Satna RTO at a glance
Satna’s registering office is an Additional Regional Transport Office (ARTO) whose code is MP-19, and a vehicle owned by anyone living in Satna district is registered there. Since 5 October 2023 the district has been smaller, as Maihar was carved out of it to form a new district.
Satna RTO key facts
How to read a Satna (MP-19) number plate
Break MP 19 AB 1234 into its pieces and the plate explains itself, with MP for Madhya Pradesh, 19 for the Satna ARTO, AB as the letter series and 1234 as the four-digit number no other car in the series shares.

Worth knowing: Cars in Maihar that were registered before October 2023 carry MP-19, as Maihar was part of Satna district until then, and an MP-19 car that later moves to Rewa or Indore keeps its plate as well, since the code changes only if the car is re-registered outside Madhya Pradesh or its registration details are changed.
HSRP number plates in Satna
Every car sold new in Satna since 1 April 2019 has reached its owner with a High Security Registration Plate (HSRP) fitted by the dealer, which Rule 50 of the Central Motor Vehicles Rules, 1989 requires.
Worth knowing: For an MP-19 vehicle registered before then, the HSRP installation is booked through the booking portal named on the Madhya Pradesh transport department website, along with the date set for it. The Madhya Pradesh RTO overview covers the plate rules.
Satna RTO code list
MP-19, the two answers given for Maihar, and the codes around Satna
Only MP-19 is listed for Satna on the Vahan office list. Around it are MP-17 for the Rewa RTO, MP-35 for Panna and MP-21 for Katni, each a separate office for its own district.
Maihar is where the answers split. One directory gives the new district MP-73, another says Maihar still falls under Satna’s MP-19, and MP-73 is missing from the Vahan office list, which ends at MP-71, so it is shown here as listed but unconfirmed.

Satna RTO office address and timings
One ARTO for the district, but three different directory addresses
The Satna ARTO handles every MP-19 registration, licence and RC change. Three directory listings describe its location in three ways, and none of them could be confirmed from an official source. Opening hours lack official confirmation, so ask at the Satna ARTO before visiting.

Two of the three listings agree on Maihar Bypass Road but point to different landmarks and pincodes. The third names the Old Collectorate Building in Civil Lines, so until the department confirms one, treat every listed address as unverified.

Which areas come under Satna RTO
Satna district since Maihar was carved out of it in 2023
MP-19 covers Satna district. The district website gives 7,502 square kilometres, a population of 2,228,619 and 2,125 villages, numbers that may come from before Maihar was taken out of the district.
Satna RTO areas and the codes next door
Owners in Maihar face two directory answers. One says registrations there still go to Satna under MP-19, the other gives Maihar a code of its own, MP-73, and since the official office list has no MP-73, the Satna ARTO or the state transport website is the place to ask which office receives a Maihar application.
An official list of the areas the Satna ARTO serves is not available, and the address on the RC determines which office applies.
Worth knowing: A move from one Satna address to another is just an RC address update, and the MP-19 number does not change.
RTOs near Satna
Satna is ringed by districts with their own offices. Rewa has a full Regional Transport Office (RTO) with MP-17, Panna a District Transport Office (DTO) with MP-35 and Katni an ARTO with MP-21, while Maihar, formed from Satna in 2023, has no confirmed code yet.

Road tax in Satna
A single lifetime payment at the Madhya Pradesh rate, due at first registration
Satna vehicles pay the Madhya Pradesh lifetime tax, a once-only charge worked out on the standard price at the first registration. Reports put the state’s published rate at 8% for a car under ₹10 lakhs, and the exact amount for your car is on Vahan, so check it there before paying.

RTO fees and charges in Satna
At the Satna ARTO, as at the Rewa RTO or the Katni ARTO, the fees are the national Rule 81 amounts. Vahan is where they are paid, and with a new car the dealer pays them while registering it for you.
RTO fees for a private car and bike in Satna
Worked out for Satna: Picture a first car on finance registered at MP-19, which owes the office ₹600 for registration, ₹200 for the smart card RC and ₹1,500 for marking the loan, so the fees total ₹2,300 and the lifetime tax is extra.
A car that reaches 15 needs a ₹5,000 renewal of its registration, and one older than 20 needs ₹10,000. Leaving it overdue costs ₹500 more per month for a car, while a motorcycle’s late fee is ₹300 per month.
Worth knowing: Expect the Vahan receipt to be higher than this table, as lifetime tax, the HSRP and any service charge are added on top.
Registering a new car in Satna
Satna dealers file on Vahan, and the ARTO gives the car an MP-19 registration
When you buy a new car in Satna, the dealer does the filing. The showroom enters your Satna address on Vahan, pays the lifetime tax and fee on your behalf, and the ARTO approves the application and issues an MP-19 number.

From a Rewa dealer
The office is set by where you live, so a Satna buyer still gets MP-19
Two-wheelers included
Scooters and motorcycles bought by Satna residents are registered at MP-19 the same way
Transferring car ownership in Satna
An MP-19 car that changes hands within Madhya Pradesh keeps its number. Seller and buyer complete Form 29 and Form 30 between them, and the Satna ARTO charges ₹300 to transfer a car.
Selling to someone who lives in another state starts with a No Objection Certificate (NOC) from the Satna office. The buyer must also have the policy transferred to them within 14 days.
Removing a loan (hypothecation) from the RC in Satna
Paid off the car loan? Submit the bank’s NOC and Form 35 on Vahan, and the ARTO issues an RC without the lender’s name and with no fee, the full checklist being in our Madhya Pradesh RTO guide.
Satna RTO services online
Very little needs a trip in Satna now, since the Vahan portal carries vehicle work and the Sarathi portal carries licence work, and both pass the application to the MP-19 office.
Duplicate RC and RC status check in Satna
A missing or damaged MP-19 RC is replaced through a Form 26 application on Vahan, costing ₹300 for a car, after which you can check your RC status using the Kiwi Insurance tool.
Driving licence services in Satna
Satna learners book their driving test on Sarathi and then sit it at the office in person. Renewing a licence also starts on Sarathi, as do the other services our Madhya Pradesh RTO guide describes.
Traffic fines and e-challan in Satna
Satna applies the fines set nationally, so an owner caught driving uninsured pays ₹2,000, rising to ₹4,000 for any repeat offence, under section 196 of the Motor Vehicles Act, 1988.
Common traffic fines in Satna
Rely on the challan for what an MP-19 vehicle owes, and pay it on echallan.parivahan.gov.in, while further offences are listed in our Madhya Pradesh RTO guide.
Moving your car to Satna
After 12 months a car from another state needs MP-19, while an MP car keeps its number
A car from another state can be used in Satna on its old registration for the first 12 months. Beyond that it has to be registered at the Satna ARTO with an MP-19 number, whereas a car from another Madhya Pradesh district keeps its number and simply has its RC address changed.
A car moving to Satna, from another state or from within Madhya Pradesh
How lifetime tax is worked out for a car from another state
Incoming cars are charged a slice of the new-car tax that gets thinner with each year of age, from 93% for the youngest down to 16% for one over 11 years old. A ₹6 lakh car aged nine and a half pays ₹6 lakh × 8% × 30% = ₹14,400 at the reported rate, subject to Vahan.
- 1
Ask for the NOC
Your previous state’s registering office gives it on Form 28
- 2
File in Satna
Once the car has spent more than 12 months in Satna, apply with a Satna address proof
- 3
Tax set by age
Vahan picks the Madhya Pradesh percentage for the car’s age band
- 4
MP-19 plates
New plates are fitted when the number has been allotted
Leaving Madhya Pradesh with an MP-19 car? Reverse the steps, starting with an NOC from the Satna ARTO on Form 28.
Worth knowing: Inform your insurer of your Satna address when you arrive and of the MP-19 number when it is issued, and see our Madhya Pradesh RTO guide for every age band.
BH series registration in Satna
For Satna owners on transferable jobs, a Bharat series (BH) number can replace MP-19, and moving it to another state then needs no NOC. Staff of the government, defence and public sector qualify, along with private employees of an organisation with offices in 4 or more states or union territories, who use Form 60.
The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. The BH tax is due every 2 years, at 8% below ₹10 lakhs, and our Madhya Pradesh RTO guide explains it.

Car insurance in Satna
The Own Damage premium depends partly on the zone of the office where the car is registered. Satna is not one of the eight Zone A cities in the India Motor Tariff, so an MP-19 car falls in Zone B and normally costs less to cover for Own Damage than the same model in Ahmedabad, with Third-Party priced nationally.

Zone B in Satna
Satna is Zone B for Own Damage cover, so expect it to price below the same car registered in Zone A Mumbai

Third-Party, nationwide price
A notified premium by engine size, the same for an MP-19 car as for any other in India

Maihar plates as well
Whichever office ends up registering Maihar cars, it is in Madhya Pradesh and so in Zone B

Out-of-state plates
A car still on its old registration is rated by that office until it gets MP-19
How the Satna RTO and your policy connect
No cover, no number
The Satna ARTO issues MP-19 only to a car with a valid policy
When you sell
Once the RC is in the buyer’s name, 14 days are allowed to move the policy too
Car re-registered here
Inform your insurer after an incoming car gets MP-19, so both documents carry the same number
Insurance for your car and bike
The law requires Third-Party cover on every MP-19 car and bike before registration and on the road Once the Satna ARTO has registered your car or bike, take out a policy in your own name, starting with the Kiwi Insurance plans linked below.
