Bhopal RTO at a glance

Bhopal RTO at a glance

Every car registered in Bhopal district carries MP-04, the code of the Regional Transport Office (RTO) in the state capital. The one open point is the building itself. Directories still give Shivaji Nagar, while an official 2026 bus route list names a stop called RTO beside Kokta, near Transport Nagar.

How to read a Bhopal (MP-04) number plate

How to read a Bhopal (MP-04) number plate

On MP 04 AB 1234, a typical Bhopal plate, MP is Madhya Pradesh, 04 points to the Bhopal RTO, AB shows the letter series and 1234 is the four-digit number of that particular car.

Number plate MP 04 AB 1234 labelled: MP is the state code for Madhya Pradesh, 04 is the Bhopal RTO code, AB is the series and 1234 is the four-digit number

Worth knowing: A car that follows its owner from Bhopal to Indore, Gwalior or anywhere else in the state keeps MP-04 on its plate, since the code changes only if the car is re-registered outside Madhya Pradesh or its registration details are changed.

HSRP number plates in Bhopal

HSRP number plates in Bhopal

Bhopal showrooms fit High Security Registration Plates (HSRP) to every new MP-04 car before handover, a duty under Rule 50 of the Central Motor Vehicles Rules, 1989 for vehicles sold from 1 April 2019.

Worth knowing: For an older Bhopal car, book the HSRP installation through the booking portal named on the Madhya Pradesh transport department website, which also shows your date. Every MP plate rule is on our Madhya Pradesh RTO guide, whatever the code.

One RTO, and two places named for it

Bhopal has one registering office for private cars, but two locations are linked to it. Treat the address below as provisional, and ask the office, or look on the Madhya Pradesh transport department website, to find out which site will see you.

Bhopal RTO office, MP-04

Two directories agree on Durga Mandir Road in Shivaji Nagar. The state’s own suburban bus route notification of May 2026, however, lists a stop called RTO between Transport Nagar and Kokta, which points to an RTO site on that side of the city. Which of the two handles registration could not be confirmed from an official source. Ask the MP-04 office before travelling to either.

Which areas come under Bhopal RTO

Which areas come under Bhopal RTO

The whole of Bhopal district, and where the district line catches people out

MP-04 covers Bhopal district, and the office follows the address on your RC. The usual surprise is the industrial belt to the south: Mandideep and Obaidullaganj are in Raisen district, so cars kept there register at the Raisen DTO as MP-38.

Registering a new car in Bhopal

Registering a new car in Bhopal

The showroom files it on Vahan and MP-04 issues the number

A new car rarely takes you to the Bhopal RTO in person. The dealer files the application on Vahan with your Bhopal address, pays the tax and fees, and the MP-04 office approves it.

  1. 1

    Insure it first

The dealer needs a valid policy on the car before Vahan accepts the application

  2. 2

    Hand over address proof

A Bhopal district address on your documents puts the file with MP-04

  3. 3

    Tax goes in the bill

Lifetime tax and the RTO fee are added to the on-road price and paid online

  4. 4

    Office approves

The Bhopal RTO checks the file on Vahan and allots an MP-04 number

  5. 5

    Plates and RC

HSRP plates are fitted before delivery and the RC is issued in your name

  • Mandideep buyers

An address in Raisen district sends the car to MP-38, even if you bought it in Bhopal

  • Policy details

Give your insurer the same address and number that the RC shows

  • Two-wheelers too

A new motorcycle is registered by its dealer through the same Vahan route

Transferring car ownership in Bhopal

Transferring car ownership in Bhopal

Selling an MP-04 car to someone in Madhya Pradesh does not change the number. The seller files Form 29, the buyer and seller sign Form 30, and the ₹300 car fee is paid on Vahan.

A buyer from outside Madhya Pradesh needs a No Objection Certificate (NOC) from the Bhopal RTO before the transfer. Within 14 days of that change, the buyer has to take over the car’s policy.

Clearing a loan (hypothecation) from a Bhopal RC

After the last instalment, the bank sends its NOC and Form 35. Upload both on Vahan and the MP-04 office reissues the RC without the loan, free, with the paper list on our Madhya Pradesh RTO guide.

With two sites linked to the office, it pays to start every Bhopal job online. Car work runs on the Vahan portal and licence work on the Sarathi portal, and the office is needed mainly for tests and checks.

Duplicate RC and RC status check in Bhopal

Losing an MP-04 RC means a Form 26 application on Vahan and a ₹300 fee for a car, and you can check your RC status on Kiwi Insurance while the new card is printed.

Driving licence services in Bhopal

Learner’s licence, test slot and renewal for a Bhopal driver are all Sarathi applications, explained on our Madhya Pradesh RTO guide.

Traffic fines and e-challan in Bhopal

Traffic fines and e-challan in Bhopal

An uninsured car stopped in Bhopal faces the national fine under section 196 of the Motor Vehicles Act, 1988 as amended in 2019, which is ₹2,000, or ₹4,000 for a repeat.

Moving your car to Bhopal

Moving your car to Bhopal

A car from another state takes an MP-04 number after 12 months

If your car already has an MP number, a move to Bhopal only means updating the address on the RC. A car from another state that is kept here for more than 12 months must be registered at MP-04, and Madhya Pradesh then charges a share of its lifetime tax that falls as the car gets older.

Re-registering a car from another state in Bhopal

  1. 1

    Get the NOC

Form 28 goes to the RTO in the state where the car was first registered

  2. 2

    Apply at MP-04

After 12 months in the state, your NOC, old RC, PUC and policy go to MP-04

  3. 3

    Pay the age share

A car 4 to 5 years old pays 65% of the lifetime tax worked out on its first price

  4. 4

    New plates

Fit plates with the MP-04 number and collect the new RC

A Bhopal example: A car first registered elsewhere at a standard price of ₹8 lakh and now 4 and a half years old would pay 8% of ₹8 lakh, times 65%, or ₹41,600. Vahan works out the final amount.

If you are leaving Madhya Pradesh, the same steps apply in reverse, starting with an NOC on Form 28 from the Bhopal RTO before the new state registers the car. Inform your insurer of each new address and number.

BH series registration in Bhopal

BH series registration in Bhopal

For a job that keeps moving you between states, a Bharat series (BH) number carries no state code, so leaving Madhya Pradesh later needs no No Objection Certificate (NOC) or new registration. It is open to government, defence and public sector staff, and to private employees whose company has offices in 4 or more states or union territories, who file Form 60.

The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. BH tax is paid every two years, 8% for a car under ₹10 lakhs, as our Madhya Pradesh RTO guide explains.

Insurers price the Own Damage part of a policy by the zone of the registering office, and MP-04 falls in Zone B. The India Motor Tariff keeps Zone A for eight large cities, none of them in Madhya Pradesh, so Own Damage cover for a Bhopal car is usually priced lower than in those cities. Third-Party prices are the same everywhere.
