Ballari, also known by its old name, Bellary, registers vehicles under KA-34. Since 2021 the district has been smaller: Hosapete and five other western taluks were reported to form the new Vijayanagara district, whose office uses KA-35, so a Hosapete car is no longer a Ballari registration.
A Ballari plate such as KA 34 AB 1234 splits into four parts. KA is Karnataka, 34 is the Ballari RTO, AB is the letter series, and 1234 is the four-digit number that identifies the car. A KA 35 plate, by contrast, was issued at Hosapete.

Worth knowing: A KA-34 car whose owner moves to Hosapete keeps KA-34 on its plate. The code still shows the office of first registration, and it changes only if the car is re-registered outside Karnataka or its registration details are changed.
KA-34 cars sold new from 1 April 2019 onwards left the showroom with a High Security Registration Plate (HSRP). A Ballari car registered earlier must have one fitted to meet Rule 50 of the Central Motor Vehicles Rules, 1989.

KA-34, the Hosapete code that left with Vijayanagara, and the codes next door
KA-34 is Ballari’s only code. The code easily taken for a Ballari one is KA-35, the Hosapete office. Hosapete is reported as the headquarters of Vijayanagara district, carved out of Ballari in 2021.
Reports of the 2021 notification put Hosapete, Kudligi, Hagaribommanahalli, Kotturu, Hoovina Hadagali and Harapanahalli taluks in Vijayanagara, and left Ballari with Ballari, Kurugodu, Siraguppa, Kampli and Sanduru.
The KA-34 office in Cantonment and what is known about it
Ballari’s single code, KA-34, belongs to an office listed as a Regional Transport Office. Its address is taken from copies of the Transport Department contact list, and directories differ on the pincode, so confirm it before you go.
The office appears as Regional Transport Office, Ballari, on the Bellary-Hospet Road in the Cantonment area. One directory lists it under the Kalaburagi transport division.
Worth knowing: Since the 2021 split, an owner in Hosapete, Kudligi or Harapanahalli lives in Vijayanagara district, whose office is KA-35, not KA-34. Driving tests at either office are booked on Sarathi first.

The address in your papers decides the office, and the 2021 split moved the line. Going by reports of the split, Ballari district’s five taluks register under KA-34, and the six taluks that went to Vijayanagara use the Hosapete office, KA-35.
Checking a car you already own is simpler. The RC names its office, or you can enter a number such as KA34AB1234 in the finder at the top of this page to see it.
Worth knowing: Moving from Siraguppa to Hosapete, or anywhere else in Karnataka, means an address update on the RC and no new number. After the update, inform your insurer of the address.
Ballari district borders Raichur to the north, Vijayanagara to the west and Chitradurga to the south, with Andhra Pradesh to the east. Each of those has its own registration office, so their cars carry KA-36, KA-35, KA-16 or an AP code.

The full KA list
Charged once, as a share of the price, at the Karnataka rate Road tax on a KA-34 registration is the Karnataka lifetime tax, paid once when the car is registered. The rate depends on the price of the car, and on top of it come an 11% cess on the tax and a ₹1,000 welfare cess per car.
13%, 14%, 17% or 18% of the cost, by price band, paid only once
A one-time ₹500 welfare cess, with the tax for your model shown on Vahan
Taxed since the 2026 amendment, at 5% to 10% of the cost
Worked example: For a ₹4 lakh car registered in Ballari, 13% tax is ₹52,000. The 11% cess on it is ₹5,720 and the welfare cess ₹1,000, so the road tax bill is ₹58,720, the same as at Hosapete.
Karnataka uses one set of bands, for a car owned by an individual or by a company
When its registration moves here, it pays a share of the lifetime tax, from 93% when new to 25% after 15 years
Vahan lists the tax and cess for your car, and the state bands are in our Karnataka RTO guide
A KA-34 registration costs the same in RTO fees as one at Hosapete, as the amounts are national under Rule 81 of the Central Motor Vehicles Rules. You pay them on Vahan, and a new car’s dealer settles them with the registration.
Worked example: When a Ballari buyer finances a new car through a bank, the KA-34 office charges ₹600 to register it, ₹200 for the smart card and ₹1,500 to enter the loan. Those three charges add up to ₹2,300, and the Karnataka road tax is a separate bill.
A KA-34 car that reaches 15 years renews for ₹5,000, and one beyond 20 years for ₹10,000. Leave it late and the office adds ₹500 a month for a car, ₹300 a month for a motorcycle.
Since 2021, a Hosapete address means KA-35, not KA-34
New cars in Ballari are registered by the dealer on Vahan, with the office picked by the buyer’s address. Since the 2021 split, a Ballari or Siraguppa buyer is given KA-34 and a buyer from Hosapete or Kudligi gets a KA-35 number, even at the same dealer.
Third-Party cover is needed before registration, and you may pick any insurer
The dealer uploads your address proof, which sends the file to KA-34 or KA-35
It includes Karnataka road tax, both cesses and the RTO fee
The office for your address approves the application and allots your number
The dealer fits the security plates, and your Registration Certificate follows
Give your insurer the address you used on Vahan
A scooter for a Ballari address is also given KA-34
Hosapete side addresses are registered under KA-35
Selling a KA-34 car? The Ballari office updates its record to the buyer. Form 29 tells the office about the sale, Form 30 is the joint application, and a car costs ₹300 to transfer.
The seller’s KA-34 RC and insurance, a Pollution Under Control (PUC) certificate, the buyer’s ID
Inside 14 days the buyer has to transfer the policy as well
With a loan still marked on the RC (hypothecation), the lender gives a No Objection Certificate (NOC) and you file Form 35, which is free. Anything beyond a simple Ballari sale, such as a buyer in Andhra Pradesh, is covered in our Karnataka RTO guide.
For a Ballari owner, a vehicle request begins on the Vahan portal and a licence request on the Sarathi portal, with the KA-34 office doing the processing. Karnataka made many of these contactless on 1 November 2021.
Use Form 26 to replace a lost or damaged KA-34 RC, at ₹300 for a car. Kiwi Insurance also lets you check your RC status online.
In Ballari, the learner’s licence application and the test slot are both handled on Sarathi, before you attend the test in person. See our Karnataka RTO guide for anything else that is online.
Section 196 of the Motor Vehicles Act, 1988, as amended in 2019, fines a Ballari driver ₹2,000 for driving without insurance, and ₹4,000 for any repeat.
Pay a KA-34 challan at echallan.parivahan.gov.in or on mParivahan. Ballari drivers can find more offences and amounts in our Karnataka RTO guide.
A Karnataka car keeps its number; an Andhra Pradesh or other state car does not
Moving to Ballari from Hosapete, Kalaburagi or another Karnataka city leaves your KA number as it is, and the RC simply takes the new address. Ballari district borders Andhra Pradesh, and a car from there, or from any other state, has to be re-registered in Karnataka once it has been kept here for more than 12 months.
The car becomes liable for Karnataka tax once it stays in the state more than 30 days
The home-state RTO issues it on Form 28
Section 47 makes a KA-34 number necessary once the car has spent over 12 months in the state
Going the other way, out of Karnataka, the KA-34 office issues the NOC on Form 28, and the destination state does the new registration.
Worth knowing: Inform your insurer as soon as the car has its KA-34 number, so that the policy and the RC agree. Owners arriving from Andhra Pradesh will find the state’s wider rules in our Karnataka RTO guide.
If your work moves you between states, a Bharat (BH) series number can replace KA-34 for your Ballari car, and no No Objection Certificate (NOC) is needed on a transfer. Defence and government staff are eligible, as are private employees of companies in 4 or more states or union territories, who submit Form 60.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
BH cars pay tax every 2 years in place of Karnataka’s one-time tax (details in our Karnataka RTO guide).
Official PDFs of the forms Ballari owners use most
Before you submit: For each service the Parivahan Sewa website lists the documents to attach, and it holds every other RTO form too.
Insurers rate Own Damage premiums by the zone of the registering office, and KA-34 is Zone B. A car of the same model registered in Bengaluru, Zone A, usually costs more to insure, while Third-Party premiums match in both zones.
Zone B is where a KA-34 car sits for Own Damage, usually cheaper than a Bengaluru registration of the same car
Third-Party premiums depend on engine size and are the same at every RTO
KA-35 cars from Vijayanagara are Zone B too, so the 2021 split did not change the zone
