KA-22 is the code of the Belagavi city RTO, but it is only one of six codes in Belagavi district. Chikkodi, Bailhongal, Gokak, Ramdurg and Athani each have an office and a code of their own, so a car from the same district can carry any of them.
Take KA 22 AB 1234 one part at a time. The letters KA mean Karnataka, and 22 means the Belagavi RTO registered the car. Next comes AB, the letter series, and last 1234, the four-digit number that no other car in that series shares. A plate reading KA 49 or KA 71 instead comes from Gokak or Athani, in the same district.

Worth knowing: A KA-22 code keeps the record of where the car was first registered. If its owner later moves to Gokak or Bengaluru, the plate still shows KA-22, as the code changes only if the car is re-registered outside Karnataka or its registration details are changed.
A Belagavi car bought new after 1 April 2019 already wears a High Security Registration Plate (HSRP). Older KA-22 cars, registered before that date, still need one fitted under Rule 50 of the Central Motor Vehicles Rules, 1989.
The Karnataka Transport Department website names the portal for booking
That portal shows which date applies to your KA-22 car
The plate’s features and colour stickers are in our Karnataka RTO guide
One district, six codes, and only KA-22 is the Belagavi city office
Belagavi district has six RTO codes, more than any other Karnataka district outside Bengaluru on the state code list. KA-22 is the Belagavi office itself, and the other five belong to offices in the district’s towns.
If a plate starts KA-23, KA-24, KA-49, KA-69 or KA-71, the car is registered in Belagavi district but not at the city RTO. Each of these codes has its own office.
The KA-22 city office, its listed address and its work
KA-22 is listed as the Regional Transport Office for Belagavi city. Its address comes from copies of the Transport Department contact list, so treat it as a guide and confirm it before you travel.
The office is listed as Regional Transport Office, Belagavi, at Sangolli Rayanna Circle in Shivaji Nagar. One directory gives the locality as Shivanagar and adds the P.B. Road RTO compound.

With six offices in one district, the address on your papers decides which code a Belagavi district car gets. Each office is named after its town. The taluks or villages each one covers are not confirmed officially, so the table lists the offices only, and your RC shows which one holds your file.
Already own the car? The RC names the office, and so does the finder at the top of this page when you enter a number like KA22AB1234.
Worth knowing: Moving within Belagavi district, say from Gokak to the city, is an address change on the RC, not a new registration. Once the RC is updated, inform your insurer of the new address.
Inside Belagavi district, five other offices register vehicles under codes of their own. Dharwad, home of the Hubli-Dharwad offices, is among the neighbouring districts, and Belagavi district also borders Maharashtra and Goa, so MH and GA codes belong to those states’ own offices, not to any Karnataka RTO.

The full KA list
One payment at registration, at the rate Karnataka sets for every district Belagavi pays the Karnataka lifetime road tax, collected once when the KA-22 number is issued. It is a percentage of the car’s cost, 13% to 18% for petrol and diesel and 5% to 10% for electric, plus an 11% cess and a ₹1,000 welfare cess per car.
Four price bands, 13% up to ₹5 lakhs, then 14%, 17% and 18% above ₹20 lakhs
Each new two-wheeler pays a ₹500 welfare cess. Look up its tax on Vahan
Now taxed at 5% up to ₹10 lakhs, 8% to ₹25 lakhs and 10% above
Worked example: On a ₹4 lakh car registered as KA-22, the tax is 13%, or ₹52,000. Add the 11% cess of ₹5,720 and the ₹1,000 welfare cess, and the total comes to ₹58,720. Chikkodi or Athani would charge exactly the same.
Karnataka uses the same bands whether the car is owned by an individual or by a company
Re-registering such a car here costs a share of the lifetime tax by age, from 93% when nearly new down to 25%
The amount with cess shows on Vahan before payment, and the bands are also in our Karnataka RTO guide
Registration fees in Belagavi follow the national schedule in Rule 81 of the Central Motor Vehicles Rules, so KA-22 charges what Gokak or Athani does. Payment goes through Vahan, and on a new car the dealer pays it for you.
Worked example: Picture a new car financed through a bank and registered at KA-22. The office charges ₹600 to register it, ₹200 for the smart card RC and ₹1,500 to record the loan, so ₹2,300 before Karnataka road tax.
Older cars pay more to stay on the register in Belagavi. Renewal costs ₹5,000 at 15 years and ₹10,000 after 20, and a late renewal adds ₹500 a month for a car or ₹300 a month for a motorcycle.
A city address gets KA-22, a Gokak or Athani address its own code
The dealer handles a new car’s registration on Vahan, and the buyer’s address picks the office. A buyer from Belagavi city gets a KA-22 number, while a buyer from Athani at the same showroom is registered under KA-71.
Buy Third-Party cover first, from any insurer you choose
The dealer files it with your address proof, which picks the office
Road tax, the cesses and the RTO fee are collected in the on-road price
KA-22, or the town office for your address, passes the file and issues it
Security plates go on at the dealer, and the Registration Certificate follows
Keep the address on the policy the same as on the Vahan file
A scooter for a city address also gets KA-22
Chikkodi, Bailhongal, Gokak, Ramdurg and Athani addresses get their own codes
Sell a KA-22 car and the Belagavi office moves its record into the buyer’s name. Form 29 gives notice of the sale, Form 30 is the application both sign, and a car transfer costs ₹300.
The KA-22 RC, the live policy, a Pollution Under Control (PUC) certificate and the buyer’s proof
Within 14 days the new owner puts the policy in their name
A loan still on the RC (hypothecation) comes off first, with the lender’s No Objection Certificate (NOC) and Form 35, at no cost. A buyer from Goa or Maharashtra is a longer case, covered in our Karnataka RTO guide.
Belagavi owners apply on the Vahan portal for vehicle work and the Sarathi portal for licence work. Karnataka has offered many of these without an office visit since 1 November 2021, and the KA-22 office handles the file.
If your KA-22 RC is lost or damaged, apply for a duplicate on Form 26, at ₹300 for a car. For an update on any application, check your RC status through Kiwi Insurance.
A learner’s licence is applied for on Sarathi, which is also where you book the driving test before going in person. Our Karnataka RTO guide lists the remaining online services for KA codes.
An uninsured KA-22 car on Belagavi roads breaks section 196 of the Motor Vehicles Act, 1988, as amended in 2019. The fine is ₹2,000 on a first offence and ₹4,000 each time after.
Challans for a KA-22 car are paid on echallan.parivahan.gov.in or in mParivahan. For the wider list, see our Karnataka RTO guide.
Coming from Maharashtra or Goa is not the same as moving within Karnataka
An owner who moves to Belagavi from Hubballi, Mysuru or another Karnataka city keeps the existing KA number and only updates the address. Belagavi district borders Maharashtra and Goa, and a car brought from either state, or any other, is treated differently.
Kept in Karnataka for more than 30 days, the car becomes liable for Karnataka tax
Ask the home-state office for the NOC on Form 28
After more than 12 months in Karnataka, section 47 requires re-registration with a KA number
Leaving Karnataka for Maharashtra, Goa or elsewhere reverses it. The office holding your file gives the NOC on Form 28, and the other state registers the car.
Worth knowing: Inform your insurer once the car has a new KA number, so that the policy and RC match. The Karnataka rules for cars from outside are in our Karnataka RTO guide.
A Belagavi owner whose job moves between states can register under the Bharat (BH) series in place of KA-22, and then needs no No Objection Certificate (NOC) to relocate. Eligible owners are defence and government staff, and private employees of firms present in 4 or more states or union territories, who add Form 60.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
BH tax is paid every 2 years, not as one Karnataka lifetime payment (see our Karnataka RTO guide).

Before you submit: The Parivahan Sewa website has the checklist for each service and links to every other RTO form a Belagavi owner might want.
The premium for Own Damage cover depends partly on the zone of the registering office, and a KA-22 car is in Zone B. A car of the same model registered in Bengaluru is Zone A and usually costs more to insure. Third-Party premiums, by contrast, are identical in Zone A and Zone B.
Zone B applies to a KA-22 car, so its Own Damage price is usually lower than for the same car from Bengaluru
Third-Party premiums follow engine size alone and do not change with the RTO
The five other Belagavi district codes are Zone B too, like the rest of Karnataka outside Bengaluru
Before you buy, look up the cashless partner garages near your home in Belagavi
Cover must start before KA-22 registers the car
A KA-22 buyer switches the policy over in 14 days
An MH or GA car that becomes KA-22 needs you to inform your insurer of the new number
A KA-01 car brought to Belagavi keeps its Zone A rating
Every KA-22 car and two-wheeler needs Third-Party cover by law When the Belagavi RC shows your name, check that the policy does as well. Belagavi drivers can see Kiwi Insurance plans for a car or a two-wheeler through the links that follow.

KA-22 is the code of the Belagavi city RTO. A car registered there keeps KA-22 for as long as it stays registered in Karnataka.
