Anand district was carved out of Kheda district, so Anand has a code of its own, GJ-23. Its office is an Assistant Regional Transport Office (ARTO), named ARTO Anand by the state, while the Kheda district office at Nadiad keeps GJ-07.
On GJ 23 AB 1234, the letters GJ say Gujarat and the 23 says ARTO Anand registered the car. AB is its series, and 1234 is the four-digit number.

Worth knowing: An Anand plate stays GJ-23 when the owner moves to Nadiad or anywhere else in Gujarat; it changes only if the car is re-registered outside Gujarat or its registration details are changed.
If your GJ-23 car was bought new on or after 1 April 2019, the High Security Registration Plate (HSRP) came fitted from the showroom. An Anand car registered before that date needs one installed under Rule 50 of the Central Motor Vehicles Rules, 1989.
Use the booking portal that the Commissionerate of Transport, Gujarat website names, which also shows the date for GJ vehicles
For plate features and the notifications behind them, see our Gujarat RTO guide.
Anand’s code, its parent district’s code and the other codes around it
Anand district’s code is GJ-23, and the Commissionerate names its office ARTO Anand. The second table holds GJ-07, the Kheda code used at Nadiad, with the Vadodara and Ahmedabad codes that Anand owners also come across.
Anand district is listed with eight talukas, Anand, Anklav, Borsad, Khambhat, Petlad, Sojitra, Tarapur and Umreth. That list describes the district, though, and no official list confirms that each of them registers at the Anand office.
The Assistant RTO for Anand district and its listed address
Everything a GJ-23 owner needs from the RTO, from a new registration to a licence or a transfer, is handled at ARTO Anand. Two directories give the same address for it, but no official page confirms it, so treat it as a guide.
The state lists the office as ARTO Anand (GJ-23), an Assistant Regional Transport Office rather than a full RTO. Directories place it on the ground floor of the Sevasadan building, with the D.S.P. Office, at Borsad Chokdi.
Worth knowing: At ARTO Anand, as at other Gujarat offices, the driving test runs on a slot you book on Sarathi before you arrive.

Which office registers your car depends on the address you give, not the dealer you buy from. An address in Anand district normally goes to GJ-23, while a Nadiad or other Kheda address goes to GJ-07.
To check a car that already has a number, enter it, say GJ23AB1234, in the finder at the top of this page or on the Vahan portal. Whichever office registered the car keeps its file, and its later work goes there.
Worth knowing: Moving from Petlad to Anand town, or from Anand to Ahmedabad, does not change your number. Put the new address on the Registration Certificate and inform your insurer of it.
Anand district borders Kheda, Vadodara and Ahmedabad, and each runs its own office. Kheda’s office at Nadiad is the one people confuse with Anand, as Anand was once part of that district.

A one-time Gujarat charge, the same at ARTO Anand as anywhere in the state Road tax on a car registered at ARTO Anand is set by Gujarat and paid once at registration, as a percentage of the price. Nothing extra is added for Anand, and Nadiad or Vadodara charge exactly the same.
An individual pays 6% of the vehicle’s cost once, at the first registration
The Gujarat Act doubles the rate for owners other than individuals, which gives 12%
The 1% EV rate closed on 31 March 2026. EVs registered after it pay 6% until any new scheme is notified; confirm the amount on Vahan
Bringing a car into Anand from another state? It pays the whole Gujarat rate at re-registration, as the Gujarat Motor Vehicles Tax Act, 1958 treats it like a new Gujarat registration.
GJ-23 cars pay the same rate as GJ-07 cars in Nadiad
Under the Act, a jointly owned car counts as non-individual and pays twice the base rate
Vahan works out the amount for your car before you pay. Rates for other vehicles are on our Gujarat RTO guide
ARTO Anand charges the national RTO fees, so a GJ-23 registration costs no more or less than one at Nadiad. Payment is made on the Vahan portal, by the dealer when the car is new.
Worked example: Say you buy a new car in Anand with a bank loan. Registration is ₹600, the smart card RC ₹200 and noting the loan ₹1,500, which makes ₹2,300 in RTO fees on top of road tax.
An Anand car that is 15 years old pays ₹5,000 to renew its registration for five years, and ₹10,000 once it is past 20. Each month you renew late adds ₹500 for a car and ₹300 for a motorcycle.
Your address, not the dealer’s, decides between GJ-23 and GJ-07
Your dealer in Anand files a new car’s registration on Vahan, but approval comes from whichever office covers your home address. Live in Anand and you get GJ-23; live in Nadiad and the same dealer’s papers go to GJ-07.
Insure the car before registration, with any insurer you choose
The dealer uploads the application with proof of your Anand address
Your invoice folds Gujarat road tax and the RTO fee into the on-road price
ARTO Anand checks the file and allots a GJ-23 number
HSRP plates are fitted and the RC is issued to you
A two-wheeler bought in Anand is registered the same way and gets GJ-23
Use one address on your policy and on every registration paper
Check the code, name and address on the new RC the day it arrives
If you sell a GJ-23 car, ARTO Anand records the new owner, and the papers can go in on Vahan or at the office. You sign Form 29 as the seller, you and the buyer sign Form 30, and a car transfer costs ₹300.
Upload the GJ-23 RC and policy, a Pollution Under Control (PUC) certificate that is still valid, and buyer address proof
Counting from the sale, an Anand buyer has 14 days in which to switch the policy across
Is a loan still noted on the RC (hypothecation)? Get the bank’s No Objection Certificate (NOC) and file Form 35 first, at no cost. Our Gujarat RTO guide explains the whole process.
Most RTO jobs for an Anand car start on the Vahan portal, and licence jobs on the Sarathi portal. ARTO Anand then works on the application, as the office for the address on it.
Driving tests, and any inspection ARTO Anand asks for
A missing or damaged RC is replaced through Form 26, and a car’s duplicate costs ₹300. You can also check your RC status for a GJ-23 number on Kiwi Insurance.
Learning to drive in Anand? Apply for the learner’s licence on Sarathi, book your test slot there, then sit the test in person. Licence renewals and other services are on our Gujarat RTO guide.
Drive a GJ-23 car without valid cover and the fine is ₹2,000 for the first offence and ₹4,000 for the next, under section 196 of the Motor Vehicles Act, 1988.
Some Gujarat offences are compounded at state amounts, so pay what your challan says, at echallan.parivahan.gov.in or in mParivahan. Our Gujarat RTO guide lists the other fines.
A Gujarat car keeps its plate, a car from another state does not
Moving to Anand from Ahmedabad or Rajkot? Your GJ number stays. Moving from another state, you must re-register the car with a GJ number once it has spent more than 12 months in Gujarat, under section 47 of the Motor Vehicles Act, 1988.
Request it on Form 28 from the RTO in the state you are leaving
File before the car has been in Gujarat for 12 months
You pay the full Gujarat rate, as for a new car here
If you are leaving Gujarat, the same steps apply in reverse: ARTO Anand issues the NOC on Form 28, and you register the car again in your new state.
Worth knowing: Coming from another state, inform your insurer once when you settle in Anand and again when the car is given its GJ-23 number. The paperwork for each step is on our Gujarat RTO guide.
If your job could send you to another state, a Bharat series (BH) number saves re-registering the car each time, since it is valid in every state. Defence and government staff can apply, and a private employee can too, with Form 60, if the company works in 4 or more states or union territories.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
Instead of Gujarat’s one-time tax, BH tax is paid every 2 years, and our Gujarat RTO guide has the rates.

Before you submit: For each service, the Parivahan Sewa website lists the documents needed and also links to every other RTO form.
The premium follows the RTO that registered your car. A GJ-23 car is in Zone B and the same car registered in Ahmedabad would be Zone A, so Own Damage cover usually costs less with an Anand registration. The Third-Party premium is fixed nationally and does not change.
Anand is Zone B for Own Damage insurance, which usually means a lower premium than in Ahmedabad, the one Gujarat city in Zone A
Third-Party rates are notified by engine size for all of India, so insurers compete on Own Damage and optional covers
A GJ-01 car that moves to Anand keeps its Zone A rating, as the zone goes with the registering office
Look for cashless partner garages close to home and to work before you choose a plan
ARTO Anand allots the GJ-23 number only once the car is insured
Buy a GJ-23 car and you have 14 days to put its policy in your name
When the car is re-registered in Anand, inform your insurer of its GJ-23 number
A GJ-01 car stays Zone A after the move, so inform your insurer of your Anand address
Every car and bike in Anand needs at least Third-Party cover to be on the road Bought a GJ-23 car second-hand? Once the RC is in your name, move the policy too. Kiwi Insurance covers cars and bikes, linked below.
