Rajasthan RTO at a glance

Rajasthan RTOs and district transport offices are both run by the state Transport Department. When a vehicle is registered in Rajasthan, its number starts with RJ and then gives the code of the Regional Transport Office (RTO) or district office that registered it.

How to read a Rajasthan (RJ) number plate

How to read a Rajasthan (RJ) number plate

Read an RJ number plate from left to right in four parts. RJ comes first for Rajasthan, then the two-digit RTO code, then a one or two letter series, and last the four-digit number. In RJ 14 AB 1234, the 14 shows that the Jaipur RTO registered the car.

Number plate RJ 14 AB 1234 labelled: RJ is the state code for Rajasthan, 14 is the Jaipur RTO code, AB is the series and 1234 is the four-digit number

Jaipur causes the most confusion. The city has two codes, RJ-14 and RJ-45, and towns around it such as Chomu and Kotputli have their own, so the code on a Jaipur car depends on which office registered it, not on where the owner lives today.

After a move from Jaipur to Udaipur, an RJ-14 car still shows RJ-14, as moving house inside Rajasthan does not change the code. A different code comes only with a fresh registration outside Rajasthan or a change to the car’s registration details.

Worth knowing: An RJ code records the office where the vehicle was first registered. The same car can then be driven anywhere in India on that plate.

HSRP number plates in Rajasthan
Number plates

HSRP number plates in Rajasthan

Since 1 April 2019, a new car leaves a Rajasthan showroom with its High Security Registration Plate (HSRP) already fitted by the manufacturer and dealer. The plate is a legal requirement for every vehicle under Rule 50 of the Central Motor Vehicles Rules, 1989.

  • Chromium hologram

A hologram made with chromium is printed on the plate

  • Laser-etched number

Each plate gets its own identification number, etched in by laser

  • Locking snap fasteners

Snap locks hold the plate on, and once removed they cannot be used again

  • Windscreen sticker

A colour-coded third registration mark goes on the windscreen, light blue for petrol and compressed natural gas (CNG) and orange for diesel

Older Rajasthan vehicles and HSRP

A vehicle registered before 1 April 2019 needs the plate as well. First check the date Rajasthan has set for your vehicle, then book the fitting, and once the HSRP is on, the car meets Rule 50.

Worth knowing: Book your HSRP installation through the booking portal named on the Rajasthan Transport Department website, which also shows the date set for your RJ vehicle. The rule itself comes from two Ministry of Road Transport and Highways notifications: G.S.R. 1162(E) of 4 December 2018 and S.O. 6052 of 6 December 2018.

Regional offices and the district offices they look after

Each regional RTO in Rajasthan looks after a group of district offices, and each district office has its own RJ code. Whichever office you use, the services are the same, from registration to driving licences and road tax.

Jodhpur RTO (RJ-19)

Jodhpur RTO uses RJ-19 and heads a region that takes in Balotra (RJ-39), Barmer (RJ-04), Jaisalmer (RJ-15) and Phalodi (RJ-43), plus the offices at Pipar City and Pokhran.

Ajmer RTO (RJ-01)

Ajmer RTO holds RJ-01, the first code in Rajasthan, and looks after the district offices at Beawar (RJ-36), Deedwana (RJ-37), Kekri (RJ-48), Kishangarh (RJ-42), Nagaur (RJ-21) and Tonk (RJ-26).

Bikaner RTO (RJ-07)

In the north, Bikaner RTO uses RJ-07, and its region runs through Ganganagar (RJ-13), Hanumangarh (RJ-31), Nohar (RJ-49) and Nokha (RJ-50) to the offices at Sadulsahar and Anoopgarh.

Road tax in Rajasthan

Road tax in Rajasthan

One-time tax by engine size, on the ex-showroom price

Rajasthan road tax is paid once, at the point a vehicle is first registered in the state. The rate depends on the engine size and is charged on the ex-showroom price: 6% to 10% for a petrol or CNG car and 8% to 15% for a two-wheeler, under rates notified on 10 July 2024.

Above 800cc, up to 1200cc

For example, a car costing ₹4 lakhs with an engine up to 800cc pays 6%, which is ₹24,000. A car costing ₹7 lakhs with a 1200cc engine pays 9%, which is ₹63,000. When you buy new, this tax is normally included in the on-road price the dealer quotes.

Above 200cc, up to 500cc

Above 500cc

15% of cost

For example, a scooter or motorcycle costing ₹75,000 with an engine up to 200cc is in the lowest band and pays 8%, which is ₹6,000.

A few other things to know about Rajasthan’s road tax

  • Rates set in 2024

The current rates by engine size were set by a Transport Department notification dated 10 July 2024, which replaced the 2019 rates

  • Diesel cars above 1200cc

The rate for a diesel car with an engine above 1200cc is not shown here, so look at the amount Vahan calculates before paying

  • Electric and hybrid cars

Check the tax on an electric or hybrid vehicle on Vahan before you buy, as this page does not show a rate for them

  • Cars from other states

Rajasthan values a car from another state at today’s local price for the same model, then takes off 5% for each year of its age, counting up to 10 years

  • Paid on Vahan

Vahan takes the road tax and registration fee online, and on a new car the dealer normally pays both for you

As the state can change its rates, the amount shown on Vahan is the one to check before you pay.

RTO fees and charges in Rajasthan

RTO fees and charges in Rajasthan

Register a new car at any Rajasthan RTO and the fee is ₹600, or ₹300 for a motorcycle. The amounts come from Rule 81 of the Central Motor Vehicles Rules, 1989, a national rule, so the fee in Jaipur is the same as in Jodhpur or Kota.

Registering a new car in Rajasthan

Registering a new car in Rajasthan

A new private car in Rajasthan is usually registered by the dealer on the Vahan portal, so most buyers never take the car to the RTO. The road tax and registration fee are paid with the price of the car, and the RC follows once the RTO approves the application.

  1. 1

    Insure the car first

First comes a valid Third-Party policy, as no car is registered without one. Most owners choose comprehensive cover

  2. 2

    Dealer applies on Vahan

Next, the dealer files Form 20 with Forms 21 and 22, your address proof and your PAN card or Form 60

  3. 3

    Pay Rajasthan road tax

One-time tax by engine size is charged with the ₹600 registration fee

  4. 4

    Get your RJ number

After approval, the RTO gives the car an RJ number and the High Security Registration Plate is fitted

  5. 5

    Receive your RC

Last, the smart card RC is sent in your name to the address given in the application

Important to know: The dealer needs a valid policy before registration, but you can choose and buy that policy yourself. Compare the options first, buy the cover, and then share it with the dealer before delivery day.

Transferring car ownership in Rajasthan

Transferring car ownership in Rajasthan

Selling an RJ car in Rajasthan follows a set order. The seller reports the sale, the buyer and seller then apply together, and the RTO records the buyer as the new owner on the Registration Certificate (RC). The fee for a car is ₹300, paid on Vahan or at the RTO named on the RC.

  1. 1

    Seller files Form 29

The seller reports the sale to the RTO on Form 29

  2. 2

    Both sign Form 30

Next, buyer and seller sign Form 30 to ask for the RC in the buyer’s name

  3. 3

    Add the documents

With the two forms, include the RC, an active policy, a Pollution Under Control (PUC) certificate and address proof

  4. 4

    Pay ₹300 for a car

Pay the transfer fee on Vahan or at the RTO named on the RC

  5. 5

    Updated RC issued

Once the RTO approves, the updated RC shows the buyer as the owner

The buyer then moves on to the policy, with 14 days from the transfer to put the insurance in their own name.

Removing a loan (hypothecation) from the RC in Rajasthan

A car bought on a loan has the lender recorded on its RC through Form 34. Once the last instalment is paid, collect the lender’s No Objection Certificate (NOC) and Form 35, and apply on Vahan with both. The result is an updated RC that no longer shows the lender.

Rajasthan RTO services online

Rajasthan RTO services online

In Rajasthan, most RTO work begins online. Vehicle work runs on the Vahan portal and licence work on the Sarathi portal, both part of the Parivahan Sewa website, and a visit to the RTO comes only at steps such as the driving test.

  • Learner’s licence

Begin the learner’s licence on Sarathi, with your documents uploaded and the fee paid online

  • Driving test slot

After the learner’s licence, book a slot at your RTO for the permanent licence test

  • Road tax and fees

Vahan works out the road tax and RTO fees on an RJ vehicle, and you pay them online

  • Ownership and address changes

A transfer, a change of address or a duplicate RC begins with an application on Vahan

  • Vehicle details

Type an RJ number into Parivahan Sewa or the mParivahan app to see which RTO registered it, and its insurance and Pollution Under Control (PUC) status

Duplicate RC and RC status check in Rajasthan

When the RC of an RJ car is lost, stolen or damaged, the owner applies for a duplicate on Form 26 and pays ₹300 for a car. The RTO then issues the duplicate for the same registration number. To follow the application, or to see any RC record, look it up on Parivahan Sewa or the mParivahan app, or check your RC status on Kiwi Insurance.

Driving licence services in Rajasthan

On Sarathi, a new driver in Rajasthan goes through three stages. The learner’s licence comes first, a driving test booked at the RTO comes second, and the permanent licence comes last. Licence renewal and the International Driving Permit are applied for on Sarathi too, with Form 2 and Form 4A.

Traffic fines and e-challan in Rajasthan

Traffic fines and e-challan in Rajasthan

In Rajasthan, driving without valid insurance leads to a fine of ₹2,000 the first time and ₹4,000 for each offence after that. These amounts, like the others in the table, come from the Motor Vehicles (Amendment) Act, 2019.

Rajasthan can compound some offences at its own amounts, so the challan for an RJ vehicle shows what is due. An RJ challan can be paid online. Search for it by vehicle or challan number on the Parivahan e-challan portal, echallan.parivahan.gov.in, or in mParivahan, then pay the amount shown.

Worth knowing: Keep an RJ car insured and the first fine in this table does not apply to it. The section on car insurance in Rajasthan below explains how the policy links to the RTO.

Moving your car to Rajasthan
Moving states

Moving your car to Rajasthan

A car brought into Rajasthan has to be registered here once it has stayed more than 12 months. The steps run from your old RTO to a Rajasthan one and end with an RJ number on the car, after which you can apply to your old state for a refund of its unused road tax.

  1. 1

    Get a No Objection Certificate

Step one is the No Objection Certificate (NOC) from your old RTO, applied for on Form 28

  2. 2

    Apply at your new RTO

Then take the NOC, your RC, the policy and a Pollution Under Control (PUC) certificate to a Rajasthan RTO

  3. 3

    Pay road tax

Pay the Rajasthan road tax that the RTO works out for your car

  4. 4

    Get your RJ number

The RTO gives the car an RJ number, and the new plate is fitted

  5. 5

    Update your insurance

Finish by informing your insurer of the new RJ number and address, so the policy and the RC agree

If you are leaving Rajasthan, start with the NOC from your RJ RTO before the car leaves the state. After the car has its new registration in the other state, the unused part of your Rajasthan road tax can be claimed back.

BH series registration in Rajasthan

BH series registration in Rajasthan

A Bharat series (BH) number plate is a registration number for private vehicles that is valid across India, so it carries no RJ or other state code. As a result, an owner who moves out of Rajasthan needs no No Objection Certificate (NOC) and no new registration in the next state. It is meant for people whose work moves them between states, such as a central government employee posted in Jaipur. It was introduced by the Ministry of Road Transport and Highways in G.S.R. 594(E), dated 26 August 2021, and came into force on 15 September 2021.

Who can apply for a BH number in Rajasthan

  • Government employees

Staff of the central government or a state government

  • Defence personnel

Anyone serving in the defence forces

  • Public sector employees

    Staff of public sector organisations

  • Private sector employees

Employees whose company has offices in 4 or more states or union territories, once they submit Form 60

The BH tax is paid in 2-year blocks, not all at once. A car on a regular RJ number instead pays Rajasthan’s one-time road tax of 6% to 10% of its cost at registration, and a BH owner who later leaves Rajasthan has no road tax refund to claim.

The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. Then, in December 2022, G.S.R. 879(E) dated 14 December 2022 brought in rules for selling a BH car and for switching an existing registration to BH.

When a used car is sold, Form 29 comes first and Form 30 follows. Once the RC shows the buyer’s name, the next step is to move the insurance within 14 days.

Worth knowing: The RTO that handles a form is the one whose code is printed on your RC. For an RJ-14 car that is Jaipur, and for an RJ-45 car it is Jaipur North. Your service may also need address proof or a Pollution Under Control (PUC) certificate, and the document list on the Parivahan Sewa website shows which. For any form missing from this grid, open the full list of RTO forms on the Parivahan Sewa website.

Your car’s pricing zone follows from the RTO that registers it, and that zone then shapes the Own Damage part of the premium. Every Rajasthan RTO is in Zone B, so a car registered in Jaipur gets the Zone B rate, while the Third-Party price is the same national amount everywhere.

  • Zone B pricing

How your insurance links to the Rajasthan RTO

The policy and the RTO record meet at three points, in this order. A new car is insured before the RTO registers it. When an RJ car is sold, the buyer has 14 days to move the policy into their name. If the car is later registered again, for example after a move, inform your insurer, and the policy is then updated with the new number.

Worth knowing: Finish both transfers, the RC at the RTO and the policy with the insurer, within the same 14 days. The car then stays covered from the day it changes hands.
