Katni RTO at a glance
Today Katni registers its own vehicles at an Additional Regional Transport Office (ARTO) under MP-21. Until April 1998 the town was a tehsil of Jabalpur district, and it was declared a district of its own on 28 May 1998, and its code now comes right after Jabalpur’s MP-20.
Katni RTO key facts
How to read a Katni (MP-21) number plate
Written out, a Katni registration looks like MP 21 AB 1234, where MP is for Madhya Pradesh, 21 is for the Katni ARTO, AB is the letter series and 1234 is the four-digit number belonging to the vehicle.

Worth knowing: Twenty and twenty-one appear side by side on the state list, Jabalpur first and Katni second, so a single digit tells the two apart. An MP-21 car keeps that number if its owner later moves to Jabalpur, as the code changes only if the car is re-registered outside Madhya Pradesh or its registration details are changed.
HSRP number plates in Katni
Since 1 April 2019, Katni showrooms have handed over new vehicles with a High Security Registration Plate (HSRP) already fixed, as Rule 50 of the Central Motor Vehicles Rules, 1989 requires.
Worth knowing: An MP-21 vehicle registered before April 2019 can have its HSRP installation booked through the booking portal named on the Madhya Pradesh transport department website, where the due date is also given. Our Madhya Pradesh state guide explains the plate in full.
Katni RTO code list
MP-21 for Katni, MP-20 for Jabalpur and the other codes people mix up
MP-21 is Katni’s only code on the Vahan office list. Before 1998 Katni was part of Jabalpur district, and today Jabalpur keeps MP-20 at its full Regional Transport Office (RTO), while Umaria (MP-54) and Satna (MP-19) border Katni with codes of their own.
An MP-20 plate in Katni therefore points to a Jabalpur registration, not a Katni one. Murwara, the older name for the town, is the same place and uses the same MP-21 code.

One ARTO for Katni district, at the locality two directories agree on
Every MP-21 task, whether a registration, a licence test or an RC change, is dealt with at the Katni ARTO. Two directories give the same locality, Deodongra, with pincode 483501. Katni office hours are not officially confirmed, so check with the ARTO before setting out.

Agreement between two directories is helpful but is not an official record. Until the transport department publishes an address, use Deodongra as the guide and confirm the exact building before travelling.

Which areas come under Katni RTO
Katni district, a separate district from Jabalpur since May 1998
Katni district is the office’s whole area, 4,950 square kilometres with a 2011 population of 1,292,042 according to the district website. Living anywhere inside it means an MP-21 registration.
Katni RTO areas and the codes next door
Since 28 May 1998, Katni and Jabalpur have been separate districts, and with that came separate codes, MP-21 for Katni and MP-20 for Jabalpur. An address in Katni district is registered at the ARTO here.
Katni has no official list of the areas its ARTO covers, so the address on an RC is what decides the office.
Worth knowing: When you move within Katni district, only the RC address needs updating, and the car carries on as MP-21.
RTOs near Katni
Two districts bordering Katni run their own offices, Umaria with a District Transport Office (DTO) under MP-54 and Satna with an ARTO under MP-19. Jabalpur, the district Katni was carved from, is covered in the code list above.

Katni owners pay the Madhya Pradesh lifetime tax a single time, at first registration
There is no Katni road tax as such, as an MP-21 vehicle pays the Madhya Pradesh lifetime tax on its standard price when it is first registered. RTO fees and charges in Katni
Katni and Jabalpur charge identical RTO fees, as both apply the national Rule 81 amounts. Payment goes through Vahan, and on a new car the dealer settles the fees as part of getting it registered.
RTO fees for a private car and bike in Katni
Worked out for Katni: Suppose a first car is bought on finance and registered at MP-21. The office takes ₹600 for registration, ₹200 for a smart card RC and ₹1,500 for the hypothecation, a combined ₹2,300, and the lifetime tax is charged in addition.
Fifteen years later the registration has to be renewed for ₹5,000, and from the twentieth year the charge is ₹10,000. For every month a renewal is overdue, a car owner pays a further ₹500 and a motorcycle owner ₹300.
Worth knowing: Lifetime tax, the HSRP and any service charge are additional, so the total on Vahan will be more than the fees in this table.
Registering a new car in Katni
Katni showrooms submit the Vahan file, and MP-21 follows from the ARTO
A new car in Katni is registered almost entirely by the dealer. The showroom lodges the Vahan application with the buyer’s Katni address and pays the tax and fee, then the ARTO approves it and the car is given an MP-21 number.

Transferring car ownership in Katni
A car sold within Madhya Pradesh keeps its MP-21 registration. The seller gives notice of the sale on Form 29, the buyer and seller apply together on Form 30, and the Katni ARTO’s fee for a car is ₹300.
Should the buyer live in another state, the Katni office first issues a No Objection Certificate (NOC). Separately, the policy must be put in the buyer’s name within 14 days of the transfer.
Removing a loan (hypothecation) from the RC in Katni
Once the last instalment is paid, the bank’s NOC and Form 35 are submitted on Vahan, and a new RC without the lender is issued by the ARTO free of charge, with every document listed in the Madhya Pradesh RTO guide.
Katni RTO services online
These days a Katni owner begins on the Vahan portal for anything to do with a vehicle and on the Sarathi portal for anything to do with a licence, and the MP-21 office picks up the application from there.
Duplicate RC and RC status check in Katni
Should an MP-21 RC be lost or damaged, a duplicate is applied for on Form 26 through Vahan, priced at ₹300 for a car, and its progress can be followed if you check your RC status on the Kiwi Insurance tool.
Driving licence services in Katni
Learner drivers in Katni reserve a test slot on Sarathi, and the test itself is taken at the office. Licence renewal and the other services in our Madhya Pradesh RTO guide also start on Sarathi.
Traffic fines and e-challan in Katni
Katni uses the national schedule of fines, under which driving without valid insurance means ₹2,000 the first time and ₹4,000 on each later occasion, as section 196 of the Motor Vehicles Act, 1988 states.
Common traffic fines in Katni
For an MP-21 vehicle, the amount printed on the challan is what is owed, and it can be paid on echallan.parivahan.gov.in, with penalties for other offences listed in our Madhya Pradesh RTO guide.
Moving your car to Katni
A car from outside the state switches to MP-21 after a year here, and an MP car never has to
For the first 12 months after a car from another state arrives in Katni it may keep its old plates, and after that it must be registered again at the Katni ARTO with an MP-21 number. Cars that come from Jabalpur or any other Madhya Pradesh district keep their numbers, needing only a new address on the RC.

How lifetime tax is worked out for a car from another state
An arriving car is taxed on a reducing share of the new-car amount, 93% when under a year old and 16% once past 11 years. A car with an ₹8 lakh standard price that is seven and a half years old pays ₹8 lakh × 8% × 44% = ₹28,160 at the reported rate, with Vahan giving the final amount.

Katni will want the old state’s NOC, applied for on Form 28
- 2
Application at Katni
After more than 12 months in Katni, submit proof of the Katni address
- 3

MP-21 plates
Fresh plates go on after the number is issued
An owner leaving Madhya Pradesh follows the same steps in reverse, beginning with an NOC on Form 28 from the Katni ARTO.
Worth knowing: Inform your insurer of the Katni address on arrival and of the MP-21 number once it is allotted, and look up the full age table in our Madhya Pradesh RTO guide.
BH series registration in Katni
Katni residents in jobs with inter-state transfers can opt for a Bharat series (BH) number instead of MP-21, so that no NOC is needed when they move. The scheme covers government, defence and public sector staff, and private sector employees of companies with offices in 4 or more states or union territories, who apply using Form 60.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. A BH car pays its tax every 2 years, at 8% below ₹10 lakhs, as our Madhya Pradesh RTO guide sets down.
