Jnanabharathi RTO at a glance
KA-41 belongs to RTO Jnanabharathi, the office listed on the western side of Bengaluru that many insurer listings call Rajarajeshwari Nagar RTO. It is one of just two offices in the city with an automated driving test track, the other being Electronic City.
How to read a Jnanabharathi (KA-41) number plate
Four parts make up KA 41 AB 1234. KA is the Karnataka state code, 41 points to the Jnanabharathi office, AB gives the letter series and 1234 is the four-digit number.

Worth knowing: Seeing 41 on a car parked in Hebbal tells you only where it was first registered. That number stays with the car through any move inside the state, and it changes only if the car is re-registered outside Karnataka or its registration details are changed.
HSRP number plates in Jnanabharathi
If your KA-41 car was registered new from 1 April 2019, the dealer fitted its High Security Registration Plate (HSRP) before you drove it home.
Cars from Jnanabharathi that are older than that need the plate installed. The Karnataka Transport Department website names the booking portal, sending owners to the SIAM site, where the date for each vehicle is shown. Plate stickers, fines and the other details sit on our Karnataka RTO guide.
Jnanabharathi RTO code and the codes around it
Jnanabharathi registers cars under one code, KA-41. Several other codes are mixed up with it on the west and south-west side of the city, either through a shared name or as former Bangalore codes.

Jnanabharathi RTO office address and timings
Two listed addresses, the test track and the papers to bring
Directories do not agree on one address for KA-41. Most give Kenchenahalli on Mysore Road, with an RVCE Post address, while one gives Jnana Ganga Nagar with a different pincode, so check the location before you drive across.
Jnanabharathi RTO office details
The department’s own address list for the Bengaluru offices was not available, which is why both directory versions are shown. If you are going for a driving test, the time on your Sarathi slot is the one that counts.
What you can do at the Jnanabharathi RTO

What the Jnanabharathi RTO does not handle
KA-41 does not register autorickshaws or KSRTC and BMTC vehicles, which go to the KA-57 office. Cars from Nelamangala or Ramanagara are registered by their own offices, KA-52 and KA-42, not here.

Areas under Jnanabharathi RTO
No official area list for KA-41 was available. Directories describe it as the office for the western suburbs, naming Rajarajeshwari Nagar, Kengeri and the Mysore Road side, so treat those names as a guide and check the RC or ask the dealer.

Nearby areas that belong to other offices
Worth knowing: The KA-41 label on an RC settles the question for a car you already own. If you rent near the city edge, the district your address falls in matters more than which office is nearest.
RTOs near Jnanabharathi
Eight other city offices register private cars, and Nelamangala serves the Bengaluru Rural side beyond the city. Pick the office named on your RC, or the city guide if you are not sure.

Road tax in Jnanabharathi
The Karnataka lifetime rate, paid once when a KA-41 car is registered
What a KA-41 car pays in road tax is decided by the Karnataka lifetime rate, not by the office. Jnanabharathi takes it once, at the first registration, and the band depends on the price of the car and whether it is electric.
Karnataka lifetime road tax for KA-41 cars
A ₹7 lakh car registered at Jnanabharathi
Electric cars
Since 1 May 2026 they pay 5%, 8% or 10%; until then most paid nothing up to ₹25 lakhs
Other-state cars
A car registered elsewhere starts owing Karnataka tax after more than 30 days here
No company rate
A KA-41 car owned by a firm pays the same band as one owned by a person
Our Karnataka RTO guide has the full Karnataka tax rules.
RTO fees and charges in Jnanabharathi
KA-41 charges what every Indian RTO charges, as the amounts are fixed nationally in Rule 81 of the Central Motor Vehicles Rules. You pay on the Vahan portal; on a new car the dealer adds it to the price.
RTO fees for a private car and bike at Jnanabharathi
For example: A buyer from Rajarajeshwari Nagar who takes a car loan pays Jnanabharathi ₹2,300 in RTO fees for the new car, the sum of ₹600 registration, ₹200 for the smart card and ₹1,500 for noting the loan, with road tax charged separately.
A KA-41 car kept past 15 years needs a ₹5,000 renewal, then ₹10,000 after 20, and any delay is charged by the month, at ₹500 for a car and ₹300 for a motorcycle.
Choice numbers cost more. The department’s 2021-22 report gives ₹20,000 in the running series against ₹75,000 in an advance series, which can also be auctioned.
Road tax with both cesses, and the HSRP, are billed apart from these fees.
Registering a new car in Jnanabharathi
Your home address, not the showroom, sends the file to KA-41
Live in Kengeri or Rajarajeshwari Nagar and buy a car anywhere in the city, and the dealer still lodges the registration on Vahan with the office for your home address. Directories list those areas with KA-41.
- 1
Cover arranged
Insurance is needed before the registration can be filed, from an insurer you pick
- 2
Papers to the showroom
Hand over your address proof, which decides the office
- 3
Charges paid
The invoice carries the lifetime tax, the 11% cess, the welfare cess and the RTO fee
- 4
Number allotted
Jnanabharathi approves the file and the car gets a KA-41 number
- 5
Plate and card
The HSRP is fitted at the showroom and the RC follows
Test track here
The same office runs an automated track if you still need a licence
Two-wheelers
A new scooter or bike carries a ₹500 welfare cess at registration
Zone A pricing
Insurance for a KA-41 car is quoted at Zone A Own Damage rates
Transferring car ownership in Jnanabharathi
A used KA-41 car changes hands through Jnanabharathi, the office on its RC. File it on Vahan, where the seller adds Form 29 and seller and buyer both sign Form 30; the fee is ₹300 for a car and ₹150 for a motorcycle.
Within 14 days of the change, the new owner should transfer the policy as well.
Lifting the hypothecation at Jnanabharathi
When the last loan instalment is paid, send Form 35 and the lender’s No Objection Certificate (NOC) on Vahan. Jnanabharathi removes the loan from the RC without a fee, and our Karnataka RTO guide lists what each step needs.
Jnanabharathi RTO services online
Vehicle tasks for a KA-41 car start on the Vahan portal and licence tasks on the Sarathi portal. Karnataka moved 18 Vahan and 15 Sarathi services online on 1 November 2021, so many visits to Jnanabharathi are no longer needed.
Duplicate RC and RC status check for Jnanabharathi
For a duplicate RC, apply to KA-41 on Form 26 and pay the amount in the fees table. The Kiwi Insurance RC status check shows the details on any RC.
Driving licence services for Jnanabharathi
Licence applications go through Sarathi, or a Bangalore One or Karnataka One centre, and the test can be taken on the KA-41 automated track once a slot is booked. Licence renewals are on our Karnataka RTO guide.
Traffic fines and e-challan in Jnanabharathi
A challan against a KA-41 car is settled online, not at the office. Look the KA-41 number up on echallan.parivahan.gov.in, or in the mParivahan app, where any challan can be paid online.
Fines for Jnanabharathi drivers
The remaining offences and their fines are covered in our Karnataka RTO guide.
Moving your car to Jnanabharathi
For cars arriving on the Mysore Road side and KA-41 cars leaving the state
A car moving to the Mysore Road side from Mandya or Hassan only needs its RC address changed, as KA numbers are valid across Karnataka. A car from another state is handled in three stages, each with its own time limit.
Arriving on the west side of Bengaluru
Re-registering an outside car at Jnanabharathi RTO
- 1
Ask for the NOC
The office on the old RC issues it on Form 28
- 2
Pay after 30 days
Karnataka tax is due on Vahan after the car spends more than 30 days here
- 3
Apply after 12 months
Kept here more than 12 months, the car is re-registered at KA-41
- 4
New plate, new policy
Swap to KA-41 plates, then inform your insurer of the number change
If you are leaving Karnataka, Jnanabharathi gives the NOC for a KA-41 car on Form 28. The state Act allows part of the lifetime tax back when a car leaves for another state, and the office can tell you how to apply; see our Karnataka RTO guide for the rest.
BH series registration in Jnanabharathi
For buyers near Jnanabharathi whose jobs move between states, the dealer can apply for a Bharat series (BH) number in place of KA-41, which spares you a No Objection Certificate (NOC) at each transfer.
For a private sector job, the employer must have offices in 4 or more states or union territories and must sign Form 60. The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
For eligibility and the BH tax, see our Karnataka RTO guide.

Car insurance in Jnanabharathi
The registering office sets the zone, and the zone sets the Own Damage price. Jnanabharathi is a Bengaluru office, which the India Motor Tariff places in Zone A as Bangalore, so a KA-41 car is quoted at the Zone A rate, while Third-Party cover is a national price.

Zone A for KA-41
KA-41 cars are rated Zone A, the same as every other Bengaluru city office

National Third-Party price
Engine size, not the office, sets the Third-Party premium; Own Damage and optional covers are where quotes differ

Used car from KA-41
After Jnanabharathi puts the car in your name, you have 14 days to move the policy

After a move to Mysuru
Zone A still applies, as the zone follows the office that registered the car, not your new address
How insurance links to the Jnanabharathi RTO
A policy has to be in place before Jnanabharathi registers any car. Each time the office records a new owner, a new address or a KA number on an RC, inform your insurer, so the policy and the RC never disagree.
Insurance for your car and bike
Every KA-41 car and bike needs Third-Party cover in law before it is registered or driven Finished at Jnanabharathi? Choose the car or the bike card to compare Kiwi Insurance plans.
