Gandhinagar is a district in its own right, with an Assistant Regional Transport Office (ARTO) and the code GJ-18. That keeps it apart from Ahmedabad on two counts that matter to an owner, the plate and the insurance zone.
Split a Gandhinagar plate like GJ 18 AB 1234 into four. The first pair, GJ, is Gujarat; 18 identifies ARTO Gandhinagar; AB is a letter series; and 1234, the four-digit number, belongs to one car.

Worth knowing: Commuting to Ahmedabad or even moving there does not turn a GJ-18 car into a GJ-01 one. Its 18 stays for good inside Gujarat, and the code changes only if the car is re-registered outside Gujarat or its registration details are changed.
New cars registered at ARTO Gandhinagar from 1 April 2019 onwards were delivered with a High Security Registration Plate (HSRP). For a GJ-18 car registered earlier, Rule 50 of the Central Motor Vehicles Rules, 1989 requires the plate to be installed.
The Commissionerate of Transport, Gujarat website gives the booking portal and the deadline that GJ vehicles must meet
What the plate carries, and why, is covered on our Gujarat RTO guide.
GJ-18 and the Ahmedabad and Mehsana codes it is confused with
The Commissionerate of Transport, Gujarat names the Gandhinagar office ARTO Gandhinagar, with the code GJ-18. Owners most often confuse it with the three Ahmedabad codes, and sometimes with Mehsana’s GJ-02, so those are in the second table.
The confusion has a history. Gandhinagar district is reported to have been formed on 1 May 1964 from parts of Ahmedabad and Mehsana districts, and today its office registers vehicles as GJ-18 rather than under either neighbour’s code.
ARTO Gandhinagar, the GJ-18 office
A Gandhinagar owner takes registrations, licences, transfers and road tax to ARTO Gandhinagar, not to an Ahmedabad office. Only one directory gives an address for it, so treat that address as a pointer and confirm it before visiting.
Its official title, ARTO Gandhinagar (GJ-18), marks it as an Assistant Regional Transport Office. One directory places it in Sector 3A, near GO Circle; no second source repeats that, so it stays unconfirmed.
Worth knowing: Gandhinagar learners book the driving test on Sarathi, choosing a slot at ARTO Gandhinagar, and turn up at that time.

If you live in Gandhinagar but work or shop in Ahmedabad, the home address on your Registration Certificate (RC) is what counts. A Gandhinagar address leads to GJ-18; an Ahmedabad address leads to one of the Ahmedabad codes.
Not sure about a particular car? Key its number, GJ18AB1234 for instance, into the finder at the top of this page or into the Vahan portal. The office named there holds the file, so a transfer or duplicate RC is handled by it.
Worth knowing: Shifting from Gandhinagar to Ahmedabad, or the other way, is a move within Gujarat, so the plate is left as it is. What changes is paperwork, the address on the RC, and you should inform your insurer of the same address.
Gandhinagar district borders Ahmedabad, Mehsana and Sabarkantha. Each has its own office and code, and Ahmedabad has three codes.
GJ-01, GJ-27, GJ-38
GJ-02
GJ-09
Every GJ code
Gujarat sets it, and Gandhinagar pays what Ahmedabad pays Here Gandhinagar and Ahmedabad are alike. Gujarat road tax is a single payment at the first registration, worked out as a percentage of the cost, and GJ-18 cars pay the same rate as GJ-01 cars.
A private car or two-wheeler registered to an individual pays 6% of its cost, once
Companies and other non-individual owners pay double, under the Gujarat Act
The 1% EV concession finished on 31 March 2026. EVs are now charged the regular 6%, barring a new notified scheme; Vahan shows the amount
Transferred to Gandhinagar from another state? Re-registration there brings a Gujarat road tax bill at the full rate, the amount the Gujarat Motor Vehicles Tax Act, 1958 sets for a new Gujarat car.
A GJ-18 car and a GJ-01 car pay the identical rate
Two names on the RC count as a non-individual owner, so 12% applies
Vahan calculates it before you pay; other vehicle classes are on our Gujarat RTO guide
Fees, unlike the zone, are identical on both sides of the Ahmedabad boundary, since they are fixed by national rules. ARTO Gandhinagar collects them through the Vahan portal, and a dealer pays them for a new car.
Worked example: On a new car bought with a loan in Gandhinagar, the RTO bill is ₹600 + ₹200 + ₹1,500, for registration, the smart card RC and the loan entry. That is ₹2,300, with Gujarat road tax on top.
For an older GJ-18 car the renewal fee climbs, ₹5,000 at 15 years for five more years and ₹10,000 beyond 20. Leave it late and the bill grows by ₹500 each month for a car, ₹300 for a motorcycle.
A Gandhinagar address gets GJ-18 even from an Ahmedabad showroom
Buying from an Ahmedabad showroom does not make the car an Ahmedabad registration. The dealer applies on Vahan, the application goes to the office for your address, and a Gandhinagar address means ARTO Gandhinagar and a GJ-18 number.
Choose any insurer and have the policy ready before registration
Your Gandhinagar address proof goes into the Vahan application
The invoice carries Gujarat road tax and the RTO fee within the on-road price
ARTO Gandhinagar approves the application and the number follows
HSRP plates are fitted, and your RC is issued
A scooter registered to a Gandhinagar address also becomes a GJ-18
Insurer and Vahan application should both carry your Gandhinagar address
Confirm the RC reads GJ-18, not GJ-01, with your details right
The new owner of a GJ-18 car is recorded by ARTO Gandhinagar, which holds the registration. The seller files Form 29, both parties sign Form 30, and the fee for a car is ₹300, paid on Vahan.
GJ-18 RC, policy, a current Pollution Under Control (PUC) certificate, and an address document for the buyer
From the date of sale, the Gandhinagar buyer has 14 days to get the policy transferred
If the RC still records a loan (hypothecation), close it first with the lender’s No Objection Certificate (NOC) and Form 35, which carries no fee. Our Gujarat RTO guide has more on transfers across Gujarat.
In Gandhinagar, the Vahan portal is the starting point for anything to do with the car, and the Sarathi portal for anything to do with the licence. ARTO Gandhinagar picks up the application when the address on it is in its area.
Driving tests, and a vehicle inspection where ARTO Gandhinagar needs one
Use Form 26 for a duplicate RC, at ₹300 for a car. For a quick look at a GJ-18 vehicle’s record, check your RC status on Kiwi Insurance.
Gandhinagar residents get a learner’s licence through Sarathi, book the driving test from it and appear in person. Licence renewals and the rest are on our Gujarat RTO guide.
Whether the car is GJ-18 or GJ-01, driving it uninsured costs the same, ₹2,000 for a first offence and ₹4,000 for any after that, under section 196 of the Motor Vehicles Act, 1988.
For some offences Gujarat uses its own compounding amounts, so go by the Gandhinagar challan and settle it on echallan.parivahan.gov.in or mParivahan. Our Gujarat RTO guide carries the longer list.
From inside Gujarat or from another state
Arriving in Gandhinagar from elsewhere in Gujarat, you keep the number. Bring one from another state, though, and section 47 of the Motor Vehicles Act, 1988 gives you 12 months in Gujarat before it must carry a GJ-18 number.
Apply on Form 28 to the RTO where the car is registered now
Apply to ARTO Gandhinagar inside the 12 months
Pay the full Gujarat rate charged at re-registration
If you are leaving Gujarat, the same steps apply in reverse: ARTO Gandhinagar is the office that issues the NOC for a GJ-18 car on Form 28, before the next state registers it.
Worth knowing: On a posting to Gandhinagar from another state, inform your insurer of the new address first and of the GJ-18 number later. The forms are listed on our Gujarat RTO guide.
For a Gandhinagar government employee who may be posted to another state, the Bharat series (BH) number is an option, as it is valid in every state. Defence staff qualify too, as do private employees with Form 60 whose company has offices in 4 or more states or union territories.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
A BH car pays its tax every 2 years rather than once, at the rates shown for Gujarat on our Gujarat RTO guide.
Forms Gandhinagar owners ask for most, each with its official PDF
Before you submit: Each service’s document list is on the Parivahan Sewa website, as is every other RTO form.
This is where the GJ-18 code pays off. Premium zones follow the registering office, and the motor tariff names only Ahmedabad in Gujarat as Zone A, so a Gandhinagar car is Zone B. Own Damage is usually cheaper as a result, while Third-Party is the same national price.
Gandhinagar is Zone B for Own Damage insurance, even though Ahmedabad next door is Zone A, so premiums usually come out lower
The national Third-Party price depends only on engine size, so a GJ-18 and a GJ-01 car pay it alike
An Ahmedabad registration keeps its Zone A rating after moving to Gandhinagar, as the zone goes with the office
If you drive between the two cities daily, check cashless partner garages in each
ARTO Gandhinagar registers a car only once its policy is active
Taking over a GJ-18 car means moving its policy into your name within 14 days
Once an out-of-state car is given GJ-18, inform your insurer so the policy shows it
The GJ-01 plate and its Zone A rating stay; inform your insurer of the Gandhinagar address
In Gandhinagar, as everywhere, Third-Party cover is required before a car or bike is driven If a GJ-18 car or bike is now yours, put the policy in your name to match the RC. Kiwi Insurance offers car and bike plans through the links below.
