Hassan district has two RTO codes. KA-13 is the Regional Transport Office (RTO) in Hassan town, and KA-46 is an Assistant RTO (ARTO) in Sakaleshpura, a separate town in the same district. So a Hassan-district car can carry either code, and KA-46 does not mean the car was registered in Hassan town.
A car registered at the Hassan RTO has a plate like KA 13 AB 1234. KA names Karnataka, 13 names the Hassan office, AB is the letter series, and 1234 is the four-digit number for that car.

Worth knowing: Swap the 13 for 46 and the same plate belongs to a car registered at Sakaleshpura, still inside Hassan district. A move to another Karnataka district does not change either code. A plate code changes only if the car is re-registered outside Karnataka, or if its registration details are changed.
Every new car registered at KA-13 or KA-46 comes with a High Security Registration Plate (HSRP) fitted by its dealer. Rule 50 of the Central Motor Vehicles Rules, 1989 has applied this to new vehicles from 1 April 2019.
Worth knowing: An older Hassan car needs its HSRP installation booked through the booking portal named on the Karnataka Transport Department website, where the date for older cars is shown too. Plate rules for all KA cars are on our Karnataka RTO guide.
KA-13 and KA-46 for Hassan district, and two neighbouring codes
Two codes on the Karnataka list belong to Hassan district, KA-13 for Hassan and KA-46 for Sakaleshpura, which the list spells Sakleshpur. Two of the neighbouring districts, Chikkamagaluru and Kodagu, each have their own.
The Hassan RTO and the Sakaleshpura ARTO, as the directories list them
Hassan district has two offices in two different towns, so know which one is yours before you set out. Both addresses below come from directories that copy the Transport Department’s contact list, and the hours of neither office could be confirmed from an official source.
The Hassan RTO is listed at B. Kathihalli on Arasikere Road. A 2022 news report named it among seven Karnataka RTOs with an automated driver testing track. Ask about it when you book the test.
KA-46 is an Assistant RTO in Sakaleshpura, not a second office in Hassan town. It is listed at Baalegadde, Raghavendra Nagar, on the B.M. Road (NH 48). One listing prints its pincode as 573314, but 573134 is the one other directories give.

Eight taluks, two offices, and two districts next door
Hassan district has eight taluks: Hassan, Arsikere, Channarayapatna, Belur, Holenarasipura, Sakleshpur, Alur and Arkalgud. No official list says which of them go to KA-13 and which to KA-46, so check the office Vahan shows before you apply.
A used car’s RC already shows its office in the code, and the finder at the top of this page reads any number.
Worth knowing: Belur is a Hassan district taluk, so a car kept there is registered at a Hassan district office, not at Chikkamagaluru (KA-18), which is a different district.
Inside the district, the other office is the Sakaleshpura ARTO. Across the district line, two neighbours, Chikkamagaluru and Kodagu, run their own offices with their own codes.

Karnataka lifetime tax at either Hassan district office, with cess added Registering at KA-13 or at KA-46 makes no difference to the tax. Both charge the Karnataka lifetime road tax on the car’s price, from 13% at the low end to 18% for a car above ₹20 lakhs, and then add an 11% cess and a ₹1,000 car cess.
Then 14% for a petrol or diesel car above ₹5 lakhs and up to ₹10 lakhs
Petrol and diesel cars that cost more than ₹20 lakhs pay 18%
By price, with the break points at ₹10 lakhs and ₹25 lakhs, from 1 May 2026
11% of the tax, and a one-time ₹1,000 for a car or ₹500 for a two-wheeler
For a new car, the Hassan showroom puts the tax and cess in the on-road price and pays on Vahan
A car owned by an individual and a car owned by a company are taxed at the same rate
Karnataka tax applies once a car from another state stays over 30 days. When its registration moves here, it pays 93% of the lifetime tax up to 2 years old and 25% past 15 years
Our Karnataka RTO guide has the complete table
Hassan and Sakaleshpura charge identical fees, set nationally, so it costs no more to register at one than at the other. You pay on Vahan, and on a new car the dealer pays the fee when it applies for the number.
A Hassan example: A first car bought with a bank loan and registered at KA-13 pays ₹2,300 to the RTO. The ₹600 registration, the ₹200 smart card and the ₹1,500 hypothecation entry make up that sum, before the road tax.
Keep a car for 15 years and its renewal costs ₹5,000, rising to ₹10,000 after 20. Leave a renewal late and a car is charged ₹500 for every month of delay, a motorcycle ₹300.
The dealer applies on Vahan, and KA-13 or KA-46 allots the number
The showroom applies for registration on Vahan with your Hassan district address. Which office approves it, and so whether the plate reads KA-13 or KA-46, follows that address.
A valid policy must be in place before registration, from any insurer you pick
Your Hassan district address proof decides whether KA-13 or KA-46 handles it
The dealer adds Karnataka road tax, cess and the RTO fee to the bill
The office approves the application on Vahan and the car gets its number
Plates go on at the showroom, and the RC comes in your name
Make sure the RC shows the office that matches your address
Give the insurer the Hassan district address on your RC
A new two-wheeler is registered through its dealer in the same way
A KA-13 or KA-46 car sold within Karnataka keeps its number. File Form 29 as the seller, sign Form 30 with the buyer, and pay the ₹300 car fee on Vahan.
For a buyer in another state, the Hassan district office that registered the car first gives a No Objection Certificate (NOC). Within 14 days of the sale, the policy has to be in the buyer’s name.
With the loan repaid, ask the bank for its NOC and Form 35, and upload both on Vahan. The RC is reissued without the loan, at no cost. Our Karnataka RTO guide lists what the bank and the RTO ask for.
With two offices in the district, starting online saves a wasted trip. Vehicle services go through the Vahan portal and licence services through the Sarathi portal, and since November 2021 some Karnataka services need no office visit at all.
A duplicate RC for a Hassan district car is applied for on Form 26 through Vahan, at ₹300 for a car. Its progress shows when you check your RC status on Kiwi Insurance.
Learner’s licences, test bookings and renewals all start on Sarathi, as our Karnataka RTO guide explains.
Driving uninsured costs the same in Hassan as anywhere in India. The national rule, section 196 of the Motor Vehicles Act, 1988 (amended in 2019), puts the fine at ₹2,000, or ₹4,000 if caught again.
Karnataka may compound some offences, so rely on the challan amount. Pay a Hassan challan on echallan.parivahan.gov.in or in mParivahan, and find the full list on our Karnataka RTO guide.
Cars from other states move to a Hassan district code within 12 months
A car already registered in Karnataka keeps its plate in Hassan, and its owner just updates the RC address. A car from another state owes Karnataka tax after more than 30 days in the state, and must be registered at KA-13 or KA-46 once it has been kept here for more than 12 months.
Use Form 28 with the office in your old state
Apply at KA-13 or KA-46, as your address decides, within 12 months
From 93% of the lifetime tax for a newer car down to 25% after 15 years
Fit plates with the new Hassan district number and take the new RC
If you are leaving Karnataka with a KA-13 or KA-46 car, you take these steps in reverse order. Your office issues the NOC on Form 28, the new state registers the car, and you can claim back part of the Karnataka road tax.
Worth knowing: Inform your insurer of the Hassan address when you move, and of the new number when it is issued. The office that registered the car can explain how to claim the refund.
On a job that moves you between states every few years? The Bharat series (BH) skips the state code, so a later move out of Karnataka needs no No Objection Certificate (NOC) or re-registration. Government, defence and public sector staff can have it, as can private staff whose employer has offices in 4 or more states or union territories, on Form 60.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. The tax is paid in 2-year steps, 8% for a car under ₹10 lakhs, as our Karnataka RTO guide explains.

The Own Damage premium is priced by the zone of the registering office, and both KA-13 and KA-46 are in Zone B. The India Motor Tariff places Bengaluru in Zone A and the rest of Karnataka in Zone B, so a Hassan car usually pays less for Own Damage cover. Third-Party prices are set nationally.
Hassan is Zone B for Own Damage at both offices, which usually means a smaller premium than in Bengaluru
The same Third-Party price applies to a Hassan car as to one anywhere else, by engine size
The two Hassan district offices are in the same zone, so the choice does not change the premium
A Bengaluru-registered car in Hassan stays Zone A, as the zone follows its registering office
KA-13 and KA-46 both want a valid policy on file before they register
Once the RC is in a new name, that owner gets 14 days to move the policy over
Inform your insurer of the KA-13 or KA-46 number once it is given
A Hassan district car needs at least Third-Party cover to be registered or driven With the registration done, the policy should match your RC. Kiwi Insurance options for cars and bikes follow.
