Himmatnagar is the headquarters of Sabarkantha district, and its Regional Transport Office (RTO) registers the district’s vehicles as GJ-09. You will see the town written Himatnagar too, on the district website and in directories. Since 2013, the Arvalli talukas around Modasa have had their own code, GJ-31.
Here is GJ 09 AB 1234 taken apart. GJ means Gujarat. 09 means RTO Himmatnagar. Then come the letters AB, which are the series, and 1234, the four-digit number.

Worth knowing: A car that left Himmatnagar with GJ 09 on it still shows GJ 09 after a sale in Modasa or a move to Ahmedabad. The Himmatnagar code on it is replaced only when the car is re-registered outside Gujarat or its registration details are changed.
Sabarkantha cars sold new from 1 April 2019 came with a High Security Registration Plate (HSRP). A GJ-09 car from before that date has to be fitted with one, as Rule 50 of the Central Motor Vehicles Rules, 1989 lays down.
Go to the booking portal named on the Commissionerate of Transport, Gujarat website, where the date for GJ vehicles is also shown
The plate’s features and the legal notices behind it are on our Gujarat RTO guide.
Sabarkantha’s GJ-09, Arvalli’s GJ-31 and the neighbours
Vehicles registered for Sabarkantha addresses get GJ-09 from RTO Himmatnagar. The code most often taken for it is GJ-31, Modasa, which belongs to Arvalli, the district carved out of Sabarkantha in 2013.
According to the Arvalli district website, six talukas went to the new district, Modasa, Bayad, Dhansura, Bhiloda, Malpur and Meghraj, with Modasa as its headquarters. Addresses in those talukas now belong to Arvalli, not Sabarkantha.
The GJ-09 office for Sabarkantha, as directories list it
RTO Himmatnagar is the Regional Transport Office for Sabarkantha, so registrations, licences, transfers, address changes and road tax for GJ-09 vehicles go through it. Two directories give its address; neither is an official source.
Gujarat’s transport department calls it RTO Himmatnagar. In Digit’s and Spinny’s listings the address is Savgadh Vijapur Road, Himatnagar, 383001, and Digit also gives a longer form naming the Vijapur bypass road at Savgadh.
Worth knowing: Driving tests at RTO Himmatnagar are taken against a slot reserved on Sarathi, so reserve it before you travel in.

Your office is fixed by the address on your Registration Certificate (RC). For an address in Sabarkantha that is Himmatnagar and GJ-09; for one in the six Arvalli talukas it is the Modasa office and GJ-31.
A registered car carries its answer on the plate. Enter the number, GJ09AB1234 as an example, in the finder at the top of this page or on the Vahan portal; the office that appears is the one to send later work to.
Worth knowing: A Modasa car that was given GJ-09 before Arvalli was formed does not have to switch to GJ-31. When you do move house, the RC gets the new address and you inform your insurer.
Sabarkantha borders Arvalli, Mehsana, Gandhinagar and Banaskantha in Gujarat, and it also borders Rajasthan. Each Gujarat neighbour has an office and code of its own.

Gujarat’s rate, paid one time when the car is registered Nothing about road tax is decided in Himmatnagar. A GJ-09 car pays the Gujarat tax, once, at its first registration, and the amount is a percentage of what the car cost.
Six per cent of the price, one time, for a car or two-wheeler in a person’s name
Firms, companies and joint owners pay double under the Gujarat Act
The 1% EV rate ended on 31 March 2026, and a Sabarkantha EV is now charged 6% if no new scheme is notified. Get the amount from Vahan
An owner who brings a car to Sabarkantha from outside Gujarat pays the complete Gujarat tax at re-registration. The Gujarat Motor Vehicles Tax Act, 1958 charges such a car what a new Gujarat car would pay.
Sabarkantha and Arvalli cars pay one Gujarat rate
Under the Act, joint names put the car in the non-individual band, at 12%

RTO fees in Himmatnagar are the national ones, the same as Modasa or Mehsana charge. They are paid through the Vahan portal, and a dealer pays them when registering a new car.
Worked example: Buy a new car in Himmatnagar with a loan and the RTO takes ₹600 for registration, ₹200 for the smart card RC and ₹1,500 for hypothecation. The total, ₹2,300, is separate from Gujarat road tax.
A GJ-09 car of 15 renews for five years at ₹5,000; one of more than 20 at ₹10,000. Missing the date adds a monthly late fee, ₹500 for cars and ₹300 for motorcycles.
Sabarkantha addresses get GJ-09, Arvalli addresses GJ-31
A dealer registers the new car on Vahan, and your home address chooses the office. Give a Himatnagar address and the car becomes GJ-09; give a Modasa address and it goes to GJ-31, even from the same showroom.
The car must be insured first, by any insurer you like
The dealer files with your Sabarkantha address proof
Gujarat road tax and the RTO fee are included in the on-road price
RTO Himmatnagar approves and the number is allotted
HSRP plates go on, and the RC comes in your name
A Sabarkantha scooter or motorcycle follows the same route to GJ-09
Policy and Vahan papers should carry the same Sabarkantha address
When the RC comes, look for GJ-09 and your correct name and address
RTO Himmatnagar changes the owner on a GJ-09 record, whether you apply on Vahan or at the office. As seller you file Form 29, you and the buyer sign Form 30, and ₹300 is the fee for a car.
GJ-09 RC, policy, Pollution Under Control (PUC) certificate in date, and an address proof from the buyer
A Sabarkantha buyer should move the insurance across inside 14 days of the sale
With a loan still on the RC (hypothecation), the lender’s No Objection Certificate (NOC) and Form 35 come first, at no charge. For transfers in more detail, read our Gujarat RTO guide.
Vehicle applications for a GJ-09 car go on the Vahan portal, and licence applications on the Sarathi portal. RTO Himmatnagar processes them for Sabarkantha addresses.
The driving test, plus any inspection RTO Himmatnagar asks for
Form 26 gets you a duplicate RC when the card is lost or damaged, for ₹300 on a car. To look up a GJ-09 record, check your RC status on Kiwi Insurance.
Sabarkantha learners apply on Sarathi for the learner’s licence and then book the test from there, sitting it in person. Our Gujarat RTO guide covers renewals and other licence work.
Under section 196 of the Motor Vehicles Act, 1988, driving a GJ-09 car without insurance is fined ₹2,000, and ₹4,000 if it happens again.
Where Gujarat compounds an offence at its own amount, the Sabarkantha challan shows it; pay that on echallan.parivahan.gov.in or mParivahan. Sabarkantha drivers will find every other fine on our Gujarat RTO guide.
A Gujarat plate stays; an outside plate has to go
Bringing a Gujarat car to Himmatnagar is simple, as the number stays. An outside-state car must be given a GJ number after more than 12 months in Gujarat, which section 47 of the Motor Vehicles Act, 1988 requires.
The RTO that registered the car issues it, on Form 28
Re-register the car there inside 12 months
The full Gujarat amount is charged when it is re-registered
If you are leaving Gujarat, the same steps apply in reverse: RTO Himmatnagar provides the NOC for a GJ-09 car on Form 28, and the destination state registers it.
Worth knowing: When moving in from another state, inform your insurer of the Sabarkantha address on arrival, then of the GJ-09 number when it comes through. The Form 28 and Form 33 details are on our Gujarat RTO guide.
A Bharat series (BH) number works in any state, so a Sabarkantha owner who could be transferred out of Gujarat avoids re-registration. It is for defence and government employees, and for private employees on Form 60 whose company has offices in 4 or more states or union territories.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
BH cars pay tax in 2-year instalments, not as a lump sum, and our Gujarat RTO guide shows how much.

Before you submit: Look up the documents for your service on the Parivahan Sewa website, which keeps every other RTO form too.
Insurers price Own Damage by the zone of the registering office. A GJ-09 car is Zone B, and only Ahmedabad is Zone A in Gujarat, so a Himmatnagar registration usually pays less. Third-Party premiums are the same everywhere.
Himmatnagar is Zone B for Own Damage insurance, so cover usually costs less than for the same car registered in Ahmedabad
Third-Party cover is priced nationally by engine size, so compare insurers on Own Damage and optional covers
An Ahmedabad car brought to Himmatnagar is still Zone A, as the zone comes from the office that registered it
See which cashless partner garages are near Himatnagar and along the roads you use
Insurance has to start before RTO Himmatnagar registers the car
A GJ-09 buyer has 14 days to have the policy put in their name
Inform your insurer of the GJ-09 number after re-registration
A GJ-01 car keeps its plate and Zone A here; inform your insurer of the move
Third-Party cover is required for every car and bike on Sabarkantha roads A GJ-09 car or bike that changes owner needs its policy changed as well as its RC. Kiwi Insurance has car and bike plans in the links below.
