Gwalior RTO at a glance
Gwalior district’s cars are registered as MP-07 at its Regional Transport Office (RTO). The city also houses the Transport Commissioner of Madhya Pradesh, the head of the whole department, and a car bought at the yearly Gwalior Vyapar Mela can be registered here for half the usual lifetime tax.
Gwalior RTO key facts
How to read a Gwalior (MP-07) number plate
A Gwalior registration is written as MP 07 AB 1234. Madhya Pradesh comes first as MP, the Gwalior office as 07, then the series AB and the four-digit number 1234 that identifies the car.

Worth knowing: A Gwalior owner who settles in Morena, Datia or Bhopal still drives on MP-07, as the code does not change for a move within the state and changes only if the car is re-registered outside Madhya Pradesh or its registration details are changed.
HSRP number plates in Gwalior
Rule 50 of the Central Motor Vehicles Rules, 1989 obliges Gwalior dealers to deliver every new car with High Security Registration Plates (HSRP), a requirement in force from 1 April 2019.
Worth knowing: MP-07 cars registered earlier have the HSRP installation booked through the booking portal named on the Madhya Pradesh transport department website, along with the date set for them. Plate rules in full are on the Madhya Pradesh RTO guide, under HSRP.
Gwalior RTO code list
MP-07, and four District Transport Office codes on its borders
The Vahan list records one office for Gwalior district, the MP-07 RTO. Morena, Bhind, Datia and Shivpuri, the four districts that border it, are each served by a District Transport Office (DTO) and a code of their own.

Gwalior RTO office address and timings
The MP-07 RTO, and the Transport Commissioner’s office in the same city
Registration work for Gwalior goes to the MP-07 RTO. Only one directory gives it a street address, so that address should be treated as unconfirmed. The Transport Commissioner’s office, also in Gwalior, runs the department, while the Vahan list names the MP-07 RTO as the office for Gwalior registrations.
Gwalior RTO office, MP-07
The one directory with an address places the RTO on Harikheda Jarga Road at Hurawali, pincode 474001. Two other listings for the office give no address at all. Confirm the location with the office or the Madhya Pradesh transport department website before you visit.

Which areas come under Gwalior RTO
Gwalior district on MP-07, four other districts on their own codes
MP-07 serves an RC address anywhere in Gwalior district. Once the address is in Morena, Bhind, Datia or Shivpuri, the car belongs to that district’s DTO instead.
Gwalior RTO areas and the codes around them
Without an official list of areas for MP-07, the address on the RC is the guide, and Gwalior district has no other office. On a used car the number already shows its first office, and the finder at the top of this page reads it for you.
RTOs near Gwalior
The four districts on Gwalior’s borders each have a DTO. Their codes, MP-06, MP-30, MP-32 and MP-33, are as distinct from MP-07 as their offices are.

Road tax in Gwalior
The Madhya Pradesh lifetime tax, and the half-price fair
Road tax in Gwalior is the Madhya Pradesh lifetime tax, a single payment on the standard price at registration. Its reported rates are 8% for a car under ₹10 lakh, 10% from ₹10 lakh to ₹20 lakh and 14% above, and the amount Vahan calculates is the one to check before paying. Buy at the Gwalior Vyapar Mela, and the tax is halved.

RTO fees and charges in Gwalior
MP-07 charges central RTO fees, the same amounts that Morena or Datia charge. Vahan takes the payment, and with a new car the dealer pays it within the registration.
RTO fees for a private car and bike in Gwalior
A Gwalior example: Even at the Vyapar Mela, where the tax is halved, a loan-financed car still pays the full RTO fees, ₹600 for registration, ₹200 for the smart card and ₹1,500 for the hypothecation, so ₹2,300.
For an older car, the 15-year renewal is ₹5,000 and the 20-year one ₹10,000. A car renewed late attracts ₹500 per month of delay, and a motorcycle ₹300.
Registering a new car in Gwalior
The dealer applies, the MP-07 RTO registers, at the showroom or the fair
In Gwalior the dealer registers a new car for the buyer. It files on Vahan with your Gwalior district address, the RTO approves, and the MP-07 number is allotted. Bought at the Vyapar Mela, the car must be registered permanently at RTO Gwalior for the tax rebate.

Fair purchases

Dealers selling on the fair ground need a separate trade certificate for it
Insurer records
The policy should show the same address and MP-07 number as the RC
Transferring car ownership in Gwalior
An MP-07 car changing hands inside Madhya Pradesh keeps its registration number. The seller submits Form 29, seller and buyer complete Form 30 together, and the car transfer fee of ₹300 goes through Vahan.
If the buyer is in Uttar Pradesh or Rajasthan, the Gwalior RTO gives a No Objection Certificate (NOC) before the sale is completed. Insurance follows the car, and the buyer must have the policy transferred within 14 days.
Clearing a loan (hypothecation) from a Gwalior RC
The lender provides an NOC and Form 35 when the loan ends, and once both are on Vahan the MP-07 RC is reissued without the hypothecation, at no charge, as our Madhya Pradesh RTO guide describes.
Gwalior RTO services online
With the office address resting on one directory, applying online first is sensible in Gwalior. The Vahan portal deals with road tax, transfers and RC updates, the Sarathi portal deals with licences, and the RTO is needed mostly for tests.
Duplicate RC and RC status check in Gwalior
A replacement for a lost or damaged MP-07 RC is requested on Form 26 through Vahan, and costs ₹300 for a car. The application can be followed when you check your RC status on Kiwi Insurance.
Driving licence services in Gwalior
For Gwalior drivers, every licence step from learner’s to renewal opens on Sarathi, as covered on our Madhya Pradesh RTO guide.
Traffic fines and e-challan in Gwalior
Section 196 of the Motor Vehicles Act, 1988, amended in 2019, fines an uninsured driver in Gwalior ₹2,000, rising to ₹4,000 on a later offence. Under a January 2026 notification, an e-detection cell at the Transport Commissioner’s office here also issues e-challans from toll-booth checks on highways.

Moving your car to Gwalior
Twelve months on, an outside car swaps to MP-07
Moving within Madhya Pradesh, a car only needs its RC address changed to Gwalior. A car on another state’s number must be re-registered at MP-07 once it has been kept here for more than 12 months, and it then pays a portion of the state’s lifetime tax that is lower for older cars.
Moving to Gwalior from another state or from inside Madhya Pradesh
Re-registering a car from another state in Gwalior
- 1
NOC from the old RTO
Requested on Form 28 from where the car was registered
- 2
Application at MP-07
Past the 12 months, lodge the NOC, RC, PUC and policy in Gwalior
- 3
Age sets the tax
A car aged 7 to 8 years pays 44% of the lifetime tax
- 4
MP-07 plates
The new plates are fitted and a Gwalior RC is issued
A Gwalior example: For a car with a standard price of ₹8.5 lakh when first registered elsewhere, now seven and a half years old, the tax would be 8% of ₹8.5 lakh times 44%, or ₹29,920. Vahan states the final amount.
If you are leaving Madhya Pradesh, the same steps apply in reverse, with the Gwalior RTO providing the NOC on Form 28 and the next state carrying out the registration. Inform your insurer at each stage.
BH series registration in Gwalior
For Gwalior residents in jobs with postings across states, the Bharat series (BH) avoids a state code entirely. A move out of Madhya Pradesh then needs no No Objection Certificate (NOC) and no re-registration. Government, defence and public sector employees can apply, and private sector employees can too, through Form 60, if their employer has offices in 4 or more states or union territories.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. A car below ₹10 lakhs pays 8% BH tax for each two-year period, as our Madhya Pradesh RTO guide shows.

Car insurance in Gwalior
The zone for Own Damage premiums depends on the registering office, and Gwalior’s MP-07 is Zone B.
