The Gujarat code list gives Junagadh district the code GJ-11, and the Commissionerate of Transport, Gujarat titles its office a full Regional Transport Office (RTO) rather than an assistant one. Two codes seen on Junagadh roads, GJ-32 and GJ-25, come from neighbouring districts with offices of their own.
Take GJ 11 AB 1234 as an example of a plate issued in Junagadh. GJ marks a Gujarat registration, 11 is the code of the Junagadh RTO, AB is the letter series and 1234 is the four-digit number.

Worth knowing: Selling the car to a buyer in Rajkot, or moving with it to Veraval or anywhere else in the state, leaves the GJ-11 code as it is, and the code changes only if the car is re-registered outside Gujarat or its registration details are changed.
A vehicle registered at the Junagadh RTO since 1 April 2019 had its High Security Registration Plate (HSRP) fitted by the dealer before delivery. An older GJ-11 car or scooter needs one fitted as well, under Rule 50 of the Central Motor Vehicles Rules, 1989.
The installation is booked on the portal named on the Commissionerate of Transport, Gujarat website, which also gives the date for older GJ vehicles
For sticker colours, plate features and the notifications behind the rule, see our Gujarat RTO guide.
GJ-11, and the nearby codes that are taken for it
Junagadh district appears on the Gujarat code list under GJ-11. Most mix-ups involve two neighbours: GJ-32 for Gir Somnath, whose office is in Veraval, and GJ-25 for Porbandar.
The Commissionerate of Transport, Gujarat titles its page for the office RTO Junagadh (GJ-11), which settles both the code and its status as a full Regional Transport Office. Gir Somnath is reported to have been carved out of Junagadh district on 15 August 2013, and it has registered its own vehicles under GJ-32 since then.
What is known for certain about the GJ-11 office, and what is not
The GJ-11 office looks after registration, licences, ownership changes, address updates and road tax for owners with a Junagadh district address. Its code and status come from the Commissionerate of Transport, Gujarat. Where the office stands is known only from directory listings, so treat the address below as a guide.
Directories place the office near Majevadi Gate in Junagadh, a name they also write as Majevadi Darvaja, and both give the pincode 362001.
Worth knowing: An owner in Veraval or elsewhere in Gir Somnath registers at the GJ-32 office, not here. Driving tests and other slot-based services at the Junagadh office are booked on Sarathi first.

The office that registers your vehicle is the one for the address on your Registration Certificate, not the town where the showroom is. For an address in Junagadh district that is GJ-11. An official area-by-area list could not be confirmed, so the table shows districts only. To find the office that holds an existing car’s record, look it up on the Vahan portal.
Enter a registration such as GJ11AB1234 in the finder at the top of this page to see which office issued it. That office keeps the file, so later work on the car goes there as well.
Worth knowing: Moving house inside Gujarat, say from Junagadh to Veraval, leaves your number as it is. Only the address on the RC changes, and you should inform your insurer once it is updated.
Cross the district line and the plates change: GJ-25 in Porbandar and GJ-14 in Amreli, the two neighbours the Junagadh district website names, and GJ-32 in Gir Somnath, carved out of Junagadh. Each of those districts runs its own office, so an owner who lives there registers there rather than in Junagadh.

Every GJ code
One payment at the Gujarat rate, made when the vehicle is first registered A Junagadh car pays the Gujarat state rate of road tax, once, when it is first registered, worked out as a share of its cost. No extra city rate is added on top.
An individual owner pays 6% of the car’s cost, one time, when the GJ-11 registration is made
Gujarat’s tax law charges twice the individual rate when the owner is a company or another non-individual
Battery cars paid 1% only up to 31 March 2026. A new EV is now taxed at 6%, unless the state notifies a fresh scheme; see Vahan
A Junagadh buyer of a ₹6 lakh car therefore pays ₹36,000, exactly what a buyer at any other Gujarat office would pay for it.
Re-registered here, it pays the full Gujarat tax, just as a car first registered in Gujarat would
The Vahan tax screen works out your exact sum ahead of payment, and the full rate table is in our Gujarat RTO guide
RTO fees are national, so the GJ-11 office asks for exactly what the Porbandar or Amreli office does. They are paid on the Vahan portal, and on a new car the dealer pays them when filing the registration.
Worked example: Financing a new car in Junagadh means ₹600 to register it, ₹200 for the smart card RC and ₹1,500 to have the loan noted, so ₹2,300 goes to the RTO before any Gujarat road tax is added.
When a GJ-11 car reaches 15 years, re-registering it for another 5 years costs ₹5,000, rising to ₹10,000 beyond 20 years. Miss that renewal and Rule 81 adds a late fee of ₹500 a month for a car, though only ₹300 a month for a motorcycle.
Your dealer applies, and where you live picks the office
A new car bought in Junagadh is registered by the dealer on Vahan, and the office that approves it is the one for the buyer’s address. A buyer living in Junagadh district receives a GJ-11 number, while a Veraval buyer at the same showroom receives GJ-32.
A new car needs a valid policy before it can be registered, and any insurer can issue it
Your address proof goes in with the application and decides which office approves it
The on-road price you pay already carries the Gujarat road tax and the RTO fee
Once the Junagadh office signs off, the GJ-11 registration is yours
The plates go on before delivery and the RC follows in your name
A two-wheeler bought by a Junagadh owner follows the same address rule and is registered as GJ-11
Use the same address on the policy and the application so the two records agree
A Porbandar resident who buys a car in Junagadh is still registered under GJ-25
When a GJ-11 car is sold, the Junagadh office that holds its record changes the owner, whether the papers go in on Vahan or at the counter. The seller files Form 29, seller and buyer both sign Form 30, and the fee for a car is ₹300.
Scans of the RC and live policy, a valid Pollution Under Control (PUC) certificate and the buyer’s address proof
The buyer has 14 days from the sale to move the policy into their name
A bank loan still shown on the RC (hypothecation) is cleared first with Form 35 and the lender’s No Objection Certificate (NOC), at no fee. The rest of the process is in our Gujarat RTO guide.
A Junagadh owner rarely needs to queue for paperwork now. Vehicle jobs go through the Vahan portal and licence jobs through the Sarathi portal, and the GJ-11 office then deals with what you file.
The driving test, and a vehicle inspection when the office asks for one
A GJ-11 RC that is lost or damaged is replaced through a duplicate application on Form 26, at ₹300 for a car. To see the record as it stands, check your RC status on Kiwi Insurance.
A first learner’s licence is applied for on Sarathi, where the test slot is also booked before the visit to the office. Other services online are listed in our Gujarat RTO guide.
Driving in Junagadh with a lapsed or missing policy is an offence under section 196 of the Motor Vehicles Act, 1988, fined ₹2,000 when first caught and ₹4,000 for any later offence.
Pay the amount on the challan itself, on echallan.parivahan.gov.in or in mParivahan. Other offences are listed in our Gujarat RTO guide.
What changes depends on the state the car is registered in
A car registered elsewhere in Gujarat keeps its plate when its owner settles in Junagadh. Bring one in from outside Gujarat, though, and section 47 of the Motor Vehicles Act, 1988 requires a GJ registration after the car has stayed in the state beyond 12 months.
The RTO that registered the car issues the No Objection Certificate (NOC) on Form 28
Apply to the GJ-11 office before the car has spent 12 months in Gujarat
The full Gujarat rate applies, as for a car first registered in the state
If you are leaving Gujarat, the order reverses: The Junagadh office issues the NOC on Form 28, and the car is then registered in your new state.
Worth knowing: After a move from another state, inform your insurer twice, once for the new address and again when the GJ-11 number is issued. The forms are covered in our Gujarat RTO guide.
A Bharat (BH) series number suits a Junagadh owner whose job moves between states. It is valid everywhere and needs no No Objection Certificate (NOC) at the next transfer. Eligible owners include defence and government staff, plus private employees of a firm with offices in 4 or more states or union territories, who need Form 60 from that employer.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
BH tax is paid every 2 years instead of Gujarat’s one-time charge, and the rates are in our Gujarat RTO guide.

Your premium zone follows the office that registered the car, not your home address. A GJ-11 car is rated Zone B, while the same car registered in Ahmedabad would be Zone A, so the Own Damage part of a Junagadh policy usually costs less. The Third-Party price is set nationally and does not change.
Junagadh is in Zone B for Own Damage cover, so the premium is usually lower than for an Ahmedabad car in Zone A
Two cars with the same engine pay one Third-Party price in Junagadh and Veraval, so quotes differ on Own Damage and optional covers
GJ-32, GJ-25 and GJ-14 registrations are rated in the same zone as GJ-11
Before choosing a plan, a Junagadh owner can look for cashless partner garages close to home and to work
The policy has to be in place before the Junagadh office allots the GJ-11 number
A buyer taking over a GJ-11 car has 14 days to move the policy into their own name
A car from another state that gets a GJ-11 number needs it on the policy, so inform your insurer
A GJ-01 car that moves to Junagadh keeps both its number and its Zone A rating, so only the address on the policy needs updating
A GJ-11 car or scooter needs at least Third-Party cover before it is registered or driven When the RC shows your name, the policy should show it too. Kiwi Insurance covers a car and a bike, through the two links below.
