Ratlam RTO at a glance
Ratlam district has one registering office, the District Transport Office (DTO) Ratlam, and every number it gives out begins MP 43. If your home is anywhere in the district, MP-43 is the code your Registration Certificate (RC) will carry.
Ratlam RTO key facts
How to read a Ratlam (MP-43) number plate
Say a Ratlam car carries MP 43 AB 1234. Reading from the left, MP is Madhya Pradesh, 43 points to the Ratlam DTO, AB is the letter series, and 1234 is the four-digit number given only to that car.

Worth knowing: On the state list the numbers run 43 for Ratlam, 44 for Neemuch and 45 for Jhabua, so one digit is the whole difference between three districts. A Ratlam car keeps MP-43 after its owner moves to Indore or Bhopal, as the code changes only if the car is re-registered outside Madhya Pradesh or its registration details are changed.
HSRP number plates in Ratlam
Buy a new car in Ratlam and it comes with its High Security Registration Plate (HSRP) already on. Under Rule 50 of the Central Motor Vehicles Rules, 1989, every vehicle sold from 1 April 2019 left the dealer with these plates in place.
Worth knowing: Got an older MP-43 vehicle? Book its HSRP installation on the booking portal named on the Madhya Pradesh transport department website, which also gives your date, and see the Madhya Pradesh RTO guide for the plate rules.
Ratlam RTO code list
One Ratlam code, and the numbers on either side of it
Search the Vahan office list for Ratlam and a single code comes up, MP-43. The codes people mix it up with are its neighbours in that list, MP-44 for Neemuch and MP-45 for Jhabua, and MP-14, which belongs to Mandsaur.
Ujjain, a full Regional Transport Office (RTO), uses MP-13 for its own district and does not register Ratlam vehicles. A plate that reads MP 13 points to an Ujjain RC, wherever the car is parked.

Ratlam RTO office address and timings
A single District Transport Office, with its location as directories give it
Everything for an MP-43 vehicle goes through the District Transport Office in Ratlam. Two directories put it in the Sala Khedi area but give different pincodes. Opening times at the Ratlam DTO have no official confirmation, so ask there before making the trip.
Ratlam RTO office, MP-43
Use the listing as a starting point rather than a confirmed address. One directory adds Samta Nagar next to Sala Khedi and another gives only a map code, so this page names the locality and stops there.
Apply before travelling
Vehicle applications go in on Vahan and licence slots on Sarathi, so the trip to Sala Khedi comes at the end
Read the code
An RC that shows MP-44 or MP-45 is held in Neemuch or Jhabua, and Ratlam cannot work on it

Which areas come under Ratlam RTO
Ratlam district, including two tehsils with a Dewas past
The district boundary decides your office. An address inside Ratlam district is registered at MP-43, while a home across the line in Mandsaur or Jhabua belongs to that district’s office.
Ratlam RTO areas and the codes next door
History explains a couple of addresses. Alot was a tehsil of the old Dewas Junior state and the former Ringnod tehsil belonged to Dewas Senior, yet both are in Ratlam district today, so their vehicles are an MP-43 matter, not a Dewas (MP-41) one.
There is no official list of the localities this office serves, and the address on your RC is what decides the office.
Worth knowing: A new house inside the district means an address change on the RC, nothing more, and the plate stays MP-43.
RTOs near Ratlam
Two districts that touch Ratlam run offices of their own. Mandsaur is an Additional Regional Transport Office (ARTO) with MP-14, and Jhabua is a DTO with MP-45.

Road tax in Ratlam
Ratlam pays the Madhya Pradesh lifetime tax, once, at first registration
The Ratlam office does not set road tax. An MP-43 car pays the Madhya Pradesh lifetime tax on its standard price, and the state’s published rate is reported as 8% for a car up to ₹10 lakhs; check the amount on Vahan before paying.

Under ₹10 lakhs: 8% reported
The band for a car or a motorcycle whose standard price stays below ten lakh rupees

Ten to twenty lakhs: 10% reported
The middle band, charged on the whole standard price of the vehicle

Above ₹20 lakhs: 14% reported
The top band for a costlier car, again worked out on its standard price

Electric cars: Vahan has it
The 9 April 2025 waiver, Notification 857, reached only e-cars up to ₹20 lakhs on the register by 26 March 2026; Vahan prices the rest
Road tax on a vehicle registered in Ratlam, worked out
Standard price, defined
The ex-showroom price with GST and cess and no discount taken off, or the dealer invoice when that is higher
Scrapped an old vehicle?

Every vehicle class

RTO fees and charges in Ratlam
Ratlam charges the national Rule 81 fees, the same amounts as Mandsaur, Neemuch or Indore. Payment happens on Vahan, and for a new car the showroom settles these fees itself while it registers the vehicle.
RTO fees for a private car and bike in Ratlam
Worked out for Ratlam: A first car bought on a loan owes ₹600 to be registered, ₹200 for its smart card RC and ₹1,500 for the loan entry, a total of ₹2,300 to the office before any lifetime tax.
Fifteen years on, the same car is renewed for ₹5,000, and once it passes 20 years the renewal costs ₹10,000. Let the renewal slip and the office adds ₹500 per month of delay on a car, or ₹300 on a motorcycle, until it is done.
Worth knowing: Lifetime tax, the HSRP and any service charge sit outside this table, so expect the Vahan receipt to show more.
Registering a new car in Ratlam
The showroom applies on Vahan and the Ratlam DTO allots the MP-43 number
Buying new, you may never need to visit the DTO yourself. The dealer applies on Vahan with your Ratlam address, pays the tax and fee, and the office approves the application and allots an MP-43 number.
- 1
Insure it first
No registration goes through without a valid policy, and the insurer is your choice
- 2
Dealer files on Vahan
Give the showroom proof of the Ratlam address where the car will live
- 3
Lifetime tax on invoice
The invoice shows lifetime tax and the RTO fee beside the ex-showroom price
- 4
DTO approves
Approval brings the MP-43 number for your car
- 5
Plates and RC
The HSRP goes on at the showroom and the RC is issued in your name
One address everywhere
Keep the same Ratlam address on the invoice, the RC and the insurance policy
Bought in Indore?
A showroom outside the district still registers the car with the office for your home
Scooters and motorcycles
Two-wheelers follow the same Vahan route and get MP-43 too
Transferring car ownership in Ratlam
Selling an MP-43 car to someone in Madhya Pradesh leaves the number unchanged. Paperwork means Form 29 from the seller, Form 30 signed by seller and buyer together, and a ₹300 transfer fee for a car.
If the buyer lives outside Madhya Pradesh, the Ratlam office must first issue a No Objection Certificate (NOC) so the car can be registered in the buyer’s state. Either way, the policy must move to the buyer within 14 days.
Removing a loan (hypothecation) from the RC in Ratlam
Once the loan is repaid, take the bank’s NOC and Form 35 to Vahan, and the DTO prints a new RC without the lender at no charge, with the papers listed in our Madhya Pradesh RTO guide.
Ratlam RTO services online
Most Ratlam errands start at home. The Vahan portal takes vehicle work and the Sarathi portal takes licence work, and the application then reaches the MP-43 office.
Duplicate RC and RC status check in Ratlam
A lost or torn RC is replaced by applying on Form 26 through Vahan, which costs ₹300 for a car, and to follow the application you can use the Kiwi Insurance tool to check your RC status.
Driving licence services in Ratlam
Learners book a test slot on Sarathi before going to the office for the test. Licence renewals start there too, and our Madhya Pradesh RTO guide covers the rest.
Traffic fines and e-challan in Ratlam
In Ratlam, as anywhere in India, a driver caught without valid insurance is fined ₹2,000 the first time and ₹4,000 on any repeat, under section 196 of the Motor Vehicles Act, 1988.

The challan shows the amount that applies to your MP-43 vehicle. Pay it on echallan.parivahan.gov.in, and see our Madhya Pradesh RTO guide for other offences.
Moving your car to Ratlam
A car from another state needs MP-43 after 12 months, while an MP car keeps its number
Brought a car to Ratlam from another state? Once it has been kept here for more than 12 months, it has to be registered again with an MP-43 number. A car from another Madhya Pradesh district keeps its plate and needs only a new address on the RC.
A car moving to Ratlam, from another state or from within Madhya Pradesh
How lifetime tax is worked out for a car from another state
Madhya Pradesh charges a share of the tax a new car would pay, and the share falls with age: 93% in the first year down to 16% after 11 years. A car with a ₹8 lakh standard price, 2 and a half years old, pays ₹8 lakh × 8% × 79% = ₹50,560 at the reported rate, so confirm on Vahan.
- 1
Get the NOC
Apply to the old state’s office on Form 28 before you start in Ratlam
- 2
Apply at Ratlam DTO
The DTO expects your Ratlam address proof when the car has spent more than 12 months here
- 3
Pay the tax by age
Vahan works out the Madhya Pradesh share for the car’s age
- 4
Fit MP-43 plates
New plates follow once the number is allotted
Leaving Madhya Pradesh instead? The same steps apply in reverse, starting with an NOC from the Ratlam office on Form 28.
Worth knowing: Inform your insurer when you move and again when the MP-43 number is allotted, and see our Madhya Pradesh RTO guide for the full age table.
BH series registration in Ratlam
Expect to be posted to other states? A Bharat series (BH) number replaces MP-43 on the plate, so a later move needs no NOC. Eligibility covers government, defence and public sector staff as well as private-sector employees whose company works in 4 or more states or union territories, who apply with Form 60.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. The tax is paid every 2 years, 8% below ₹10 lakhs, and our Madhya Pradesh RTO guide has more.
RTO forms and downloads
The thirteen forms a Ratlam owner reaches for most
Each form here is handed to the MP-43 office, and any form missing from this grid can be downloaded from the Parivahan Sewa website.
Car insurance in Ratlam
Your registering office sets the zone for the Own Damage premium. Ratlam is not one of the eight Zone A cities in the India Motor Tariff, so an MP-43 car is priced in Zone B, which usually means a lower Own Damage premium than in a city such as Mumbai. Third-Party cover, by contrast, carries one national price whether the car lives in Ratlam or in Delhi.

Zone B in Ratlam
Ratlam is Zone B for Own Damage cover, usually cheaper than the same car registered in a Zone A city like Pune

Third-Party, priced nationally
The Third-Party price depends on engine size, not on the town, so Ratlam pays the national rate

Car still on old plates
Until it gets MP-43, a car from another state is priced by the office that first registered it

Neemuch or Jhabua plates
An MP-44 or MP-45 car is also Zone B, as every Madhya Pradesh office is
How the Ratlam RTO and your policy connect
Policy before plates
The Ratlam office registers no car that lacks valid cover
After a sale
Whoever buys the car gets 14 days after the RC changes hands to shift the policy into their own name
After a move
When a car brought from Gujarat or Rajasthan is given MP-43, inform your insurer so the policy carries the new number
Insurance for your car and bike
From its first day on the road, an MP-43 car or bike has to carry at least Third-Party cover With the MP-43 paperwork finished, the policy is the next thing to put in your own name, and the Kiwi Insurance plans for both cars and bikes are just below.
