial towns, but vehicles there are registered at the RTO for their district. The code on the plate is the district office’s code.

Vapi RTO code (GJ-15)

Vapi does not have its own RTO code. It is in Valsad district, so vehicles in Vapi are registered at the Valsad RTO and carry GJ-15 plates. See the Valsad RTO guide.

Ankleshwar RTO code (GJ-16)

A car bought in Ankleshwar is registered at the Bharuch office, since the town is part of Bharuch district, and it gets a GJ-16 plate. See the Bharuch RTO guide.

Gandhidham RTO code (GJ-39)

Gandhidham is in Kutch district. GJ-39 is linked to the Anjar office for East Kutch, so Gandhidham-area vehicles registered there carry GJ-39, while vehicles registered at the Bhuj RTO carry GJ-12. Confirm which office covers your address before you register. See the Bhuj RTO guide.

Road tax in Gujarat

Road tax in Gujarat

Gujarat road tax on new private cars and two-wheelers is 6% of the vehicle’s cost, paid once when the vehicle is first registered. The exact amount can vary with the vehicle category, ownership, exemptions and current notifications.

New private bike or scooter

6% of the vehicle’s cost, paid once

Car owned by a company or firm

12% of the vehicle’s cost, paid once (double the rate for an individual)

Electric car or bike

The 1% concessional rate for electric vehicles ended on 31 March 2026. An electric car or bike registered after that date pays the standard 6% of its cost unless Gujarat notifies a new scheme, so confirm the amount on Vahan before paying

Taxis, buses and goods vehicles

A different schedule applies, based on the vehicle type

For example only: If a new private car’s taxable cost is ₹8 lakhs, 6% works out to ₹48,000. The amount you pay can differ, so confirm it through the Vahan tax service before you pay. The 6% rate on this page was last checked on 17 September 2026.

RTO fees and charges in Gujarat

RTO fees and charges in Gujarat

The RTO fee to register a new car in Ahmedabad is ₹600, and a duplicate Registration Certificate (RC) for the same car costs ₹300. These fees come from Rule 81 of the Central Motor Vehicles Rules, 1989, a national rule, so the amounts are the same at every RTO in Gujarat.

Worth knowing: These are the RTO’s own fees. The HSRP fitting, Gujarat road tax and any state service charges are paid separately.

Registering a new car in Gujarat

Registering a new car in Gujarat

When you buy a new car from a dealer in Vadodara, the dealer usually handles the registration and files the application on the Vahan portal. Road tax and the registration fee are collected along with the price, and the RTO issues the Registration Certificate (RC) once it has approved the application.

  1. 1

    Insure the car first

The car needs at least Third-Party cover before it can be registered. Most owners take comprehensive cover

  2. 2

    Dealer applies on Vahan

Form 20 goes in with the sale and roadworthiness certificates and a copy of your address proof

  3. 3

    Pay Gujarat road tax

Gujarat road tax and the registration fee for your car are paid at this stage

  4. 4

    Get your GJ number

Once approved, the RTO issues a GJ number, such as GJ-01 in Ahmedabad, and the High Security Registration Plate goes on

  5. 5

    Receive your RC

The RTO issues your RC after it approves the application

Some purchases need more, for example a document check, an inspection of the car or a visit to the RTO in person. Treat the steps above as the common route rather than a fixed rule.

Important to know: The dealer needs a valid policy to register the car, but the policy does not have to come from the dealer. You can compare cover and buy it yourself before delivery day.

Transferring car ownership in Gujarat

Transferring car ownership in Gujarat

When an owner in Surat sells a GJ-05 car, the RC must be moved into the buyer’s name. This is done on Vahan or at the RTO shown on the RC, which here is the Surat office. For a car, the RTO charges ₹300 to record the new owner.

  1. 1

    Seller files Form 29

The seller gives the RTO notice of the sale on Form 29

  2. 2

    Both sign Form 30

Buyer and seller complete Form 30 together to ask for the RC in the buyer’s name

  3. 3

    Attach the documents

Keep the RC, a valid insurance policy, a Pollution Under Control (PUC) certificate and address proof ready

  4. 4

    Pay the transfer fee

Pay ₹300 for a car, on Vahan or at the RTO where the car is registered

  5. 5

    Get the updated RC

The RTO records the buyer as the new owner on the RC

As the buyer, you then have 14 days from the transfer to move the insurance into your name.

Removing a loan (hypothecation) from the RC in Gujarat

When a car is bought on a bank loan, for example in Vadodara, the loan is recorded on the RC as hypothecation through Form 34. After the last instalment, get the lender’s No Objection Certificate (NOC) and Form 35, then apply on Vahan. The RTO issues an updated RC without the loan entry.

Gujarat RTO services online

Gujarat RTO services online

An owner in Vadodara can start many RTO services online, as Gujarat works on the national Parivahan system. Vehicle work such as registration, the RC, tax and change of ownership goes through the Vahan portal, while licences go through the Sarathi portal. The mParivahan app and the e-challan service show vehicle details and any challans.

Some services can be finished entirely online and others still end with an office visit, depending on the transaction and the RTO.

  • Learner’s licence

The learner’s licence form, its fee and the test date are all handled on Sarathi

  • Driving test slot

Choose a slot for the driving test. The test may take place on an automated driving test track

  • Road tax and fees

Vahan takes payment of road tax and RTO fees for a GJ vehicle

  • Traffic challans

Look up and clear e-challans issued to a GJ vehicle on the Parivahan Sewa e-challan portal

  • Vehicle details

Parivahan Sewa and mParivahan show the RTO, insurance and Pollution Under Control (PUC) status of any GJ number you enter

Duplicate RC and RC status check in Gujarat

If the RC of a GJ-27 car registered at Vastral is lost, stolen or damaged, the owner applies for a duplicate on Form 26. The fee for a car is ₹300, as listed in the fees table above. To see where an RC application or record stands, look it up on Parivahan Sewa or the mParivahan app, or check your RC status on Kiwi Insurance.

Driving licence services in Gujarat

A learner in Surat begins on Sarathi, and so does a driver renewing a licence in Rajkot. The learner’s licence, the driving test booking, licence renewal and the International Driving Permit are all applied for there, and Form 2 and Form 4A are in the forms section below.

Traffic fines and e-challan in Gujarat

Traffic fines and e-challan in Gujarat

A driver stopped in Ahmedabad without valid insurance faces a fine of ₹2,000 for a first offence and ₹4,000 after that. That amount, and the others below, are the national amounts in the Motor Vehicles (Amendment) Act, 2019.

States can compound some offences at their own amounts, so the challan issued for a GJ vehicle shows what is actually due. To check or pay one, enter the vehicle or challan number on the Parivahan e-challan portal, echallan.parivahan.gov.in, or in mParivahan.

Worth knowing: Of the fines in this table, driving uninsured is the one a valid policy prevents. See car insurance in Gujarat below.

Moving your car to Gujarat
Moving states

Moving your car to Gujarat

If a new job brings you and your car from another state to Surat, the car needs a Gujarat registration once it has been kept in the state for more than 12 months, under the Motor Vehicles Act. You register it in Gujarat and pay the Gujarat tax that applies, and you can then ask your old state to refund the unused part of its tax.

  1. 1

    Get a No Objection Certificate

Your old RTO issues the No Objection Certificate (NOC) when you apply on Form 28

  2. 2

    Apply at your new RTO

Take the NOC, the RC, your insurance policy and a Pollution Under Control (PUC) certificate to the Gujarat RTO

  3. 3

    Pay road tax

Pay the Gujarat road tax due on your car, as worked out for that car and transaction

  4. 4

    Get your GJ number

When the RTO allots a GJ number, such as GJ-05 for Surat, the new plate goes on

  5. 5

    Update your insurance

Share the new GJ number and your Gujarat address with your insurer, so both records agree

The documents asked for can differ by vehicle, state and office, so check the latest process on the Parivahan Sewa website or with the RTO. If you are leaving Gujarat, follow the same steps the other way round, and get the NOC from your GJ RTO before the car leaves the state.

BH series registration in Gujarat

BH series registration in Gujarat

A Bharat series (BH) number plate is a registration number that is valid across India, so it has no GJ or other state code. When the owner moves out of Gujarat, there is no need for a No Objection Certificate (NOC) or a new registration in the new state. It suits people who are transferred often, such as a defence officer posted in Ahmedabad. The series came in through G.S.R. 594(E) of 26 August 2021 and took effect on 15 September 2021.

Who can apply for a BH number in Gujarat

  • Government employees

Employees of the central government or of a state government

  • Defence personnel

    Members of the defence forces

  • Public sector employees

    Staff of public sector organisations

  • Private sector employees

Staff of a company with offices in 4 or more states or union territories, who submit Form 60 from the employer

8%

₹10 lakhs to ₹20 lakhs

10%

Above ₹20 lakhs

A diesel car pays 2% more than the rate above and an electric car 2% less, and the tax is charged in 2-year blocks. A private car on a regular GJ number instead pays Gujarat’s one-time road tax of 6% of its cost.

The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. When the owner later leaves Gujarat, there is also no road tax refund to claim. G.S.R. 879(E) of 14 December 2022 added rules for transferring ownership of a BH car and for converting an existing registration to the series.

The RTO that registers your car sets the pricing zone for the Own Damage part of the premium. A car registered in Ahmedabad is in Zone A, and one registered in Surat, Vadodara or Rajkot is in Zone B. The Third-Party price does not change with the zone, since it is set nationally.

How your insurance links to the Gujarat RTO

Three moments link the policy to the RTO record. A new car is insured before it can be registered. After a used car sale, the buyer has 14 days to take over the policy. If the car is re-registered, for example after a move, inform your insurer so the policy shows the new number.

Worth knowing: When you buy a used GJ car, aim to complete the RC transfer and the policy transfer inside the same 14 days, so there is no gap in cover after the sale.
