Nadiad is the headquarters of Kheda district, so the district’s Regional Transport Office (RTO) is here and its cars carry GJ-07. Two parts of the old district now register elsewhere, Anand under GJ-23 and the Balasinor and Virpur talukas under Mahisagar’s GJ-35.
A Kheda car might read GJ 07 AB 1234. GJ is Gujarat, 07 is RTO Nadiad, AB is the series of letters, and 1234 is the four-digit number given to that one car.

Worth knowing: The 07 is a record of where the car was first registered. Sell it to someone in Anand or move with it to Vadodara and it still shows GJ 07, as the code changes only if the car is re-registered outside Gujarat or its registration details are changed.
Every GJ-07 car registered new since 1 April 2019 had its High Security Registration Plate (HSRP) put on by the dealer. Older Kheda cars that still run on old-style plates must get one fitted, which Rule 50 of the Central Motor Vehicles Rules, 1989 makes compulsory.
The Commissionerate of Transport, Gujarat website names the booking portal for the plate and the date that applies to GJ vehicles
Our Gujarat RTO guide explains the plate’s security features and the rules that require it.
Kheda’s code and the codes of the districts formed from or around it
Every Kheda district registration made at Nadiad carries GJ-07. The districts and talukas that left Kheda have their own codes now, and the second table lists them with the larger neighbours, Ahmedabad and Vadodara.
Kheda has changed shape twice. When Anand became a separate district, the district headquarters moved from Kheda town to Nadiad. Later, in 2013, Balasinor and Virpur talukas went to the new Mahisagar district, while Vaso and Galteshwar were created as new Kheda talukas.
The GJ-07 office for Kheda district, as directories list it
RTO Nadiad is a full Regional Transport Office, and Kheda owners go to it for registrations, licences, transfers, address changes and road tax. Its street address comes from two directories that agree with each other, which is helpful but not official.
The Commissionerate of Transport, Gujarat names it RTO Nadiad. Digit and Spinny both list it on Mile Road in Nadiad, with the pincode 387001.
Worth knowing: Plan a learner’s driving test at RTO Nadiad through Sarathi, where the slot is booked, before you set off.

Your registered address, and not the town where the showroom stands, decides between GJ-07 and the codes around it. For most Kheda addresses that means Nadiad; for the talukas that left the district, it means another office.
For a car on the road already, the plate tells you. Try GJ07AB1234-style numbers in the finder at the top of this page, or search the Vahan portal, and send any later application to the office that shows up as holding the record.
Worth knowing: A Balasinor car registered when the taluka was still in Kheda keeps its old number, as a change in district lines does not call for re-registration. If you move house, update the RC address and inform your insurer.
Kheda district borders Ahmedabad, Anand and Mahisagar, and each has an office of its own. Our Gujarat RTO guide lists the codes further away.

Gujarat’s lump sum, paid when a Kheda car is first registered Gujarat road tax is a lump sum. A Kheda owner pays it once, when RTO Nadiad first registers the car, and the amount is a percentage of the vehicle’s cost with no local addition.
The lump sum for a new private vehicle in an individual’s name is 6% of its cost
For a company, firm or other non-individual owner, the Act sets twice the rate
Until 31 March 2026 the EV rate was 1%; a later EV pays 6% unless a new scheme is notified. Vahan shows what a new EV pays now
There is no discount for a car that already paid tax in another state. Once it is re-registered at Nadiad, the Gujarat Motor Vehicles Tax Act, 1958 asks for the same lump sum a new Gujarat car would pay.
GJ-07, GJ-23 and GJ-35 cars all pay the Gujarat rate
The Act counts a car in joint names as non-individual, so it pays the doubled rate
Check the exact tax on Vahan at payment. Rates for other vehicle types are on our Gujarat RTO guide
The fee list is national, so a GJ-07 registration at Nadiad costs the same as a GJ-23 one at Anand. Fees go through the Vahan portal; for a new car the dealer pays them as part of the registration.
Worked example: A Nadiad family buying a new car on finance would see ₹600 for registration, ₹200 for the smart card RC and ₹1,500 for the hypothecation entry. Together that comes to ₹2,300, and Gujarat road tax is charged separately.
Older cars cost more to keep registered. At 15 years a GJ-07 car pays ₹5,000 for a five-year renewal, and after 20 years ₹10,000. If the renewal is overdue, ₹500 a month is added for a car, or ₹300 a month for a motorcycle.
Kheda buyers get GJ-07, wherever the dealer is based
Buy a car anywhere and, if your address is in Kheda district, it is registered at Nadiad with a GJ-07 number. The dealer handles the Vahan application; your address proof is what sends it to RTO Nadiad and not to Anand or Ahmedabad.
Arrange the car’s insurance first, from the insurer you pick
The dealer files it with your Kheda address proof attached
Gujarat road tax and the RTO fee are billed inside the on-road price
RTO Nadiad clears the file and the GJ-07 number is allotted
HSRP plates are fixed and the RC is sent out in your name
Scooters and motorcycles owned in Kheda are registered at Nadiad in exactly this way
Give one address to the insurer and on the Vahan papers
Make sure it says GJ-07 and shows your name and address correctly
A GJ-07 car’s owner is changed by RTO Nadiad, since that office keeps the record. Seller and buyer can apply on Vahan; the seller’s Form 29 and the joint Form 30 go in together, with a ₹300 fee for a car.
RC, current policy, Pollution Under Control (PUC) certificate and where the buyer lives
Within 14 days the Kheda buyer has to transfer the insurance too
Where a bank loan still appears on the RC (hypothecation), the bank’s No Objection Certificate (NOC) and Form 35 clear it first, free of charge. Our Gujarat RTO guide covers transfers of cars bought on finance in more detail.
For a Kheda car, vehicle services run through the Vahan portal and licence services through the Sarathi portal. Both still send the application to RTO Nadiad, the office for the address.
The driving test itself, and any physical check of the vehicle
Apply on Form 26 for a duplicate if the RC goes missing or is damaged; for a car the fee is ₹300. Kiwi Insurance lets you check your RC status for any GJ-07 number.
For a first licence in Kheda district, start with the learner’s licence on Sarathi and book the test from the same account. Everything else is covered on our Gujarat RTO guide.
Insurance is the fine Kheda drivers should know first. Under section 196 of the Motor Vehicles Act, 1988, an uninsured GJ-07 car costs its driver ₹2,000, or ₹4,000 for a second offence.
Gujarat compounds certain offences at amounts of its own, so pay the exact amount on the challan, on echallan.parivahan.gov.in or the mParivahan app, and look up any offence not in this table on our Gujarat RTO guide.
The state the car comes from decides what you do
Moving within Gujarat, from Ahmedabad say, needs only an address change; the number stays. A car from outside Gujarat has to be re-registered with a GJ number after it has been in the state for over 12 months, by section 47 of the Motor Vehicles Act, 1988.
Send Form 28 to the RTO in the state you came from
Do it before the car has spent 12 months in Gujarat
Gujarat charges its full rate, as for a car registered new here
If you are leaving Gujarat, the same steps apply in reverse: For a GJ-07 car, RTO Nadiad gives the NOC on Form 28 and the car is registered again where you settle.
Worth knowing: After a move from another state, inform your insurer of the Kheda address straight away and of the GJ-07 number once it is issued. Forms for both kinds of move are on our Gujarat RTO guide.
For a Kheda owner who expects transfers to other states, the Bharat series (BH) plate avoids a fresh registration at each move, as it is recognised everywhere. Eligible are defence and government staff, and private employees of a company with offices in 4 or more states or union territories, on Form 60.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
Unlike Gujarat’s lump sum, BH tax is paid every 2 years, at rates listed for Kheda owners and the rest of the state on our Gujarat RTO guide.

Before you submit: Check the required documents on the Parivahan Sewa website, where every other RTO form is listed as well.
Premium zones go by the registering office. A GJ-07 car from Nadiad is Zone B, an Ahmedabad registration is Zone A, and so the Own Damage premium for a Kheda car is usually the lower of the two. Third-Party cover is priced nationally and is unaffected.
Nadiad is Zone B for Own Damage insurance, so a Kheda car is usually cheaper to cover than the same car in Zone A Ahmedabad
The Third-Party premium depends on engine size and is the same nationwide, so compare Own Damage and optional covers
An Ahmedabad-registered car remains Zone A in Nadiad, as the zone stays with its registering office
Find cashless partner garages near where you live and where you drive each day
Without a policy, RTO Nadiad will not register the car
The policy on a GJ-07 car should be in the buyer’s name within 14 days
Inform your insurer of the GJ-07 number as soon as it is allotted
The car keeps its GJ-01 plate and Zone A rating, so inform your insurer of the Nadiad address
No car or bike may be driven in Kheda without at least Third-Party cover When a GJ-07 vehicle changes hands, the new owner’s name belongs on the policy as well as the RC. Kiwi Insurance plans for both cars and bikes are linked below.
