MH-47 is the code of the office the transport department names Borivali, and that office stands at Kandarpada in Dahisar West rather than in Borivali. No official list of its areas has been published, but Goregaon, Malad, Kandivali, Borivali and Dahisar appear on none of the other three Mumbai lists.
Read MH 47 AB 1234 in four steps. The state comes first as MH, then 47 for the Borivali office out in Dahisar West, then AB, the letter series, and finally 1234, the four-digit number.

Worth knowing: Should a Kandivali owner later move to Nashik, the 47 stays put, and the code changes only if the car is re-registered outside Maharashtra or its registration details are changed. So an MH-47 car on a Pune road is still, on paper, a Borivali registration.
If your MH-47 car was registered new on or after 1 April 2019, its High Security Registration Plate (HSRP) was fitted before delivery, and Maharashtra says you need not apply again.
Owners of older MH-47 cars book the installation on the booking portal named on the Maharashtra transport department website, where the applicable date is given. Fitment at a centre costs nothing extra, but the plate fitted at your home is charged for. For anything else about plates, open our Maharashtra RTO guide.
MH-47 first, then the Mumbai and nearby codes it gets mixed up with
The Borivali office uses MH-47 and nothing else. The codes worth knowing beside it are MH-02, whose list ends at Oshiwara, and the separate offices for the towns beyond the city.
Kandarpada in Dahisar West, what MH-47 handles and what to carry
Directions to Borivali RTO end in Dahisar West. The official address is CTS No. 53/4, in the BMC Road Depot Building behind Palak Pluto, at Kandarpada, Dahisar (West), Mumbai 400068.
The office is listed under the Borivali name, so Dahisar RTO and Borivali RTO are two names for the one MH-47 office, and no other office in Borivali appears on the official list.
After shifting from Malad to Dahisar, file Form 33 so the MH-47 RC shows the new home
Transfer an MH-47 car to a buyer, and enter or close a loan on its RC
Seek the No Objection Certificate (NOC) on Form 28 if the car is moving to another state
Renew an MH-47 registration at 15 years or ask for a duplicate of a lost RC
An RC address on the Andheri, Tardeo or Wadala list is not an MH-47 case, which rules out Jogeshwari and Oshiwara, for example. Cars from Vasai, Virar or Thane also go to the offices of those towns.

The transport department gives no area list for MH-47, and the text of its Know Your RTO pincode list ends at MH-04. What the lists do show is that five northern suburbs are missing from all three of the other Mumbai offices.
Worth knowing: Before you rely on MH-47 for a Goregaon or Malad address, ask the office or check the code a dealer gets on Vahan, as the department confirms these areas only by leaving them off the other lists.
Mumbai’s three other codes each have an office page, and MH-03 has a second office at Worli for private vehicles. Pick the card that matches the code on the RC.

Maharashtra’s rate, paid once at the first MH-47 registration
Every MH-47 car pays Maharashtra road tax once, when it is first registered, and the Dahisar West office collects it at the state rate. For a car owned by an individual, two things set the percentage, the fuel and the price.
Worked example: A Kandivali resident who registers a ₹6 lakh petrol car in their own name pays 11%, so ₹66,000; registered to a company, the same car would pay 20%, or ₹1,20,000. A road safety cess, reported as 2%, is levied on the tax in both cases, so confirm the total on Vahan.
Petrol and diesel cars owned by a company are taxed at 20%
An electric car registered between 1 April 2025 and 31 March 2030 owes no road tax, per the state EV policy of 23 May 2025
A 2025 amendment lifted the maximum tax payable on a car to ₹30 lakhs from ₹20 lakhs
Rates for gas cars rose 1 point, reported to apply from 1 July 2025; every band is in our Maharashtra RTO guide
The fee for each service is fixed nationally, so MH-47 charges a Dahisar owner exactly what Andheri charges an Oshiwara owner. Fees are paid on Vahan, and the dealer covers them within the on-road price of a new car.
For example: Registering a new financed car at MH-47 costs ₹2,300 in RTO fees, being ₹600 for registration, ₹200 for a smart card RC and ₹1,500 to put the loan on record, with the road tax charged separately.
Fifteen years on, an MH-47 car pays ₹5,000 to renew its registration, and ₹10,000 after 20 years. For a late renewal, add ₹500 a month for a car or ₹300 a month for a motorcycle.
Expect to pay separately for the HSRP, the state road tax and any service charge, none of which is in this table.
The dealer files on Vahan, and your northern suburbs address points the file to MH-47
Which code a new car gets depends on the address you give the dealer. For homes in the northern suburbs that are on no other Mumbai list, the application is expected to go to the Borivali office and come back with MH-47, though no official area list confirms it.
Have a valid policy ready; MH-47 does not register a car without it
The dealer submits Form 20 online with your address proof attached
The office for your address approves it, and the car is given its number
The HSRP is put on the car and the smart card RC is issued
Ask the dealer which office the Vahan file went to before delivery
Your dealer collects the tax and the MH-47 fees as part of the price
A Dahisar scooter follows the same route to its number
For a car with MH-47 on its RC, the ownership transfer is dealt with by the Borivali office in Dahisar West, or applied for on Vahan. It takes Form 29 from the seller and Form 30 from both parties, and costs ₹300 for a car or ₹150 for a motorcycle.
Make sure the insurance moves too, within 14 days for the buyer.
After the final instalment, file Form 35 and the bank’s No Objection Certificate (NOC) with MH-47; deleting the hypothecation carries no fee. The complete transfer procedure is in our Maharashtra RTO guide.
Work on an MH-47 vehicle is started on the Vahan portal and licence work on the Sarathi portal, and the Dahisar West office deals with anything that needs a visit. Maharashtra lets learners take the learner licence test online once Aadhaar authentication is done.
Apply on Form 26 if an MH-47 RC is lost, and pay the amount listed in the fees table. The Kiwi Insurance RC status check lets you look up an RC by its number.
Book licence appointments on Sarathi, which names the venue for the test. The other three Mumbai codes are explained in our Mumbai RTO guide.
For a challan on an MH-47 car, type the number into echallan.parivahan.gov.in or mParivahan to see the offence and the amount, and pay online.
Our Maharashtra RTO guide carries the wider fines table.
Arriving in the northern suburbs, or leaving Maharashtra with an MH-47 car
A car that already carries an MH code, from Thane or Nagpur for example, needs only a new address on its RC when you move to Malad or Dahisar. A car from outside Maharashtra is different, as it needs a fresh MH registration after more than 12 months in the state.
Obtain the No Objection Certificate through Form 28 from the original RTO
Check that your address belongs to MH-47 before you apply
After 12 months here, file with the NOC and pay the tax Vahan shows
Moving an MH-47 car out of Maharashtra calls for an NOC from the Borivali office on Form 28, issued free. The department also asks owners of Mumbai vehicles for an NOC from the Commissioner of Police (or Superintendent of Police), proof that the motor vehicle tax has been paid and an NOC from the prosecution branch of the office that registered the car.
Worth knowing: Inform your insurer once the RC carries the new number or address. For what goes into each form, open our Maharashtra RTO guide.
With a job that moves between states, a Bharat series (BH) number requested through the dealer, instead of MH-47, saves the NOC and re-registration when you are posted elsewhere.
Private sector employees qualify with Form 60, a certificate from their employer showing offices in 4 or more states or union territories. The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
Find who qualifies, and the BH tax, in our Maharashtra RTO guide.
The official PDFs for work at the MH-47 office Most of these are filed online today. Bring a paper printout only when the Dahisar West office asks for one.
If the form you need is not in this grid, try the list of RTO forms on the Parivahan Sewa website, and see our Maharashtra RTO guide for how each is used.
Insurers set the Own Damage premium partly by zone, taken from the office of registration. The Borivali office is in Mumbai, so an MH-47 car is in Zone A, and its Third-Party cover costs the same national price as anywhere else.
Zone A applies to MH-47 cars like the rest of Mumbai, which the tariff names as Zone A
Set by engine size for India as a whole, so weigh the Own Damage cover and optional covers instead
A move from Kandivali to Chembur leaves the zone unchanged; still inform your insurer
When the RC is in your name at MH-47, the policy should follow within 14 days
A car without valid insurance cannot be registered at MH-47. After the office records a new owner, address or number, inform your insurer so that the policy matches the RC.
The law requires Third-Party cover, and MH-47 checks it before registering a car or bike When your MH-47 task is finished, use these cards to see Kiwi Insurance cover for cars and bikes.
