Nelamangala RTO at a glance
Nelamangala RTO issues the KA-52 code from the town of Nelamangala in Bengaluru Rural district. It is a full Regional Transport Office, but it is not one of the Bengaluru city offices, and the department places it in its Bengaluru Rural division.
How to read a Nelamangala (KA-52) number plate
On KA 52 AB 1234, the opening pair KA is the Karnataka state code and 52 is the number of the Nelamangala RTO. The two letters, AB here, are the series, and 1234 is the four-digit number.

Worth knowing: A car registered at Nelamangala keeps 52 if its owner later takes a flat in Bengaluru city or in Tumakuru. The number on a Nelamangala plate changes only if the car is re-registered outside Karnataka or its registration details are changed, so a move within the state leaves it alone.
HSRP number plates in Nelamangala
KA-52 cars first registered from 1 April 2019 left the showroom on a High Security Registration Plate (HSRP), since the dealer fits it before delivery.
An older Nelamangala car must have one installed. Owners book it on the booking portal that the Karnataka Transport Department website names, the SIAM site, where the date for each vehicle is given, so there is no need to queue at the office for it. The rest of the plate rules are in our Karnataka RTO guide.
Nelamangala RTO code and the Bengaluru Rural codes
KA-52 first, then the codes of the offices it is grouped with
KA-52 is the only code for Nelamangala. Two kinds of code get confused with it, those of Devanahalli and of the offices in the department’s Bengaluru Rural division, and the nine Bengaluru city codes that sit on the city’s plates.
Nelamangala and other nearby Karnataka codes
Worth knowing: Ramanagara was carved out of the then Bangalore Rural district on 23 August 2007, so a KA-42 car comes from a separate district. It is not a Nelamangala car, even though both offices share a division.
Nelamangala RTO office address and timings
The two addresses directories give, the hours, what it handles and the papers to take
Two addresses for the office appear in directories, both inside Nelamangala town. Most point to 1906, 9th Cross, Subhas Road, and one to Veeriah Nagar, Arasinakunte, so check which is current before making the trip.

What the Nelamangala RTO does not handle

Areas under Nelamangala RTO
The department does not publish a list of villages or wards for KA-52 that could be quoted here, so the safest guide is the RC itself. A car first registered at Nelamangala shows KA-52, and a new car goes to the office that covers the address on the owner’s papers.
Areas linked to Nelamangala
Nearby areas that belong to other offices
Worth knowing: These places have transport offices of their own, yet no official list says where the KA-52 area ends. Vahan, or the dealer filing your papers, will show whether an address belongs to Nelamangala or to another office.

Devanahalli is another transport office in Bengaluru Rural district, while Tumakuru, Ramanagara, Kolar and Chikkaballapur share Nelamangala’s division in the department’s list. The Bengaluru city offices form a separate group.

Road tax in Nelamangala
One payment of Karnataka lifetime tax, made when the car gets its KA-52 number
Nelamangala collects the Karnataka lifetime road tax when a car is first registered there, at exactly the rate a Bengaluru or Mysuru office would charge. The band depends on the price of the car and on whether it is electric; an individual and a company pay the same rate for the same car.
Karnataka lifetime road tax for a KA-52 car
Lifetime tax on a ₹6 lakh car at Nelamangala
Electric cars
A new electric car has paid 5%, 8% or 10% by price since 1 May 2026; up to then, one priced up to ₹25 lakhs was exempt
Outside cars
Once a car from another state has stayed in Karnataka more than 30 days, tax is owed. Moving its registration here costs a share by age, 93% falling to 25%
No local rate
Nelamangala adds nothing of its own; the state schedule is the whole bill
Dealer pays it
For a new car the tax is paid on Vahan within the on-road price, as our Karnataka RTO guide explains
RTO fees and charges in Nelamangala
Nelamangala charges the fees fixed nationally under the Central Motor Vehicles Rules, so there is no saving or surcharge for using a Bengaluru Rural office. Payment is made on the Vahan portal; on a new car the dealer looks after it as part of the on-road price.
RTO fees for a private car and bike at Nelamangala
For example: Take a new car registered at Nelamangala with a bank loan on it. The office’s share comes to ₹2,300, built from the ₹600 registration fee, ₹200 for the smart card and ₹1,500 for noting the loan, and the road tax is separate.
A KA-52 car past 15 years needs a ₹5,000 renewal, or ₹10,000 once it is beyond 20. If the renewal slips, a car pays ₹500 extra per month and a motorcycle ₹300.
Fancy numbers cost more. According to the department’s 2021-22 annual report, ₹20,000 buys a choice number in the running series and ₹75,000 one in an advance series, with advance series also put up for auction.
Road tax, the cesses and the HSRP plate are billed separately.
Registering a new car in Nelamangala
The dealer files on Vahan, and a Nelamangala address brings the car to KA-52
A buyer whose address is covered by Nelamangala gets a KA-52 number, even when the car comes from a showroom in Bengaluru city. The dealer files the papers on Vahan and the address decides the office.
- 1
Cover first
Take out the insurance policy, from the insurer you choose, before registration
- 2
Papers to the dealer
Your Nelamangala address goes on Form 20, which the dealer submits on Vahan
- 3
Tax in the invoice
Lifetime tax, both cesses and the fee are paid through the on-road price
- 4
KA-52 plate fitted
A KA-52 number is allotted, and the High Security Registration Plate goes on at the showroom
Two-wheelers too
A new bike or scooter on a KA-52 address also pays the ₹500 welfare cess

Ask the insurer how a KA-52 car is rated for Own Damage before you buy
Transferring car ownership in Nelamangala
Selling a KA-52 car? The transfer goes through Nelamangala, the office on the RC, even if the buyer lives in Bengaluru city. File it on Vahan with Form 29 signed by you and Form 30 signed by you both; the fee is ₹300 for a car and ₹150 for a motorcycle.
The buyer’s name goes on the RC first, and the insurance must follow within 14 days.
Removing a loan (hypothecation) at Nelamangala RTO
When the bank has been repaid, file Form 35 and the bank’s No Objection Certificate (NOC) against the KA-52 RC; there is no RTO fee for this. Each step’s papers are listed in our Karnataka RTO guide.
Nelamangala RTO services online
Owners in the KA-52 area begin vehicle work on the Vahan portal and licence work on the Sarathi portal. Since 1 November 2021 Karnataka has offered 15 Sarathi and 18 Vahan services without a visit to the office.
Duplicate RC and RC status check for Nelamangala
A lost or spoilt KA-52 RC is replaced through Form 26, with the fee set out in the fees table. Check any registration with the Kiwi Insurance RC status check.
Driving licence services for Nelamangala
Learner and driving licence applications from the KA-52 area are made on Sarathi, or at a Karnataka One or Bangalore One centre, and Sarathi also shows the test venue. Bengaluru’s offices are covered in the Bengaluru RTO guide.
Traffic fines and e-challan in Nelamangala
A KA-52 owner can check and clear challans without going to the office. Search the number on echallan.parivahan.gov.in or in mParivahan, then pay there.
Fines a Nelamangala driver should know
The amounts are in the Motor Vehicles Act, 1988, as amended in 2019, and our Karnataka RTO guide lists the remaining offences.
Moving your car to Nelamangala
What changes for a car that arrives in the KA-52 area, and for one that leaves the state
Moving to Nelamangala from Mysuru or Hubballi changes nothing on the plate; the RC simply needs your new address. A car arriving from another state faces two separate rules. Karnataka tax falls due after the car has stayed more than 30 days, and re-registration with a KA number is required once it has been kept here for more than 12 months.

Re-registering an outside car at Nelamangala
- 1
Ask for the NOC
The office that issued the old RC gives the NOC on Form 28
- 2
Tax after 30 days
Pay Karnataka tax on Vahan once the stay is more than 30 days
- 3

- 4
Plate and policy
Once the KA-52 plate is on, inform your insurer straight away
If you are leaving Karnataka, the Nelamangala office issues the NOC on Form 28 for a KA-52 car. The state Act provides for refunding part of the lifetime tax for a car moved out, and the office can tell you how to apply; our Karnataka RTO guide has more.
BH series registration in Nelamangala
A buyer in the KA-52 area who expects transfers between states can have the dealer apply for a Bharat series (BH) number in place of KA-52; moving the car later then needs no No Objection Certificate (NOC).
An employee of a private company hands the dealer Form 60, and the company must have offices in 4 or more states or union territories. The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
Eligibility and the BH tax are covered in our Karnataka RTO guide.

Car insurance in Nelamangala
Insurers set the Own Damage premium by the zone of the office that registered the car. The India Motor Tariff names Bangalore in Zone A, but Nelamangala is a Bengaluru Rural office, so confirm with your insurer whether a KA-52 car is priced as Zone A or Zone B. Third-Party cover, on the other hand, carries a single national price whichever office registers the car.

Ask about the zone
Insurers decide how a KA-52 car is zoned; check your quote and ask the insurer if it is unclear

Third-Party is the same
Engine size alone sets the national Third-Party premium, so quotes differ on Own Damage and optional covers

Bought a used KA-52 car
After Nelamangala records you on the RC, move the policy into your name within 14 days

Moved into the city
The zone stays with the registering office, so a KA-52 car does not change zone when you move
