Ujjain RTO (MP-13): Where the office moved, tax and fees

Ujjain’s Regional Transport Office (RTO) registers every car in the district under MP-13, and it seems to have changed address. A 2026 state list of city bus routes has a New RTO office stop and a separate Old RTO stop, while directories still give the Mahashweta Nagar address.

Ujjain plates carry 13 after the state letters, as in MP 13 AB 1234. Read it left to right as state, office, letter series and the four-digit number, which together single out one vehicle.

Worth knowing: An office move does not change the plates, and an MP-13 car registered at the old site keeps its number. The same holds when an owner shifts to Indore or Dewas, and the code changes only if the car is re-registered outside Madhya Pradesh or its registration details are changed.

Cars sold in Ujjain from 1 April 2019 onwards have High Security Registration Plates (HSRP) put on by the dealer, which Rule 50 of the Central Motor Vehicles Rules, 1989 makes compulsory.

Ujjain’s single code is MP-13. Of the five codes around it, Indore and Agar Malwa belong to RTOs, and Shajapur, Dewas and Ratlam to District Transport Offices (DTOs). Agar Malwa’s MP-70 was allotted by a state notification in 2014.

The Ujjain RTO is the only registering office in the district, but its address is in flux. A state notice of Ujjain city bus routes from May 2026 runs route U6 from Dewas Gate to a stop called New RTO office, and keeps an Old RTO stop on a different route.

Ujjain RTO office, MP-13

Directories, which agree with each other, still print Mahashweta Nagar with the pincode 456010, and that may be the old office. No official street address for the new office is available, so confirm where to go with the office before your visit.

Any RC address in Ujjain district goes to MP-13, whichever site the office is using. Cross into a neighbouring district and the office changes with it, from Indore’s MP-09 to Agar Malwa’s MP-70.

Ujjain has no official list of the areas its office covers. What counts is the RC address, and MP-13 is the district’s only office. A used car’s first office is in its number, and the finder at the top of this page decodes any MP plate.

Ujjain applies the Madhya Pradesh lifetime tax on a car’s standard price, paid once when it is registered. Reported bands are 8% up to ₹10 lakh, 10% from there to ₹20 lakh and 14% above, and Vahan displays the true amount to check before you pay. Ujjain also has a discount of its own at fair time.

Fees at MP-13 match those at Indore and Dewas to the rupee, since central rules fix them. They are paid on Vahan, by the dealer when the car is new.

An Ujjain example: Say you buy at the Vikramotsav fair with a bank loan. The tax may be halved, but the RTO fees are not, so MP-13 still collects ₹600 for registration, ₹200 for the smart card and ₹1,500 for the loan entry, ₹2,300 in all.

At 15 years an RC renewal is ₹5,000 for a car. Run late on that and Ujjain owners pay ₹500 extra per month on a car, ₹300 on a motorcycle.

The dealer applies on Vahan, MP-13 issues the number, fair or no fair

Whether the car comes from a showroom or a stall at the Vikramotsav fair, registration runs the same way. The dealer applies on Vahan with your Ujjain address, and the MP-13 office gives the number.

An MP-13 number stays on the car when it is sold to someone else in Madhya Pradesh. Form 29 is the seller’s notice, Form 30 is signed jointly, and a ₹300 car fee is paid online.

Selling to a buyer from Rajasthan or any other state needs a No Objection Certificate (NOC) from the Ujjain RTO. An Ujjain buyer gets 14 days from the date of the RC change to put the car’s cover in their name.

Clearing a loan (hypothecation) from an Ujjain RC

Get the bank’s NOC and Form 35 once the loan is closed, then upload them on Vahan so MP-13 drops the hypothecation for free. Our Madhya Pradesh RTO guide lists each paper the bank and the office will ask for.

While the office address settles, online is the dependable way in. The Vahan portal handles MP-13 vehicle work such as tax and transfers, the Sarathi portal handles licences, and a trip to the office is mostly for a test.

An Ujjain driver caught without insurance pays ₹2,000, and ₹4,000 for a further offence. Those amounts come from section 196 of the Motor Vehicles Act, 1988, as amended in 2019, and apply everywhere in India.

From elsewhere in Madhya Pradesh, moving to Ujjain changes only the RC address. From another state, the car must be registered at MP-13 once it has been kept here for more than 12 months, paying a share of the lifetime tax that drops the older the car is.

An Ujjain example: A car first sold elsewhere for a standard price of ₹6 lakh and now nine and a half years old pays 8% of ₹6 lakh, times 30%, or ₹14,400. Vahan has the final word on the amount.

If you are leaving Madhya Pradesh, the same steps apply in reverse, so the Ujjain RTO gives the Form 28 NOC and the next state registers the car. Inform your insurer of the new address and then the new number.

An Ujjain resident with interstate postings can take a Bharat series (BH) number instead of MP-13. With no state code on it, a later move needs no No Objection Certificate (NOC) and no new registration. Eligible owners include government, defence and public sector employees, plus private staff using Form 60 whose company works from 4 or more states or union territories.

The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car. BH tax is 8% below ₹10 lakhs, paid every two years, per our Madhya Pradesh RTO guide.

None of these forms is unique to Ujjain, as every Indian RTO uses the same ones. Most are submitted on Vahan or Sarathi, and the PDF is there if paper is asked for.
