MP-20 is the code of the Jabalpur Regional Transport Office (RTO), and both directories that list it put the office at Karmeta. Jabalpur district once took in Katni too, but Katni became a district of its own in 1998 and now registers cars as MP-21.
Plates from the Jabalpur office follow the pattern MP 20 AB 1234. The first pair of letters is the state, the 20 is the office, AB is a series of letters, and 1234 is the four-digit number unique to the vehicle within that series.

Worth knowing: An MP-20 registration stays as it is when the owner relocates to Katni, Sagar or any other district of Madhya Pradesh. The code on a Jabalpur plate changes only if the car is re-registered outside Madhya Pradesh or its registration details are changed, never for a simple change of home district.
High Security Registration Plates (HSRP) arrive already fitted on any car that a Jabalpur dealer has delivered since 1 April 2019, as required by Rule 50 of the Central Motor Vehicles Rules, 1989.
Worth knowing: Older MP-20 cars get their HSRP installation through the booking portal named on the Madhya Pradesh transport department website, where the deadline for them is also given, while the plate features are described on our Madhya Pradesh RTO guide.
MP-20 and five codes from the districts on its borders
On the Vahan list, MP-20 stands alone for Jabalpur district. The five districts around it each have their own: Katni and Seoni run Assistant RTOs (ARTOs), while Narsinghpur, Mandla and Damoh run District Transport Offices (DTOs).
The MP-20 office, as two directories list it
All registration work for Jabalpur district goes to one office. The two directories that cover MP-20 agree on its location, Karmeta, and on the pincode 482002, though the address could not be confirmed from an official source.
One listing names it simply as the Regional Transport Officer, Karmeta. There is no second MP-20 counter elsewhere in the district on the Vahan list, so a Jabalpur address always leads here.
The Karmeta location is from directories, so confirm it with the office or the state transport website
Most RC changes are filed online, which means fewer trips to Karmeta

Jabalpur district today, and the Katni change of 1998
An RC address anywhere in Jabalpur district belongs to MP-20. The boundary moved in 1998, when Katni left the district, so a Katni address today belongs to MP-21 even though it was once part of Jabalpur.
No official list of the areas MP-20 covers is available, so your RC address decides the office, and the district has just this one. For a second-hand car, the two digits after MP on its RC show where it was first registered, and the finder at the top of this page will name the office for any number.
Jabalpur shares borders with five districts, and every one of them has a separate office and code. Katni, the former tehsil, is the one most often taken for part of Jabalpur.

Madhya Pradesh lifetime tax, charged once at registration
There is no Jabalpur rate as such, only the Madhya Pradesh lifetime tax, taken as a share of the car’s standard price when it is first registered. It is reported as 8% under ₹10 lakh, 10% between ₹10 lakh and ₹20 lakh, and 14% over ₹20 lakh, with the exact amount shown on Vahan for you to check before paying.
GST and cess are included and discounts ignored, unless the dealer invoice is the higher of the two
The same bands apply to bikes, so an ₹80,000 motorcycle on MP-20 owes ₹6,400
Up to 26 March 2026, registering an e-car worth up to ₹20 lakh at MP-20 cost no road tax. After that date, Vahan has the amount
Hand in a BS-I era or older vehicle at an approved scrapping centre in the state and the replacement is taxed at half, one time
Jabalpur dealers include the tax in the on-road price and pay it through Vahan
Concessions and all three bands for MP-20 cars are set side by side on our Madhya Pradesh RTO guide
Katni and Jabalpur charge identical RTO fees, since the amounts are fixed for the whole country. Fees are paid through Vahan, and for a new car the dealer pays them during registration.
A Jabalpur example: On a loan-financed car, the MP-20 office collects three fees, ₹600 to register, ₹200 for the smart card and ₹1,500 for the hypothecation, which adds up to ₹2,300 before road tax.
A fifteen-year-old car renews for ₹5,000, and one past twenty for ₹10,000. The late fee runs at ₹500 for each month a car is overdue, and ₹300 for a motorcycle.
Applied for on Vahan by the dealer, approved at Karmeta
A new car bought in Jabalpur is registered without the buyer queueing at Karmeta. The showroom submits the Vahan application in your name with a Jabalpur district address, and the MP-20 office approves it.
Insurance comes first, as the application cannot go in without it
A document with your Jabalpur district address ties the car to MP-20
The dealer pays lifetime tax and the RTO fee online and bills you for both
Karmeta clears the file on Vahan and an MP-20 number is given
It comes with HSRP plates on, and the RC is issued to you
A Katni address goes to MP-21, even when the car is bought from a Jabalpur showroom
The insurer should hold the address and number printed on the RC
New motorcycles are registered by the dealer on Vahan in the same way
Within Madhya Pradesh, an MP-20 car keeps its number when it is sold. The seller gives notice on Form 29, the two parties sign Form 30, and the transfer fee of ₹300 for a car is paid through Vahan.
For a sale across the state border, the Jabalpur RTO must issue a No Objection Certificate (NOC) before anything else. The new owner then has 14 days to have the policy moved to their name.
Once the bank is repaid, it issues an NOC and Form 35. These are uploaded on Vahan, and MP-20 prints an RC without the hypothecation at no cost, using the documents our Madhya Pradesh RTO guide names.
Much of what used to mean a day at Karmeta now starts online. The Vahan portal covers road tax, transfers and RC changes for MP-20 cars, while the Sarathi portal covers driving licences, and the office is visited mainly for tests and checks.
Form 26 on Vahan is the route to a duplicate of a lost, stolen or damaged Jabalpur RC, at ₹300 for a car. To see where the application stands, check your RC status on Kiwi Insurance.
Jabalpur learners apply on Sarathi, and renewals and test bookings start there too, following the steps on our Madhya Pradesh RTO guide.
Jabalpur traffic police apply the uninsured-driving penalty of section 196 of the Motor Vehicles Act, 1988, as amended in 2019. Getting caught once costs ₹2,000, and every later offence ₹4,000.
Where the state compounds an offence, the amount on the challan is what applies. Jabalpur challans can be cleared on echallan.parivahan.gov.in or with mParivahan, and more offences are listed on our Madhya Pradesh RTO guide.
Outside cars switch to MP-20 once they pass 12 months in the state
A Madhya Pradesh car arriving in Jabalpur needs nothing more than a new address on its RC. A car registered in another state is different. After more than 12 months here it must be re-registered at MP-20, and the state collects a part of its lifetime tax, smaller the older the car is.
Form 28, sent to the RTO that registered the car
When the 12 months are up, NOC, RC, PUC and policy go to the Jabalpur RTO
At 6 to 7 years old, a car owes 51% of the full lifetime tax
MP-20 plates replace the old ones, and a Jabalpur RC is issued
A Jabalpur example: Take a car that cost ₹7.5 lakh when first registered in another state and is now six and a half years old. Its tax would be 8% of ₹7.5 lakh, cut to 51%, so ₹30,600, with Vahan giving the final sum.
If you are leaving Madhya Pradesh, the same steps apply in reverse, beginning with a Form 28 NOC from the Jabalpur office and ending with registration in the new state. Inform your insurer as the address and number change.
Jabalpur residents whose work moves them between states can ask for a Bharat series (BH) number, which has no state code and so needs no No Objection Certificate (NOC) or re-registration after a move. It is for government, defence and public sector staff, and for private employees, via Form 60, whose employer has offices in 4 or more states or union territories.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. Under ₹10 lakhs, the BH tax is 8%, collected every two years, as our Madhya Pradesh RTO guide explains.

The registering office sets the zone that Own Damage premiums are based on, and for MP-20 that zone is B. Only eight cities, none of them in Madhya Pradesh, are Zone A under the India Motor Tariff, so a Jabalpur car’s Own Damage cover is usually priced below theirs. Third-Party premiums are the same in every city.
Jabalpur comes under Zone B, which normally means a smaller Own Damage premium than Zone A cities like Kolkata
Third-Party cover is priced by engine size and is identical for an MP-20 car and any other
A car on a Zone A city number keeps that zone until it carries an MP-20 plate
Cars on MP-21, MP-51 and the other neighbouring codes are Zone B too
Without an active policy the Karmeta office does not register the car
A Jabalpur buyer has 14 days after the RC is transferred to put the policy in their own name
Once a car is re-registered at MP-20, inform your insurer of it
An MP-20 car must have Third-Party cover before registration and before it is driven With the Jabalpur RTO steps complete, the policy should be in your name, and Kiwi Insurance offers it for both.
