Andheri RTO is Mumbai (West), the Regional Transport Office behind every MH-02 number. Its official list opens with Bandra and Khar and closes at Jogeshwari and Oshiwara, which means a Goregaon address is not one of its cases.
Split MH 02 AB 1234 into four pieces and each tells you something. MH is the state, Maharashtra, 02 is the Andheri office for Mumbai (West), AB is the series of letters and 1234 is the four-digit number.

Worth knowing: Sell a Juhu car to a family in Chembur and the plate goes on reading MH 02, as a car never picks up the code of its new home suburb. Within the state the number stays for life, and it changes only if the car is re-registered outside Maharashtra or its registration details are changed.
Western suburbs cars sold new from 1 April 2019 left the dealer with a High Security Registration Plate (HSRP), and Maharashtra does not ask those owners to reapply.
Older MH-02 cars still need the plate installed. Book it on the booking portal named on the Maharashtra transport department website, which lists the date for each vehicle; a fitment centre charges nothing extra to fit it, but home fitment is paid for. For stickers and the remaining rules, read our Maharashtra RTO guide.
MH-02 first, then the neighbouring Mumbai codes at each edge of its list
Andheri registers under MH-02 alone. Where people slip is at the edges of its list, with Mahim to the south, Goregaon to the north and Sakinaka and Powai to the east all belonging to other codes.
Ambivali Village, what the MH-02 office does and the papers it asks for
The Mumbai (West) office has its address at 111-D, Ambivali Village, in Andheri (West). The department’s Regional Offices page places it opposite Manish Nagar.
The official list of Mumbai offices carries no second MH-02 address, so every Andheri RTO task goes to Ambivali Village.
Moved from Khar to Versova? Put the new address on the MH-02 RC with Form 33
Record a new owner, and note or clear the bank loan on the RC
Request the No Objection Certificate (NOC) on Form 28 when the car is heading out of Maharashtra
Renew an MH-02 registration at 15 years, or replace an RC that has gone missing
An RC from Goregaon, Malad or further north is outside the MH-02 list, and so are Powai and Sakinaka, even though Marol is an MH-02 area. For any of those, use the office the official lists point to before you travel to Ambivali Village.

On the Know Your RTO pincode list, MH-02 starts at Bandra and runs north to Oshiwara (400102), where it ends. Use the groups below to check the locality printed on your RC.
Worth knowing: The list does not follow how far an office feels. Marol and SEEPZ are MH-02 cases, yet Sakinaka is MH-03, and Goregaon, although it is a western suburb too, is outside the Andheri list altogether.
Three more office pages cover the rest of Mumbai, and the MH-03 branch at Worli handles private vehicles only. The code on your RC tells you which card to open.

The state rate, paid once when an MH-02 car is first registered
What a new MH-02 car pays in road tax is the Maharashtra rate, charged one time only, at registration. Andheri collects it on behalf of the state; it does not set it.
Worked example: For a ₹6 lakh car bought by a Bandra resident, petrol means 11%, or ₹66,000, and the diesel version of the same price means 13%, or ₹78,000. Each also carries a road safety cess, reported as 2% of the tax, which Vahan adds before you pay.
Put a petrol or diesel car in a company name and the rate is 20%
Electric cars registered between 1 April 2025 and 31 March 2030 are exempt under the state EV policy dated 23 May 2025
In 2025 the most tax charged on one car rose from ₹20 lakhs to ₹30 lakhs
CNG and LPG rates went up 1 point in changes reported to apply from 1 July 2025; the full table is in our Maharashtra RTO guide
There is no Andheri price list. The amounts are national, so the MH-02 office charges the same as Tardeo or the Borivali office would. You pay them on Vahan, and when the car is new the dealer pays them out of the on-road price.
For example: Take a new car on a loan to a Santacruz address and Andheri’s share of the bill is ₹2,300, made up of ₹600 to register it, ₹200 for the smart card RC and ₹1,500 to record the loan, all before road tax.
Once an MH-02 car is 15, renewing costs ₹5,000, and after 20 years it is ₹10,000. A renewal that slips past its date costs ₹500 more per month for a car and ₹300 for a motorcycle.
None of this includes the HSRP, the state’s road tax or a service charge, which are billed separately.
Your address on the dealer’s Vahan file, not the showroom, picks MH-02
The showroom does not decide the code. If your address is in Juhu, Vile Parle or anywhere else on the MH-02 list, the Andheri office approves the Vahan application and the car is numbered MH-02.
Choose an insurer and have the policy ready, since Andheri needs it to register the car
The dealer uploads Form 20, the sale papers and your address proof
The office reviews the application and gives the car its MH-02 number
The plate is fitted, and the RC follows in the owner’s name
A Chembur buyer at an Andheri showroom still ends up with MH-03, not MH-02
Tax and fees are collected by the dealer as part of the on-road price
Scooters and motorcycles for Khar or Versova homes go through Andheri too
A used car carrying MH-02 is transferred through Andheri, the office on its RC, or online through Vahan. Form 29 comes from the seller, Form 30 needs both names, and the transfer costs ₹300 for a car and ₹150 for a motorcycle.
Remember the policy too, as the buyer has 14 days to move the insurance across.
When a car loan closes, the lender’s No Objection Certificate (NOC) goes to Andheri with Form 35, and the hypothecation is struck off the RC without any fee. Every step is covered in our Maharashtra RTO guide.
For an MH-02 vehicle, applications start on the Vahan portal, and for a licence on the Sarathi portal, with the Andheri office handling the checks that need a visit. The learner licence test in Maharashtra can be taken online after Aadhaar authentication.
If the RC is lost, file Form 26 for a duplicate and pay the amount shown in the fees table. For the details on any MH-02 RC, run the Kiwi Insurance RC status check.
Licence slots are booked on Sarathi, which names the test venue when you book. The other city offices are described in our Mumbai RTO guide.
Got a challan on an MH-02 car? Enter the registration on echallan.parivahan.gov.in or open mParivahan, where each offence and its amount are shown for payment.
The longer list of offences appears in our Maharashtra RTO guide.
Settling on the MH-02 list, or taking an Andheri car out of Maharashtra
Coming to the western suburbs from Nagpur or Aurangabad means no new number, only a new address on the RC. Coming from another state is different, as the car has to take an MH-02 number at Andheri once it has spent more than 12 months in Maharashtra.
Request the No Objection Certificate from the office in the previous state, on Form 28
Apply at Andheri with that NOC and proof of your MH-02 area address
Vahan calculates the Maharashtra tax for a car of that age before you pay
An MH-02 car bound for another state needs its NOC from Andheri on Form 28, and the NOC itself is free. As the car is leaving Mumbai, the department also wants an NOC from the Commissioner of Police (or Superintendent of Police), proof of motor vehicle tax payment and an NOC from the prosecution branch of the registering office.
Worth knowing: When the new number or address is on the RC, inform your insurer so the policy matches. Form by form, the paperwork is in our Maharashtra RTO guide.
Expecting a transfer to another state? A Bharat series (BH) number, requested through the dealer instead of MH-02, means no NOC and no fresh registration when the posting comes.
If you work for a private company, the dealer needs Form 60 from an employer with offices in 4 or more states or union territories. The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
Read our Maharashtra RTO guide to see who can apply and how the BH tax is charged every 2 years.

A car’s Own Damage premium is set partly by its zone, and the zone is fixed by the office that registered it. Andheri is a Mumbai office, so MH-02 cars are rated in Zone A, while the price of Third-Party cover is the same across India.
Zone A covers every Andheri registration, Mumbai being a Zone A city in the motor tariff
Fixed by engine size nationally, so the real comparison is the Own Damage part and its optional covers
Shifting from Juhu to Colaba does not alter the zone, though you still inform your insurer
After Andheri records you as owner, transfer the policy within 14 days
The office needs to see valid insurance before it registers a car. After any RC update at Andheri, be it the owner, the address or the number, inform your insurer so the two documents agree.
Third-Party cover is compulsory, and Andheri checks it before any MH-02 registration With your Andheri RTO task done, choose cover from Kiwi Insurance for a car or a bike.
